THE WHITE HOUSE's latest

Presidential Proclamation on Labor Day, 2018

On Labor Day, we celebrate the American worker: the bulwark of our national prosperity and the cornerstone of our national greatness. Since taking office, my Administration has sought to restore the obligation of loyalty and allegiance that this Nation’s Government owes to its workers. In all economic decisions, we believe in our sovereign obligation to defend and protect our country’s workforce, and to seek its economic interests above that of any other country. America’s workers pay our taxes, support our values, serve in our military, raise our children, protect our Constitution, and build our communities. They deserve, in return, the unwavering fidelity of their Government.

Guided by this obligation, my Administration has taken historic action to advance prosperity for the American worker: cutting their taxes, eliminating regulations that threaten their jobs, unleashing American energy that powers their lives, restoring American manufacturing, and ending the transfer of wealth out of our country through disastrous trade deals that gutted our industries and our national strength. The result of our pro-America economic policies have been extraordinary: currently, in America, there are a record 162 million people working; initial claims for jobless benefits are at their lowest in half a century; and the unemployment rate of 3.9 percent is historically low.

We have also taken historic action to defend the American worker by upholding and enforcing the immigration laws enacted for their protection ‑‑ and by seeking to reform our immigration system so that it protects the jobs, wages, and livelihoods of our Nation’s workers. Further, as we honor the work of all those in our labor force, we are especially mindful of the dignity gained from a hard day’s work. Thousands of Americans have found a renewed sense of purpose in our resurgent economy. The dedication, resolve, and pride of the American worker are the reason our Nation has achieved prosperity that was once thought unattainable.

My Administration is focused on investing in America’s workers and ensuring all Americans are on a path to good paying jobs. In July, I signed an Executive Order establishing the President’s National Council for the American Worker and the American Workforce Policy Advisory Board, harnessing the expertise of leaders in business and education to develop a holistic, national workforce strategy to promote access to affordable, relevant education and job training opportunities. I have called on companies nationwide to sign our Pledge to America’s Workers and commit to investing in their current and future workforce by expanding education and reskilling programs. Already, many companies have answered that call, pledging to train and retrain more than 4.2 million American students and workers for new career opportunities across the country. Earlier this summer, I signed into law a reauthorization of the Carl D. Perkins Career and Technical Education Act to provide students and workers with the skills necessary to succeed in a 21st century economy. I have also called for reforming the Federal Work-Study program, so that more Federal dollars go toward helping students ‑‑ especially lower-income students ‑‑ have more meaningful workplace experiences. And I have proposed to allow students to use Pell Grant funding to pay for cutting-edge, short-term programs that lead to quick and efficient transitions into the workforce.

We also recognize and honor the proud and historic role of our Nation’s labor unions in advocating for the interests of the American worker and wage-earner ‑‑ and we have kept our promise to always keep the White House door open to members and leaders of our country’s labor organizations.

Further, as promised, I am renegotiating trade agreements to obtain fairer terms for American workers, farmers, ranchers, and businesses. For the past year, I have been negotiating with Canada and Mexico to fix the North American Free Trade Agreement. Earlier this week, I announced that my Administration has secured a preliminary deal between the United States and Mexico that modernizes and rebalances trade between our two countries in a way that greatly benefits American manufacturing, agriculture, services, and other sectors. I have also notified the Congress of my intent to sign a trade agreement with Mexico ‑‑ and Canada, if it is willing. The deal I intend to sign will help create more reciprocal trade that grows our economy. It will also support high-paying jobs for American workers and protect the intellectual property of our Nation’s businesses and workers. In addition to these improvements in our United States–Mexico trade relationship, we have also agreed with the European Commission to work toward achieving zero tariffs, increasing United States exports, and addressing unfair trade practices. And we secured key amendments to the trade agreement with South Korea that will strengthen the manufacturing sector of the economy, generating increased job opportunities for American workers. We are also protecting our economy from unfair trade practices that threaten our innovation and technology.

The dedication, resolve, and pride of the American worker built the greatest country in the history of the world ‑‑ the envy of nations and the pride of countless millions ‑‑ and now, we are bringing to life the next great chapter in the history of this magnificent Republic.

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim September 3, 2018, as Labor Day. I call upon all public officials and people of the United States to observe this day with appropriate programs, ceremonies, and activities that honor the contributions and resilience of working Americans.

IN WITNESS WHEREOF, I have hereunto set my hand this thirty-first day of August, in the year of our Lord two thousand eighteen, and of the Independence of the United States of America the two hundred and forty-third.

DONALD J. TRUMP

Presidential Proclamation on National Preparedness Month, 2018

National Preparedness Month is a time to focus our attention on the importance of preparing our families, homes, businesses, and communities for disasters that threaten our lives, property, and homeland. During this time, we also honor the brave men and women who selflessly respond to crises and disasters, rendering aid to those in need. These first responders, who work tirelessly to safeguard our Nation and protect our citizens, deserve our utmost gratitude and appreciation.

Over the past year, communities nationwide and across the Territories have witnessed and endured damage from multiple hurricanes, wildfires, tornadoes, floods, volcanic eruptions, and other natural disasters. The historic hurricane season of 2017 included three catastrophic storms that made landfall within a month, and was followed by a destructive series of wildfires in California. Combined, these natural disasters affected 47 million people and tens of thousands were mobilized to provide aid, comfort, and assistance. We are also especially mindful of those currently affected by ongoing wildfires in California, Oregon, and Colorado. In spite of tremendous challenges, the resilience of the American people continues to prevail.

President of Russia Vladimir Putin: address to Russian citizens

The President’s address to Russian citizens

August 29, 2018
12:00
The President’s address to Russian citizens.

President of Russia Vladimir Putin: Citizens of Russia, friends,

On June 16, 2018, the Government submitted to the State Duma a draft law on reforming the pension system, and on June 19, the draft passed its first reading in Parliament. The law’s main purpose is to ensure that the pension system remains sustainable and financially sound for years to come. This means not only maintaining incomes and pensions at the same level, but also increasing them for current and future retirees.

It is for achieving these goals that the draft law envisages a gradual increase in the retirement age, along with a number of other measures. I do understand how important and serious these matters are for millions of people, for every person. For this reason, I decided to speak to you directly, in order to explain every aspect of the changes the Government is proposing. I will also share my perspective and proposals that I believe to be essential.

First of all, let me remind you that the debate on the need to increase the retirement age has not come out of nowhere or all of a sudden, and did not start today. This issue was discussed back in the Soviet times, as well as in the 1990s. However, the decisions were not taken, but were delayed for various reasons.

In the early 2000s, Government members, as well as many experts insisted that the pension system needed to be reformed and the retirement age raised.

These changes had objective grounds. It was obvious that by about 2020 we would inevitably face serious demographic challenges. What caused them?

Every 25 to 27 years, a significantly lower number of people in Russia enter adulthood, when they can start families and raise children, than there could and should be. This is due to the grave demographic loss of the Great Patriotic War, which includes not only direct losses but also millions of people who were never born during the war.

Meeting with President of France Emmanuel Macron

Vladimir Putin met with President of France Emmanuel Macron in the Kremlin.

With President of France Emmanuel Macron.

President of Russia Vladimir Putin: Mr President, friends. It gives me great pleasure to welcome you to the Kremlin.

First of all, I would like to congratulate you on the holiday France celebrated yesterday – I already sent a message, but now I am happy to do it in person – Bastille Day. And of course, on your team reaching the World Cup final. We will be watching the match tonight and I am sure that the game will be intense, exciting and beautiful, and will please millions of fans around the world.

I am certainly glad to have this opportunity to talk about our bilateral relations. In this regard, I would like to note a positive trend in trade and economic sphere: last year’s growth of trade was around 15 percent, while in the first six months of 2018, it is 19 percent.

The large interparliamentary commission is scheduled to meet soon; that is, the usual cooperation mechanisms are gradually being restored. This gives grounds to believe that we will overcome all the difficulties encountered in the previous period, and will embark on the path of positive development of multifaceted ties.

In this regard, I would like to note that your visit as part of the St Petersburg Economic Forum gave a good impetus to the development of our relations.

President of France Emmanuel Macron (retranslated): Thank you, Mr President, for the reception.

I would like to repeat, I am very glad to come here again. Indeed, I made a commitment earlier to come to St Petersburg, from the moment our team makes it to the semi-finals, but today I came here to support my team in the final.

I would like to give credit to your team, which achieved great success, making it so far, and doing it in spite of all the forecasts. They did just great.

I also wanted to congratulate the entire country, the host country of this World Cup, on an excellent organisation of this event, which was followed in all regions of the world, and people from all regions came here. Everything was organised with excellent security; everything was just perfect.

Today's meeting is a good chance to continue our dialogue, the exchange of views we started on May 24 and 25 in St Petersburg. We discussed a series of bilateral issues, as you have already mentioned. We also discussed a number of international and regional issues as we often do, first of all, the situation in Syria. We made certain commitments and implemented a number of measures.

Answers to journalists’ questions after the 2018 World Cup final match

Vladimir Putin answered journalists’ questions after the final match of the 2018 World Cup.

Answers to journalists’ questions after the 2018 World Cup final match.

President of Russia Vladimir Putin: Good evening.

Question: Mr President, what do you think of the final match? Who did you cheer for? In general, what are your impressions of this football tournament? You probably had no chance to sense the atmosphere in the streets of Russia. Have you been to the now famous Nikolskaya Street? Or maybe the commotion on Red Square could be heard in the Kremlin?

Vladimir Putin: I have to admit that I did see something from the Kremlin windows, but I had no chance to take part in the goings-on. But I kept track of everything that happened, and here is what I want to tell you in this connection.

First, and I already said this yesterday, but I would like to repeat it today, that we can definitely feel proud of how we organised this tournament. As I said many times before, we did it for our fans in Russia and for sports enthusiasts everywhere around the world. And we have done it. We succeeded in all aspects of this huge event.

Today’s match was brilliant. I think you will agree with me. I do not remember, and few other people can remember a score like this, 4–2, in a final match. I am sure that all sports enthusiasts and football fans around the world were trembling with excitement throughout the match. Both teams are wonderful, and they played an open attacking football. I am sure everyone enjoyed that. I did.

I have congratulated President of France Emmanuel Macron and my Croatian colleague. She was very temperamental and, I believe, even shed a tear or two. Yet everyone is happy and glad. Winning the silver medal is a major achievement for the Croatian team, which plays excellent, high quality football, as I see it. We congratulate them on this result.

Question: Which team did you support?

Vladimir Putin: I just enjoyed this amazing football match.

Question: Mr President, what can you say about the performance of the Russian team? After all, this was the first time the team went this far.

Vladimir Putin: Here is what I would like to say about this. I think that millions of people did not expect our team to show this result, no matter what some may be saying now. We can be proud that we have such a wonderful coach, and that he is Russian, and we can be proud of our team.

Of course, unlike art, sport is much more than mere contemplation. Sport is about achieving results. And the result for the Russian team was honourable. What matters most is that we realised that we have football in Russia, that we have a team, that we are about to develop our own style, and that we can strive for even higher results at international tournaments. Our team has proved that this is possible.

What I liked in particular is that the Russian players have shown their grit and played well. They fought to the very end. I think that this is what matters the most. This is something that deserves our gratitude and support. Of course, the result is impressive in itself, since we have not had anything like this for a long time. I think that we must congratulate them and inspire them to strive for future victories.

Question: Will you have a meeting with them?

Vladimir Putin: Yes, there will be a number of meetings, and they have been scheduled, first with the coach, and the captain, who will take part in a meeting of the Council for the Development of Physical Culture and Sport in Kaliningrad. After that there will definitely be a meeting with the team.

Question: Mr President, how often do you play hockey? Did the World Cup inspire you to play some football? You did play a little bit with Mr Infantino at the Kremlin, and on Red Square.

Vladimir Putin: I think that each and every one of us has played some football, and kicked the ball around. This is not enough, however. What are the reasons that make football so popular? First, when wonderful teams play at a high professional level, it is always fascinating to watch. In addition, we all get a feeling that any one of us can do it. Kicking a ball does not seem all that complicated. That being said, when you actually get into football it becomes a special kind of art. So far I have been playing hockey, and try to improve my game. I learned to skate a little bit, and will move in this direction.

Question: Do you think that the 4–2 score reflects the actual state of play on the pitch?

Vladimir Putin: Yes. We saw one curious goal, but overall the Croatian team also played openly and took risks, but they missed some opportunities, which happens. Overall, the French showed class, no doubt about that.

Question: Do you feel the winner today?

Vladimir Putin: As you may remember, we told you many times that the main goal for Russia is to properly organise the tournament. We have done it; we have achieved this goal, as everyone agrees.

This is what I would like to point out. We often complain about our fans, who sometimes misbehave because they are so emotional. But it turned out that they are also highly responsible people. Frankly, I was surprised, and I am very grateful to them for this. I would like to thank them for the attitude they have inspired towards this sports event. This largely happened thanks to our fans.

We are grateful to the coaches, specialists and the players of our team, who have inspired the fans to see football as a festival. We have succeeded thanks to good organisation. Hundreds if not thousands of volunteers helped us do this in all the host cities. I would like to thank them as well, because it was the volunteers who welcomed our guests, accompanied them and saw them off, doing all this with a smile and an open heart. Everyone has noticed this.

Today I do not want to talk about what was being said before the World Cup. Let us turn this page. Let us talk and think about the good things. We have produced a wonderful holiday thanks to the efforts of thousands of people.

Of course, we must also express gratitude to our guests – foreign tourists and fans. I would like to point out that attempts were made to intimidate us as well: some said the British fans are hooligans, and so on. But everyone behaved wonderfully, demonstrating the best qualities of sports enthusiasts and football fans. They have shown that sports and football do not disunite people or lead to quarrels and fights, but that it can bring people together on the basis of shared principles and values – cultural and humanitarian values.

Many foreigners have learned about our culture and our cities, and they have met our open-hearted people. And millions of people – not thousands but millions – have changed their views on Russia. It is an achievement, a big achievement.

Here is what we will do in this connection – I have discussed this with my foreign colleagues when I congratulated the Croats and the French. We will approve a visa-free entry for foreign holders of Fan IDs until the end of the year. I hope they, or at least many of them will use this opportunity, and that they will come to Russia many times again together with their friends and families.

Thank you, and all the best.

The Federal Trade Commission testified today before the Senate Banking, Housing and Urban Affairs Committee that enforcement of the Fair Credit Reporting Act (FCRA) remains a top priority, and outlined the agency’s efforts to educate consumers and businesses about the law’s requirements.

Testifying on behalf of the Commission at a hearing on credit bureaus and the FCRA, Maneesha Mithal, Associate Director of the FTC’s Division of Privacy and Identity Protection, noted that the Commission has played a key role in the implementation, enforcement, and interpretation of the FCRA since its enactment in 1970. The FCRA requires consumer reporting agencies to follow reasonable procedures to ensure they only provide consumer report information to those with a “permissible purpose” for receiving it; to maintain reasonable procedures to ensure the maximum possible accuracy of the information; and to allow consumers to dispute and correct information in their consumer reports. In the last decade, the FTC has brought more than 30 actions to enforce the FCRA against consumer reporting agencies, users of consumer reports, and furnishers of information to consumer reporting agencies.

The Commission also continues to educate consumers and businesses on their respective rights and obligations under the FCRA, according to the testimony. This includes publishing guidance for those who report information about consumers to consumer reporting agencies, such as Consumer Reports: What Information Furnishers Need to Know. Additionally, Credit and Your Consumer Rights provides consumers with an overview of credit, explains their legal rights, and offers practical tips to help solve credit problems.

The FTC testimony also outlined the agency’s efforts to protect consumer privacy and promote data security. The FTC has brought more than 60 law enforcement actions against companies that allegedly engaged in unreasonable data security practices. The Commission also creates and disseminates consumer education material to alert consumers about data security issues, the testimony explained. In addition, the FTC provides extensive guidance to businesses about how to protect the data in their care and understand what practices violate the laws the FTC enforces. This includes resources such as the Start with Security and Stick with Security initiatives, and the Protecting Personal Information: A Guide for Business.

The Commission vote approving the testimony and its inclusion in the formal record was 5-0

All dealers are required to display a revised Buyers Guide on used vehicles for sale

The Federal Trade Commission, working jointly with 12 partner agencies in seven states, conducted the first compliance sweep of car dealerships since the amended Used Car Rule took effect earlier this year. Under the amended Rule, dealers must display a revised window sticker called a “Buyers Guide,” which contains warranty and other important information for consumers, on each used car they offer for sale.
The compliance sweep was conducted between April and June 2018, in 20 cities nationwide. The inspectors found Buyers Guides on 70 percent of the more than 2,300 vehicles inspected, with almost half of those displaying the revised Buyers Guide. Of the 94 dealerships inspected, 33 had the revised Buyers Guide on more than half of their vehicles, and 14 had revised Buyers Guides on all of their used cars.
Following the sweep, the FTC sent letters to each dealership detailing the results of the inspections and providing material to help them come into full compliance with the amended Rule. Over the coming weeks, dealerships that were not displaying the revised Buyers Guide can expect follow-up inspections to ensure they have brought themselves into compliance with the amended Rule. Under the FTC Act, dealers who fail to comply face penalties of up to $41,484 per violation. State and local law enforcement agencies also enforce the recently amended Rule.
The Revised Buyers Guide
On November 18, 2016, the FTC amended the Used Car Rule. Under the amended Rule, as of January 28, 2018, dealers are required to display a revised Buyers Guide on all used vehicles they offer for sale. The revised Buyers Guide:
  • Changes the description of an “As Is” sale;
  • Places boxes on the face of the Buyers Guide that dealers can check to indicate whether a vehicle is covered by a third-party warranty and whether a service contract may be available;
  • Provides a box that dealers can check to indicate that an unexpired manufacturer’s warranty applies;
  • Adds air bags and catalytic converters to the Buyers Guide’s list of major defects that may occur in used vehicles;
  • Adds a statement that directs consumers to obtain a vehicle history report and to check for open recalls;
  • Adds a statement, in Spanish, to the English-language Buyers Guide, advising Spanish-speaking consumers to ask for the Buyers Guide in Spanish if the dealer is conducting the sale in Spanish; and
  • Provides a Spanish translation of the statement that dealers may use to obtain a consumer’s acknowledgement of receipt of the Buyers Guide.
Dealership Locations and FTC Partners
Through this sweep, the FTC and its partners inspected dealerships in: 1) Burbank, North Hollywood, Richmond, San Bruno, San Jose, San Pablo, and Van Nuys, California; 2) Jacksonville, Florida; 3) Chicago, Illinois; 4) New York, New York (Queens); 5) Brooklyn Heights, Cleveland, East Cleveland, and Cleveland Heights, Ohio; 6) Arlington, Dallas, and Grand Prairie, Texas; and 7) Lakewood, Puyallup, and Tacoma, Washington.
The FTC would like to thank the following partners for their assistance in the current compliance sweep: 1) the California Department of Motor Vehicles Inspection Division; 2) the Contra Costa County Office of the District Attorney; 3) the Los Angeles County District Attorney’s Office; 4) The Santa Clara County Office of the District Attorney; 5) the San Mateo County Office of the District Attorney; 6) the Florida Bureau of Dealer Services; 7) the Cuyahoga, Ohio, County Department of Consumer Affairs; 8) the Ohio Bureau of Motor Vehicles; 9) the City of Chicago Department of Business Affairs and Consumer Protection; 10) the New York City Department of Consumer Affairs; 11) the Texas Department of Motor Vehicles; and 12) the Washington State Office of the Attorney General.

    Tips for Preventing Heat-Related Illnesses

    It's great to get outdoors during the summer, but it's important to stay safe in the sun. Don´t let the heat ruin your family fun. Follow these tips to prevent heat-related health issues:
    • Never cover your baby's stroller with a blanket. It may block the sun, but even a thin blanket can stop air circulation and cause the interior of the stroller to overheat.
    • Never leave a child in a parked car. Vehicles can quickly heat up to dangerous temperatures, even with a window cracked open.
    • Keep your children hydrated when they're playing outside, don't wait until they're thirsty.
