The ministers notably highlighted the importance of securing our supply, both internal and external, of raw materials that are critical to European industry.

Strengthening European Strategic Autonomy by Reducing our Vulnerabilities


The public health crisis has highlighted a certain number of our supply chain vulnerabilities. These dependencies affect the conditions of production and weigh on the longevity of businesses and jobs. With these issues in mind, the European Commission identified a list of 137 products on which the EU is highly dependent, in its May 2021 update of the European Industrial Strategy. This list notably covers the sectors of health, defence, raw materials and technologies at the heart of the green and digital transitions.


The Member States agreed with the European Commission’s diagnosis of our vulnerabilities and pointed out that even as we retain the benefits of our open economy, we must also urgently take action to restore European strategic autonomy and its capacity to respond to crises. The ministers congratulated each other for the numerous actions taken since March 2020 to meet our current and future needs, such as:

The launch of joint industrial projects at European level: the Important Projects of Common European Interest (IPCEI) for electric car batteries, microelectronics and the new pending projects in the key sectors of electronics and connectivity, the Cloud, hydrogen and health.
Improving our capacity to respond to crises through the creation of the European Health Emergency preparedness and Response Authority (HERA).
Implementing new financing capacities, in particular through the European recovery plan NextGenEU of €750 billion.
Ensuring fair conditions for competition thanks to trade defence instruments (TDI), the screening of foreign direct investment and the May 2021 proposal for a Regulation on foreign subsidies distorting the internal market.


The debates have also addressed possible new concrete actions that can counteract our vulnerabilities, such as the Single Market Emergency Instrument, which will make the internal market more resilient by strengthening the capacity of European institutions to react in the event of a crisis. This will particularly concern identifying the signs of an upcoming crisis in advance, enabling better cooperation concerning supply chains and adopting exceptional temporary measures to deal with shortages, for example by adapting public procurement procedures.


At the Council meeting, the Commissioner for the Internal Market, Thierry Breton also described the main priorities of the upcoming Chips Act, which should allow the EU to account for 20% of worldwide production of semiconductors by 2030. This regulation, scheduled for beginning of February, will speed the transition from research to factory, investment in European production capacities and the guarantee of secure supply in the event of a crisis.


The second Annual Single Market Report will assess and analyse the impact of COVID-19 on the economic recovery and industrial ecosystems. The transition to a green, digital and resilient European economy requires significant investment. The Commission will thus present a detailed analysis of the requirements of these ecosystems based on estimations carried out by companies. These two publications will contribute to the discussions of the Competitiveness Council meeting, on 24 February 2022, during which the ministers will be invited to discuss the options presented by the Commission and decide on the new concrete actions to be implemented as a matter of priority.

Securing our supply of raw materials and their sustainability


The ministers agreed on the need to take urgent action towards securing our supply of raw materials. Europe has significant mineral resources and expertise, but at the same time can find itself dependent on key raw materials, in the short term, to continue to produce objects necessary for daily life, and in the long term, to be able to achieve its dual green and digital transition.


The ministers emphasised the need to secure extra-European supply sources for raw materials, debating the strategic partnerships formed with third countries (Ukraine, Canada) and the possibility of developing strategic storage policies, or even creating structures invested in securing raw materials such as JOGMEC in Japan.


The ministers also promoted the contribution that the circular economy and innovation could make to reducing our dependencies, as the circular economy is one of the tools available to us to increase our resilience. However, it still requires significant investments to be made in research, recycling and the sustainable use of materials.


Lastly, the ministers underscored the need to strengthen our domestic capacities to produce raw materials and discussed the proposals brought forward by stakeholders for this goal, such as implementing an IPCEI for the sector. The imperative of improving the sustainability of our supply chains was a common thread throughout the discussions; the ministers agreed that the social acceptability of domestic projects for raw materials, in particular, must be strengthened.


The Commission highlighted the actions undertaken since the summer of 2020 with regard to raw materials, in particular the publication of a dedicated Action Plan in September 2020 and the establishment of the European Raw Materials Alliance, comprising 600 European stakeholders. The Alliance produced an action plan to secure access to rare earth elements, which identifies for example European projects that could enable 20% of our domestic needs for raw materials to be covered by 2030. The Commission also recently launch a high-level working group on magnesium, a key raw material in numerous industrial ecosystems such as the automotive industry, with the goal of ensuring 15% of global production takes place in Europe by 2030.


The participants agreed to consider means of funding for securing the supply of critical raw materials. In addition, the Commission mentioned the new European Battery Alliance initiative which aims to establish an investment fund for securing access to materials for sustainable batteries to the value of €400 million.


These considerations build upon the work of the Commission on updating the European industrial strategy as well as the work of the European Parliament, and in particular the report by MEP Hildegard Bentele. They will inform discussion during the summit of heads of state or government scheduled for March 2022.

It is therefore of paramount importance that the EU develop a more dynamic and resilient raw material supply chain and equips itself with more sustainable and more efficient refining and recycling facilities. I spoke with the ministers about how our industrial alliances have launched landmark initiatives to secure funds and finance projects on raw materials for primary and secondary batteries. The European Battery Alliance created a new fund for sustainable battery materials aimed at unlocking some €400 million. It is estimated that this could cover around 10 projects. The European Raw Materials Alliance also established the Task Force on Clean Tech Materials bringing together the European Investment Bank and the European Bank for Reconstruction and Development.”

Steps Everyone Can Take to Make Gatherings Safer

If you are attending a gathering, think about the steps you need to take to protect yourself and your loved ones from COVID-19.

Make sure you are up to date with your COVID-19 vaccines.

If you are not up to date with your COVID-19 vaccines and are ages 2 or older, you should wear a mask indoors in public.

In general, people do not need to wear masks when outdoors. In areas of substantial or high transmission, people might choose to wear a mask outdoors when in sustained close contact with other people, particularly if they or someone they live with has a weakened immune system or is at increased risk for severe disease.

Consider using a self-test before joining indoor gatherings with others who do not live in your household. Good ventilation can help prevent you from getting and spreading COVID-19.

How to Use Your N95 Respirator

Respirators are made to protect you by filtering the air and fitting closely on the face to filter out particles, including the virus that causes COVID-19. They can also contain droplets and particles you breathe, cough, or sneeze out so you do not spread them to others.

Respirators must form a seal to the face to work properly. This is especially important for people at increased risk for severe disease. Respirators have markings printed on the product to indicate they are authentic, see appropriate N95 and KN95 markings.


Wearing a respirator can make it harder to breathe. If you have heart or lung problems, talk to your doctor before using an N95.

ACIP Meeting Information

Rules of Conduct for ACIP Meetings

• An interested person who wishes to make an oral public comment during an ACIP meeting should submit a request with the Centers for Disease Control and Prevention (CDC) before the meeting according to the instructions in the Federal Register Notice. Those who have not submitted a request before the meeting will only have an opportunity to speak as time permits or at the discretion of the Chair.
• Audience members may not present comments or questions to the Committee unless recognized by the Chair.
• Attendees may be subject to security screening, such as presenting identification, passing through metal detectors, and inspection of briefcases, packages, and so on.
• Attendees at the meeting are asked to maintain order and not display behavior that is disruptive to the meeting.
• The ACIP Chair or Designated Federal Officer will note on the record any disruptive behavior and will ask the person to cease the behavior or else leave the meeting room.
• We ask that attendees not approach the ACIP table area before, during, or after the meeting without permission from a Designated Federal Officer/Executive Secretary.

● Conseil de l'UE   01/02/2022 20:01 | Communiqué de presse | Europol: accord provisoire entre la présidence du Conseil et le Parlement européen sur le nouveau mandat de l’agence   Aujourd'hui, la présidence du Conseil et le Parlement européen sont parvenus à un accord provisoire sur un projet de règlement modifiant le règlement Europol. L'accord provisoire est soumis à l'approbation du Conseil et du Parlement européen avant de faire l'objet de la procédure d'adoption formelle. Europol est une agence de l'Union européenne qui joue un rôle crucial en matière de coopération policière. Elle a largement contribué, par exemple, au démantèlement de réseaux criminels agissant au moyen de réseaux de communication cryptée (affaires « Encrochat » et « Sky ECC » notamment). Sur la base de la proposition de la Commission, le Parlement européen et le Conseil sont convenus de renforcer les moyens d’Europol pour mieux soutenir les États membres dans leur lutte contre les nouvelles menaces et les nouveaux modes opératoires. "Europol joue un rôle essentiel en appuyant de manière croissante les États membres dans leur lutte contre la criminalité organisée et le terrorisme. Dans un environnement criminel complexe et en constante évolution, plus transnational et numérique, les nouvelles règles convenues aujourd’hui permettront à l’agence de poursuivre ce travail avec une efficacité accrue, confortant ainsi son rôle de partenaire essentiel pour les autorités nationales." Gérald Darmanin, Ministre français de l'intérieur Ainsi, le texte apporte des améliorations dans les domaines suivants : Recherche et innovation Compte tenu des problèmes que pose l'utilisation des nouvelles technologies par les criminels pour la sécurité de l'UE, les services répressifs doivent renforcer leurs capacités technologiques. À cette fin, le projet de règlement charge Europol d'aider les États membres à utiliser les technologies émergentes. Europol devra également s'efforcer d'explorer de nouvelles approches et d'élaborer des solutions technologiques communes, y compris celles fondées sur l'intelligence artificielle, toujours sous réserve de garanties solides en matière de sécurité et de protection des droits fondamentaux. Traitement de grands ensembles de données Les données collectées dans le cadre des enquêtes pénales ont gagné en taille et en complexité. Les États membres, au moyen de leur propre analyse de données, ne peuvent pas toujours détecter les liens transfrontières. En vertu du projet de règlement, Europol sera en mesure de traiter des ensembles de données vastes et complexes afin de soutenir les États membres dans leur lutte contre les formes graves de criminalité et le terrorisme. Le projet prévoit en outre des exigences strictes qui visent à garantir que tout traitement de données par Europol soit toujours conforme aux droits fondamentaux, y compris le droit au respect de la vie privée, le règlement étant aligné sur celui de l'UE en matière de protection des données. Dans le projet de règlement, un nouvel article a aussi été introduit pour clarifier davantage la situation des données actuellement en possession d'Europol. Une mesure transitoire permettra aux États membres, au Parquet européen et à Eurojust d'informer Europol qu'ils souhaitent appliquer le nouveau mandat d'Europol au sujet de ces données. Europol serait, dans ce cas, en mesure de continuer à soutenir les enquêtes reposant sur ces données. D’une manière générale, le texte vise à concilier efficacité de l’agence et plein respect des règles de protection des données. Coopération avec les acteurs privés En raison de l'utilisation accrue des services en ligne par les criminels, les acteurs privés détiennent des volumes de plus en plus importants de données à caractère personnel susceptibles d'être utiles pour les enquêtes pénales. En vertu du projet de règlement, Europol pourra recevoir des données à caractère personnel directement d’acteurs privés, offrant ainsi un point de contact au niveau de l'UE pour partager légalement des ensembles de données relevant de plusieurs autorités. Europol sera dès lors en mesure d'analyser ces ensembles de données afin d'identifier les États membres concernés et de transmettre les informations aux autorités nationales. Coopération avec les pays tiers Le projet de règlement étend les possibilités de coopération d'Europol avec les pays tiers. Il introduit la possibilité d'échanger des données à caractère personnel avec des pays où des garanties appropriées sont prévues par un instrument juridiquement contraignant ou existent selon l'autoévaluation menée dans le cadre d'Europol. Coopération avec le Parquet européen Europol devra collaborer étroitement avec le Parquet européen et, à la demande de ce dernier, soutenir les enquêtes qu'il effectue. Europol devra en outre signaler sans délai au Parquet européen tout comportement délictueux relevant de la compétence de ce dernier. Afin de renforcer la coopération opérationnelle entre les deux organes, le projet de règlement fixe également les règles régissant l'accès du Parquet européen aux données d'Europol. Signalements SIS Europol soutiendra les États membres dans le traitement des données transmises par des pays tiers ou des organisations internationales et pourra proposer l'introduction par les États membres de signalements informatifs dans le système d'information Schengen (SIS). Initiative des enquêtes Le nouveau mandat permettra à la directrice exécutive d'Europol de proposer l'ouverture d'une enquête nationale sur des crimes non-transfrontières portant atteinte à un intérêt commun qui fait l'objet d'une politique de l'UE. Il reviendra aux autorités nationales de décider s'il convient de donner suite à cette requête ou non.
