IMF:Emerging Economies Must Prepare for Fed Policy Tightening

 

Dear maria, We just published a new blog—please find the full text below.  Emerging Economies Must Prepare for Fed Policy Tightening (Photo: TOBIASJO/iStock by Getty Images) By Stephan Danninger, Kenneth Kang and Hélène Poirson Policymakers may need to react by pulling multiple policy levers, depending on Fed actions and their own challenges at home. For most of last year, investors priced in a temporary rise in inflation in the United States given the unsteady economic recovery and a slow unravelling of supply bottlenecks. Now sentiment has shifted. Prices are rising at the fastest pace in almost four decades and the tight labor market has started to feed into wage increases. The new Omicron variant has raised additional concerns of supply-side pressures on inflation. The Federal Reserve referred to inflation developments as a key factor in its decision last month to accelerate the tapering of asset purchases. These changes have made the outlook for emerging markets more uncertain. These countries also are confronting elevated inflation and substantially higher public debt. Average gross government debt in emerging markets is up by almost 10 percentage points since 2019 reaching an estimated 64 percent of GDP by end 2021, with large variations across countries. But, in contrast to the United States, their economic recovery and labor markets are less robust. While dollar borrowing costs remain low for many, concerns about domestic inflation and stable foreign funding led several emerging markets last year, including Brazil, Russia, and South Africa, to start raising interest rates. New risks to recovery We continue to expect robust US growth. Inflation will likely moderate later this year as supply disruptions ease and fiscal contraction weighs on demand. The Fed’s policy guidance that it would raise borrowing costs more quickly did not cause a substantial market reassessment of the economic outlook. Should policy rates rise and inflation moderate as expected, history shows that the effects for emerging markets are likely benign if tightening is gradual, well telegraphed, and in response to a strengthening recovery. Emerging-market currencies may still depreciate, but foreign demand would offset the impact from rising financing costs. Even so, spillovers to emerging markets could also be less benign. Broad-based US wage inflation or sustained supply bottlenecks could boost prices more than anticipated and fuel expectations for more rapid inflation. Faster Fed rate increases in response could rattle financial markets and tighten financial conditions globally. These developments could come with a slowing of US demand and trade and may lead to capital outflows and currency depreciation in emerging markets. The impact of Fed tightening in a scenario like that could be more severe for vulnerable countries. In recent months, emerging markets with high public and private debt, foreign exchange exposures, and lower current-account balances saw already larger movements of their currencies relative to the US dollar. The combination of slower growth and elevated vulnerabilities could create adverse feedback loops for such economies, as the IMF highlighted in its October releases of the World Economic Outlook and Global Financial Stability Report. Difficult tradeoffs Some emerging markets have already started to adjust monetary policy and are preparing to scale back fiscal support to address rising debt and inflation. In response to tighter funding conditions, emerging markets should tailor their response based on their circumstances and vulnerabilities. Those with policy credibility on containing inflation can tighten monetary policy more gradually, while others with stronger inflation pressures or weaker institutions must act swiftly and comprehensively. In either case, responses should include letting currencies depreciate and raising benchmark interest rates. If faced with disorderly conditions in foreign exchange markets, central banks with sufficient reserves can intervene provided this intervention does not substitute for warranted macroeconomic adjustment. Nevertheless, such actions can pose difficult choices for emerging markets as they trade off supporting a weak domestic economy with safeguarding price and external stability. Similarly, extending support to businesses beyond existing measures may increase credit risks and weaken the longer-term health of financial institutions by delaying the recognition of losses. And rolling back those measures could further tighten financial conditions, weakening the recovery. To manage these tradeoffs, emerging markets can take steps now to strengthen policy frameworks and reduce vulnerabilities. For central banks tightening to contain inflation pressures, clear and consistent communication of policy plans can enhance the public’s understanding of the need to pursue price stability. Countries with high levels of debt denominated in foreign currencies should look to reduce those mismatches and hedge their exposures where feasible. And to reduce rollover risks, the maturity of obligations should be extended even if it increases costs. Heavily indebted countries may also need to start fiscal adjustment sooner and faster. Continued financial policy support for businesses should be reviewed, and plans to normalize such support should be calibrated carefully to the outlook and to preserve financial stability. For countries where corporate debt and bad loans were high even before the pandemic, some weaker banks and nonbank lenders may face solvency concerns if financing becomes difficult. Resolution regimes should be readied. Commitments and confidence Beyond these immediate measures, fiscal policy can help build resilience to shocks. Setting a credible commitment to a medium-term fiscal strategy would help boost investor confidence and regain room for fiscal support in a downturn. Such a strategy could include announcing a comprehensive plan to gradually increase tax revenues, improve spending efficiency, or implement structural fiscal reforms such as pension and subsidy overhauls (as described in the IMF’s October Fiscal Monitor). Finally, despite the expected economic recovery, some countries may need to rely on the global financial safety net. That may include using swap lines, regional financing arrangements, and multilateral resources. The IMF has contributed with last year’s $650 billion allocation of Special Drawing Rights, the most ever. While such resources boost buffers against potential economic downturns, past episodes have shown that some countries may need additional financial breathing room. That’s why the IMF has adapted its financial lending toolkit for member nations. Countries with strong policies can tap precautionary credit lines to help prevent crises. Others can access lending tailored to their income level, though programs must be anchored by sustainable policies that restore economic stability and foster sustainable growth. While the global recovery is projected to continue this year and next, risks to growth remain elevated by the stubbornly resurgent pandemic. Today, the Minister of Culture, Roselyne Bachelot-Narquin, and the Minister of State for European Affairs, Clément Beaune, inaugurated the work that will adorn the buildings of the Council in the 37 colours from the 27 flags of the Member States, throughout the duration of the French Presidency. Created by the Ateliers Adeline Rispal in collaboration with the graphic design agency Si – Studio irrésistible and illuminated by Les Éclaireurs, The Fabric of Europe1 is the fabric woven together by the EU Member States. It provides a visual representation of the links within the European Union and with the rest of the world, which take the form of flows of people, goods, data and information. It symbolises 447 million citizens’ sense of belonging to the European Union while expressing the diversity of their cultures. This scenographic and artistic design embodies the European Union’s motto, “United in diversity”, through two original creations: Aour Europe, a work of digital and audio art by artist Jacques Perconte and Intersection(s), a series of woven screens by textile artist Jeanne Goutelle. The technique used to create The Fabric of Europe reflects the two main challenges faced by the French Presidency of the Council of the European Union: the digital and green transitions. To this end, it particularly emphasises the digital transition by blending the weaving of digital and poetic landscapes with the natural European landscapes thanks to the work of Jacques Perconte, a pioneer of digital art. In addition, the scenographic and graphic creation of the project is environment-friendly, due to: low use of raw materials, recycling used materials, prioritising short supply chains and low energy consumption. For instance, the 18 panels of Intersection(s), a work by Jeanne Goutelle, were handmade in Saint-Étienne using scraps from the city’s textile production. The Fabric of Europe will take several textile and digital artistic forms across eight designated spaces within the Justus Lipsius and Europa buildings, in particular, a 650 m2 monumental textile installation in the Justus Lipsius atrium and a 16 metre-long “data-weaving” installation in the Europa building forum. The project is also a means of showcasing French creation in a European setting, in particular: 6 rising young artists from the French art scene: Léa Belooussovitch, Jérôme Bonvalot, Vincent Chenut, Loup Lejeune, Élise Peroi and Lucien Roux The “Hémicycle” furniture range by designer Philippe Nigro, in partnership with the Mobilier National. 1 Trademark pending. The French Presidency of the Council of the European Union and the High Representative of the Union for Foreign Affairs and Security Policy decided to focus the Brest meeting on topics that are fundamental to boosting European sovereignty on the international stage: A Strategic Compass for a More Sovereign Europe Ministers will have an in-depth discussion about the Strategic Compass during a joint session with Defence Ministers of EU Member States ahead of the meeting with Heads of State and Government in March. The Strategic Compass is truly a “White Paper” defining the 2030 ambition for European defence. It allows Member States to set out a common strategic vision for the European Union over the next decade. They have been working on it for over a year. The Strategic Compass will combine a European definition of threats, European operational and industrial capacity building and defending the interests and freedom of action of the European Union in contested areas such as seas and oceans, space, cyber space and information. It will define actions to be taken in four key areas: crisis management, capacity-building, resilience and partnerships. In Brest, the French Presidency of the Council of the European Union wants to push work towards an ambitious Strategic Compass to ensure stronger and more operational European defence. A renewed Eastern Neighbourhood Policy Ministers will discuss the security situation in the European Union’s Eastern Neighbourhood, particularly in Ukraine and Belarus. Following the latest meetings of the Foreign Affairs Council, where Member States reiterated their commitment to the sovereignty and territorial integrity of Ukraine, as well as their solidarity with Belarusian civil society, ministers will reassess the geostrategic environment. They will discuss initiatives to be rolled out in response to immediate and long-term challenges for the region’s security.* A more balanced relationship with China Ministers will discuss the relationship between the European Union and China, particularly China’s attitude towards certain Member States of the Union which are experiencing great political, economic and commercial pressure. This will be an opportunity to ensure that the European Union’s multidimensional approach, developed in its joint communication in 2019, contributes to the objective of having a more balanced, stable and predictable relationship. Ministers will also discuss how China promotes its model within the multilateral system and how the European Union should act in response. A reshaped partnership between the European Union and the African Union The French Presidency of the Council of the European Union will organize a joint working session ahead of the European Union-African Union summit to be held on 17 and 18 February 2022. Moussa Faki Mahamat, Chair of the African Union Commission, and Aissata Tall Sall, Minister of Foreign Affairs of the Republic of Senegal, have been invited to this working session where ministers will discuss the future of African Union-European Union relations. This summit will also provide an opportunity to overhaul the partnership between the two continents and to strengthen the strategic ties between the European Union and the African Union in shared priorities such as prosperity, security and mobility alongside African partners. Ministers will be able to discuss any matter on the international agenda at the Brest meeting. The relevant commissioners and the Chair of the European Parliament’s Committee on Foreign Affairs will be invited to take part in some discussions.

Βρισκόμαστε στο πιο κρίσιμο σημείο της ολοκλήρωσης του Κτηματολογίου στη χώρα μας, καθώς πλέον μέσω της κύρωσης των Δασικών Χαρτών και του δασολογίου θα πρέπει να ξεκαθαρίσει το δημόσιο τι του ανήκει, τι είναι δάσος και τι δασική έκταση και ποιες είναι οι εκτάσεις που έχουν δασικό χαρακτήρα και δεν υφίσταται ιδιοκτησία σε αυτές.

Ωστόσο, βάσει της δασικής νομοθεσίας (Νόμος 998/1979, όπως επικαιροποιήθηκε στη συνέχεια με τον νόμο 4280/2014) οι δασικές εκτάσεις κατηγοριοποιούνται βάσει τριών κριτηρίων:
η κυριότητα (ιδιωτικό/δημόσιο),
η θέση (παραθαλάσσια, πέριξ τουριστικών περιοχών, αρχαιολογικών χώρων κ.λπ.) και
η πραγματική λειτουργία τους (προστατευτικά, παραγωγικά, αναψυχής κ.λπ.).

Οι δασικοί χάρτες κρίνουν τον δασικό χαρακτήρα μιας έκτασης βάση μορφολογικών στοιχείων και στη συνέχεια εξετάζεται η κυριότητα και η δυνατότητα επέμβασης εντός δασικών εκτάσεων.

Επομένως, είναι πολύ σημαντικό να γνωρίζει ο κάθε ενδιαφερόμενος αν και σε ποιο βαθμό μπορεί να αξιοποιήσει τη δασική έκταση που βρίσκεται εντός της ακίνητης περιουσίας του....

This study provides an analysis of the European space market. The market size and structure of the European space industry is considered, alongside the dynamics of the new space economy. The contribution of the EU space programmes to fostering the uptake of space data, and the challenges and drivers of maximising synergies between the EU upstream and downstream space sectors are examined. The new Space-based Connectivity Initiative is also considered.

In addition, recommendations by the Court of Auditors to
strengthen the efficacy of the newly-integrated EU Space Programme, and to maximise their economic and societal impacts are considered.

This study is assessing the European steel industry’s possible decarbonisation pathways in light of the European Commission’s “Fit for 55” package, by evaluating available technology options and the adequacy of available funding streams.

The paper shows that options based solely on existing production processes have limited potential to achieve the required emission reductions. Full decarbonisation options will require the widespread availability of green electricity, hydrogen and/or CCS/CCUS infrastructure.

On 1 February 2022, from 13:45 to 15:45, the FISC Subcommittee will hold a public hearing on EU dialogues with third countries (including developing countries) and international institutions. This hearing will look at the EU's role and position within the framework of international negotiations regarding tax matters, such as the recent negotiations of the OECD/G20 two-pillar global tax reform, and its relationship with third countries and other stakeholders in this context.

Highlights - General Product Safety Regulation - Committee on the Internal Market and Consumer Protection

On 10 January, IMCO will consider the draft report on the proposal for a Regulation on general product safety.

The Regulation will replace the General Product Safety Directive to modernise the EU framework for the safety of non-food consumer products. The Rapporteur, Ms Dita Charanzová (Renew), proposes to adapt product safety rules to the new market realities, the digital transition and new emerging risks, thus ensuring that consumers enjoy the highest level of safety while a clear and proportionate set of obligations is introduced for economic operators.

ΕΛΕΓΧΟΣ ΣΕ ΛΗΞΙΑΡΧΕΙΟ Ο.Τ.Α. Α΄ ΒΑΘΜΟΥ Κλιμάκιο Επιθεωρητών – Ελεγκτών της Ε.Α.Δ. προχώρησε σε έλεγχο τήρησης της νομιμότητας στη διαχείριση των παραβόλων στο πλαίσιο διεκπεραίωσης των ληξιαρχικών πράξεων σε Ο.Τ.Α. Α’ βαθμού.    Ο/η Ληξίαρχος, κατά την ελεγχόμενη πενταετία 2016-2020, πωλούσε παράνομα παράβολα χαρτοσήμου για την έκδοση Αδειών Γάμου. Ειδικότερα, σε πεντακόσιους είκοσι έναν (521) φακέλους Άδειας Γάμου, απουσίαζε το νόμιμο παράβολο, αξίας 18 € (ήτοι 9.378,00 €) από τους συνολικά εξακόσιους εβδομήντα οκτώ (678).    Επιπλέον, ο/η Ληξίαρχος εισέπραττε μη νόμιμα και αχρεωστήτως, ποσά για παράβολο Πιστοποιητικού Αγαμίας, Λύσης Γάμου και Εκπρόθεσμης Λύσης Γάμου. Κατά την ελεγχόμενη περίοδο στις δύο πρώτες περιπτώσεις (ήτοι Πιστοποιητικό Αγαμίας και Λύσης Γάμου) δεν προβλεπόταν η έκδοση παραβόλου από το ισχύον νομικό πλαίσιο, ενώ στην τρίτη περίπτωση (ήτοι Εκπρόθεσμης Λύσης Γάμου) απαιτείτο ειδική διαδικασία επιβολής προστίμου.    Η έκθεση ελέγχου διαβιβάσθηκε στον  αρμόδιο Εισαγγελέα Εφετών για ποινική αξιολόγηση των διαλαμβανομένων σε αυτήν και στον Δήμαρχο του ΟΤΑ Α’ Βαθμού για την αναζήτηση πειθαρχικών ευθυνών του/της υπαλλήλου.

ΔΙΑΧΕΙΡΙΣΤΙΚΟΣ ΕΛΕΓΧΟΣ ΣΕ Ο.Τ.Α. Α΄ ΒΑΘΜΟΥ Κλιμάκιο της Ε.Α.Δ πραγματοποίησε διαχειριστικό έλεγχο σε Δήμο, ο οποίος σχετιζόταν με τη διαχείριση του ειδικού τέλους ανανεώσιμων πηγών ενέργειας (Α.Π.Ε.) από Ο.Τ.Α., όπως ορίζεται στο άρθρο 25 του ν. 3468/2006. Κατά τον έλεγχο, ο οποίος αφορούσε τη χρονική περίοδο 2011-2018, διαπιστώθηκε ότι ενώ τα συνολικά έσοδα από το ειδικό τέλος Α.Π.Ε. ανέρχονταν στα 2.033.834,57€, μόλις 93.759,53€ διατέθηκαν στις τοπικές κοινότητες, στις οποίες είχαν εγκατασταθεί Α.Π.Ε. (ανεμογεννήτριες) για την εκτέλεση περιβαλλοντικών δράσεων, έργων τοπικής ανάπτυξης και κοινωνικής υποστήριξης.   Επιπλέον, διαπιστώθηκε η μη ορθή απεικόνιση του ειδικού τέλους Α.Π.Ε. στους κωδικούς εσόδων των προϋπολογισμών που είχε ως αποτέλεσμα τη μη αξιοποίηση του συγκεκριμένου εσόδου. Συγκεκριμένα, δεν αποτυπωνόταν στις εγγεγραμμένες πιστώσεις των τεχνικών προγραμμάτων, όπως αυτές εμφανίζονται στους προϋπολογισμούς του Δήμου, για εκτέλεση έργων με χρηματοδότηση από το ειδικό τέλος Α.Π.Ε., κατά παράβαση της ισχύουσας νομοθεσίας.   Επίσης, το κλιμάκιο της Ε.Α.Δ. διαπίστωσε ότι δεν τηρείτο η υποχρέωση σύνταξης ετήσιων απολογιστικών εκθέσεων στις οποίες να αποτυπώνεται το ύψος του ετήσιου εισπραχθέντος εσόδου από το ειδικό τέλος Α.Π.Ε. και η μεταφορά αυτού στην επόμενη χρήση, λόγω μη αξιοποίησης.   Στην Έκθεση που συντάχθηκε από την Ε.Α.Δ. προτάθηκε, μεταξύ άλλων, το Υπουργείο Περιβάλλοντος και Ενέργειας και το Υπουργείο Εσωτερικών να:   Εξετάσουν την έκδοση Κ.Υ.Α προκειμένου να εξειδικευθούν οι λεπτομέρειες εφαρμογής της διαδικασίας επιμερισμού του ειδικού τέλους από τους Δήμους.   Επίσης, έγιναν συστάσεις στον Συντονιστή της αρμόδιας Αποκεντρωμένης Διοίκησης, ώστε να εκδοθεί απόφαση μεταβίβασης της αρμοδιότητας άσκησης ελέγχου νομιμότητας σε συγκεκριμένη υπηρεσία, στην περίπτωση που αυτό δεν έχει ήδη προσδιορισθεί ρητά με σχετικές αποφάσεις.   Η Έκθεση τέλος διαβιβάστηκε στην αρμόδια Εισαγγελία Πρωτοδικών προκειμένου να συσχετισθεί με σχετική δικογραφία.

Σύσταση Γραφείου Συμβούλου Ακεραιότητας στην Περιφέρεια Κρήτης  Σε συνέχεια του ν.4795/2021 η Ε.Α.Δ. σε συνεργασία με το Yπουργείο Εσωτερικών προχώρησαν στη σύσταση Αυτοτελούς Γραφείου Συμβούλου Ακεραιότητας στην Περιφέρεια Κρήτης (Αριθμ. ΔΙΔΔΑ/Φ.20/21827 - ΦΕΚ 5449/Β/24-11-2021) με σκοπό τη διασφάλιση παροχής υπηρεσιών υψηλών προδιαγραφών σε ζητήματα ακεραιότητας, διαφάνειας, δεοντολογίας, αποτροπής τέλεσης παράνομων πράξεων και ενημέρωσης των υπαλλήλων για θέματα σχετικά με αυτά.‍
