ΙΜF: Data Disruption: The Impact of COVID-19 on Inflation Measurement
We just published a new blog—please find the full text below. Translations coming soon.
Data Disruption: The Impact of COVID-19 on Inflation Measurement By Marshall Reinsdorf Lockdowns, working from home, and social distancing caused people to spend larger shares of their household budgets on food and housing, while fewer people bought nonessentials, like airline tickets and clothing. And with incomes down as millions have lost their jobs, spending on nonessential items will likely remain depressed. The consumer price index (CPI) does not reflect these abrupt changes in spending patterns because the CPI weights are not continuously updated. For example, the CPI could be pulled down by a decline in the prices of nonessentials that are no longer purchased. A new IMF staff paper uses spending estimates derived from credit and debit card data to adjust the CPI weights to match spending patterns during the pandemic. The study finds that inflation during the first three months of the pandemic was actually higher than we thought. The chart of the week looks at the difference over the February–May timeframe between a COVID-19 price index that adjusts the CPI weights based on the impacts of COVID-19 on spending in Canada and an index with unchanged CPI weights. The diamonds in the chart show the difference between the two indexes by region. In seven of the eight regions shown, the CPI is below the COVID-19 index. Looking at the average for all regions combined, the gap is 0.23 percentage points.
The main positive contributors to the gap between the COVID-19 index and the CPI are food and transport, each contributing 0.16 percentage points to the world gap. Rising food prices contribute to the faster growth of the COVID-19 index in all eight regions. Falling transport prices, which have a larger weight in the CPI than in the COVID-19 index, also contribute to the faster growth of the COVID-19 index in all regions except sub-Saharan Africa. The main negative contributors to the world gap are housing, which contributes –0.03 percentage points, and clothing, which contributes –0.08 percentage points. Housing has a higher weight in the COVID-19 index than in the CPI, but its price index is so close to the overall CPI that increasing its weight does little to move the COVID-19 index away from the CPI. The downward effect of clothing is due to seasonal price increases having a smaller weight in the COVID-19 basket. Despite the finding that CPI weights underestimated inflation in the early months of the pandemic, a quick update of the CPI weights to reflect the spending patterns during the pandemic would be impractical. Furthermore, introducing weights that are based on a short timeframe can reduce an index’s accuracy over the longer run. A better approach would be for statistical agencies to develop a supplementary index whose weights reflect spending patterns during the pandemic. This would give policymakers a better picture of the effect of inflation on the prices that consumers are actually paying. Next week’s 8th IMF Statistical Forum will delve deeper into the data disruptions and challenges arising from the pandemic. Marshall Reinsdorf is a senior economist in the IMF’s Statistics Department.

Χ. Κούτρας: Άργησε η κυβέρνηση να πάρει τα μέτρα;
Ευ.

Final Webinar in Series: AMR in Light of COVID-19
Antimicrobial Resistance (AMR) in Light of COVID-19
A Webinar Series
Join CDC and partners for the final of a four-part webinar series on Thursday, November 19, 2020, on responding to difficult-to-treat infections in light of COVID-19. Through the webinar series, global experts discuss how the COVID-19 pandemic could reshape strategies for combating AMR around the world. This final webinar will feature CDC’s Michael Craig, Senior Advisor, Antibiotic Resistance Coordination and Strategy Unit.
Each of us is now living in a world with a nearly untreatable virus—but COVID-19 is not the only threat that we are facing. Many bacterial and fungal infections that were previously considered treatable are no longer responding to the drugs designed to kill them. Drugs like antibiotics are a vital tool for modern medicine, used to prevent and treat infections. As drug-resistant infections are becoming more common, modern medicine as we know it is at risk and, much like COVID-19, it has the potential to overwhelm our healthcare systems.
Governments, researchers, and industry partners around the world have mobilized to implement prevention efforts and to develop diagnostics, therapeutics, and vaccines for COVID-19. New recommendations and practices continue to be deployed to slow its spread. Join to listen about what other actions we can take to reshape strategies for combating antimicrobial resistance globally.

The Prime Minister, Justin Trudeau, today issued the following statement on Diwali:
“Today, we join Hindu, Jain, and Buddhist communities in Canada and around the world to celebrate Diwali, also known as the Festival of Lights.
“To celebrate this holiday, families and friends would normally gather to pray, exchange gifts, share meals, and light up their homes with diyas. Celebrations will look different this year as we continue to fight the global COVID-19 pandemic, but at their heart is a message that has never been more important: light, good, and knowledge will always triumph over darkness, evil, and ignorance.
“For all of us, Diwali is an opportunity to recognize the contributions that Canadians of Hindu, Jain, and Buddhist faiths make to build a better, more resilient country. I also want to take a moment to thank everyone working on the front lines in health care, our essential services, and the local organizations that have been there for us.
“I encourage you to continue to follow your local public health guidelines so that we can keep our communities safe. And together, we will continue to build a Canada that is fairer, safer, and more inclusive for everyone.
“On behalf of all Canadians, Sophie and I wish a happy Diwali to everyone celebrating.”

Whether in industries shifting services online or small businesses navigating public health guidance, workers across the country have been facing new challenges since the beginning of the global COVID-19 pandemic. To tackle these challenges, Canadians need access to training and employment supports to develop new skills and find good jobs. That’s why the Government of Canada will continue to make investments to strengthen the middle class, create new jobs, and grow the economy.
The Prime Minister, Justin Trudeau, today announced the details of an investment of $1.5 billion in the Workforce Development Agreements (WDAs) with provinces and territories. This investment will help Canadians in underrepresented groups and those in sectors that have been hardest hit by the pandemic – such as construction, transportation, and hospitality – quickly access supports to re-enter the workforce. It could include skills training, on-the-job training, employer-sponsored training, financial assistance and benefits, employment counselling and services, and job opportunities. This funding is in addition to the $3.4 billion provided to provinces and territories in 2020-21 under the WDAs and Labour Market Development Agreements (LMDAs).
Today’s announcement is part of the government’s plan to make the largest investment in Canadian history in training for workers. This will help us reach our goal of creating over one million jobs. Working with the provinces and territories, we will support Canadian workers as they build new skills in growing sectors, help them receive education and accreditation, and connect them to employers and good jobs.
As we work toward our economic recovery from the pandemic, the Government of Canada will continue to support Canadians and help them grow their potential. Together, we can build a stronger workforce and a more competitive and more resilient Canada.
