In recent years, the migration policy of the European Union (EU) has focused on strict border controls and the externalisation of migration management through cooperation with third countries. Although states have the right to decide whether to grant non-EU nationals access to their territory, they must do this in accordance with the law and uphold individuals' fundamental rights. Not only do the practices and policies of stopping asylum-seekers and migrants in need of protection at or before they reach the European Union's external borders ('pushbacks') erode EU values as enshrined in the EU Treaties, they may also violate international and European humanitarian and human rights laws. National human rights institutions, international bodies and civil society organisations regularly report cases of pushbacks at the European Union's land and sea borders. According to those reports, pushbacks often involve excessive use of force by EU Member States' authorities and EU agencies operating at external borders, and degrading and inhuman treatment of migrants and their arbitrary detention. The European Parliament has repeatedly called for Member States and EU agencies to comply with fundamental rights in their activities to protect the EU's external borders. Several international organisations and other stakeholders have condemned or filed legal actions against the practice of pushbacks carried out at the EU's external borders. In September 2020, the European Commission presented a pact on migration and asylum, including a proposal on pre-entry screening of third-country nationals at EU external borders, in a bid to address these potential breaches of fundamental rights.

In response to the coronavirus pandemic, on 28 May 2020 the Commission adopted a proposal for a regulation of the European Parliament and of the Council establishing a Recovery and Resilience Facility (the Facility). The Facility will provide €672.5 billion in loans and grants over the coming years to help mitigate the consequences of the pandemic across the EU and to make EU economies more sustainable. The Facility will disburse funds based on the achievement of a set of milestones and targets. The Parliament's Committees on Budgets and on Economic and Monetary Affairs have been working jointly on the file, and adopted their report in November 2020. In December 2020, the Parliament and the Council reached an agreement on the Facility in trilogue. The Parliament approved the agreed text at first reading on 9 February 2021. The act was then formally adopted by the Council, and published in Official Journal on 18 February 2021, entering into force the following day.

As part of the common European asylum system (CEAS), the Asylum Procedures Directive sets out procedures for Member States for granting and withdrawing international protection in accordance with the Qualification Directive. Following the large influx of asylum-seekers to the European Union after 2014, the directive came under criticism for being too complex and for leaving Member States too broad discretion, leading to differences in treatment and outcomes. On 13 July 2016, as part of the reform of the CEAS, the Commission published a proposal to replace the current directive with a regulation establishing a common procedure for international protection applicable in all participating Member States. The choice of a directly applicable regulation is expected to bring about harmonisation of the procedures, ensuring same steps, timeframes and safeguards across the EU. The 2016 proposal having reached deadlock, the Commission proposed an amended regulation on 23 September 2020 under its new pact on asylum and migration, suggesting targeted amendments to help overcome certain contentious issues relating in particular to the border procedure and return. The amended proposal is currently being examined by the co-legislators with a view to fixing their positions in order to resume trilogue negotiations shortly. Fourth edition. Major investments by Canada and Quebec in electric vehicle battery assembly

The Prime Minister of Canada, Justin Trudeau, and the Premier of Quebec, François Legault, announced on Monday an equal investment totalling nearly $100 million to Lion Electric, for the establishment of a highly automated battery-pack assembly plant in Saint‑Jérôme, in the Laurentians. This project, valued at nearly $185 million, will create 135 jobs when construction of the plant is completed in 2023. It is also expected that 150 additional jobs will be created over the longer term.

For the announcement, Mr. Trudeau and Mr. Legault were accompanied by the Minister of Innovation, Science and Industry, François-Philippe Champagne, by Quebec’s Minister of Economy and Innovation, Pierre Fitzgibbon, and by Marc Bédard, President and Founder of Lion Electric.

The battery packs assembled at the new plant will be used in Lion Electric vehicles. This strategic investment will allow the company to improve its cost structure, and better control the design and shape of its batteries, making it more competitive in the heavy-duty electric vehicle market. Ultimately, the company will be able to increase the volume of its vehicle production. Lion Electric will be the first Canadian manufacturer of medium and heavy-duty vehicles to have state-of-the-art, automated battery-pack manufacturing facilities.

The company will also establish a research and development innovation centre within its manufacturing plant, which will allow it to test and refine products for future use, including batteries for emergency vehicles such as ambulances. The company will test innovations from research and development, including energy storage capacity and battery performance. The results will make these products more competitive in the North American market.

Le premier ministre du Canada, Justin Trudeau, et le premier ministre du Québec, François Legault, ont annoncé lundi un investissement de près de 100 millions de dollars, à parts égales, à Lion Électrique, pour l’établissement d’une usine d’assemblage de bloc-batteries hautement automatisée à Saint-Jérôme dans les Laurentides. Ce projet, évalué à près de 185 millions de dollars, créera 135 emplois lorsque la construction de l’usine sera terminée, en 2023. Il est aussi prévu que 150 emplois additionnels soient créés à plus long terme.

Pour l’annonce, MM. Trudeau et Legault étaient accompagnés du ministre de l’Innovation, des Sciences et de l’Industrie, M. François-Philippe Champagne, du ministre de l’Économie et de l’Innovation du Québec, M. Pierre Fitzgibbon, et de M. Marc Bédard, le président-fondateur de Lion Électrique.

Les bloc-batteries assemblés à la nouvelle usine seront destinés aux véhicules de Lion Électrique. Cet investissement stratégique lui permettra d’améliorer sa structure de coûts et de mieux contrôler le design et la forme de ses batteries, ce qui la rendra plus compétitive sur le marché des véhicules lourds électriques. À terme, l’entreprise pourrait ainsi augmenter le volume de sa production de véhicules. Lion Électrique sera le premier constructeur canadien de véhicules moyens et lourds à se doter d’installations de fabrication de blocs-batteries automatisés et à la fine pointe de la technologie.

L’entreprise établira aussi un centre d’innovation axé sur la recherche et le développement au sein de son usine de fabrication, ce qui lui permettra de mettre à l’essai et de perfectionner des produits en vue d’utilisations futures, comme des batteries pour des véhicules d’urgence tels que des ambulances. First Ministers mark the first anniversary of the global COVID-19 pandemic

Today marks one-year since the World Health Organization declared COVID-19 a global pandemic. Following a teleconference, First Ministers issued the following statement to recognize this anniversary:

“First Ministers honoured Canadians and others around the world who lost their lives to the pandemic. They acknowledged the tremendous personal sacrifices Canadians have made to keep themselves and their neighbours safe. This pandemic has disrupted our lives and livelihoods, and it is thanks to this personal sacrifice that Canadians have been able to reduce the spread of the virus and its variants.

“First Ministers expressed their deep appreciation for all health and other essential front line workers, who ensured Canadians had continued access to care, reliable supply chains, and support for their loved ones and our children. These workers are the heroes of the pandemic.

“They also noted the unprecedented collaboration between both orders of government, including the largest immunization campaign in Canada’s history. First Ministers agreed to continue these and all other efforts necessary to end the pandemic. Through these efforts, and through the continued vigilance of Canadians in following public health measures, First Ministers are hopeful Canada is on the path to recovery. The past year has been difficult but better days are ahead.

Il y a un an aujourd'hui, l’Organisation mondiale de la Santé déclarait une pandémie mondiale de COVID-19. Au terme d’une téléconférence, les premiers ministres ont émis la déclaration suivante pour souligner cet anniversaire :

« Les premiers ministres ont rendu hommage aux Canadiens et Canadiennes et à tous ceux et toutes celles ailleurs dans le monde qui ont perdu la vie durant cette pandémie. Ils ont souligné les énormes sacrifices personnels qu’ils et elles ont dû consentir pour assurer leur sécurité et celle de leurs voisins. Cette pandémie a perturbé nos vies et nos façons de vivre, et c'est grâce à ces sacrifices personnels que les Canadiens ont réussi à réduire la propagation du virus et de ses variants.

« Les premiers ministres ont également exprimé leur profonde reconnaissance envers le personnel de la santé ainsi que tous les autres travailleurs essentiels œuvrant en première ligne, qui ont veillé à ce que les Canadiens et les Canadiennes aient accès en tout temps à des soins, à des chaînes d’approvisionnement fiables ainsi qu’à du soutien pour leurs proches et leurs enfants. The Prime Minister, Justin Trudeau, today issued the following statement to reflect on the year that has passed since the World Health Organization declared COVID‑19 a pandemic:

“One year after the World Health Organization officially declared COVID‑19 a pandemic, more than 22,000 Canadian families have lost a loved one, many people have lost their jobs and businesses, health care and front line workers have faced great risk and challenge, and all Canadians have made sacrifices to keep others safe and healthy.

“Today, on the National Day of Observance for COVID-19, we honour every individual who lost their life to this disease, and we stand with the people they loved as they continue to cope with this unimaginable loss. Together, we also recognize all who have been impacted by the pandemic, and we reaffirm our commitment to work as Team Canada to beat this virus.

“Canada was swift to act at the beginning of this pandemic. While Canadians followed public health measures to flatten the curve and protect our front line health care workers and systems, we quickly took action to help save lives and support individuals, families, and businesses through the crisis. With a broad range of measures, including the Canada Emergency Response Benefit and the Canada Emergency Wage Subsidy, we helped Canadians put food on the table and employers keep their workers on the payroll. We also worked tirelessly to ensure essential workers had access to the supplies they needed to stay safe and healthy, and we have worked with Indigenous communities to provide the support they needed in these challenging times. Together, alongside all orders of government, Indigenous peoples, community organizations, and private sector partners, we quickly worked to use every tool available to protect and support Canadians during this crisis.

“We also joined forces with our international partners to strengthen global health systems, coordinate response efforts, support vulnerable countries, and help researchers develop tests and vaccines. “As we look back on the challenges of this past year and reflect on how far we have come, we must also keep one eye on the road ahead. The largest immunization campaign in our country’s history is well underway, and we are on track to have a vaccine available for every Canadian who wants one, by September. But the pandemic isn’t over, and until all Canadians have access to a safe and effective vaccine, we all need to continue to follow public health advice. That means working from home if you can, keeping two metres apart from others, wearing a mask, and downloading the COVID Alert app.

“Today, we acknowledge the heavy toll that the global pandemic has taken and continues to take, both here at home and abroad. To date, more than 2.6 million people have died globally from COVID-19, including 22,000 Canadians. They are more than just numbers. They were our mothers, fathers, grandparents, and loved ones. They were our neighbours, friends, and colleagues. We honour their memory, and renew our commitment to do whatever it takes, for as long as it takes, to keep people safe and supported through this crisis.

Le premier ministre Justin Trudeau a fait aujourd’hui la déclaration suivante pour réfléchir à l’année qui s’est écoulée depuis que l’Organisation mondiale de la santé a déclaré que la COVID‑19 était une pandémie :

« Une année après que l’Organisation mondiale de la santé a officiellement déclaré que la COVID‑19 était une pandémie, plus de 22 000 familles canadiennes ont perdu un proche et de nombreuses personnes ont perdu leur emploi. Les entreprises, professionnels de la santé et travailleurs de première ligne ont affronté des risques et des défis immenses, et tous les Canadiens ont fait des sacrifices pour protéger la santé et la sécurité des autres.

« Aujourd’hui, en cette Journée nationale de commémoration pour la COVID-19, nous rendons hommage à tous ceux qui ont perdu la vie aux mains de cette maladie, et nous témoignons notre solidarité envers leurs proches, qui doivent vivre avec cette perte inimaginable. Ensemble, nous rendons également hommage à tous ces gens qui ont été touchés par la pandémie et nous réitérons notre engagement à mener un effort pancanadien pour vaincre ce virus.

« Le Canada est intervenu rapidement au début de la pandémie. MANOΣ ΚΟΝΣΟΛΑΣ:  «Ολοκληρωμένο σχέδιο και ισχυρά κίνητρα για να αναπτυχθεί η ηλεκτροκίνηση στα νησιά» 

Σημαντικές προτάσεις για να αναπτυχθεί η ηλεκτροκίνηση στα νησιά, κατέθεσε ο Βουλευτής Δωδεκανήσου, κ.Μάνος Κόνσολας, μιλώντας στην Ολομέλεια της Βουλής κατά τη συζήτηση του νομοσχεδίου του Υπουργείου Υποδομών και Μεταφορών για τη βιώσιμη αστική κινητικότητα.

Ο κ.Κόνσολας επεσήμανε ότι τα νησιά αποτελούν προνομιακό χώρο για να ξεκινήσει η εφαρμογή ενός ολοκληρωμένο πιλοτικού σχεδίου για την ανάπτυξη της ηλεκτροκίνησης.

Αναφέρθηκε στην ανάγκη εκπόνησης ενός σχεδίου, μέσα από μια ευρεία διϋπουργική συνεργασία, που θα έχει δύο στόχους:

1^ον: Τη δημιουργία ενός πλαισίου για την ανάπτυξη υποδομών σε αυτά τα νησιά.

2^ον: Τη διαμόρφωση χρηματοδοτικών εργαλείων και κινήτρων για να ενισχυθεί η ηλεκτροκίνηση.

Αναφέρθηκε σε ουσιαστικά κίνητρα για τις  νησιωτικές περιοχές, που θα περιλαμβάνουν:

- επιδότηση για την  προμήθεια ηλεκτρικών αυτοκινήτων από τις τουριστικές επιχειρήσεις (έναν κλάδο που περιλαμβάνει ταξί, ξενοδοχεία, επαγγελματικά οχήματα και επιχειρήσεις ενοικίασης αυτοκινήτων),

-μείωση φόρων για τα ηλεκτροκίνητα οχήματα, επιδότηση αγοράς και δωρεάν θέσεις στάθμευσης,

Responding to Disaster in the Spirit of Christ’s Love

After the Beirut explosion, IOCC responded quickly with assistance, including repairs for those in need to make their houses homes again.

When disaster strikes, the world needs an expert team that’s ready for fast, effective emergency response. Supporters like you have helped expand and strengthen IOCC’s emergency response capability.

We were honored to serve sisters Elene and Marie following the devastating August 4 explosion in Beirut. Marie, 93 years old, depends on a wheelchair and had been suffering from age-related hearing and vision difficulties. Shortly before the explosion, 85-year-old Elene, Marie’s younger sister, had spent the last of her savings on medical treatments for Marie. Repairing the devastating damage to their home wasn't something the sisters could afford on their own.

An IOCC program repaired the sisters’ home, replacing shattered doors and windows and more, ensuring they remained safe and sheltered through the winter.

This Lent, help work like this continue in Lebanon and around the world.

 


Garbanzo Bean Greek Salad

For the salad
15 oz can garbanzo beans
1 English cucumber, optionally peeled and sliced in half
2 cups cherry and golden tomatoes, halved (or 4 diced tomatoes)
1 avocado, diced
1 green bell pepper, diced
¼ cup of red onion, diced
½ cup pitted Kalamata olives


For the dressing
¼ cup olive oil
⅓ cup lemon juice
1 garlic clove, minced
1 tablespoon dried oregano
½ teaspoon pepper
1 teaspoon salt
Place the garbanzo beans in a colander and rinse well. Allow to drain well before using. In a small bowl or a mason jar, make the dressing by whisking together the olive oil, lemon juice, minced garlic, oregano, salt, and pepper. Taste and adjust seasoning as you’d like. Place all garbanzo beans and the vegetables into a large bowl and mix. Toss the salad with dressing as needed and serve. Note: If you are planning to prepare this salad ahead of time or if you want to have leftovers, do not add all of the dressing. Instead, just dress the amount that will be consumed immediately. For freshness, add avocados before serving as well.

Guidance for Operating Child Care Programs During COVID-19

CDC’s updated Guidance for Operating Child Care Programs during COVID-19 provides information on mask use, screening, keeping children in contained groups, staggering schedules, communal spaces, food service, ventilation and water systems, vaccination, direct service providers, children with special needs, and protecting individuals at higher risk for severe illness. Recommendations include the following:
Everyone 2 years or older should wear a mask in childcare facilities, except when eating or sleeping.
Childcare programs conducting temperature screening should consider a combination of screening methods that use increased distance and physical barriers.
Getting vaccinated as soon as the opportunity is available is an important way for staff to stay safe and be less likely to get seriously ill from COVID-19.

Vaccinations for Teachers, School Staff and Childcare Workers

Pharmacies that are part of CDC’s Federal Retail Pharmacy Program are giving COVID-19 vaccination priority to all school staff and childcare workers throughout March. To support the U.S. Department of Health and Human Services directive prioritizing vaccination of teachers, school staff and childcare workers, CDC created a toolkit to help school and childcare administrators and directors encourage staff to get vaccinated. This includes teachers, childcare workers, teaching assistants, paraprofessional educators, office staff, bus drivers, school nurses and counselors, school nutrition staff, coaches and athletic trainers, custodians, and security staff. Education leaders can use the ideas and materials in this toolkit to communicate with staff.
