Global Economy Priorities for a Robust Recovery (PHOTO: ASIANDREAM/ISTOCK BY GETTY IMAGES) The global economy continues to recover but the pace of growth has slowed, IMF Managing Director Kristalina Georgieva said in a blog on Wednesday ahead of a meeting of G20 finance ministers and central bankers in the Indonesian capital, Jakarta. Inflation has been higher than expected in many economies, financial markets remain volatile, and geopolitical tensions have increased sharply. “That is why we need strong international cooperation and extraordinary agility,” Georgieva said. “For most countries, this means continuing to support growth and employment while keeping inflation under control and maintaining financial stability—all in the context of high debt levels.” A new IMF staff report to the G20 underscores the complexity of this obstacle course of challenges and sets out three priorities to help policymakers find a path through it. Read a transcript of Georgieva's statement to the G20 meeting.   El Salvador The Costs of Bitcoin (PHOTO: ISTOCK) Digital means of payment such as El Salvador’s Chivo government e-wallet have an important role to play in promoting financial inclusion, but there are large risks associated with using Bitcoin as legal tender, the IMF’s El Salvador team tell Country Focus in an interview. “We don’t recommend it,” said the team, led by Alina Carare, Deputy Division Chief in the Western Hemisphere Department. “In the short-term, the costs and risks largely outweigh the benefits.” After a sharp decline in 2020, the IMF expects the economy to expand by around 10 percent in 2021, but medium-term growth is likely to slip to around 2 percent, below the historical average, as policy stimulus in the US wanes. --Unsustainable Situation: Persistent budget deficits and continuous expansionary fiscal policies have resulted in a rapidly growing public debt-to-GDP ratio. “Unless decisive policy actions are taken, public debt will continue to grow, demanding more resources from the budget as borrowing costs increase,” the team said. “This situation is unsustainable.”   Euro Area Europe's Supply Squeeze (PHOTO: IMF PHOTO/CYRIL MARCILHACY) When countries asked people to stay at home to control COVID-19, consumers cut spending on services and bought more manufactured goods instead. Shortages of industry inputs from chemicals to microchips caused the manufacturing recovery to stall and prices to spike—sparking a debate about inflation and monetary policy. In a new blog, IMF Managing Director Kristalina Georgieva, Europe Director Alfred Kammer and Oya Celasun estimate that without supply disruptions euro-area GDP last year would have been about 2 percent higher—equivalent to about one year’s worth of growth in pre-pandemic times. About half of the increase in manufacturing price inflation can be explained by supply shocks, the authors say. --Reining in Inflation: If euro-area authorities can overcome supply disruptions, it is less likely that they will have to restrict economic growth to rein in inflation, according to the blog, which is based on an IMF staff paper available here.   F&D The Currency Revolution (PHOTO: ISTOCK/DEM10; GETTY/DEM10; GETTY/ALENGO) In his latest book, The Future of Money: How the Digital Revolution Is Transforming Currencies and Finance, Cornell University professor Eswar Prasad describes how digital currencies and other financial technologies are reshaping everything from consumer banking to monetary policy and international payments. In a conversation with F&D’s Chris Wellisz, Prasad lays out the advantages and perils of the new forms of money. "The convenience of digital payments to both consumers and businesses makes it highly unlikely that cash will survive much longer," Prasad says. Our Chart of the Week by Laurence Ball, Daniel Leigh, Prachi Mishra and Antonio Spilimbergo shows that the traditional core measure of inflation was almost as volatile as headline inflation for most of the past two years. This was because many large price changes occurred in sectors outside of food and energy. The case for moving away from the traditional measure of core inflation towards an alternative has strengthened, the authors say.

In an interview with Country Focus, the IMF El Salvador team, led by Alina Carare, talks about the country’s rebound and challenges, and the decision to make Bitcoin legal tender. How is the economy rebounding from the pandemic? After a sharp decline in 2020, we expect the economy to grow by around 10 percent of GDP in 2021, and 3.2 percent in 2022. This has a lot to do with the pick-up in external demand, and El Salvador’s response to the pandemic. Though it is one of the most densely populated countries in Latin America, El Salvador had one of the lowest reported rates of COVID-19 infections and fatalities in the region and has a relatively high vaccination rate.  US real GDP growth is also an important growth driver because of the large Salvadoran diaspora. About one-fifth of the population is living in the US. They contribute to the Salvadoran economy by sending remittances to support their families—more than 25 percent of GDP in 2021.      What are the top challenges and priorities going forward for El Salvador?

Today, Prime Minister Justin Trudeau spoke with the Prime Minister of Spain, Pedro Sánchez.

Prime Minister Trudeau shared his deepest condolences for the tragic loss of life that occurred when the Spanish fishing vessel Villa de Pitanxo sank off the coast of Newfoundland and Labrador earlier this week.

The two leaders discussed the situation in Ukraine, and shared their concerns over Russia’s aggressive and destabilizing actions in and around the country. They stressed the importance of a diplomatic resolution to the current tensions, and noted their shared commitment to the sovereignty and territorial integrity of Ukraine.

Prime Minister Trudeau underlined the strength and unity of the Alliance, and the importance of continued coordination and dialogue between allies and partners. The two leaders emphasized that any further military incursion into Ukraine would have severe costs and consequences, including through coordinated sanctions.

The two leaders stressed the importance of the upcoming North Atlantic Treaty Organization’s (NATO) leaders’ summit, to be hosted by Spain in June 2022. They also discussed the need for progressive leaders to work together in defence of democratic values.

Prime Minister Trudeau and Prime Minister Sánchez agreed to stay in touch and continue working together on shared priorities.

Aujourd'hui, le premier ministre Justin Trudeau s'est entretenu avec le premier ministre de l'Espagne, Pedro Sánchez.

Le premier ministre Trudeau a offert ses plus sincères condoléances pour les pertes de vie tragiques survenues lors du naufrage du navire de pêche espagnol Villa de Pitanxo au large des côtes de Terre‑Neuve‑et‑Labrador plus tôt cette semaine.

Les deux dirigeants ont discuté de la situation en Ukraine et ont fait part de leurs préoccupations concernant les actions agressives et déstabilisantes menées par la Russie dans le pays et autour de celui‑ci. Ils ont souligné l'importance de trouver une solution diplomatique aux tensions actuelles et ont affirmé leur engagement commun à l'égard de la souveraineté et de l'intégrité territoriale de l'Ukraine.

Le premier ministre a fait valoir la force et l’unité de l’Alliance et a insisté sur l’importance de poursuivre la concertation et le dialogue entre alliés et partenaires. Les deux dirigeants ont indiqué que toute autre incursion militaire en Ukraine entraînerait de grands coûts et de lourdes conséquences, notamment l’imposition concertée de sanctions.

Les deux dirigeants ont souligné l'importance du prochain Sommet des dirigeants de l'OTAN, qui se tiendra en Espagne en juin 2022. Ils ont également discuté de la nécessité pour les dirigeants progressistes de travailler ensemble en vue de défendre les valeurs démocratiques.

Le premier ministre Trudeau et le premier ministre Sánchez ont convenu de rester en contact et de continuer à travailler ensemble sur des priorités communes.

Prime Minister Justin Trudeau speaks with President of the United States of America Joe Biden and European leaders on Russia and the situation in Ukraine

Today, Prime Minister Justin Trudeau spoke with the President of the United States of America, Joe Biden, and the leaders of the United Kingdom, France, Germany, Italy, Poland, Romania, the European Commission, the European Council, and the North Atlantic Treaty Organization (NATO), to discuss the ongoing Russian military build-up on Ukraine’s borders.

The leaders shared their concerns over ceasefire violations by Russia-backed separatists in the Donbas region, condemned Russia’s aggressive and destabilizing actions in and around Ukraine, and stressed the need for Russia to de-escalate and find a diplomatic solution to the current tensions. They expressed their collective commitment to the sovereignty and territorial integrity of Ukraine.

The Prime Minister noted the strength and unity of the NATO Alliance. The leaders emphasized that any further military incursion into Ukraine would have severe costs and consequences, including through coordinated sanctions.

The leaders agreed to continue coordinating closely.

Ils ont affirmé leur engagement commun à l’égard de la souveraineté et de l’intégrité territoriale de l’Ukraine.

Le premier ministre Trudeau a fait valoir la force et l’unité de l’Alliance de l’OTAN. Les dirigeants ont indiqué que toute autre incursion militaire en Ukraine entraînerait de grands coûts et de lourdes conséquences, notamment l’imposition concertée de sanctions.

Prime Minister Justin Trudeau convenes the sixth Incident Response Group meeting on the illegal blockades and occupations

Today, Prime Minister Justin Trudeau convened the sixth meeting of the Incident Response Group where ministers and senior officials provided updates on the progress being made under the Emergencies Act to end the illegal blockades and occupations that started last month.

The group was briefed on the ongoing police enforcement efforts in Ottawa where the Royal Canadian Mounted Police, the Ottawa Police Service (OPS), Ontario Provincial Police, and other law enforcement agencies from across the country have moved into the downtown core. As a result of the enforcement actions, some protesters and people are leaving the area.

The group were briefed on the comments made this afternoon by the Acting Chief of OPS who stated that the federal Emergencies Act along with provincial and city emergencies declarations gave police the tools to use new and existing powers to be able to properly deal with the demonstration to ultimately bring it to an end. The group noted the situation in Ottawa resulted in the unprecedented cancellation of today’s sitting of the House of Commons and the extension of the adjournment period of the Senate of Canada until February 21 due to the ongoing enforcement operations.

The group was provided with an update on the progress in implementing finance-related measures under the Emergency Economic Measures Order. Financial Services providers have frozen several accounts. Additionally, FINTRAC’s pre-registration process is ongoing as it responds to several dozen inquiries received from small and medium-sized banks on the impact of the Emergencies Act orders.

The group was briefed on the work by other federal agencies involved as well as efforts underway in other sites across the country to avoid any further blockades. They reconfirmed the ultimate goal is to bring a safe end to these illegal blockades and occupations across the country and see order restored. They were reassured the use of temporary powers being exercised under the Emergencies Act is being done responsibly and proportionately.

Aujourd'hui, le premier ministre Justin Trudeau a convoqué la sixième réunion du Groupe d'intervention en cas d'incident, au cours de laquelle des ministres et des hauts fonctionnaires ont fourni des mises à jour sur les progrès réalisés dans le cadre de la Loi sur les mesures d'urgence pour mettre fin aux occupations et barrages illégaux qui ont commencé le mois dernier. 

Le groupe a été informé des efforts en cours déployés par les organismes d’application de la loi à Ottawa. La Gendarmerie royale du Canada, le Service de police d'Ottawa (SPO), la Police provinciale de l'Ontario et d'autres organismes d'application de la loi de partout au pays se sont installés dans le centre-ville d'Ottawa. Grâce aux mesures prises par les organismes d'application de la loi, certains manifestants et d'autres personnes ont commencé à quitter les lieux.

Le groupe a été informé des commentaires formulés cet après-midi par le chef intérimaire du Service de police d'Ottawa, qui a affirmé que la Loi sur les mesures d'urgence du gouvernement fédéral ainsi que les déclarations d’état d’urgence de la province et de la ville ont permis à la police d'utiliser des pouvoirs nouveaux et existants afin de gérer correctement la manifestation et d'y mettre fin. Le groupe a souligné que, en raison des opérations d’application de la loi en cours à Ottawa, la séance d'aujourd'hui de la Chambre des communes a été annulée, ce qui n’est jamais arrivé auparavant, et la période d'ajournement du Sénat du Canada a été prolongée jusqu'au 21 février.

Le groupe a été informé des progrès réalisés dans la mise en œuvre des mesures financières prévues dans le Décret sur les mesures économiques d'urgence. Les fournisseurs de services financiers ont gelé plusieurs comptes. De plus, le processus de préinscription de CANAFE est en cours. Le Centre répond actuellement à des dizaines de demandes de renseignements provenant de petites et moyennes banques concernant les répercussions des ordonnances émises en vertu de la Loi sur les mesures d’urgence.

Les membres du groupe ont été informés du travail effectué par d'autres organismes fédéraux participant aux opérations ainsi que des efforts déployés ailleurs dans le pays pour éviter tout nouveau barrage. Ils ont réaffirmé que l'objectif ultime est de mettre fin, en toute sécurité, aux occupations et barrages illégaux dans tout le pays et de rétablir l'ordre. On leur a assuré que les pouvoirs temporaires accordés par la Loi sur les mesures d'urgence sont utilisés de manière responsable et proportionnelle.

Με κεντρικούς ομιλητές τον Υπουργό Οικονομικών Χρήστο Σταϊκούρα και τον Προϊστάμενο του Οικονομικού Γραφείου του Πρωθυπουργού Αλέξη Πατέλη πραγματοποιήθηκε η Πολιτική Ακαδημία της Νέας Δημοκρατίας, με θέμα: «Η αναγέννηση της εθνικής οικονομίας και τα επόμενα βήματα».

Στην Ακαδημία, την οποία συντόνισε ο Γραμματέας Στρατηγικού Σχεδιασμού και Επικοινωνίας Βασίλης Φεύγας, συμμετείχαν πρόεδροι ΔΕΕΠ και ΔΗΜΤΟ της Νέας Δημοκρατίας από όλη την Ελλάδα, αλλά και μέλη της Πολιτικής Επιτροπής.

Κατά τη διάρκεια της εκδήλωσης συζητήθηκαν οι αλλαγές που παρουσιάζει η ελληνική οικονομία και οι προκλήσεις που προκύπτουν κατά τη διάρκεια της υγειονομικής αλλά και της πληθωριστικής κρίσης. Βασικό θέμα της συζήτησης ήταν οι μειώσεις εισφορών και φορολογικών συντελεστών, αλλά και η ενίσχυση των νοικοκυριών και επιχειρήσεων τα τελευταία δυόμιση χρόνια. Ιδιαίτερη έμφαση δόθηκε στην ενίσχυση της χώρας από το Ταμείο Ανάκαμψης και στην θέση της Ελλάδας σύμφωνα με τους διεθνείς οίκους αξιολόγησης.

Ο Γραμματέας της Πολιτικής Επιτροπής της Νέας Δημοκρατίας Παύλος Μαρινάκης ανέφερε κατά την έναρξη της Πολιτικής Ακαδημίας: «Θέλω πριν από όλα να πω ένα μεγάλο ευχαριστώ στους ομιλητές μας, τόσο τον Υπουργό Οικονομικών κ. Χρήστο Σταϊκούρα, έναν άνθρωπο με τον οποίο έχουμε κάνει πολύ ενδιαφέρουσες συζητήσεις και στην ΟΝΝΕΔ για τα πεπραγμένα αυτής της Κυβέρνησης, όσο και στον Προϊστάμενο του Οικονομικού Γραφείου του Πρωθυπουργού Αλέξη Πατέλη, τον οποίο εκτιμώ βαθιά για την πορεία, τις γνώσεις και το λόγο του.

Το σημερινό θέμα της συζήτησης είναι από τα πιο σημαντικά και μπορούμε να το προσεγγίσουμε από πολλές πλευρές. Η πρώτη δεν είναι άλλη από την καθημερινότητα των πολιτών. Η Κυβέρνηση του Κυριάκου Μητσοτάκη έχει αποδείξει πως δεν είμαστε όλοι ίδιοι. Πως βάζει σε πρώτη προτεραιότητα τις ανάγκες των πολιτών και όχι τα κούφια συνθήματα που η προηγούμενη Κυβέρνηση χρησιμοποιούσε σε πορείες και καταλήψεις. Τα στελέχη της Νέας Δημοκρατίας είναι άνθρωποι μέσα από την κοινωνία που ξέρουν πως δουλεύει η οικονομία και τώρα μετά από χρόνια βλέπουν τους φόρους να μειώνονται αποτελεσματικά.

Πρώτη φορά μετά από χρόνια, συντονισμένα, οι φόροι μειώνονται και μάλιστα γρηγορότερα απ’ ότι είχαμε υποσχεθεί προεκλογικά. Η κοινωνία στηρίχθηκε μέσα στην πιο δύσκολη συγκυρία, με δύο από τις μεγαλύτερες κρίσεις που κληθήκαμε να αντιμετωπίσουμε ποτέ να διαδέχονται η μια την άλλη.

Η δεύτερη πλευρά με την οποία μπορούμε να προσεγγίσουμε τη σημερινή συζήτηση είναι ένα δίλημμα. Ποιος είναι τελικά ο πραγματικά προοδευτικός; Όπως είχε πει και ο ίδιος ο πρόεδρός μας και Πρωθυπουργός Κυριάκος Μητσοτάκης στην ομιλία του στην Πολιτική Επιτροπή στην οποία είχα την τιμή να εκλεγώ, αληθινά προοδευτικός δεν είναι αυτός που αυξάνει τους φόρους μόνο για να δώσει έκτακτα επιδόματα πείνας, αλλά εκείνος που οργανωμένα μειώνει φόρους και εισφορές, αυξάνει τους μισθούς των πολιτών και δημιουργεί νέες θέσεις εργασίας. Η πρόοδος αποδεικνύεται με έργα και όχι με λόγια. Η Αντιπολίτευση πρέπει να τεθεί προ των ευθυνών της και να εξηγήσει γιατί δεν ψήφισε αυτές τις μειώσεις φόρων και τα μέτρα στήριξης των πολιτών απέναντι στην πανδημία και την πληθωριστική κρίση.

Τέλος, είμαστε εδώ για αυτά που έρχονται. Για τις μεγάλες επενδύσεις και τα χρηματοπιστωτικά εργαλεία τα οποία θα φέρουν ακόμα μεγαλύτερη ανάπτυξη».

Ο Υπουργός Οικονομικών Χρήστος Σταϊκούρας δήλωσε μεταξύ άλλων: «Η “μεγάλη εικόνα” της ελληνικής οικονομίας είναι θετική και οι προοπτικές της ευοίωνες, παρά την αβεβαιότητα και τις δυσκολίες που προκαλούν – διεθνώς – η υγειονομική και ενεργειακή κρίση, οι αυξήσεις τιμών και οι γεωπολιτικές εντάσεις. Αυτό πιστοποιείται από μια σειρά μακροοικονομικών μεγεθών, δεικτών και πρόσφατων θετικών εξελίξεων, που αποτυπώνουν μια ισχυρή δυναμική.

Φυσικά, ως Κυβέρνηση και ως Οικονομικό Επιτελείο, δεν πανηγυρίζουμε, ούτε εφησυχάζουμε. Έχουμε πλήρη συναίσθηση του γεγονότος ότι, στην τρέχουσα συγκυρία, η πολλά υποσχόμενη “μεγάλη εικόνα”, πρόσκαιρα θολώνει, εξαιτίας σημαντικών προκλήσεων. Κατανοούμε ότι η σημαντική άνοδος του πληθωρισμού “ροκανίζει” το διαθέσιμο εισόδημα και δημιουργεί πιέσεις στους οικογενειακούς προϋπολογισμούς. Η προηγούμενη, όμως, αύξηση του εισοδήματος, μέσα από τις μειώσεις φόρων και τα “πακέτα” στήριξης της κοινωνίας, αμβλύνει αυτές τις αναπόφευκτες πιέσεις. Συνεχίζουμε τον απαιτητικό, τον ανοδικό δρόμο, με σύνεση, υπευθυνότητα και προνοητικότητα.

Συνεχίζουμε την εφαρμογή μιας συνετής και υπεύθυνης οικονομικής πολιτικής, τη στήριξη της κοινωνίας απέναντι στις υφιστάμενες προκλήσεις – με στοχευμένα, όμως, μέτρα, μέσα στο πλαίσιο των προβλέψεων του Προϋπολογισμού – καθώς και την υλοποίηση μεταρρυθμίσεων, διαρθρωτικών αλλαγών και αποκρατικοποιήσεων. Δρούμε με το βλέμμα στο σήμερα, αλλά και στο αύριο της χώρας, ώστε η θετική “μεγάλη εικόνα” της οικονομίας και οι ευοίωνες προοπτικές της να δικαιωθούν, το ταχύτερο δυνατόν, προσφέροντας – σε νοικοκυριά και επιχειρήσεις – τα οφέλη της υψηλής, διατηρήσιμης και κοινωνικά δίκαιης ανάπτυξης, από εφέτος».

Ο Προϊστάμενος του Οικονομικού Γραφείου του Πρωθυπουργού Αλέξης Πατέλης τόνισε: «Η βάση της στήριξης των αδυνάτων είναι η ανάπτυξη. Εκεί συναντιόμαστε όλοι. Θέλουμε και πρέπει να έχει μερίδιο ο καθένας», προσθέτοντας ότι «Η μεγαλύτερη πτώση της ανεργίας στην ΕΕ είναι το πιο σημαντικό οικονομικό επίτευγμα της κυβέρνησης».

Ο κ. Πατέλης αναφέρθηκε στο τραπεζικό σύστημα, με τη δραματική μείωση των κόκκινων δανείων και τη θωράκισή του, που ανοίγει τον δρόμο για την δανειοδότηση της πραγματικής οικονομίας. Τις μεταρρυθμίσεις που επιταχύνουν την ανάπτυξη. Την πολιτική σταθερότητα που είναι η βάση για την προσέλκυση των επενδύσεων με την καινούρια εικόνα της Ελλάδας στο εξωτερικό. Κλείνοντας, είπε: «Η επενδυτική βαθμίδα θα έρθει με την επιβεβαίωση του σεναρίου της πολιτικής σταθερότητας και της οικονομικής αξιοπιστίας».

Meeting of State Council Commission on Energy

Presidential Aide and State Council Secretary Igor Levitin and Kemerovo Region Governor Sergei Tsivilev chaired a videoconference meeting of the State Council Commission on Energy to discuss the formation of targeted fuel and energy balance plans of the Russian regions.

The meeting was attended by Deputy Prime Minister Alexander Novak; Minister of Energy Nikolai Shulginov and Irkutsk Region Governor Igor Kobzev delivered reports.

The meeting participants discussed the implementation of Presidential instructions issued following his Address to the Federal Assembly of April 21, 2021, in accordance with which the regions, with the support of the Government, have to compile and approve targeted fuel and energy balance plans.

The formation of targeted fuel and energy balance plans is an important matter, but this is only the first step.

Next, in accordance with Presidential instructions, the Government, together with the regions, is to identify, by September 1, 2022, based on the targeted fuel and energy balance plans formed, the regions where natural gas cannot be the main source of energy based on the results of economic efficiency evaluations. Thereafter, proposals will be prepared on measures to make wider use in these regions of alternative, eco-friendly energy sources instead of natural gas.

Separately, the meeting participants discussed the promotion of electrification of heating and hot water supply.

They drafted proposals on efforts to accomplish the above tasks.

Presidential Aide and State Council Secretary Igor Levitin and Kemerovo Region Governor Sergei Tsivilev chaired a videoconference meeting of the State Council Commission on Energy to discuss energy savings and enhancing energy efficiency in the Russian Federation.

The meeting was attended by Head of the Republic of Buryatia Alexei Tsydenov, Head of the Republic of Khakassia Valentin Konovalov, Amur Region Governor Vasily Orlov, and representatives from relevant federal ministries, the business community and experts.

Energy savings and enhancing energy efficiency is a priority goal across the globe. It is topical in all regions of Russia and plays a big role both for the population and for industry.

The State Council working group will take part in drafting a state programme on energy savings and enhancing energy efficiency through to 2035 with the participation of the State Council commissions on Energy (chaired by Kuzbass Governor Sergei Tsivilev), Construction, Housing and Utilities, and Urban Environment (chaired by President of the Republic of Tatarstan Rustam Minnikhanov), and on the Ecology and Natural Resources (chaired by Nizhny Novgorod Region Governor Gleb Nikitin).

This programme will be tied to the Strategy of the Russian Federation Long-Term Development with Low Greenhouse Gas Emissions through to 2050. Experts will set energy efficiency targets for different economic branches and map out measures for reaching them.

The working group will conduct a comprehensive analysis of issues pertaining to energy savings and enhancing energy efficiency in Russia, study the experience of the regions in this area, draft proposals on measures under the state programme, as well as proposals on these issues to be discussed at the State Council meeting.

THE PRESIDENT: Good afternoon. Today, I made two vital calls, as I’ve been making for some months now — two vital calls that — on the situation in Russia and Ukraine.

The first was to a bipartisan group of members of Congress who are currently representing the United States, along with Vice President Harris at the Munich Security Conference.

The second was the latest in a series of calls over the past many months with the heads of state of our NATO Allies and the European Union to bring them up to date on what the United States thinks is the current state of affairs, and what’s likely to happen in Ukraine in the coming days, to ensure that we continue to remain in lockstep — that is the European Union and NATO.

Despite Russia’s efforts to divide us at home and abroad, I can affirm that has not happened. The overwhelming message of both — on both calls was one of unity, determination, and resolve. I shared with all of those on the calls what we know about a rapidly escalating crisis in Ukraine.

Over the last few days, we’ve seen reports of a major uptick in violations of the ceasefire by Russian-backed fighters attempting to provoke Ukraine in the Donbas. For example, a shelling of a Ukrainian kindergarten yesterday, which Russia has falsely asserted was carried out by Ukraine. We also continue to see more and more disinformation being pushed out by — to the Russian public, including the Russian-backed separatists, claiming that Ukraine is planning to launch a massive offensive attack in the Donbas.

Well, look, there is simply no evidence of these assertions, and it and devies [sic] — it defies basic logic to believe the Ukrainians would choose this moment, with well over 150,000 troops arrayed on its borders, to escalate a year-long conflict.

Russia state media also continues to make phony allegations of a genocide taking place in the Donbas and push fabricated claims warning about Ukraine’s attack on Russia without any evidence. That’s just what I’m sure Ukraine is thinking of doing — attacking Russia.

All these are consistent with the playbook the Russians have used before: to set up a false justification to act against Ukraine. This is also in line with the pretext scenarios that the United States and our Allies and partners have been warning about for weeks.

Throughout these tense moments, the Ukrainian forces have shown great judgment and, I might add, restraint. They’ve refused to allow the Russians to bait them into war.

But the fact remains: Russian troops currently have Ukraine surrounded — from Belarus, along the Russian border with Ukraine, to the Black Sea in the south — and all of its border.

You know, look, we have reason to believe the Russian forces are planning to and intend to attack Ukraine in the coming week — in the coming days. We believe that they will target Ukraine’s capital, Kyiv, a city of 2.8 million innocent people.

We’re calling out Russia’s plans loudly and repeatedly, not because we want a conflict, but because we’re doing everything in our power to remove any reason that Russia may give to justify invading Ukraine and prevent them from moving.

Make no mistake: If Russia pursues its plans, it will be responsible for a catastrophic and needless war of choice. The United States and our Allies are prepared to defend every inch of NATO territory from any threat to our collective security as well.

We also will not send troops in to fight in Ukraine, but we will continue to support the Ukrainian people.

This past year, the United States provided a record amount of security assistance to Ukraine to bolster its defensive — $650 million, from Javelin missiles to ammunition.

And we also previously provided $500 million in Ukrai- — in humanitarian aid and economic support for Ukraine. And earlier this week, we also announced an additional sovereign loan guarantee of up to $1 billion to strengthen Ukraine’s economic resilience.

But the bottom line is this: The United States and our Allies and partners will support the Ukrainian people. We will hold Russia accountable for its actions. The West is united and resolved. We’re ready to impose severe sanctions on Russia if it further invades Ukraine.

But I say again: Russia can still choose diplomacy. It is not too late to de-escalate and return to the negotiating table.

Last night, Russia agreed that Secretary of State Blinken and Foreign Minister Lavrov should meet on Feb- — on February 24th — February 24th in Europe.

But if Russia takes military action before that date, it will be clear that they have slammed the door shut on diplomacy. They will have — they will have chosen war, and they will pay a steep price for doing so — not only from the sanctions that we and our allies will impose on Russia, but the moral outrage that the rest of the world will visit upon them.

You know, there are many issues that divide our nation and our world, but standing up to Russian aggression is not one of them. The American people are united. Europe is united. The transatlantic community is united. Our political parties in this country are united. The entire free world is united.

Russia has a choice between war and all the suffering it will bring or diplomacy that will make a future safer for everyone.

Now I’m happy to take a few questions. Nancy from Bloomberg.

Q Thank you so much, sir. Do you think that it is wise for President Zelenskyy to leave Ukraine if an invasion is as imminent as the U.S. says it is?

THE PRESIDENT: That’s a judgment for him to make and a determination as to whether or not.

I’ve spoken with Zelenskyy a dozen times — maybe more, I don’t know. And — and it’s — and in the pursuit of a diplomatic solution, it may not be fal- — it may be the wise choice. But it’s his decision.

Q And do you have any indication about whether President Putin has made a decision on whether to invade? Do you feel confident that he — that he hasn’t made that decision already?

THE PRESIDENT: As of this moment, I’m convinced he’s made the decision. We have reason to believe that.

Q There seems to be a unanimity, a spirit to do — between the United States and Europe to do some sanctions — comprehensive sanctions. But are — is everyone on board with the exact same sanctions that you want to do?

THE PRESIDENT: Yes. There will be some slight differences, but none — there will be more add-ons than subtractions.

Q And President Putin is going to oversee some nuclear drills this weekend. How do you see that happening? What’s your reaction to that, sir? Thank you.

THE PRESIDENT: Well, I don’t think he is remotely contemplating nuclear — using nuclear weapons. But I do think it’s — I think he is focused on trying to convince the world that he has the ability to change the dynamics in Europe in a way that he cannot.

But I don’t — how much of it is a cover for just saying, “We’re just doing exercises” and there’s more than that, I just can’t — it’s hard to read his mind.

Q To be clear — to be clear, you are convinced —

THE PRESIDENT: I’ll — I’ll take some.

Q — you are convinced — you are convinced that President Putin is going to invade Ukraine? Is that what you just said a few moments ago?

THE PRESIDENT: Yes, I did. Yes.

Q So, is diplomacy off the table then?

THE PRESIDENT: No. There’s always — until he does, diplomacy is always a possibility.

Q What reason do you have to believe he is considering that option at all?

THE PRESIDENT: We have a significant intelligence capability. Thank you very much.
