In light of recent geopolitical developments, the French Presidency has decided to devote the meeting to the resilience of communications infrastructure and networks in Europe and the security of European cyberspace.

In light of recent geopolitical developments, the French Presidency has decided to devote the meeting to the resilience of communications infrastructure and networks in Europe and the security of European cyberspace.


The European Union has always remained vigilant against cyber risks. Since the European Commission published its cybersecurity roadmap in 2017, cybersecurity has become even more of a priority issue: the launch of the CyCLONe network in 2020 has ushered in increased cooperation between Member States; the European Union Agency for Cybersecurity (ENISA) has been given a stronger mandate; and a European Cybersecurity Skills Framework has been adopted.

In December 2021, thanks to the progress acheived during the Slovenian Presidency, the Ministers in charge of digital affairs and electronic communications established a common position on the revision of the NIS2 Directive on measures for a high common level of cybersecurity across the EU. Under the French Presidency, Ministers are continuing to work towards an agreement on the directive with the European Parliament. This informal meeting of Ministers will be an opportunity to advance discussions and make further progress on cybersecurity issues.
Welcome lunch | Combatting online disinformation

On 8 March, EU Ministers will attend an informal lunch alongside Jean-Yvles Le Drian, Minister for Europe and Foreign Affairs, at the Ministry for the Economy, Finance and the Recovery in Paris. Representatives from big tech companies will also be in attendance for a discussion on combatting online disinformation and information manipulation.
Informal working meeting | Strengthening the resilience of electronic communications infrastructure and networks in Europe

After travelling to Nevers, the Ministers will convene at Nevers town hall for their first working meeting, which will focus on the resilience of the infrastructure vital to Europe’s electronic communications networks (terrestrial infrastructure, undersea cables, etc.). Joined by Juhan Lepassaar, Executive Director of ENISA, and Annemarie Sipkes, Chair of the Body of European Regulators for Electronic Communications (BEREC), the Ministers will discuss Europe’s electronic communications infrastructure networks.
Political plenary | Protecting European cyberspace

On 9 March, the political plenary, to be held at the Magny-Cours Motor-Racing Circuit, will be dedicated to European cyberspace. Ministers will discuss the security of information systems and baseline cybersecurity requirements for Europe. They will consider the structure of a resilient and effective European cyber ecosystem and examine European cooperation mechanisms, with input from Juhan Lepassaar, Executive Director of ENISA, and Guillaume Poupard, Director General of the National Cybersecurity Agency of France (ANSSI). Discussions will also be held on the Cyber Resilience Act, a legislative initiative announced by European Commission President Ursula von der Leyen in her State of the Union address in September 2021.

The meeting will conclude after a working lunch and press conference.

The Informal Meeting of Development Ministers of the European Union will take place in Montpellier, at the Musée Fabre, on 7 March 2022.

The Informal Meeting of Development Ministers of the European Union will take place in Montpellier, at the Musée Fabre, on 7 March 2022.


This meeting will offer the opportunity to take stock of the actions implemented by the European Union and by its Member States, as Team Europe, to provide backing to Ukraine, both as part of emergency measures, and as part of the scheduling of our new EU Neighbourhood, Development and International Cooperation Instrument. This meeting will also enable an update on the action of the two main development banks that operate in Ukraine: the European Investment Bank and the European Bank for Reconstruction and Development. Lastly, still on Ukraine, this meeting will allow us to take stock of the humanitarian aid sent to the Ukrainian border following the activation of the EU Civil Protection Mechanism, as well as of the aid for the reception of numerous refugees in the neighbouring countries.

This meeting will also provide ministers with some time for in-depth exchange on European development policy, in an international context marked by geopolitical tensions and power games between different development models, the persistence of major global inequalities and the consequences of the COVID-19 pandemic, which has hampered the attainment of the United Nations Sustainable Development Goals (SDGs).

The informal nature of this meeting will allow more open exchanges on the new working method of the EU and on its position as the world’s leading donor of official development aid.

Beyond this, the French Presidency of the Council of the European Union intends to highlight themes that are essential to this core policy in the affirmation of the European Union and its values in the global arena:
The geopolitical dimension of European international cooperation and development policy

Discussions will focus on Europe’s offer of partnerships for sustainable development, in particular in the wake of the EU-AU Summit and the Forum for Cooperation in the Indo-Pacific, for the purpose of further developing strategic orientations, instruments and the implementation of the EU’s international cooperation and development policy. It will also be an opportune moment to examine the role and the status of the EU in international organizations.
Biodiversity preservation in development policies and support for research on sustainable food systems

Key issue in order to reach the United Nations Sustainable Development Goals, it would be appropriate during the working lunch to discuss in particular the fight against climate change, the prevention of pandemics, access to water and the development of sustainable food systems, during the working lunch.

The former president of Niger, Mr Mahamadou Issoufou, will be invited to speak as “resource mobilization champion for the Great Green Wall”. This international initiative for the environment and land management launched in 2007 by the African Union in 11 countries of the Sahel region, which France helped to revive in early 2021, provides an example of a large-scale project that contributes to biodiversity protection, to fighting land degradation and to the development of sustainable farming policies. The agro-ecological approach is in fact vital to preserve biodiversity while responding in a sustainable manner to the growing food needs of populations.

World-renowned representatives from the Montpellier scientific ecosystem, will be invited to participate in this exchange to share their experience: French Agricultural Research Centre for International Development (CIRAD) and the CGIAR global partnership of international organizations focused on food security research.

The Prime Minister, Justin Trudeau, today announced he will travel to Europe

The Prime Minister, Justin Trudeau, today announced he will travel to Europe from March 6 to 11, 2022, to further strengthen Canada’s solidarity with our European partners and allies in the face of Russia’s unwarranted invasion of Ukraine.

Canada stands united with our partners and allies in support of Ukraine. During the visit, the Prime Minister will engage with close allies to build on our coordinated response to Russia’s unprovoked and unjustifiable military aggression against Ukraine. He will also express Canada’s support to address the significant humanitarian challenges emerging in Ukraine and as refugees flee from Ukraine. The Prime Minister will also advance shared key priorities with international partners and allies, including trade, economic growth, climate action, and human rights.

The Prime Minister will travel to London, United Kingdom, on March 6 2022, where he will meet with Prime Minister Boris Johnson, and be joined by the Prime Minister of the Netherlands Mark Rutte, to coordinate additional responses to Russia’s blatant violation of international law and the United Nations Charter. During his visit to the United Kingdom, the Prime Minister will also have an audience with Her Majesty The Queen.

The Prime Minister will then travel to Riga, Latvia, on March 8, 2022, to meet with Prime Minister Krišjānis Kariņš. The leaders will review current security challenges, NATO’s assurance and deterrence measures, and discuss ways to further strengthen the bilateral relationship. Prime ministers Trudeau and Kariņš will be joined for a meeting by the Prime Minister of Estonia, Kaja Kallas, and the Prime Minister of Lithuania, Ingrida Šimonytė, to work together on additional support for Ukraine and other shared priorities. The Prime Minister will also meet with Latvia’s President, Egils Levits.

While in Latvia, the Prime Minister will also meet with NATO Secretary General Jens Stoltenberg to discuss the Alliance’s response to Russia’s ongoing attacks on Ukraine, Canada’s unwavering support for NATO’s eastern flank, and the importance of continued coordination and collaboration amongst allies and partners in their support of Ukraine’s sovereignty, territorial integrity and independence. The Prime Minister will also meet with the Canadian Armed Forces members in Latvia as part of Operation REASSURANCE to thank them for their ongoing work to help make Europe stronger and more secure.

The Prime Minister will then travel to Berlin, Germany, on March 9, 2022, where he will meet with Germany’s Chancellor, Olaf Scholz. Together, the leaders will discuss peace and security in Europe, including through their shared dedication to democracy and multilateralism. Prime Minister Trudeau and Chancellor Scholz will also explore avenues to deepen bilateral cooperation to enhance trade, fight climate change and build the economy of the future, including through the transition to clean energy. The Prime Minister will also meet with German President Frank-Walter Steinmeier.

The Prime Minister will finally travel to Warsaw, Poland, on March 10, 2022, where he will meet with President Andrzej Duda, to further discuss security concerns in Eastern Europe and convey Canada’s support to Poland as it grapples with hundreds of thousands of Ukrainians fleeing the Russian invasion.

During his trip, Prime Minister Trudeau will highlight successes of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) in creating jobs and growing the middle-class, and emphasize that Canada stands by its allies in these challenging times as stable and trusted partner.

“Our Paralympians have persevered and trained hard, despite the COVID-19 pandemic, while keeping themselves, their families, and communities safe. As they represent Team Canada on the world stage, I encourage all Canadians to watch and cheer on these talented athletes.

“As millions of Canadians come together to rally behind our Paralympic athletes, the world has also come together to stand with the Ukrainian people. Μαζική θανή αργυροπελέκανων από τη γρίπη των πτηνών διαπιστώθηκε στη Μικρή Πρέσπα όπου σε αποικίες καταμετρήθηκαν 574 νεκρά πουλιά.

«Είναι εκρηκτικό το φαινόμενο καθώς από τα μέσα Φεβρουαρίου έως σήμερα, καταγράψαμε 574 νεκρούς αργυροπελεκάνους και στη λίμνη Χειμαδίτιδα άλλους 24» αναφέρει στο ΑΠΕ-ΜΠΕ η διευθύντρια της Εταιρείας Προστασίας Πρεσπών, Μυρσίνη Μαλακού, τονίζοντας ότι πέρσι είχαν βρεθεί 70 νεκρά πουλιά....

Παράδοση στον Ελληνικό Ερυθρό Σταυρό των ειδών πρώτης ανάγκης που συγκέντρωσε η Νέα Δημοκρατία για τους κατοίκους της Ουκρανίας

 

Αθήνα, 5 Μαρτίου 2022 Παράδοση στον Ελληνικό Ερυθρό Σταυρό των ειδών πρώτης ανάγκης που συγκέντρωσε η Νέα Δημοκρατία για τους κατοίκους της Ουκρανίας   Θερμή ήταν η ανταπόκριση των βουλευτών του κόμματος της Νέας Δημοκρατίας, των τοπικών οργανώσεων, των μελών, πολιτών, επιχειρήσεων, οργανισμών και φορέων στο κάλεσμα που απεύθυνε το κόμμα για την συγκέντρωση ειδών πρώτης ανάγκης για τους κατοίκους της Ουκρανίας σε συνεργασία με τον Ελληνικό Ερυθρό Σταυρό.  Μέσα σε τρεις μόλις ημέρες συγκεντρώθηκε πλήθος αγαθών τα οποία μεταφέρθηκαν στα γραφεία του Ελληνικού Ερυθρού Σταυρού προκειμένου να αποσταλούν με ασφάλεια στην Ουκρανία και να διατεθούν στους κατοίκους που δοκιμάζονται εξ’ αιτίας της ρωσικής εισβολής.  Παρόντες στην παράδοση των αγαθών που συγκέντρωσε η Νέα Δημοκρατία ήταν ο Γενικός Διευθυντής Γιάννης Μπρατάκος, ο Γραμματέας της Πολιτικής Επιτροπής Παύλος Μαρινάκης, ο Γραμματέας Οργανωτικού Στέλιος Κονταδάκης, ο Διευθυντής του Γραφείου Τύπου Νίκος Ρωμανός και η Γραμματέας Ποιότητας Ζωής και Εθελοντισμού Πίστη Κρυσταλλίδου.  Ο Γραμματέας της Πολιτικής Επιτροπής της Νέας Δημοκρατίας Παύλος Μαρινάκης δήλωσε: «Ο πόλεμος εναντίον της Ουκρανίας, η ωμή βία και ο ξεριζωμός άμαχων πολιτών μας καλεί να δείξουμε έμπρακτα την αλληλεγγύη μας. Η Κυβέρνηση και ο πρόεδρός μας και Πρωθυπουργός Κυριάκος Μητσοτάκης έδωσαν με τις ενέργειές τους το μήνυμα ότι η Ελλάδα είναι υπέρμαχος της Δημοκρατίας, της διεθνούς νομιμότητας και της αλληλεγγύης.  Βρισκόμασταν πάντα και θα βρισκόμαστε στη σωστή πλευρά της ιστορίας.  Ο εφοδιασμός της Ουκρανίας με στρατιωτική και ανθρωπιστική βοήθεια σε συνεννόηση με τους συμμάχους μας στο ΝΑΤΟ και την Ε.Ε. το αποδεικνύει.  Εμείς ως Νέα Δημοκρατία, αποφασίσαμε να συνδράμουμε τον ουκρανικό λαό συγκεντρώνοντας είδη πρώτης ανάγκης σε συνεργασία με τον Ελληνικό Ερυθρό Σταυρό ο οποίος επιτελεί ένα υπεράνθρωπο, αξιοθαύμαστο έργο. Είναι το ελάχιστο που θα μπορούσαμε να προσφέρουμε. Αυτό είναι το αληθινό νόημα της αλληλεγγύης.  Η ανταπόκριση του κόσμου ήταν πέρα από κάθε προσδοκία και θέλουμε να ευχαριστήσουμε την καθεμία και τον καθένα ξεχωριστά για την προσφορά τους».

Russia must cease its military operations immediately, and unconditionally withdraw from the entire territory of Ukraine. Ministers called for a humanitarian corridor and highlighted the need to further support EU frontline member states hosting the majority of those fleeing the war. They also agreed to step up work on the humanitarian front.

Ministers agreed to further reduce the EU's energy dependency from Russia. Regarding the strong restrictive measures recently adopted, focus is currently on ensuring their full implementation and closing any possible loopholes.

EU foreign affairs ministers held an informal exchange with Ukrainian Foreign Minister Dmytro Kuleba, who joined via video conference and provided an overview of the latest developments on the ground, the urgent needs of Ukraine and the atrocities committed by the Russian forces.

US Secretary of State Antony Blinken, NATO Secretary General Jens Stoltenberg, Foreign Secretary of the United Kingdom Liz Truss and Minister of Foreign Affairs of Canada Mélanie Joly also joined the meeting in Brussels.

● Conseil de l'UE   04/03/2022 22:24 | RÉUNION | Principaux résultats - Conseil "Justice et affaires intérieures", 3-4 mars 2022   Les ministres ont examiné la proposition de décision du Conseil visant à ajouter les discours de haine et les crimes de haine à la liste des infractions figurant dans le traité sur le fonctionnement de l’Union européenne. Ils ont aussi examiné la question de l'accès à l'avocat et le rôle de cet accès dans la protection de l'État de droit. Au cours du déjeuner, la Présidence a proposé un échange sur la réponse à apporter aux conséquences de la guerre en Ukraine.

Les ministres ont fait le point sur l'état d'avancement des négociations en cours entre le Conseil et le Parlement européen concernant les propositions relatives aux preuves électroniques. La présidence a informé les ministres de la relance des négociations avec le Parlement européen au niveau politique, avec une réunion formelle qui a eu lieu le 1er mars.

La Présidence a indiqué que la réunion de trilogue s'était déroulée dans une atmosphère constructive. Les co-législateurs se sont mis d’accord pour continuer leurs efforts afin de trouver un texte de compromis.

Le cœur de la négociation concerne toujours la question de la procédure dite de notification de la requête par l’autorité à l’origine de la demande, vers l’autorité de l’Etat membre du lieu d’établissement du fournisseur privé.

Discours et crimes de haine

Le Conseil a examiné la proposition de décision du Conseil visant à ajouter les discours de haine et les crimes de haine à la liste des infractions prévues par la législation de l'UE figurant dans le traité sur le fonctionnement de l’Union européenne. Une très large majorité s’est dégagée en faveur de cette initiative. La lutte contre les discours et crimes de haine est une grande priorité pour l'Union européenne et les travaux sur cette proposition se poursuivront afin d’atteindre l'unanimité requise dès que possible.



Les discours de haine et les crimes de haine vont à l'encontre des valeurs fondamentales que nous défendons et n'ont pas leur place dans nos sociétés. Aujourd'hui on a rappelé l'importance qu'on donne à ce sujet et on continuera à travailler afin de permettre à la Commission de proposer, à l’avenir, une législation pour que les auteurs de telles infractions s'exposent aux mêmes conséquences dans toute l'Europe.Éric Dupond Moretti, ministre français de la justice

Les discours et crimes de haine sont très courants dans toute l'Union, et ils se sont multipliés ces dernières années. Ils sont préjudiciables aux valeurs et droits fondamentaux sur lesquels repose l'Union, et portent atteinte non seulement aux personnes qui en sont victimes, mais aussi à la société tout entière. Ils compromettent le pluralisme et la tolérance en provoquant une polarisation et des effets négatifs sur le débat public et la vie démocratique. C'est dans ce contexte que la Commission européenne a présenté une communication proposant d'étendre la liste des infractions européennes aux discours de haine et aux crimes de haine.

Droits fondamentaux

Les ministres de la justice ont procède à un échange de vues avec Michael O'Flaherty, le directeur de l'Agence des droits fondamentaux de l'Union européenne, au sujet de la lutte contre le racisme et l'antisémitisme. Ils ont ensuite adopté des conclusions sur ce sujet.

Les conclusions déplorent l'augmentation alarmante du nombre d'incidents à caractère raciste et antisémite dans les États membres de l'UE. Elles couvrent un certain nombre de domaines nécessitant une action, y compris l'élaboration de plans d'action et de stratégies, l'éducation et la formation, la lutte contre les discours de haine illégaux en ligne, ainsi que les signalements et les enquêtes.

Les ministres ont examiné la question de l'accès à l'avocat et le rôle de cet accès dans la protection de l'État de droit.

Afin d'avancer ensemble sur les moyens nécessaires à la protection de la profession juridique, les ministres ont examiné la question de savoir si la mise en place d'un statut européen de l'avocat, garant d'un exercice indépendant de la profession, pourrait contribuer à garantir le respect de l'État de droit. Ils ont cherché également à déterminer quels sont les défis que rencontrent dans l'Union les avocats dans leur mission de défense de l'État de droit et comment l'Union pourrait contribuer à y répondre.

Sur la base de cette discussion la Présidence va poursuivre sa réflexion sur les possibles étapes futures qui pourraient être envisagées.

Divers

La présidence a informé les ministres de l'évolution récente des travaux sur les propositions législatives en cours d'examen.

La Commission a aussi présenté ses propositions du 23 février sur le devoir de vigilance des entreprises en matière de durabilité et sur les données. En réponse aux questions posées par la Pologne à la suite d’allégations de trafic d'influence parues dans la presse et concernant, en particulier, la Cour des comptes européenne, la Commission a indiqué qu’elle informerait le Conseil de toute information qui lui parviendrait d’OLAF ou du Parquet européen, tout en rappelant le principe de la confidentialité des enquêtes.

La Pologne a mentionné les mesures prises par la police lors de récentes manifestations contre les mesures liées à la COVID-19. Elle a aussi communiqué au Conseil des informations sur les problèmes soulevés par les poursuites engagées contre un juge polonais par les autorités biélorusses.
Situation en Ukraine

Au cours du déjeuner, la Présidence a proposé un échange sur la réponse à apporter aux conséquences de la guerre en Ukraine.


Nous condamnons avec la plus grand fermeté cette invasion militaire de l'Ukraine. On apporte notre soutien sans réserve au gouvernement ukrainien. Avec notre discussion aujourd'hui on fait preuve, aussi dans notre domaine, d'unité et solidarité avec le peuple ukrainien.Éric Dupond Moretti, ministre français de la justice

Il a été convenu que les agissements de la Russie constituent une violation telle du droit international et des accords internationaux qu’ils justifient le choix largement opéré par plusieurs Etats membres, sans préjudice d’une appréciation au cas par cas, de ne pas traiter les demandes de coopération pénale adressées par la Russie et la Biélorussie.

Les ministres sont convenus qu’il était essentiel de lutter contre l’impunité. Ainsi, la décision prise par l’ensemble des États membres de renvoyer collectivement, avec une dizaine d’autres États partenaires, la situation en Ukraine devant la Cour pénale internationale en vertu de l’article 14(1) du Statut de Rome en vue d’accélérer l’ouverture d’enquête par le Procureur de la CPI a été saluée. De même, ont été saluées les mesures adoptées par certaines États membres en faveur de la collecte de preuves, notamment en marge de l’accueil des réfugiés en provenance d’Ukraine. Les ministres ont rappelé collectivement leur soutien à l’action de la Cour pénale internationale. Eurojust a été encouragée à exercer pleinement son rôle de coordination et à se tenir tant que de besoin aux côtés du Procureur de la Cour pénale internationale pour l’exercice par celui-ci de ses missions.

Les sanctions financières prises contre les oligarques russes donnent lieu à des saisies dans les Etats membres de l’Union. Il convient de garantir l’effectivité de ces sanctions, le cas échéant au plan pénal, en particulier en redoublant d’efforts en matière de lutte contre le blanchiment.

Enfin, il a été convenu de renforcer la vigilance à l’égard des demandes d’extradition de ressortissants ou de résidents d’États membres de l’Union européenne qui sont émises par les autorités d’États tiers à des fins politiques, et de renforcer les échanges d’informations entre les autorités nationales des États membres sur ces demandes.

Réponse européenne à la situation en Ukraine

Les ministres de l’Union européenne se sont accordés unanimement sur la mise en place d’un mécanisme de protection temporaire pour répondre à l’afflux de personnes déplacées en provenance d’Ukraine.

Les ministres se sont entendus pour activer la directive 2001/55/CE du Conseil du 20 juillet 2001 relative à des normes minimales pour l'octroi d'une protection temporaire en cas d'afflux massif de personnes déplacées et à des mesures tendant à assurer un équilibre entre les efforts consentis par les États membres pour accueillir ces personnes et supporter les conséquences de cet accueil.

Ce dispositif permettra aux Etats membres de l’Union européenne d’offrir aux personnes qui fuient le conflit en Ukraine une réponse adaptée à leur situation. Les personnes éligibles pourront bénéficier d’un statut protecteur similaire à celui de réfugié, dans n’importe quel pays de l’Union européenne pour une durée d’un an renouvelable.

Cette décision reflète le plein engagement de l’Union européenne à afficher sa solidarité à l’égard de l’Ukraine et à assumer son devoir à l’égard des populations victimes de cette guerre injustifiable.

L’Union européenne continuera à tout faire pour aider l’Ukraine et les personnes victimes de la guerre. Les Ministres ont eu l’occasion d’en assurer directement leur homologue ukrainien à l’occasion d’un échange par visioconférence. Face à cette crise au cœur de notre continent, les Européens répondent avec unité et solidarité.


'Conseil Schengen'

Les ministres ont tenu la première réunion du 'Conseil Schengen' et ont examiné le baromètre, proposé par la Commission reflétant la situation dans l'espace Schengen.

Le Conseil a adopté aujourd'hui son orientation générale sur un règlement du Conseil qui réforme le mécanisme d'évaluation et de contrôle de Schengen. Ce règlement vise à contribuer à rendre l'espace Schengen plus adaptable face aux défis actuels et à venir.

Le mécanisme d'évaluation et de contrôle prévoit des évaluations objectives et impartiales permettant de détecter rapidement les manquements dans l'application des règles de Schengen et de veiller à ce qu'il soit rapidement remédié à ces manquements. Il jette en outre les bases d'un dialogue sur le fonctionnement de l'espace Schengen dans son ensemble.

Asile et migration

Les ministres ont fait le point sur l'état des travaux en matière de migration et d'asile.

A la suite de la réunion ministérielle informelle qui s'est tenue à Lille le 3 février, au cours de laquelle les ministres avaient largement soutenu la méthode « étape par étape », la Présidence a présenté ses propositions pour le contenu d’une première étape, selon une logique d’équilibre entre les exigences en matière de protection des frontières extérieures, de solidarité et de responsabilité.
Protection civile

Le Conseil a adopté ce jour des conclusions dans lesquelles il appelle à l'adaptation des systèmes de protection civile face à des phénomènes météorologiques extrêmes résultant du changement climatique. Ces évènements sont de plus en plus fréquents, intenses et persistants. Il est donc nécessaire pour l'UE et ses États membres d'agir. Ces conclusions marquent un pas dans cette direction et visent à renforcer la résilience de l'UE.

Notices rouges d'Interpol

Le Conseil a adopté une déclaration concernant les notices rouges d'Interpol. La déclaration salue les progrès accomplis par Interpol dans la mise en place de mécanismes internes permettant d'évaluer, avant la publication et la diffusion des notices rouges, toute violation du Statut d'Interpol. Les États membres de l'UE continueront de soutenir Interpol dans ces efforts, et la déclaration du Conseil vise à souligner l'importance que les États membres accordent à la vigilance contre toute utilisation abusive, notamment à des fins politiques.
Coopération en matière de lutte contre la criminalité organisée

Au cours du déjeuner, les ministres de l'UE et du comité latino-américain de sécurité intérieure (CLASI) ont discuté de la coopération en matière de lutte contre la criminalité transnationale organisée, en accordant une attention particulière au trafic de drogue.

The meeting took place on 3 and 4 March 2022 in Arles. This meeting provided the opportunity to address the situation in Ukraine and mobilization of the European Union, ahead of upcoming meetings of the Heads of State and Government. It also provided an opportunity to reaffirm everyone’s commitment to the protection of the rule of law, and to examine tools to safeguard it. Lastly, the Ministers discussed the priority themes identified by citizens within the framework of the Conference on the Future of Europe. The European Union and the Ukrainian crisis All Member States reaffirmed their solidarity with Ukraine and its people against the armed Russian aggression. They sent a very strong message with regard to Russia and called for the strengthening of support measures that were decided for Ukraine. They supported work to bolster the resilience and reduction of the European Union’s strategic dependencies, also with a view to the Informal Summit of Heads of State and Government on 10 and 11 March. They noted Ukraine’s European aspirations and called for more in-depth discussions, taking into account the immediate need to respond to Ukraine’s most urgent needs. Protecting and promoting the rule of law in the Union Member States discussed the tools in place to ensure the protection of the rule of law within the Union They reaffirmed their commitment to the fundamental values of the Union, as defined by the treaties. They again discussed how current tools work and called for consideration of their full potential, continuing impartial and objective dialogue with Member States. They recalled the importance of the financial conditionality mechanism, ensuring the proper use of European funds. Suggestions were also made to supplement the European Union’s toolkit, including with regard to the protection of media freedom and pluralism. The Presidency will ensure that guidelines are being followed in this area. Preparing the conclusion of the Conference on the Future of Europe The ministers discussed the finalization of the Conference on the Future of Europe’s work and the specific role the Council could play in the process. They reaffirmed their commitment to the Conference continuing to be a citizens’ process, given the unprecedented nature of this consultation at European level and within Member States. They also highlighted the importance of each institution following up on the proposals drawn up by the Conference. Clément Beaune commended the quality of the discussions and outcomes of this event : “This meeting was an opportunity to discuss the strategic challenges for the future of the Union and our citizens, against the difficult backdrop we are currently facing. We repeated the European Union’s extremely firm position as regards Russia and our condemnation of the armed aggression against Ukraine. In addition to the immediate support we need to provide to Ukraine, we must also reconsider how Ukraine can be better anchored to the European continent, and to discuss together the means in place within the EU and its Member States to reduce our dependence and ensure our sovereignty.— Clément Beaune, minister of State for European affairs, attached to the minister for Europe and foreign affairs “Our resolute response is the fruit of exemplary cooperation and coordination within the EU and beyond.
