Asia matters to Europe: home to the world's largest population and fastest-growing economies, Asia is a major trade partner of the EU. Recognising this, the EU has promoted the Asia-Europe Meeting (ASEM), established five strategic partnerships – including with the Association of South-East Asian Nations (ASEAN) – and negotiated or concluded free trade agreements with several Asian countries. In September 2018, the EU adopted a joint communication on 'Connecting Europe and Asia – Building blocks for an EU strategy'. The strategy proposes that the EU engage with its Asian partners through a sustainable, comprehensive and rules-based approach to connectivity, exploiting existing and planned EU networks. It acknowledges the presence of a significant investment gap in connectivity and recognises the need to mobilise and strengthen cooperation with private investors, national and international institutions, and multilateral development banks. Analysts welcomed the strategy as the EU response to China's Belt and Road Initiative (BRI). This initiative has been raising concerns in the EU and in several participating countries, some of which are worried about possible 'debt traps'. Echoing these concerns, the European Parliament has warned that the 17+1 format of cooperation between China and 17 central and eastern European countries could undermine the EU's common position towards Beijing. In January 2021, MEPs called for the creation of a global EU connectivity strategy as an extension of the current EU-Asia connectivity strategy. In September 2019, the EU and Japan launched the EU-Japan Partnership on Sustainable Connectivity and Quality Infrastructure. In December 2020, the EU and ASEAN issued a joint ministerial statement on connectivity. Financing Europe-Asia connectivity is a key challenge in the years to come, together with the challenges highlighted by the coronavirus crisis. As part of the next EU budget framework for the 2021-2027 period, the European Commission proposed a new regulation on the European Maritime and Fisheries Fund (EMFF) in order to continue the support to the common fisheries policy and the integrated maritime policy. The new fund would give the Member States more flexibility in the implementation of the priorities. Small-scale coastal fisheries and outermost regions would receive greater preferential treatment. Support for permanent cessation and temporary cessation would be supported under strict conditions. It further proposes increased support for international ocean governance and stronger synergies with other EU policies. The fund is also expected to contribute to the development of the blue economy and support the EU's climate objectives. In reaction to the coronavirus crisis, the Commission published in May 2020 a revised multiannual financial framework proposal, significantly reducing the budget cut for the EMFF as compared to its initial proposal. Both Parliament and Council have agreed positions on the proposal, and trilogue negotiations started in November 2019. An important area of discussion is subsidies to fishing vessels, on which both co-legislators want to go further than the Commission proposal. The challenges posed by migration have put EU Member States' solidarity to the test. Responding to a European Council request, in September 2020 the European Commission proposed a new pact on migration and asylum, to reinforce solidarity among the Member States and to strengthen EU migration management and asylum procedures, while also making them more consistent. The proposed pact has an external aspect as well: building on current EU migration partnership frameworks, it aims to reinforce international partnerships with a view to ensuring effective returns, combating migrant smuggling more effectively, and developing legal migration channels. In the context of migration, the EU's external policy has among its objectives to help third countries tackle the root causes of irregular migration or quests for asylum. The European Parliament often emphasises this point, while warning at the same time that security and migration management concerns should not result in diverting funds from core EU development cooperation objectives. This is also a concern among academia and non-governmental organisations dealing with migration issues: several have pointed out that the Commission's proposals for the above-mentioned pact and the working document, recommendations and legislative proposals accompanying it put a lesser emphasis on pathways to legal migration than on measures aimed at incentivising third countries to retain possible irregular migrants or to accept returns.

The digitalisation of the economy opens the door to new cross-border economic activities that makes it possible to under-report income and under-pay tax. It also presents new challenges for tax administrations, already faced with limited access to information at the national level. Hence, in July 2020 the Commission proposed to amend the provisions on information exchange and administrative cooperation and to include the automatic exchange of data on information declared by digital platform operators in their scope. The goal is to ensure that sellers on digital platforms pay their fair share of taxes, align EU countries to the digital economy, and close the gaps for tax evasion and avoidance. Right now, having secure tax revenues is vital for the provision of support to the people and businesses most in need. The Parliament's ECON committee adopted its report on the proposal for an amended Directive on Administrative Cooperation (DAC7) on 4 February 2021. The Parliament adopted its opinion on the Commission’s proposal on 10 March 2021. The Council had reached agreement on the proposal on 1 December 2020, and formally adopted it on 22 March 2021. Member States have to transpose the directive's provisions and apply them as of 1 January 2023, except for the provisions on joint audits which will apply from 2024.

The New Circular Economy Action Plan is one of the main building blocks of the European Green Deal. It sets initiatives along the entire lifecycle of products with the aim to ensure that the resources used for their production, including the waste generated, are kept in the EU economy for as long as possible. At the same time, the circular economy policy aims at protecting the environment and empowering the consumers. Waste shipment within and outside the EU has a crucial role in achieving the EU circular economy objectives. At EU level, the transboundary movements of waste are governed by Regulation (EC) 1013/2006 on shipments of waste (WSR). However, the current design and implementation of the regulation suffer from deficiencies and thus challenge the achievement of the EU circular economy objectives. This Implementation Appraisal looks at the practical implementation of the WSR in light of the Commission proposal for a revision of the regulation expected in the second quarter of 2021.

In 2007, the EU established a set of basic rights for rail passengers, which became applicable at the end of 2009. These rights provide for all passengers, including those with reduced mobility, a harmonised minimum level of protection, information and assistance. Recent reports have concluded that the implementation of these rights, although relatively smooth, is not done uniformly across the EU. Moreover, other shortcomings have prevented these rights from being used to their full potential. In September 2017, the European Commission presented a new proposal to address these shortcomings and to strike a new balance between keeping rail operators competitive and providing adequate passenger protection. The European Parliament’s Committee on Transport and Tourism adopted its report on the proposal on 9 October 2018 and, subsequently, the Parliament adopted its first-reading position on 15 November 2018. For its part, the Council adopted its general approach on 2 December 2019, under the Finnish Presidency. Interinstitutional negotiations began at the end of January 2020, and on 1 October 2020, under the Germany Presidency, Council and Parliament reached a provisional agreement. The agreed text must still be formally adopted by Council before it returns to Parliament for adoption at second reading. Fifth edition. Dissemination of terrorist content is one of the most widespread and most dangerous forms of misuse of online services in the field of internal security. In line with the 2015 European agenda on security, and taking into account the impact of this propaganda on the radicalisation, recruitment and training of terrorists, the European Commission launched a voluntary system for tackling terrorism online, based on guidelines and recommendations. However, given the limitations of self-regulation, in September 2018 the Commission proposed a regulation on preventing the dissemination of terrorist content online through the removal of such content within one hour of being posted. While the Council rapidly reached a position on the proposal, the European Parliament adopted its first-reading position in April 2019. Following the European elections, and the appointment of a new rapporteur, interinstitutional trilogue negotiations on the proposal began in autumn 2019. The trilogue meetings were delayed several times, because of the coronavirus pandemic among other reasons. After a new series of terrorist attacks hit Europe in autumn 2020, Parliament and Council reached political agreement on 10 December 2020. The most contentious issues related to the cross-border effect of withdrawal orders and to the use of automated filters to detect terrorist content online. The Civil Liberties, Justice and Home Affairs Committee (LIBE) approved the interinstitutional agreement on 11 January 2021, and the Council then adopted its first-reading position on 16 March. The text is due to be voted at second reading in the April plenary session.

To assess the role of the European Council in the process of the adoption of the multiannual financial framework and its evolution over time, this paper provides a comparative analysis of the similarities and differences between the European Council's involvement in the 2014‑2020 and 2021‑2027 MFF negotiations. An additional content analysis of EU leaders' Twitter communication on the MFF focuses in particular on key moments in the European Council's decision-making process. The 2021‑2027 MFF negotiations provide yet another example of the ways in which EU leaders not only intervene in the parts of the policy cycle envisaged for the European Council in the Treaties, but extend the scope of their involvement and influence, to areas where this is expressly prohibited by the Treaties, such as regarding legislation. The European Council's involvement in legislative matters against the letter of the Treaties can be considered both as 'déjà vu' and as a further evolution of its involvement.

Effective and efficient insolvency frameworks are very important for achieving a quicker recovery as well as more robust growth and deeper financial integration within the euro area in the future. The euro as digital currency Finance ministers will take stock of ongoing work on the euro as a digital currency. The discussion will be based on a report by the ECB outlining the results of the consultation on a digital euro that was launched on 12 October 2020. Today, Prime Minister Justin Trudeau met with Leader of the Official Opposition and Leader of the Conservative Party of Canada, the Honourable Erin O’Toole, ahead of next week’s budget.

The Prime Minister provided an update on the COVID-19 situation in Canada and discussed the budget’s priorities. Mr. O’Toole presented the Prime Minister with his party’s views for the upcoming federal budget.

The Prime Minister raised the importance of having Parliament work without obstruction, and specifically urged the quick passage of legislation to implement the Fall Economic Statement 2020, which is being debated in the House of Commons today and would provide urgent support to millions of Canadians. The Prime Minister also urged Mr. O’Toole to support the passage of legislation to achieve net-zero emissions by 2050, ban conversion therapy, and implement the United Nations Declaration on the Rights of Indigenous Peoples. The Prime Minister reiterated his unequivocal defence of women’s right to choose and raised concerns about any legislative efforts to undermine these rights.

This meeting follows the Deputy Prime Minister’s consultations with the opposition parties, as part of an ongoing engagement process.

Le premier ministre a fait le point sur la situation entourant la COVID-19 au Canada et a discuté des priorités budgétaires. M. O’Toole a présenté au premier ministre les positions de son parti concernant le prochain budget fédéral.

Le premier ministre a souligné qu’il était important que les travaux parlementaires puissent se dérouler sans entrave. Il a tout particulièrement insisté sur l’adoption rapide de mesures législatives pour la mise en œuvre de l’Énoncé économique de l’automne de 2020, qui fait l’objet de débats à la Chambre des communes aujourd’hui et permettrait d’offrir un soutien urgent à des millions de Canadiens. Le premier ministre a également incité M. O’Toole à appuyer l’adoption de mesures législatives visant la carboneutralité d’ici 2050, l’interdiction de la thérapie de conversion et la mise en œuvre de la Déclaration des Nations Unies sur les droits des peuples autochtones. Le premier ministre a réitéré qu’il défendait sans équivoque le libre choix des femmes et s’est dit préoccupé de tout effort législatif pouvant miner ces droits.

Cette rencontre fait suite aux consultations menées par la vice-première ministre auprès des partis d’opposition dans le cadre d’un processus de consultations continu.

“Tonight at sunset, Muslims in Canada and around the world will mark the start of Ramadan.

“This month-long religious journey is a time of spiritual contemplation, and an opportunity to show gratitude for the many blessings we share, through fasting, prayer, and charitable giving.

“Over the coming month, while fasting during the daytime, many Muslim Canadians will continue to be on the front lines of our fight against COVID-19. During these exceptional times, I invite all Canadians to recognize the many contributions Muslim communities have made to our country since the pandemic began, as they have for many generations.

“As we continue to follow public health guidelines to keep each other and our communities safe, Muslim Canadians will turn to virtual ways to come together and enjoy iftar with family and friends. Many will also take this time to reflect on the values of gratitude, compassion, and generosity at the heart of Islam. These values, which many Canadians of all backgrounds share, are central to building a safer, healthier, and stronger country for everyone.

« Ce soir, au coucher du soleil, les musulmans au Canada et ailleurs dans le monde souligneront le début du ramadan.

« Ce périple religieux d’un mois est une période de contemplation spirituelle et une occasion de témoigner de la gratitude pour tous les nombreux bienfaits dont nous jouissons, que ce soit par le jeûne, la prière ou les dons de charité.   

« Pendant un mois, même s’ils jeuneront du matin au soir, de nombreux Canadiens musulmans resteront aux premières lignes de la lutte contre la COVID-19. En cette période exceptionnelle, j’invite tous les Canadiens à prendre conscience des nombreuses contributions que les communautés musulmanes ont apportées à notre pays depuis le début de la pandémie, comme elles le font depuis des générations.

Statement by the Prime Minister on National Medical Laboratory Week

The Prime Minister, Justin Trudeau, today issued the following statement on National Medical Laboratory Week, which runs from April 11 to 17:

“Today, as we mark the first day of National Medical Laboratory Week, we recognize and celebrate Canada’s medical laboratory professionals. From behind the scenes to the front lines, they are essential members of our health care team and COVID-19 response.

“Since the start of the global pandemic, over 28 million COVID-19 tests have been performed across the country. Behind each test are dedicated, highly skilled laboratory professionals who are working day and night, alongside other health professionals, to identify cases of COVID-19 to stop its spread and keep Canadians safe.

“Every day, laboratory professionals play a vital role in our health and well-being – from informing accurate cancer diagnoses, to preparing life-saving vaccines, to monitoring the health of a mom-to-be.

“As we continue to come together to fight the pandemic, I hope you take a moment this week to think about Canada’s laboratory professionals and the invaluable work they have done, and continue to do, to save lives and protect us. Some of the best ways we can thank these everyday heroes are by continuing to wear a mask, downloading and using the COVID Alert app, listening to public health experts, and staying at home as much as possible.

Le premier ministre Justin Trudeau a fait aujourd’hui la déclaration suivante à l’occasion de la Semaine nationale du laboratoire médical, qui se déroule du 11 au 17 avril :

« Aujourd’hui, au moment où nous marquons la première journée de la Semaine nationale du laboratoire médical, nous saluons et célébrons les professionnels des laboratoires médicaux du Canada. Qu’ils travaillent en coulisse ou en première ligne, ils sont des membres essentiels de notre équipe de soins de santé et de notre réponse à la COVID-19.

« Depuis le début de la pandémie mondiale, plus de 28 millions de tests de dépistage de la COVID-19 ont été réalisés à travers le pays. Derrière chaque test se trouvent des professionnels de laboratoire dévoués et hautement qualifiés qui travaillent jour et nuit, de concert avec d’autres professionnels de la santé, pour détecter des cas de COVID‑19 en vue de freiner la propagation du virus et de protéger les Canadiens.

« Chaque jour, les professionnels de laboratoire jouent un rôle crucial dans notre santé et notre bien-être, qu’il s’agisse d’établir un diagnostic précis du cancer, de mettre au point des vaccins essentiels ou de surveiller la santé d’une future maman.

« Pendant que nous continuons à nous mobiliser pour lutter contre la pandémie, j’espère que vous prendrez un moment cette semaine pour penser aux professionnels de laboratoire du Canada et au travail inestimable qu’ils ont accompli, et qu’ils continuent d’accomplir afin de sauver des vies et de nous protéger. Les meilleures façons de remercier ces héros du quotidien sont de continuer à porter le masque, de télécharger et utiliser l’application Alerte COVID, d’écouter les experts de la santé publique et de rester à la maison le plus possible.

Άρθρο Ευάγγελου Βενιζέλου στην Καθημερινή της Κυριακής
Εθνικό καθήκον αναστοχασμού και αλήθειας

Ο δημόσιος διάλογος μεταξύ δύο πρώην πρωθυπουργών, του Κώστα Σημίτη και του Κώστα Καραμανλή, που διεξήχθη τις προηγούμενες ημέρες καθιστά αναγκαία μια εισαγωγική παρατήρηση για τις προϋποθέσεις και τους σκοπούς της δημόσιας συζήτησης για θέματα εξωτερικής πολιτικής, ιδίως όταν σε αυτή συμμετέχουν πρόσωπα που διαχειρίστηκαν τα θέματα και διαθέτουν τεκμήριο γνώσης και ευθύνης.

Η επανεξέταση διαφόρων περιόδων ή ακόμη και στιγμών όταν αυτές υπήρξαν κομβικές, η αποσαφήνιση των πραγματολογικών δεδομένων και ο ειλικρινής και απροκατάληπτος αναστοχασμός, μπορούν να συμβάλουν στην περαιτέρω επεξεργασία της εθνικής στρατηγικής, στην εξοικείωση της κοινής γνώμης με την πολυπλοκότητα και τη δυσχέρεια των θεμάτων χωρίς απλουστεύσεις, αποσιωπήσεις και εξωραϊσμούς και στη διαμόρφωση της αναγκαίας εθνικής συναίνεσης. Η υπεράσπιση επιλογών του παρελθόντος είναι όχι απλώς δικαίωμα αλλά και υποχρέωση όσων χειρίστηκαν την εθνική πολιτική στο όνομα του ελληνικού λαού. Αυτό όμως είναι δευτερεύον σε σχέση με την υποχρέωση όλων να συμμετέχουν στη συνεχή άσκηση αλήθειας ως προς τα γεγονότα, βαθύτερης κατανόησης των καταστάσεων και προβλεπτικότητας ως προς τις εξελίξεις και τους κινδύνους που είναι το νόημα της εθνικής στρατηγικής.

Δεν είμαι οπαδός ούτε της «ουδετερότητας» ούτε του «συμψηφισμού». Διετέλεσα μέλος των κυβερνήσεων Κ. Σημίτη και έχω το μερίδιο της ευθύνης και της τιμής που μου αναλογεί για όσα συντελέστηκαν. Διαχειρίστηκα την αμυντική πολιτική στην κυβέρνηση Γ. Παπανδρέου και διετέλεσα κυβερνητικός εταίρος, αντιπρόεδρος και υπουργός Εξωτερικών της κυβέρνησης Σαμαρά - Βενιζέλου, δηλαδή μιας κυβέρνησης που γεφύρωσε και στο πεδίο της εξωτερικής πολιτικής τους παραδοσιακούς αντιπάλους της Μεταπολίτευσης, το ΠΑΣΟΚ και τη Νέα Δημοκρατία. Γνωρίζω συνεπώς ότι μπορούν να αμβλυνθούν στερεότυπα, να καλλιεργηθεί η συναντίληψη και να διαμορφωθούν συναινέσεις ακόμη και όταν στην αφετηρία αυτό φαίνεται αδύνατο λόγω διαφορετικών παραταξιακών παραδόσεων, αισθητικών και ακροατηρίων. Όταν κοινός παρονομαστής είναι η ευθύνη για το μέλλον του τόπου, η τιθάσευση μιας κρίσης και η προστασία των εθνικών συμφερόντων όχι θεωρητικά αλλά άμεσα και στην πράξη, όλα μπορούν να γίνουν.

          Ο Αντιπρόεδρος της Βουλής και Βουλευτής Δυτικής Αττικής, Θανάσης Μπούρας, είχε συνάντηση με τον Υπουργό Ανάπτυξης και Επενδύσεων, Άδωνι Γεωργιάδη, με αφορμή την αναμενόμενη ανάρτηση για διαβούλευση του Σχεδίου Νόμου που αφορά τη ρύθμιση θεμάτων λειτουργίας των λαϊκών αγορών.

          Στη συνάντηση συμμετείχαν εκπρόσωποι των παραγωγών και συγκεκριμένα ο εκπρόσωπος των αυγοπαραγωγώνΜεγάρων Χρήστος Σακελλαρίου, το μέλος του Συλλόγου Φυτικής Παραγωγής Μεγάρων και Δυτικής Αττικής, Σωτήρης Καστάνης και ο Πρόεδρος του Σωματείου Παραγωγών Α΄Λαϊκής Αγοράς Αθηνών Θεόδωρος Γαβρήλος.

          Ο Υπουργός ενημέρωσε διεξοδικά και διευκρίνησε πολλά σημεία του υπο ανάρτηση για διαβούλευση Σχεδίου Νόμου. Οι παραγωγοί από την πλευρά τους έθεσαν τα ερωτήματά τους και τις απόψεις τους, για τις οποίες ο κ. Γεωργιάδης δεσμεύτηκε ότι θα λάβει υπόψη του και περιμένει τις θέσεις των παραγωγών μετά την αναμενόμενη από μέρα σε μέρα ανάρτηση του Σχεδίου Νόμου για τις Λαϊκές Αγορές.

          Ο κ. Μπούρας, από την πλευρά του, διαβεβαίωσε ότι θα παρακολουθεί το θέμα και θα είναι σε διαρκή συνεννόηση με τον Υπουργό, προς όφελος των παραγωγών, των εμπόρων και των καταναλωτών των Λαϊκών Αγορών.
