French Presidency of the Council of the EU..Informal Meeting of Ministers for Industry and for the Internal Market
|
On 31 January and 1 February 2022, the French Presidency of the Council of the European Union will bring together the EU’s 27 Industry and Internal Market Ministers in Lens, France, to discuss how Europe can strengthen its strategic autonomy by identifying and reducing the vulnerabilities that affect the region. The meeting will focus in particular on securing the supply of raw materials for European industry.
In the short term, supply problems impact production conditions, schedules and costs, while also putting a drag on Europe’s competitiveness and putting at stake businesses and jobs. In the long term, they pose a threat to our ability to green and digitalise our economy, respond to crises and develop sectors key to the future, including renewable energy, electric mobility, healthcare, and cloud and 5G infrastructure.
For example, today Europe relies heavily on Asia for active pharmaceutical ingredients, importing 80% of such products, and optical fibre cables (China produces 25% of the world’s supply), among others. Raw materials, however, represent our most critical vulnerability: China currently ensures 60% of the global supply of rare-earth elements and meets 98% of Europe’s demand for these materials, which are essential components used in producing electronics and renewable energy.
In its May 2021 Industrial Strategy update, the European Commission identified a list of 137 products that put Europe in a vulnerable position. They mainly concern sectors such as healthcare, defence and digital technology. The European Commission should present the results of its analysis of the EU’s strategic dependencies with the publication of its Annual Single Market Report in the first quarter of 2022.
The EU has already taken tangible steps to strengthen its autonomy in strategic sectors by:
Launching transformative industrial projects at EU level: In 2019, Member States began undertaking Important Projects of Common European Interest (IPCEIs) in areas like electric vehicle batteries and microelectronics, and are working on new IPCEIs on hydrogen, cloud computing, electronics and connectivity, and healthcare.
Improving our crisis-response capabilities: The EU created the European Health Emergency Preparedness and Response Authority (HERA) to foster research and innovation for critical medical products.
Rolling out new funding programmes: The €750bn NextGenEU recovery plan provides support to a number of critical industrial ecosystems. For one, it plays a central role in the France Relance recovery plan, which provides funding for decarbonising and digitising industry, while propping up our most critical sectors.
Expanding European industry in a fair competitive environment: Trade defence instruments (TDIs) shield Member States from unfair trade practices used by non-EU countries when exporting key inputs like steel. The EU established in October 2020 of a framework for the screening of foreign direct investments (FDIs) which has improved the Union’s ability to monitor investments made by non-EU countries. Lastly, the May 2021 proposal for a regulation on foreign subsidies distorting the internal market seeks to remedy the distortions caused by subsidies granted by non-EU governments to their firms.
Maroš Šefčovič, Vice-President for Inter-institutional Relations and Foresight at the European Commission, and Thierry Breton, Commissioner for the Internal Market, will present the Commission’s work on strengthening the Union’s strategic autonomy, a goal which is at the heart of the May 2021 EU Industrial Strategy update.
EU Ministers and Commissioners will meet for a series of events, including:
A plenary discussion on strengthening Europe’s strategic autonomy and which will allow us to:
agree on a clear course of action for reducing our vulnerabilities and take stock of the EU’s efforts to reduce the region’s dependencies, under way since March 2020 aimed at decreasing ;
consider alternative steps that can be taken to reduce these dependencies, such as the upcoming EU Chips Act, which seeks to increase our semiconductor production capacity;
address the issue of securing and sustaining the EU’s supply of raw materials;
A working lunch with Philippe Varin, former Chair of France Industrie, who will provide an overview of the issue of raw material access and discuss what the EU can do to secure its supply, building on the report submitted to the French government on 10 January 2022;
Three breakout sessions which will further explore:
what action can be taken to secure the supply of non-EU raw materials while remaining in compliance with labour and environmental standards;
what benefits can be derived from the circular economy, innovation and less intensive consumption patterns in order to reduce our reliance on raw materials;
how the Union can increase its domestic production of raw materials and what requirements must be met on the labour and environmental front.

Joint Statement by President Biden and President von der Leyen on U.S.-EU Cooperation on Energy Security
JANUARY 28, 2022
We are jointly committed to Europe’s energy security and sustainability and to accelerating the global transition to clean energy. We also share the objective of ensuring the energy security of Ukraine and the progressive integration of Ukraine with the EU gas and electricity markets.
The EU and the United States cooperate closely on energy policy, decarbonization and security of supply in the U.S.-EU Energy Council. The EU’s and the United States’ commitments to meet the goals of the Paris Agreement, through clean energy, in particular renewables, energy efficiency, and technologies, provide a path to energy security and reduced dependence on fossil fuels. The current challenges to European security underscore our commitment to accelerating and carefully managing the transition from fossil fuels to clean energy.
Over the last decade, the EU has invested in diversification of supply through infrastructure and reinforcement of its internal energy networks, increasing the resilience and flexibility of EU energy markets. The European Commission will intensify work with Member States for security of supply, within transparent and competitive gas markets in a manner compatible with long-term climate goals and reaching net-zero emissions by 2050.
While that process intensifies during this critical decade, we are committed to working closely together to overcome today’s challenges of security of supply and high prices in energy markets.
We commit to intensifying our strategic energy cooperation for security of supply and will work together to make available reliable, and affordable energy supplies to citizens and businesses in the EU and its neighborhood.
The United States and the EU are working jointly towards continued, sufficient, and timely supply of natural gas to the EU from diverse sources across the globe to avoid supply shocks, including those that could result from a further Russian invasion of Ukraine. The United States is already the largest supplier of liquefied natural gas (LNG) to the EU. We are collaborating with governments and market operators on supply of additional volumes of natural gas to Europe from diverse sources across the globe. LNG in the short-term can enhance security of supply while we continue to enable the transition to net zero emissions. The European Commission will work for improved transparency and utilization of LNG terminals in the EU.
We intend to work together, in close collaboration with EU Member States, on LNG supplies for security of supply and contingency planning. We will also exchange views on the role of storage in security of supply.
More broadly, we call on all major energy producer countries to join us in ensuring world energy markets are stable and well-supplied. This work has already started, and we will take it forward at the meeting of the U.S.-EU Energy Council on February 7.
Remarks by Vice President Harris in Press Gaggle
JANUARY 27, 2022•
Hernán Acosta Meijía Air Force Base
Tegucigalpa, Honduras
THE VICE PRESIDENT: Okay. Hi, guys. So, this was an important trip and — this was an important trip. As you know, I head the Root Causes Strategy that is designed to address the issue of irregular migration into the United States. And so we came here today to make a clear statement about our administration’s support for what the people of Honduras have clearly said they want: They’ve turned out in record numbers in this election, and they seem to be desirous of a democracy that is devoid of corruption and that can meet their essential needs and, in particular, their economic needs and their human rights needs, which are critical pillars in our Root Causes Strategy.
The conversation that I had today then with the now president was rooted in those issues. It was about our intention to prioritize the importance of her agenda, as it relates to the combating of corruption.
I talked extensively about why that is important. There are obvious reasons, but the reasons include a connection to the second point, which is the need for them to have economic security and to do well economically, so that their people don’t want to leave.
And the connection is pretty obvious. When we talk about our attention to dealing with the economic support we can give countries in Central America, a lot of it includes partnerships with CEOs and with our private sector in the United States — with American corporations. Well, they want to know they can do business in a country where there will be adherence to the rule of law, where there will be consistency in terms of a judiciary, where there will be consistency in terms of regulations.
So, these issues are interconnected. And speaking of interconnection and interdependence, not only is there an interconnection and independence — interdependence between the United States and Honduras on these issues as it relates to the effect which is irregular migration, but also we talked about the public health issues that are confronting all of us. We talked about COVID-19 and the work we have already done as an administration to assist Honduras and the work we will continue to do.
The President has a particular interest in addressing the pediatric needs of her population, and so we discussed some of the detail in that regard.
It was a good discussion. It was in depth. There were many due outs. And we look forward to a partnership, and we feel very optimistic about the future potential of this relationship.
Q Madam Vice President Harris, when you compare the three Northern Triangle countries, are there different things that each of them needs? Because you’ve gone to Guatemala — you’ve been there. You’ve been to Honduras for the first time. What are the differences that three different countries need?
THE VICE PRESIDENT: One aspect of this that I fully appreciate is that they do not want to be considered — nor are they are they — a monolith. So each country has its own identity, its own culture, its own history, and that should be respected. Which is why you will see that I rarely, if ever, refer to it as the “Northern Triangle,” because that then treats it as a monolith when it is not.
So — but there are commonalities to be sure, but of different proportions, on the issue of what they need in terms of economic systems, for example. There are commonalities that are true for the entire Western Hemisphere in terms of the impact of the climate crisis, and that — what that means in terms of our ability for farming, for an agricultural economy. There are commonalities in terms of the concern that we have about corruption. Certainly, commonalities about irregular migration, including the use of human smuggling and human trafficking.
But there are varying degrees in each. And for that reason, our level of attention to each issue is different and is moderated based on the needs of that particular country.
Q Madam Vice President, one thing we didn’t see in the — in the readout today: We did not see anything about China. I‘m wondering if, either in your conversations today or your conversations in December, this is — China, Taiwan and that relationship — is something that came up, and how you addressed it?
THE VICE PRESIDENT: Well, we did not discuss China. But, certainly, you probably know the Vice President of Taiwan was there. He came up and introduced himself to me. And the brief conversation that we had was really about a common interest in this part of the region and, apparently, Taiwan’s interest in our Root Causes Strategy.
Q Can you reflect on the retirement of Justice Breyer and what role you’re going to play in advising the President as he makes his decision?
THE VICE PRESIDENT: Well, as a — my entire life as a practicing attorney, I will tell you, I have a great deal of respect for Justice Breyer and his legacy and his commitment, and particularly to those words etched in the United States Supreme Court outside wall, “Equal Justice Under Law.” He has truly been a champion of equal justice under law.
And as it relates to his retirement, I wish him well, of course, and thank him for his legacy.
But the President and I will work closely together on this and the selection process. And I’ll (inaudible) the President will make his choice about who will be the next person to fill Justice Breyer’s seat.
Q He said in particular, you’re going to help advise him on that.
THE VICE PRESIDENT: Yes.
Q Vice President Harris, you were nodding your head during the speech of Castro talking about corruption. Can you just talk about — a little bit about what you were feeling when she was talking about that passionately?
And also, a lot of the American people are concerned that things won’t move fast enough. How soon do you think this relationship could materialize into some positive impact?
THE VICE PRESIDENT: Great question. So, I was impressed with the passion with which she took about — talked about her priority on addressing and combating corruption in this country. And that fuels my optimism about our ability to partner on that issue because, again, it is a priority issue for us in terms of our Root Causes Strategy and any investment in this country going forward.
I think that on the issue of what this will mean in terms of the timeline, the Root Causes Strategy has always been clear, and we have been clear: The work we need to do is going to be work that will manifest over a long period of time — hopefully not too long, but certainly not overnight.
The problems that we need to address are problems that did not occur overnight. And the solutions, if they’re going to have any impact, will not occur overnight.
Thank you.

JANUARY 28, 2022•
A job is about more than a paycheck. It’s about dignity. When I was running for president, I said it was past time to increase the federal minimum wage to $15 an hour. Last year, I made a down payment on that pledge with Executive Orders directing my Administration to work toward ensuring that employees working on federal contracts and federal employees earned a $15 per hour minimum wage.
These directives go into effect this Sunday, meaning nearly 70,000 federal workers will immediately start to earn $15 an hour, and 300,000 employees of federal contractors will start to see a raise to $15 an hour reflected in their paychecks over the course of the year.
These are the customer service representatives who answer the phones to ensure that Americans get the health care they deserve; wildland firefighters who protect our forests and communities; custodial workers who keep our military bases clean and safe; nursing assistants who care for our veterans; and laborers who build and repair federal facilities. The workers that will disproportionately benefit from this pay increase are women, workers of color, and workers with disabilities.
This increase will provide those workers and their families a little more breathing room. And because we know that higher wages boost productivity and mean lower job turnover, these orders will allow the government to do its work better and faster.
These workers benefiting from these actions are critical to the functioning of the federal government and of our nation, and I’m proud that their wages will begin to reflect that. I continue to urge Congress to raise the federal minimum wage to $15 an hour, so that American workers can have a job that delivers dignity.
