● European Council   05/07/2022 15:06 | Statements and remarks | Remarks by President Charles Michel after his meeting in Skopje with Prime Minister of North Macedonia Dimitar Kovačevski   Thank you for your warm welcome back in North Macedonia. It is just a couple of weeks since my last visit. I would also like to thank the President and the Prime Minister for our constructive and very useful talks today. I will meet with the political party coordinators in the parliament later this afternoon. I come to Skopje at a crucial moment, for North Macedonia but also a crucial moment for the European Union. At my last press conference with the President, I shared my strong personal conviction: that the future of my three children and the future of all our children, will be safer and more prosperous with the Western Balkans in the European Union. At the European Council following my previous visit, it is exactly the same sentiment that inspired the 27 European leaders to take important geopolitical decisions for the future of our Union. We decided to re-energise the Enlargement process and to further advance the gradual integration of the EU and the region, already during the enlargement process. The 27 EU leaders also met with the Western Balkans leaders in Brussels two weeks ago. We had a frank, open and hard discussion. But it was much needed. We opened our ears, we listened carefully to each other, and as a result, we formally decided to inject a new dynamic and a new determination to move forward together with the Western Balkans. We want you to join us and our goal is to speed up the process. The launch of negotiations will rapidly bring advantages — in investment and trade, for instance. You will also be part of more EU initiatives and programmes, normally open only for EU Member States. You are deciding on your future and on the pivotal next steps. In my opinion, North Macedonia belongs in the EU. In my opinion, your future is with us. Together we are on the eve of a possible breakthrough in your country’s EU accession process. We have worked towards this moment since March 2020 when we decided to open negotiations with North Macedonia and Albania. Last week, the Council of the EU put forward a revised compromise solution. I’m personally absolutely convinced this is a balanced solution that addresses your main concerns. The goal is clear: to start North Macedonia’s accession talks and to finally move forward to build our common EU future. If you say “yes”, the first intergovernmental conference will be organised in the next few days and will implement the March 2020 decision. The next steps will follow immediately, most notably the screening process will begin — not only the updated explanatory screening, but also the bilateral screening. Negotiating teams will be called to Brussels without delay. Importantly this proposal clearly refers to the Macedonian language, without qualification by the EU. Macedonian language is your language and the proposal respects that. The acquis, the EU legislation, will all be translated into Macedonian. We are also very aware of the concerns expressed by some regarding your national identity. You can count on my full support, as President of the European Council, to systematically stand up for your legitimate rights. And good neighbourly relations are also an essential element in the enlargement process like it is for all Western Balkan partners. As for respect for minorities, it is enshrined in the EU Treaty. North Macedonia has already built an impressive track record on this. You are an example of how a multi-ethnic country can advance. If you change the constitution, it will be seen as a further commitment to these high standards, it will automatically, without need for further decision, trigger the second IGC, and it will automatically complete the opening of the negotiations. The decision of course lies with you. It is your sovereign choice. I know how committed your country, and your people, are to the free world and democratic values and principles. And let me honestly tell you, as a friend, this opportunity is too important to be missed. We have never been so close. Macedonians, you have an historic opportunity to say “yes”: "yes” to the start of negotiations, “yes” to the EU, “yes” for our children. Your country has a chance to once again become an enlargement frontrunner. EU-related reforms will also get a new dynamic. These reforms will bring you closer to the EU and lead to greater prosperity, stability, and resilience for your people. You can count on our political and financial support and maybe more importantly, on our respect and loyalty. Dear Dimitar, dear Macedonians, only together can we face the enormous challenges of our times, only together can we live in prosperity and security, and only together can we overcome our greatest obstacles. I strongly believe we can do that right now.

Book selected: You probably should have been there by Thomas Korsgaard

Thomas Korsgaard’s novel ‘You probably should have been there’ gives the reader an unflinching insight into the life of a lonely, poor, abandoned teenager.

Copenhagen can be a cold place. Especially for those living on the fringes of society – the downtrodden and the desperate. People like seventeen-year-old Tue, who has moved there to escape from an abusive father.

Unexpectedly thrown out of his apartment and suddenly homeless, he wanders the streets with his very last possessions. Weighed down by an unbearable heaviness and barely hanging on by a thread.

Follow Tue’s lonely road into adulthood. Visit the random places he frequents and the questionable characters he resides with. Witness first-hand the desperation of those living without a safety net.

Tue finds himself caught between those who want to take advantage of him and those with saviour complexes. This push and pull allows the author to display the absurdness of many social norms. Tue has zero social skills. He doesn’t know how to ask for help. 

Tue is no saint. He can be petty and pitiful, difficult and disagreeable. He is extremely self-centred and pays little heed to the consequences that his decisions can have on others. But despite all this, you find yourself rooting for him all the way through.  

A contemporary novel from a non-romanticised Copenhagen. A tragicomedy told with a steady hand and razor-sharp prose. Korsgarrd demonstrates that the life lived by Tue isn’t as far away as you think. Through circumstances often out of a person’s control, anyone could end up in a similar situation.

Thomas Korsgaard published his first novel in 2017 at just 21 years old. In 2021 he won the Danish literature prize ‘De Gyldne Laurbær’ for ‘You probably should have been there’ as its youngest ever laureate.

About the Readers of Europe campaign

2022 has been designated the European Year of Youth. As such, the Council Library has chosen to devote its annual Readers of Europe initiative to youth, putting the focus squarely on new and emerging European literary talent.

The Permanent Representations to the EU have once again been invited to recommend books from their countries to read over the summer, with the third edition of our ‘Readers of Europe’ campaign. The theme for this year’s campaign is ‘Discover something new’. The idea being that every Permanent Representation selects a book from their country by an author who has published their first work within the last five years. We will promote these selections over the summer on the Council Library blog.

Europe is awash with exciting young authors. Dive into this selection and discover stories that hum with fresh ideas and luminous prose. Novels that ask piercing questions about humanity. Stories that are edgy and beautiful, gripping and unsettling. Stories worthy of a place in any library.

Για το βούλευμα της παραπομπής του κ. Παπαγγελόπουλου

Ο κ. Παπαγγελόπουλος, o στενότατος συνεργάτης του κ. Τσίπρα,  είναι ο άνθρωπος στον οποίο o κ. Τσίπρας  είχε αναθέσει το χαρτοφυλάκιο του Αναπληρωτή Υπουργού Δικαιοσύνης και Ανθρωπίνων Δικαιωμάτων, με αρμοδιότητα τα θέματα διαφάνειας.  Ο  κ. Παπαγγελόπουλος παραπέμπεται  στο Ειδικό Δικαστήριο  για τη λειτουργία  παραδικαστικού κυκλώματος, για κατάχρηση εξουσίας, για ωμές παρεμβάσεις στη Δικαιοσύνη για σειρά υποθέσεων, μεταξύ των οποίων και η Νovartis.

Η εξέλιξη αυτή θέτει ενώπιον όλων ένα βαθύ πολιτικό ζήτημα και οριοθετεί το τεκτονικό ρήγμα που χωρίζει τη Νέα Δημοκρατία με τον ΣΥΡΙΖΑ τόσο σε επίπεδο αρχών, όσο και στο επίπεδο άσκησης της εξουσίας. Αυτό έγινε ακόμα πιο ξεκάθαρο μετά τις τοποθετήσεις του κ. Τσίπρα το Σάββατο. Ο Αρχηγός της Αξιωματικής Αντιπολίτευσης θεώρησε σωστό, μετά μάλιστα την παραπομπή και δεύτερου στενού του συνεργάτη σε Ειδικό Δικαστήριο για τα πολιτικά τους πεπραγμένα ως μέλη των Κυβερνήσεών του, να επαίρεται αλαζονικά και να απειλεί τον Πρωθυπουργό και την σημερινή Κυβέρνηση, με εκφράσεις «Εμείς θα σας πάμε μέχρι τέλους, κ. Μητσοτάκη». Με τον τρόπο αυτό επιχειρεί να ανατρέψει την πραγματικότητα. Το γεγονός, δηλαδή, ότι δύο στενοί του συνεργάτες, δύο εξ απορρήτων σύμβουλοί του έχουν παραπεμφθεί στο Ειδικό Δικαστήριο.

Υπεγράφη η ΚΥΑ για τα μέτρα εξοικονόμησης ενέργειας στο Δημόσιο

Κοινό Δελτίο Τύπου των Υπουργείων Οικονομικών, Περιβάλλοντος και Ενέργειας, Εσωτερικών και Ψηφιακής Διακυβέρνησης

Με Κοινή Υπουργική Απόφαση (ΚΥΑ - ΦΕΚ Β3424/2-7-2022) εξειδικεύονται τα μέτρα για τη βελτίωση της ενεργειακής απόδοσης και την εξοικονόμηση ενέργειας σε κτίρια και εγκαταστάσεις φορέων του δημοσίου τομέα.

Η απόφαση φέρει τις υπογραφές των Υπουργών Περιβάλλοντος και Ενέργειας, Κώστα Σκρέκα, Εσωτερικών, Μάκη Βορίδη, Επικρατείας & Ψηφιακής Διακυβέρνησης, Κυριάκου Πιερρακάκη, καθώς και του Αναπληρωτή Υπουργού Οικονομικών, Θόδωρου Σκυλακάκη, και έρχεται σε συνέχεια των εξαγγελιών της 9ης Ιουνίου, οπότε και παρουσιάστηκε το σχέδιο εξοικονόμησης ενέργειας στο Δημόσιο.

Ο στόχος για τους φορείς του Δημοσίου, όσον αφορά στη μείωση της κατανάλωσης ηλεκτρικής ενέργειας, τίθεται στο 10% τουλάχιστον, σε σχέση με τις καταναλώσεις της ίδιας χρονικής περιόδου του 2019, για τον πρώτο χρόνο εφαρμογής των μέτρων. Για τα επόμενα έτη ο στόχος θα επαναπροσδιοριστεί.

Ειδικότερα όσον αφορά στα άμεσα μέτρα εξοικονόμησης ενέργειας, περιλαμβάνουν τις εξής πρωτοβουλίες:

1) Συντήρηση συστημάτων θέρμανσης και ψύξης, συμπεριλαμβανομένων των κλιματιστικών μονάδων, τουλάχιστον μία φορά κατ’ έτος. Ειδικά για το τρέχον έτος, η προληπτική συντήρηση για τα συστήματα ψύξης πρέπει να έχει ολοκληρωθεί μέχρι τις 31.7.2022 και για τα συστήματα θέρμανσης μέχρι 31.10.2022.

Building a Stronger Future Ahead“   Τρίτη 05.07.2022 | Το Ελληνο-Αμερικανικό Εμπορικό Επιμελητήριο διοργάνωσε την Δευτέρα 27 Ιουνίου, κλειστή συζήτηση στρογγυλής τραπέζης, με τίτλο: “Challenges and Opportunities of the U.S. Incoming Tourism and Investment for Greece. Building a Stronger Future Ahead“. Η συζήτηση που διοργάνωσε το Ελληνο-Αμερικανικό Εμπορικό Επιμελητήριο επικεντρώθηκε σε τρία βασικά θέματα και συγκεκριμένα στη σημασία του αυξημένου αριθμού απευθείας πτήσεων ΗΠΑ - Ελλάδας και της βιομηχανίας της κρουαζιέρας, στις επενδυτικές προοπτικές των ΗΠΑ στην ελληνική ταξιδιωτική και τουριστική βιομηχανία καθώς και στις υπηρεσίες και τουριστικές υποδομές που παρέχει η χώρα μας. Ο Νικόλαος Μπακατσέλος, Πρόεδρος του Ελληνο-Αμερικανικού Εμπορικού Επιμελητηρίου, δήλωσε: “Εξερχόμενη από τις πιο σκοτεινές μέρες της πανδημίας, η χώρα μας φέτος άνοιξε νωρίς την τουριστική της σεζόν και αξιοποίησε την αυξανόμενη ζήτηση για διακοπές στην Ευρώπη, καταγράφοντας εντυπωσιακή ανάκαμψη παρά τις συνεχιζόμενες προκλήσεις και τα υψηλά επίπεδα αβεβαιότητας. Πράγματι, οποιαδήποτε συζήτηση για την κατάσταση και το μέλλον της ταξιδιωτικής και τουριστικής βιομηχανίας σήμερα πρέπει να ξεκινήσει με μια ειλικρινή αναγνώριση δύο βασικών παραγόντων που διαμορφώνουν αυτήν τη στιγμή τις εξελίξεις. Τις συνεχιζόμενες επιπτώσεις της πανδημίας Covid-19 και τον αντίκτυπο της αύξησης των τιμών της ενέργειας. Ωστόσο, η Ελλάδα, παρά τις δυσκολίες που υπάρχουν σε παγκόσμιο επίπεδο, εξακολουθεί να είναι κορυφαίο τουριστικό brand. Έχει καθιερωθεί ως προορισμός τουριστικών επενδύσεων, με περισσότερα από 16.000 χιλιόμετρα ακτογραμμής, τεράστια φυσική ομορφιά και γεωγραφική ποικιλομορφία, πλούσια πολιτιστική κληρονομιά και μια καλά ανεπτυγμένη τουριστική βιομηχανία. Η αύξηση της πολιτικής σταθερότητας, η επιτυχής αντιμετώπιση της πανδημίας του Covid-19 και μια σειρά στοχευμένων μεταρρυθμίσεων τα τελευταία χρόνια συνέβαλαν περαιτέρω στη δημιουργία ενός ευνοϊκού επενδυτικού περιβάλλοντος στη χώρα”. Από την πλευρά του, ο George J. Tsunis, Πρέσβης των ΗΠΑ στην Αθήνα, αναφέρθηκε στις προοπτικές της χώρας στον κλάδο του τουρισμού, λέγοντας χαρακτηριστικά: “ Η τουριστική περίοδος έχει ξεκινήσει εξαιρετικά. Ανυπομονώ για άλλη μία χρονιά που θα σπάσει όλα τα προηγούμενα ρεκόρ, καθώς προοδευτικά οι Αμερικανοί και οι αμερικανικές εταιρείες επενδύουν ολοένα και περισσότερο στην Ελλάδα, ανακαλύπτοντας όλα όσα έχει να προσφέρει”.        O υπουργός Τουρισμού Βασίλης Κικίλιας, μίλησε για τη στρατηγική σχέση Ελλάδας-ΗΠΑ στον τομέα του τουρισμού και στις πρωτοβουλίες που οδηγούν στην αναβάθμιση του τουριστικού προϊόντος της χώρας.  “Τα τελευταία χρόνια υπάρχει αξιοσημείωτη αναβάθμιση των σχέσεων Ελλάδας-ΗΠΑ στον τουρισμό, μετά από μια σειρά στρατηγικών συμφωνιών με σημαντικότερη αυτή που επιτεύχθηκε με τις αμερικανικές αερογραμμές για 63 απευθείας πτήσεις την εβδομάδα από τις ΗΠΑ στο «Ελ. Βενιζέλος». Το αποτέλεσμα είναι να επισκέπτονται την Αθήνα και τους τουριστικούς προορισμούς της χώρας μας πλήθος high spenders ταξιδιωτών, οι οποίοι ενισχύουν σημαντικά την οικονομία της χώρας, τον τουριστικό κλάδο, την εστίαση, το εμπόριο και τελικά το εισόδημα της μέσης ελληνικής οικογένειας”. Ο υπουργός Ανάπτυξης και Επενδύσεων, Άδωνις Γεωργιάδης, ανέφερε: “Τα τελευταία τρία χρόνια έχει υπάρξει σημαντική πρόοδος της αμερικανικής παρουσίας στην Ελλάδα. Στην αρχή της θητείας μου ως υπουργός δεν μπορούσα να φανταστώ όλα αυτά που έχουν ήδη πραγματοποιηθεί. Η αλήθεια είναι ότι η αμερικανική παρουσία είναι πολύ ισχυρή. Από την πλευρά μας, δουλεύουμε και συνεργαζόμαστε στενά με την αμερικανική κυβέρνηση για να μπορέσουμε να πετύχουμε τους κοινούς μας στόχους. Προχωρήσαμε σε συμφωνία με την κυβέρνηση των ΗΠΑ, ώστε να ενθαρρύνουμε αμερικανικές επιχειρήσεις να επενδύσουν στην χώρα μας. Το αποτέλεσμα ήταν, όπως όλοι ξέρουμε, αμερικανικοί κολοσσοί τελικά να εμπιστευτούν την Ελλάδα και να επενδύσουν σε αυτήν. Το ευχάριστο είναι πως οι επενδυτές είναι ικανοποιημένοι από την απόφασή τους, διαπιστώνοντας ότι υπάρχει πολιτική σταθερότητα και εργατικό δυναμικό το οποίο είναι εξειδικευμένο και ανταποκρίνεται στις ανάγκες”. Press material Monday 4 July 2022   ● European Council   04/07/2022 20:32 | Press release | Readout of the telephone conversation between President Charles Michel and Prime Minister of Ethiopia Abiy Ahmed   President Charles Michel spoke on the phone with Prime Minister of Ethiopia Abiy Ahmed to follow-up on their meeting in the margins of the AU-EU Summit and on the recent visit of Commissioner Lenarcic to the country. President Charles Michel took note of the recent efforts to improve humanitarian access in Tigray since the humanitarian truce. President Michel stressed that these efforts should be increased and sustained, notably via alternative roads and restoration of basic services, notably telecommunications. The President also highlighted that fuel and fertilisers are urgently needed to fight food insecurity which is a major consequence of Russia's war in Ukraine. The President recalled that the EU recently pledged EUR 633 ml to address food insecurity in the Horn of Africa. The Prime Minister underlined his efforts to address the crisis with Tigray, both at the political level and from a humanitarian standpoint. President Michel encouraged the Prime Minister to engage in inclusive peace talks as soon as possible. He echoed the EU's hope for a positive outcome of this process given the strategic importance of Ethiopia for the stability of the region. The President said that the recent efforts made by the Ethiopian authorities to cooperate with the UN did not go unnoticed by the EU and recalled the importance of accountability and justice for human rights. The President and the Prime Minister discussed relations with Sudan and negotiations with partners on the Grand Ethiopian Renaissance Damn (GERD). The President underlined the importance of peaceful relations among neighbours and choosing dialogue as the privileged measure to resolve disputes. On Sudan, the President explained this had also been conveyed last week to General Burhan by the EU. The Prime Minister referred to ongoing discussions in the framework of the joint border commission to negotiate and demarcate borders. As regards the GERD, the President said that the EU supports a negotiated solution that is mutually acceptable by all sides. Both the President and the Prime Minister valued their open and frank exchange and agreed to speak in the near future to take stock.
