Developing appropriate policies and regulations for AI is a priority for the European Union. AI has become a powerful driver of social transformation, reshaping individual lives and interactions as well as economical and political organisations. AI brings huge opportunities for development, sustainability, health and knowledge, as well as significant risks of unemployment, discrimination, exclusion, etc. Multiple areas are affected by AI, such as data protection (lawful and proportionate processing of personal data, subject to oversight), fair algorithmic treatment (not being subject to unjustified prejudice resulting from automated processing), transparency and explicability (knowing how and why a certain algorithmic response has been given or a decision made), protection from undue influence (not being misled, manipulated, or deceived). This collection of studies presents research resulting from ongoing interest of the Committee on the Internal Market and Consumer Protection in improving functioning of the Digital Single Market and developing European digital policies based on scientific evidence and expertise.

Finally, the paper reflects on the planned digital services act, outlining policy recommendations. The new EU-Africa Strategy presented by the Commission on 9 March puts a reinforced emphasis on the creation of a real partnership with a continent whose relevance for Europe is growing by the day. The three briefings focus on different aspects of this new partnership, the first one dealing with the implications for the political dialogue with a focus on (good) governance and the even bigger challenge of security and migration. The second briefing has a look at more ‘traditional’ aspects of this relationship, development and humanitarian aid, complemented with the rising challenge of climate change. The new approach is also illustrated by the emphasis put on the promotion of bilateral trade and investment relations, the topic of the third briefing. All these briefings also try to incorporate first elements on the impact of the Covid-19 pandemic on the bilateral relationship.

Much has changed since the creation of the Joint Africa-European Union (EU) Strategy in 2007. The developing world has been changing fast. Development policy and practices are also transforming, albeit at a slower pace. The divide between emerging economies and ‘fragile states’ is increasing. This is also the case in Africa. As not only Africa, but also the EU-Africa relationship is changing and evolving into new dimensions, there is clearly a need to develop a new European strategy, constructed on the basis of an emerging continent. Africa is home to the youngest population in the world and some of the world’s most fragile states. However, it is also a continent with emerging markets and more effective governments. This brief aims to clarify how well the new Strategy must manage to mainstream a European approach to Africa that considers both the inter-continental dialogue and the diversity of development on this emerging continent within the fields of governance, security and migration. As the COVID-19 has turned into a pandemic, the brief also suggests that the new European strategy must reflect this development and the European Parliament should closely monitor the situation as it discusses the Strategy.

The new EU Strategy for Africa attempts to reflect the continent’s growing relevance within a partnership rather than through a donor-recipient framework. However, this leads to a prioritisation of the formal, productive and technology sectors as well as climate mitigation at the expense of agriculture, informal sector, human development and climate adaptation. With such skewed priorities, this Strategy is ill-adapted for the COVID-19 pandemic and its aftermath. Institutionally, political will is needed to ensure that the continent-to-continent approach is not hampered by parallel, contradictory and fragmenting forces within the African, Caribbean and Pacific Group of States (ACP) and the European Neighbourhood Policy (ENP) governance frameworks. Financially, mutual accountability must be strengthened by joint funding of joint actions. An inclusive institutional mechanism is also needed to promote political and civil society participation as well as policy coherence for sustainable development beyond migration and climate. More generally, the Strategy advances a government-to-government type of partnership at the expense of a more people-centred approach that is more in line with the ‘principled pragmatism’ of the EU.

The new European Commission (EC) is putting EU-African relations to the fore. A Joint Communication of the EC towards a comprehensive Strategy with Africa stresses the African Continent’s strategic importance and the EU’s need to strengthen its partnership with (and not for) Africa. Proposals in the Joint Communication maintain promotion of sustainable investments with Africa on top of the EU’s agenda. Partnership with Africa to attract investors and boost regional as well as continental integration are specific actions aimed to attain sustainable growth and jobs in African countries. This emphasis is not new, being in line with a geopolitically oriented Commission and the European Union’s (EU) trend of shifting from a Donor-recipient model to a relationship based on mutual cooperation, pursuing common interests and mutual benefits. As the COVID-19 pandemic takes hold in Africa during 2020, it is becoming more urgent that EU and African relations post COVID-19 be tailored to a new scenario and show tangible action using partnership rhetoric.

The 22nd EU-China Summit, originally scheduled for March 2020, was postponed owing to the Covid-19 pandemic. While other summits were simply cancelled or postponed indefinitely, the EU and China decided to hold the summit by video-link, on 22 June 2020. This decision testifies to the importance both sides attach to taking their complex relationship forward in difficult times. The 2020 summit offered the opportunity to take stock of progress made on past commitments and to re-calibrate EU-China relations, against the backdrop of the wide-ranging fallout from the coronavirus pandemic, growing United States-China strategic rivalry, rapid geopolitical power shifts and the erosion of multilateralism. Looking at EU-China relations through the lens of the 2019 EU-China strategic outlook, China is seen as being at once a partner for cooperation and negotiation, an economic competitor and a systemic rival. China has been a cooperation and negotiating partner for the EU in several fields where interests have converged. Nonetheless, the different norms and values underlying the EU and Chinese political and economic systems have made cooperation challenging. Shared objectives do not necessarily lead to the same approaches to pursuing them. Economic competition has become fiercer in China, in the EU and in third markets. As the Chinese leadership shows growing assertiveness in disseminating alternative models of governance – at international, regional and bilateral levels, China is also acting as a systemic rival, on an increasing number of issues. The coronavirus pandemic has amplified pre-existing political and economic challenges in EU-China relations. It has exposed the EU's over-reliance on China for the supply of strategic goods and also China's confrontational 'Wolf Warrior diplomacy', which has involved the use of a wide range of tools, including disinformation campaigns, political influence and economic coercion, in an attempt to alter narratives critical of China's management of the crisis. It has also clearly demonstrated the need for a 'more robust' EU policy on China.

«Ήρθε η αρχή του τέλους για όσους νομίζουν ότι θα κινούνται σε αυτή τη πόλη και θα κάνουν ό,τι θέλουν»

Ήδη το βράδυ της Παρασκευής βεβαιώθηκαν 73 παραβάσεις και 5 πλημμελήματα, ενώ αφαιρέθηκαν 15 διπλώματα, 21 άδειες κυκλοφορίας, 30 πινακίδες και έγιναν 5 ακινητοποιήσεις.

Λίγες μόνο ώρες χρειάστηκε να περάσουν από τη συνάντηση του Δημάρχου κ. Σπύρου Βρεττού με υψηλόβαθμα στελέχη της Ελληνικής Αστυνομίας και την τηλεφωνική του επικοινωνία με τον Υπουργό Προστασίας του Πολίτη κ. Μιχάλη Χρυσοχοΐδη, για να φανούν τα πρώτα σημαντικά αποτελέσματα. Ο Δήμαρχος με τις κινήσεις του αυτές έθεσε τις βάσεις για να παταχθεί κάθε μορφή παρανομίας και ανομίας στην πόλη. Η Αστυνομία με εντολή του Υπουργού τοποθετεί πλέον καθημερινά ενισχυμένες δυνάμεις στις Αχαρνές, αρχής γενομένης από το βράδυ της Παρασκευής. Με τον τρόπο αυτό θα προβεί σε στοχευμένες επιχειρήσεις καθ’ όλη τη διάρκεια του 24ωρου με απώτερο στόχο να εξαλείψει κάθε μορφής παραβατικότητας.

Στο στόχαστρο των ελέγχων και των επιχειρήσεων μπαίνουν όλοι όσοι κινούνται εκτός νόμου. Από τους οδηγούς αυτοκινήτων με εξατμίσεις που κάνουν θόρυβο, έχουν φιμέ τζάμια, παίζουν μουσική στη διαπασών, κάνουν επίδειξη ή κινούνται περίεργα μέχρι χρήστες ουσιών, κλέφτες, διαρρήκτες, εμπόρους ναρκωτικών ή άτομα που οπλοφορούν. Ο αγώνας που ξεκίνησε θα είναι διαρκής έως ότου αποκατασταθεί η τάξη στην πόλη. «Ήρθε η αρχή του τέλους για όσους νομίζουν ότι θα κινούνται σε αυτή τη πόλη και θα κάνουν ό,τι θέλουν. Ο νόμος θα εφαρμοστεί για όλους είτε κάποιοι το θέλουν είτε όχι», δήλωσε σχετικά ο Δήμαρχος Αχαρνών κ. Σπύρος Βρεττός.

Τα πρώτα σημάδια δόθηκαν από το βράδυ της Παρασκευής όταν πραγματοποιήθηκε πληθώρα επιχειρήσεων από όλες τις Αστυνομικές Διευθύνσεις στις Αχαρνές. Οι επιχειρήσεις αυτές θα συνεχιστούν και το προσεχές διάστημα, καθώς όπως έχει τονίσει και ο ίδιος ο Υπουργός κ. Χρυσοχοΐδης είναι προσωπικό του στοίχημα η εξάλειψη της ανομίας στο Δήμο Αχαρνών. Στόχος είναι η πάταξη της ανομίας, η εξάλειψη της εγκληματικότητας και της παραβατικότητας κάθε μορφής, το χτύπημα στις συμμορίες και τις παράνομες συμπεριφορές κάθε είδους.

Ήδη το βράδυ της Παρασκευής βεβαιώθηκαν 73 παραβάσεις και 5 πλημμελήματα, ενώ αφαιρέθηκαν 15 διπλώματα, 21 άδειες κυκλοφορίας, 30 πινακίδες και έγιναν 5 ακινητοποιήσεις. Ένας πρώτος απολογισμός που μαρτυρά όμως την αποτελεσματικότητα των δράσεων που αναλαμβάνει πλέον η Ελληνική Αστυνομία μετά την παρέμβαση του Δημάρχου.

Οι έλεγχοι και οι επιχειρήσεις θα είναι συνεχείς και οι δημότες των Αχαρνών θα πρέπει να είναι σίγουροι πως πλέον οι παραβάτες κάθε είδους δεν θα μείνουν ατιμώρητοι μέχρι η πόλη να αποκτήσει ξανά τη φυσιολογική της ζωή.

AHEPA wishes you a happy and fun Fourth of July -- and however you may be celebrating in this unique time -- we hope it is in a safe fashion.  Further, in doing so, please take a moment to reflect upon what the holiday means and give thanks to those who made it possible.   The Founding Fathers of the United States drew heavily upon the ideal of democracy conceived by the ancient Greeks in addition to the works of Plato and Aristotle. The influence of Classical Education upon the thinking of the Founding Fathers is undeniable as evidenced by their writings and debates about how to form a republic. Thomas Jefferson, the principal author of the Declaration of Independence, thought of Greece as "the first of civilized nations [which] presented example of what man should be."   On this, the 244th anniversary of the Declaration of Independence, we take a moment to reflect on the founding of the United States, the ideals and values that comprised our nation's founding, and remember our fellow Americans who have fought to secure, preserve and protect those ideals and values, which include: democracy, Life, Liberty, and the Pursuit of Happiness, for 244 years. Learn more about the Declaration of Independence here As I observe this year's Independence Day, I reflect fondly, and proudly as a Greek American, to the American Bicentennial celebrations held in Philadelphia. Greece had a significant role to play in those celebrations with an American tour of the National Dance Company - with performances by Dora Stratou - and productions of “Oedipus at Colonus” and “Never on a Sunday” were staged nationwide. Prime Minister Constantine Caramanlis also came to America to honor the birthplace of democracy - here in the New World visiting from the nation whose ancient ancestors gifted the world democracy. Looking forward, I cannot help but to get excited and enthused as Greece will celebrate its Bicentennial in 2021. Fake News για τις μπουλντόζες που μπήκαν στο Ελληνικό

Αθήνα 3.7.2020 Fake News για τις μπουλντόζες που μπήκαν στο Ελληνικό Αφού εμπόδισαν την εμβληματική επένδυση του Ελληνικού επί 4,5 χρόνια ως κυβέρνηση και επί πολύ περισσότερα, νωρίτερα, ως αντιπολίτευση, πρωτοστατώντας στις αντιδράσεις και τις διαδηλώσεις εναντίον της, σήμερα το σύστημα της Κουμουνδούρου συνεχίζει να πολεμάει το Ελληνικό και τις 80.000 θέσεις εργασίας που συνδέονται με αυτό, μέσω των fake news. Το αφήγημα περί δήθεν ασυνέπειας της κυβέρνησης σχετικά με το χρονοδιάγραμμα του Ελληνικού κρίθηκε ως μη πειστικό ακόμα και από τους εμπνευστές του, αφού σε λίγους μήνες έγιναν όσα μπλοκάρονταν επί 4,5 χρόνια. Αμέσως μετά έπεσε νέα fake γραμμή στο σύστημα της Κουμουνδούρου: «Οι μπουλντόζες που μπήκαν σήμερα στο Ελληνικό πληρώθηκαν από το κράτος». Η αλήθεια είναι ότι για τις εργασίες που ξεκίνησαν στο Ελληνικό, το κράτος δεν πληρώνει ούτε ένα ευρώ. Όπως προβλέπει και το ΦΕΚ (2262/12-6-2020) βάσει του οποίου ξεκίνησαν τα έργα «δεν προβλέπεται δαπάνη σε βάρος του κρατικού προϋπολογισμού», ενώ αναφέρει ρητά ότι εγκρίνεται η εκτέλεση των συγκεκριμένων εργασιών «από και με αποκλειστική δαπάνη του Αγοραστή ή του Εγγυητή αυτού, ....χωρίς καμία δαπάνη του Ελληνικού Δημοσίου».
