On behalf of the United States of America, I congratulate the people of Romania on the 105th anniversary of Great Union Day.
The United States and Romania have been allies, partners, and friends for decades. That friendship is rooted in our shared values – democracy, freedom, and peaceful cooperation, as well as the deep historic ties of family and culture.
Romania’s leadership within the NATO Alliance strengthens our collective security, especially in the Black Sea region. Your support for Ukraine’s independence and the well-being of its people has been firm and unwavering. We are proud to work alongside you to ensure the Ukrainian military has the training and equipment it needs to repel Russia’s war of aggression, to provide humanitarian aid and support for refugees, and to build pathways for Ukrainian grain to reach a hungry world.
The future of cooperation between our nations grows ever brighter. We are delighted to collaborate on clean energy and energy security through the Cernavoda nuclear power plant and Doicesti small modular reactor (SMR) projects, on space exploration through the Artemis Accords, and on continuing to strengthen the cultural, educational, and economic exchanges between our peoples.
I wish the government and people of Romania a joyful Great Union Day.

I wish to express my solidarity with the Central African people on your sixty-fifth National Day. For too long, armed groups and malign actors have hindered the Central African Republic’s great potential, undercut the people’s independence, and exploited the country’s vast natural resources for the profit of the few over the wellbeing of the many.
As we look ahead to the new year, the United States urges the government and opposition to engage constructively and transparently on the country’s first local and regional elections since 1988, for the benefit of the Central African people.
We remain committed to supporting the Central African people in their efforts to achieve security, stability, and prosperity, demonstrated by the United States’ continued role as the largest bilateral financial donor to the Central African Republic. The United States stands with the Central African people Maboko na Maboko (“hand in hand”).

1. 2023 State of the Energy Union published The European Commission published its Climate Action Progress Reporting as part of the 2023 State of the Energy Union. Awareness of climate impacts has increased, and action on adaptation to climate change must accelerate as science and Member States’ reporting identify significant and growing vulnerabilities, for instance for agriculture, water management or energy sector. At the same time, the evaluation of adaptation policies at national level and their effectiveness in building resilience of communities, economic assets and nature to the increased impacts remains patchy. 2. Heatwaves, droughts, other extreme weather events increasingly influencing adaptation policies in Europe Climate risk assessments that take account of threats like heatwaves, droughts, floods and wildfires are increasingly used to inform and improve national adaptation policies, according to the second European Environment Agency (EEA) assessment of EU member states' national adaptation actions, The EEA briefing ‘Is Europe on track towards climate resilience? Status of reported national adaptation actions in 2023,’ presents the current state of play of national adaptation policies. 3. Commission funds 171 new LIFE projects in environment and climate across Europe with over €396 million The European Commission approved 171 new projects under the LIFE Programme for environment and climate action.
