 Απειλές και φραστική βία κατά υγειονομικών ελεγκτών καταγγέλλει η Κοσμητεία της Σχολής Θετικών Επιστημών του Αριστοτελείου Πανεπιστημίου Θεσσαλονίκης, ανακοινώνοντας την αναστολή για αύριο Πέμπτη 14 Οκτωβρίου των εκπαιδευτικών διαδικασιών στο κεντρικό από τα κτίριά της.

● Council of the EU   12/10/2021 18:55 | MEETING | Main results - Agriculture and Fisheries Council, 11-12 October 2021   Farming and fisheries ministers met in Luxembourg this month to discuss a number of topics, including fishing opportunities for 2022, the new EU Forest Strategy for 2030 and the Fit for 55 climate package. Council of the EU Agriculture and Fisheries Council, 11-12 October 2021 Main results Fisheries Baltic Sea fishing opportunities for 2022 The Council agreed on the total allowable catches (TACs) and member states' quotas for the ten most commercially important fish stocks in the Baltic Sea for 2022. The agreement determines the quantities of each species that member states will be allowed to catch in 2022 and also sets out certain conditions for fishing vessels operating in the region. The agreement includes a number of changes to the previous year’s TACs. In particular: Due to low biomass levels, the TAC for herring in the Western part of the Baltic Sea was limited to bycatches and was reduced by 50%; in the Central Baltic it was cut by 45%. Given the lack of improvement in cod stocks, the Council continued the practice of setting only a specific TAC for bycatches. This was also the case for salmon in the Main Basin, although the TAC for salmon stocks in the Gulf of Finland saw a moderate increase. The TACs for plaice and sprat were increased by 25% and 13% respectively. Today’s agreement strikes a balance between supporting EU fishermen and women and ensuring the long-term sustainability of fish stocks in the Baltic region. It is based on sound scientific advice and reflects the Council’s commitment to upholding the objectives of the Common Fisheries Policy while also addressing environmental concerns.Jože Podgoršek, Slovenian Minister for Agriculture Baltic Sea: Council agrees catch limits for 2022 (press release, 12 October 2021) Council agreement on 2022 catch limits in the Baltic Sea Management of the EU's fish stocks (background information) Infographic - Fishing quotas after BrexitSee full infographic UK fish stocks Ministers held an exchange of views on fishing opportunities for stocks shared with the United Kingdom for 2022. Following the UK’s withdrawal from the EU, consultations with the UK on shared fish stocks are set to take place annually in line with the EU-UK Trade and Cooperation Agreement. The delegations provided guidance to the Commission on the position to be taken by the EU in these consultations. In particular, they emphasised the need to base TACs on scientific advice and to comply with the objectives of the Common Fisheries Policy, taking the economic, social and environmental aspects of sustainability into account. Many member states also reiterated the importance of presenting a united front in these negotiations. In the margins of the meeting, a number of member states signed a political declaration on the UK’s decision not to grant fishing licences to a number of French fishing vessels in the waters of Jersey and Guernsey. This declaration supported France’s position and called on the UK to respect the provisions of the TCA. Fish stocks shared between the EU and the United Kingdom (background information) ICCAT (website) EU-Norway and Coastal States fishing consultations for 2022 Ministers held an exchange of views on consultations with Norway and the Coastal States for fishing opportunities in 2022. Negotiations with Norway are due to take place between mid-October and late November, with Coastal State consultations commencing in late October. Delegations discussed the EU’s priorities and prepared the ground for these consultations. EU participation in Atlantic tuna meeting Ministers were asked to provide guidance to the Commission on the position to be taken by the EU at the annual meeting of the International Commission for the Conservation of Atlantic Tunas (ICCAT), which this year will take place from 15-22 November. The discussion included, inter alia, proposed measures to manage tropical tuna (in particular bigeye tuna) and protect the shortfin mako shark, the recovery of bluefin tuna stocks, and the importance of avoiding a negative impact on small-scale and artisanal fisheries. ICCAT is responsible for ensuring the long-term conservation and sustainable use of fishery resources and safeguarding marine ecosystems. Its recommendations have direct implications for the EU’s annual fishing opportunities. Agriculture CAP Strategic Plans Under the reformed Common Agricultural Policy (CAP), which will cover the period 2023-2027, member states are asked to prepare strategic plans detailing how they will implement the provisions of the policy. Ministers discussed the state of play of the preparation of their plans, identified any challenges they were facing and reflected on the public consultation processes carried out with relevant stakeholders. They also called on the Commission to adopt a transparent approach to evaluating the plans, for example by providing clear assessment criteria and ensuring that as many guidance documents as possible are made public. Future of the CAP (background information) A fairer, greener and more performance based EU agricultural policy (infographic) EU marketing standards Ministers held an exchange of views on the revision of EU marketing standards for agricultural products. They underlined the importance of marketing standards and acknowledged the need to examine ways to improve them further, in particular with a view to contributing to greater sustainability, while also providing clear information to consumers and maintaining the competitiveness of EU products on the international market. Moreover, many of them expressed support for the Slovenian presidency’s proposal to revise the rules on labelling honey blends so as to indicate the countries of origin of the honey used in the blends. EU marketing standards set out minimum requirements for products that are traded between businesses or marketed to consumers. The EU’s Farm to Fork strategy envisages a revision of marketing standards aimed at increasing the sustainability of the food supply chain. Other considerations include the need to modernise certain standards and bring them in line with consumer expectations. Updating the rules on honey blend labelling is a key priority of the Slovenian presidency and the support expressed by member states today brings us a step closer to achieving this important aim.Jože Podgoršek, Slovenian Minister for Agriculture From farm to fork: making Europe's food healthier and more sustainable (background information) New EU Forest Strategy for 2030 Ministers discussed the Commission’s Communication on the new EU Forest Strategy for 2030, which was published on 16 July 2021. This strategy, which is anchored in the European Green Deal, aims to adapt Europe’s forests to respond to threats such as climate change, maintain forests’ role as carbon sinks and preserve and restore ecosystems, while also ensuring sustainable management of forest resources. Ministers welcomed the strategy but stressed the importance of balancing environmental goals with the crucial economic and social roles that Europe’s forests play. Ministers underlined that the strategy needs to take into account national specificities and existing national strategies and measures, in full respect of the principle of subsidiarity, and that adequate funding should be provided. The Council is expected to adopt conclusions on the strategy at the Agriculture and Fisheries Council in November. Communication on the new EU Forestry Strategy for 2030 Infographic - How the EU delivers the green transitionSee full infographic Fit for 55 An exchange of views took place on the potential contribution of the agriculture and forestry sectors to the new Fit for 55 package. Ministers discussed the challenges and opportunities posed by the initiative. Points raised included the possible overlap with the new Common Agricultural Policy (CAP) and the need for the different starting points of member states to be taken into account when setting climate objectives. A key message from ministers was that the primary CAP objective of food security should always be guaranteed. A number of delegations also called for an impact assessment of the package to be carried out. Regarding forests, ministers acknowledged their essential role as carbon sinks and in preserving biodiversity, but highlighted that the main challenge will be to balance the more ambitious environmental targets for forestry with the social and economic aspects of forest sustainability. Fit for 55 is a set of interconnected proposals adopted by the Commission on 14 July with the aim of reducing net greenhouse gas emissions by at least 55% by 2030 (compared to 1990 levels). Three of the proposals have a clear connection to agriculture and forestry as they involve the revision of three key regulations: the Land Use, Land-Use Change and Forestry Regulation (LULUCF); the Effort Sharing Regulation; the Renewable Energy Directive. On the second day the presidency provided an update on the recent United Nations Food Systems Summit, the Spanish delegation presented its proposed candidate to chair the UN Committee on World Food Security, and the Danish delegation called for the revision of the EU’s animal welfare legislation. The Prime Minister, Justin Trudeau, today issued the following statement on the International Day of the Girl:

“On the International Day of the Girl, we celebrate the power and potential of girls in Canada and around the world. The world is home to more than 1.1 billion girls – they are the leaders, entrepreneurs, and changemakers of today and tomorrow. We are reminded that when girls get the support and opportunities they need, they can create a better world for themselves and future generations.

“This year’s United Nations theme – Digital generation. Our generation. – celebrates the trailblazing, tech-savvy girls who are making a lasting impact across the country and the globe, amplifying underrepresented voices, and paving the way for other girls to follow in their footsteps.

“Around the world, girls are less likely than boys to own and use devices, limiting their access to tech-related skills and jobs – but this gender divide goes beyond the digital space and connectivity. Today, girls in Canada are more likely to experience cyberbullying, family violence, and other forms of violence than boys, which leads to lower levels of mental health. Many of these challenges have been amplified by the COVID-19 pandemic, as young Canadians were asked to stay home, distance from their friends, and adapt to online learning. At a crucial age in their lives, they have made historic sacrifices to keep others and their communities safe.

“On this day, we resolve to not only shine a light on these challenges, but to take concrete action to ensure women and girls have the tools they need to succeed, which includes digital connectivity, both here at home and around the world. That’s why the Government of Canada is continuing to work to end gender-based violence, invest in reliable and high-speed Internet, support girls’ pursuit of careers in STEM fields and skilled trades, and increase their political participation and leadership.

“On the international stage, Canada continues to engage and work with our partners to address gender inequalities. Earlier this year, I participated in the Generation Equality Forum and announced nearly $180 million to advance gender equality around the world. This funding will support activities that address social and institutional barriers to girls’ education, including developing digital tools to deliver programs to girls during the pandemic.

“The International Day of the Girl is an important part of Women’s History Month celebrations in Canada. Today, we recommit ourselves to lifting up women and girls in Canada and globally, and building a world where they can all feel safe and empowered – because nothing should stand in the way of girls fulfilling their dreams.”

« En cette Journée internationale de la fille, nous célébrons le pouvoir et le potentiel des filles au Canada et dans le monde entier. Le monde compte plus de 1,1 milliard de filles : elles sont les entrepreneures, les agentes du changement et les leaders d’aujourd’hui et de demain. Cette journée nous rappelle que lorsque nous offrons aux filles le soutien et les possibilités dont elles ont besoin, elles peuvent créer un monde meilleur pour elles‑mêmes et pour les générations futures.

« Le thème de cette année – Génération numérique, notre génération – a été choisi par les Nations Unies pour rendre hommage aux pionnières de la technologie qui laissent une impression durable sur l'ensemble du pays et de la planète, qui font entendre les voix des groupes sous-représentés et qui ouvrent la voie à d'autres filles.  

« Dans le monde entier, les filles sont moins susceptibles que les garçons de posséder et d'utiliser des appareils électroniques, ce qui limite leur accès aux compétences et aux emplois liés à la technologie. De plus, on observe cet écart entre les sexes ailleurs que dans l'espace numérique et sur le plan de la connectivité. Aujourd'hui, au Canada, les filles sont davantage sujettes à être victimes de cyberintimidation, de violence familiale et d'autres formes de violence que les garçons, ce qui entraîne des niveaux de santé mentale plus faibles. The Prime Minister, Justin Trudeau, today issued the following statement on Thanksgiving:

“Today, whether virtually or in person, Canadians across the country will celebrate Thanksgiving with their loved ones and reflect on their blessings from the past year.

“Harvest season is a time for us to appreciate our communities. As many of us gather today to enjoy a good meal with family and friends, we acknowledge our farmers, food businesses, and food suppliers who work tirelessly to ensure that Canadians can safely and reliably put food on the table. Our food banks and local food organizations have also done an extraordinary job at helping Canadians across the country – particularly our most vulnerable people and communities – have access to good, high-quality, and nutritious food, despite the challenges of the past year and a half.

“Since the start of the COVID-19 pandemic, Canadians of all backgrounds have shown countless acts of kindness. They have helped one another by donating to food banks, volunteering to assist the most vulnerable, and demonstrating what it means to love their neighbours. This year, I encourage everyone to show compassion to those in need and give back – that is the meaning of Thanksgiving. It is this spirit that makes Canada a stronger, more inclusive, and prosperous country.

“As we continue the fight against COVID-19, Thanksgiving provides us with an opportunity to give thanks to the front-line health care workers who have gone above and beyond to provide care and support to Canadians throughout this pandemic. We also salute the Canadian Armed Forces and the Canadian Red Cross for sending resources and help those in the areas hardest hit by this crisis.

“While Thanksgiving may look different again this year, we need to continue to follow local public health advice, including on gathering size limits, and practice public health measures like staying home when we’re sick, washing our hands, wearing our masks, and improving indoor ventilation. For those who have not already done so, I encourage you to get fully vaccinated as soon as possible to protect yourself and others, including those that are not yet eligible for the COVID-19 vaccine.

“On behalf of the Government of Canada, Sophie and I wish everyone a happy Thanksgiving. This year, let’s show our thanks to every Canadian for their contribution to our country’s peace, prosperity, and strength.”

Déclaration du premier ministre à l’occasion de l’Action de grâce

Le premier ministre Justin Trudeau a fait aujourd’hui la déclaration suivante à l’occasion de l’Action de grâce :

« Aujourd’hui, que ce soit virtuellement ou en personne, les Canadiens de partout au pays célébreront l’Action de grâce avec leurs proches et réfléchiront aux bienfaits de la dernière année.

« La saison des récoltes est l’occasion pour nous d’exprimer notre gratitude envers nos communautés. Alors que beaucoup d’entre nous se réunissent aujourd’hui pour déguster un bon repas en famille et entre amis, nous reconnaissons les efforts acharnés que déploient nos agriculteurs, nos entreprises agroalimentaires et nos fournisseurs de produits alimentaires pour offrir aux Canadiens un moyen sûr et fiable de mettre de la nourriture sur la table. Nos banques alimentaires et nos organisations alimentaires locales ont également fait un travail extraordinaire pour aider les Canadiens de tout le pays, en particulier les personnes et les communautés les plus vulnérables, à avoir accès à des aliments nutritifs et de bonne qualité, et ce, malgré les défis de la dernière année et demie.

« Depuis le début de la pandémie de COVID-19, les Canadiens de toutes origines ont posé d’innombrables gestes bienveillants. Ils se sont entraidés en faisant des dons aux banques alimentaires et du bénévolat pour aider les plus vulnérables, et en démontrant ce que signifie aimer son prochain. Cette année, j’encourage tout le monde à faire preuve de compassion envers ceux qui sont dans le besoin et à redonner à leur communauté. Voilà la signification de l’Action de grâce. C’est cet esprit qui fait du Canada un pays plus fort, plus inclusif et plus prospère.

« Alors que nous poursuivons la lutte contre la COVID-19, l’Action de grâce nous donne l’occasion de remercier les travailleurs de la santé de première ligne qui se sont surpassés pour fournir des soins et du soutien aux Canadiens tout au long de cette pandémie. Nous saluons également les Forces armées canadiennes et la Croix-Rouge canadienne, qui ont déployé des ressources et aidé les personnes dans les régions les plus durement touchées par cette crise.

« Bien que les célébrations de l’Action de grâce puissent être différentes cette année encore, nous devons continuer de respecter les consignes de santé publique locales, notamment en ce qui concerne la taille des rassemblements, ainsi que les mesures de santé publique telles que rester à la maison lorsque nous sommes malades, nous laver les mains, porter le masque et améliorer la ventilation intérieure. Pour ceux qui ne l’ont pas encore fait, je vous encourage à vous faire entièrement vacciner dès que possible pour vous protéger et pour protéger les autres, y compris ceux qui ne sont pas encore admissibles au vaccin contre la COVID-19.

« Au nom du gouvernement du Canada, Sophie et moi souhaitons à tous une joyeuse Action de grâce. Cette année, remercions tous les Canadiens pour leur contribution à la paix, à la prospérité et à la force dont jouit notre pays. »

Statement by the Prime Minister on David Card winning the Nobel Prize in Economic Sciences

The Prime Minister, Justin Trudeau, today issued the following statement on Canadian economist Dr. David Card being awarded the 2021 Nobel Prize in Economic Sciences:

“Today, I join Canadians and the international economic community in congratulating Dr. David Card on being awarded this year’s Sveriges Riksbank Prize in Economic Sciences in Memory of Alfred Nobel, also known as the Nobel Prize in Economic Sciences, for his important contributions to labour economics.

“Born in Guelph, Ontario, Dr. Card completed his undergraduate studies at Queen's University and obtained his PhD at Princeton University. He is currently a Professor of Economics at the University of California, Berkeley, where his research focuses on immigration, inequality, and gender and race in the labour market.

“Dr. Card is being recognized for his pioneering work on minimum wages, immigration, and education, which have considerably improved our understanding of the labour market over the last few decades. His recent work studied the effects of increasing the minimum wage on employment and challenged conventional wisdom.

“Dr. Card was awarded one half of the 2021 Nobel Prize in Economic Sciences, with the other half going jointly to Dr. Joshua D. Angrist and Dr. Guido W. Imbens. Together, they were recognized for using natural experiments to help answer key questions for society and revolutionizing research in economic sciences.

“On behalf of all Canadians, I congratulate Dr. Card for this remarkable achievement, and thank him for helping us to better understand the economy, as we work to build a strong economic recovery that benefits everyone for a better future at home and around the world.”

Déclaration du premier ministre concernant l'attribution du prix Nobel en sciences économiques à David Card

Le premier ministre Justin Trudeau a fait aujourd'hui la déclaration suivante concernant l'attribution du prix Nobel en sciences économiques de 2021 à l'économiste canadien David Card, Ph. D. :

« Aujourd'hui, je me joins aux Canadiens et à la communauté économique internationale pour féliciter M. David Card qui a reçu le prix de la Banque de Suède en sciences économiques en mémoire d'Alfred Nobel de cette année, également appelé le prix Nobel en sciences économiques, pour ses importantes contributions à l'économique du travail.

« Né à Guelph, en Ontario, M. Card a fait ses études de premier cycle à la Queen's University et a obtenu son doctorat à la Princeton University. Il est actuellement professeur d'économie à la University of California à Berkeley, où il mène des recherches sur l'immigration, l'inégalité et le genre et la race au sein du marché du travail.

« M. Card est reconnu pour ses travaux innovateurs sur le salaire minimum, l'immigration et l'éducation, lesquels ont considérablement amélioré notre compréhension du marché du travail au cours des dernières décennies. Ses récents travaux ont porté sur les effets de l'augmentation du salaire minimum sur l'emploi et ont remis en question les idées reçues.

« M. Card a reçu la moitié du prix Nobel en sciences économiques de 2021, l'autre moitié ayant été attribuée conjointement à M. Joshua D. Angrist, Ph. D., et M. Guido W. Imbens, Ph. D.
