Meeting of the Valdai Discussion Club

Meeting of the Valdai Discussion Club

This year’s theme is The Lessons of the Pandemic and the New Agenda: How to Turn the World Crisis Into an Opportunity for the World. The meeting was traditionally attended by politicians, experts, journalists and public figures from Russia and other countries. The plenary session’s moderator was Fyodor Lukyanov, Research Director of the Valdai International Discussion Club.

* * *

Fyodor Lukyanov: Friends,

Guests of the Valdai Club,

I am delighted to welcome you to the final session of the 17th annual meeting of the Valdai International Discussion Club. It is my special honour and pleasure to welcome our traditional guest for our final meetings, President of the Russian Federation Vladimir Putin.

President of Russia Vladimir Putin: Good afternoon, colleagues, friends,

Participants of the 17th plenary meeting of the Valdai Club,

Ladies and gentlemen,

I would like to welcome you all to our traditional annual meeting. We are meeting in an unusual format this time; we are videoconferencing. But I can see there are also people in the room. Not as many as usual of course, but nevertheless there are people present, and, apparently, you have had an in-person discussion, and I am delighted that you have.

We are certainly aware, we can see that the coronavirus epidemic has seriously affected public, business, and international affairs. More than that – it has affected everyone’s routine rhythm of life.

Almost all countries had to impose various restrictions, and large public gatherings have been largely cancelled. This year has been challenging for your Club as well. Most importantly, though, you continue to work. With the help of remote technology, you conduct heated and meaningful debates, discuss things, and bring in new experts who share their opinions and present interesting outside-the-box, sometimes even opposing, views on current developments. Such an exchange is, of course, very important and useful now that the world is facing so many challenges that need to be resolved.

Thus, we still have to understand how the epidemic affected and will continue to affect the present and future of humanity. As it confronts this dangerous threat, the international community is trying to take certain actions and to mobilize itself. Some things are already being done as collaborative efforts, but I want to note straight away that this is only a fraction of what needs to be done in the face of this formidable common challenge. These missed opportunities are also a subject for a candid international discussion.

Russian-Saudi talks

During Russian-Saudi talks. With Sergei Lavrov, Foreign Minister of Russia (left) and Yury Ushakov, Aide to the President.

Vladimir Putin met with Crown Prince of Saudi Arabia Mohammad bin Salman Al Saud in his palace complex. They discussed, in part, bilateral cooperation in the world energy market.

* * *

President of Russia Vladimir Putin: Your Highness, I am very happy to see you again, this time in Saudi Arabia.

As you have seen, we have already started a detailed discussion of the entire range of issues pertaining to our relations. The Saudi King and I reviewed this in detail during the talks and reception.

Your Highness, we appreciate your personal efforts to strengthen the entire range of Russian-Saudi cooperation, including the trade, economic and investment areas.

As I have already said, our trade is growing. With your support, the Public Investment Fund of Saudi Arabia (PIF) has allocated $10 billion for joint projects with the Russian Direct Investment Fund (RDIF). The mechanism of automatic co-investment is also functioning well. We have reached agreements on new initiatives involving Saudi investment.

Our countries work together to resolve major international and regional problems. We cooperate in the United Nations and the G20, where Saudi Arabia will assume the presidency next year, and through strategic dialogue between Russia and the Cooperation Council for the Arab States of the Gulf.

We both support efforts to counter the terrorist threat and achieve long-term political and diplomatic settlement of crises in the Middle East and North Africa.

We attach much importance to Russian-Saudi coordination in the world energy market. Owing to the active participation of our countries, we managed to extend agreements in the OPEC+ format on reducing oil production.

Your Highness, all our cooperation is aimed at promoting peace and security in the region and stabilising the world energy industry. All this is producing good, positive results.

I would like to thank you once again for your efforts to carry out these joint plans.

Vladimir Putin and Narendra Modi met on the quay of the Far Eastern Federal University on Russky Island, where the Eastern Economic Forum is being held. After that, they boarded the corvette Uragan to travel from Ajax Bay to the Zvezda Shipyard in Bolshoi Kamen.

During their visit to the Zvezda Shipyard, the Russian President and the Prime Minister of India learned about the shipyard’s modernisation and the construction of a dry dock for repairing vessels of any size, They also inspected models of ships and a steerable thruster mounted on a special platform.

Russian-Indian talks attended by the two countries’ delegations were later held at Far Eastern Federal University. Following the consultations, Vladimir Putin and Narendra Modi adopted a joint statement titled Through Trust and Partnership to New Heights in Cooperation and witnessed the exchange of the documents signed by their delegations.

These documents include a strategy for the enhancement of Russian-Indian trade, economic and investment cooperation and intergovernmental agreements on the joint production of spare parts and other items for Russian (Soviet) weapons and military equipment, as well as on cooperation in audiovisual co-production.

The other documents signed today cover expansion of cooperation in the oil and gas sector, road transport and infrastructure; the development of maritime communications between Vladivostok and Chennai; investment cooperation, including in the implementation of coking coal mining projects in the Russian Far East, the joint development of downstream LNG business and LNG supplies, as well as cooperation in combating customs violations.

Russian-Indian talks.

President of Russia Vladimir Putin: Mr Prime Minister, friends,

I would like to welcome you once again, this time in an expanded format. Mr Prime Minister and I held an exhaustive one-on-one discussion on a broad range of issues while we travelled by sea to the new Zvezda Shipyard and back.

First of all, I would like to express gratitude to Mr Prime Minister for attending the Eastern Economic Forum as a guest of honour.

Our meeting was preceded by thorough preparations conducted by our ministries, agencies and businesses. They have coordinated a large package of bilateral documents, covering trade and investment, industry, military technical cooperation, education and culture.

As planned, today we will approve a comprehensive joint statement titled Through Trust and Partnership to New Heights in Cooperation, which will set the mood for deepening bilateral ties, including closer foreign policy coordination. We are working energetically in this sphere, supporting each other, and we hold identical or similar views on many key issues on the international agenda.

Mr Prime Minister, we look forward to seeing you – of course, we will also meet at the BRICS summit in Brazil, but we also expect to see you at the May 2020 celebrations to mark the 75th anniversary of Victory in the Great Patriotic War, victory over Nazism.

I would like to thank you once again for attending the Vladivostok events. I believe that we will also give the floor to our colleagues from the different spheres of our cooperation, just as we agreed to do.

Please.

Prime Minister of India Narendra Modi (retranslated): Your Excellency, Mr President, my dear friend,

It is a great pleasure for me to be here today in the wonderful city of Vladivostok. This is my first visit to Russia’s Far East.

Your invitation to attend the Eastern Economic Forum is a great honour for me. This also presents a historic opportunity to impart a new impulse and new dimensions to cooperation between our countries, and it is with great pleasure that I will take part in this forum tomorrow.

Thank you for your initiatives. Last month, a special delegation from India visited Vladivostok, and I would like to specially thank you and your team for this extremely useful visit.

I would also like to thank you for organising a wonderful reception for our delegation, for me and my delegation. I am very impressed with the brand new infrastructure at Far Eastern Federal University.

Your Excellency, you have presented me with the top Russian award. I am grateful for this award to you and to the people of Russia. The Order [of St Andrew the Apostle the First-Called] that has been awarded to me highlights the special friendship between the people of our countries. This is a tremendous honour for India’s one billion-plus population.

Russia is a very close friend and trusted partner of India. You devote personal attention to expanding our special privileged strategic partnership. As two very close friends, we meet on a regular basis. I have also repeatedly spoken with you over the telephone, and I never feel any uncertainty during such conversations.

It goes without saying that our meetings are very important, including in the historical context. This is the 20th summit between our countries in the past 12 years that you have been heading Russia in one position or another. Our relations have been strengthened, and they have facilitated progress, peace and stability in our states and the entire world.

Today, we have agreed to expand cooperation between our countries in several spheres, including defence, the nuclear power industry, business and space. We have agreed to elevate these relations to a new level, and I am very happy that we have an opportunity to conduct very useful talks with you and your delegation on all aspects of our relations. Thank you once again.

Today, we also had an opportunity to spend some time together, about two hours, and you informed me about some very important matters. I can say that I saw your vision and your commitment to the development of this region in every word you said. This impressed me very much.

I would like to once again thank you from the bottom of my heart.

Vladimir Putin: Thank you very much, Mr Prime Minister.

Indeed, it was a great honour for us to present you with the Order of St Andrew the First-Called, the top state award in Russia. I believe it would be proper to conduct the official ceremony of presenting this award in the Moscow Kremlin.

Meeting with Chinese Foreign Minister Wang Yi.

The participants discussed different issues of bilateral relations.

The Russian delegation included Foreign Minister Sergei Lavrov, Presidential Aide Yury Ushakov and Ambassador Extraordinary and Plenipotentiary of Russia to China Andrei Denisov. The Chinese delegation included Ambassador Extraordinary and Plenipotentiary of China to Russia Li Hui, Vice Foreign Minister Zhang Hanhui and Director-General of the Department of European-Central Asian Affairs of the Ministry of Foreign Affairs Sun Linjiang.

Earlier today, Foreign Minister Sergei Lavrov held talks in Sochi with his Chinese counterpart.

Beginning of conversation with Foreign Minister of China Wang Yi

President of Russia Vladimir Putin: Mr Minister, friends,

We are very happy to see you. I know that you have already had detailed talks with the Foreign Minister of Russia, your friend.

But at the beginning of our conversation I would like to convey my best wishes to my friend for his warm reception in Beijing during a major international conference devoted to the implementation of the Belt and Road initiative, mostly its economic aspect.

I would like to emphasise once again that we consider this initiative very productive, interesting and significant. We believe that it fully fits in with the integration association that is being established in the post-Soviet space by Russia and its partners. I am referring to the EAEU.

The talks that are now being conducted between the People’s Republic of China and the EAEU are certainly an element in the implementation of the ideas we discussed in Beijing.

I would like to congratulate you once again on the successful holding of this major international event and express hope that on a bilateral plane Russia and China will make a very tangible contribution to the implementation of these plans.

As for bilateral relations, they are being successfully developed in the most literal meaning of this word. I know that the main goal of your visit today is to coordinate the basic parameters of this year’s main event in bilateral relations. I am referring to the state visit of President of the People’s Republic of China Xi Jinping to Russia, which we are looking forward to. I believe we will be discussing this with you today.

Minister of Foreign Affairs of China Wang Yi (retranslated):Thank you, Mr President, for finding the time to meet with us.

First of all, let me pass along greetings from your great friend, Mr Xi Jinping. He highly appreciated your recent visit to Beijing for the 2nd Belt and Road Forum for International Cooperation. Your participation made a great contribution to the success of the forum. The President is also pleased with the results of your meeting with him on the sidelines of the forum which further consolidated bilateral trust. This is also very important for our joint celebrations of the 70th anniversary of establishing diplomatic relations.

The 70th anniversary is an important symbol for further developing bilateral relations. President Xi Jinping’s state visit is coming up. My great friend Foreign Minister [Sergei] Lavrov and I compared notes on this. We will take the preparations seriously.

I have three hopes. The first one is that the leaders of our two countries will fully consider the good experience of the 70-year development of bilateral relations to raise them to new heights and will open a new chapter and a new epoch in the history of our bilateral relations.

My second hope is that under your guidance all agencies and ministries will continue to be able to reinforce mutual trust and mutual support and prove to the world that our relations are not vulnerable to obstruction or outside interference and that we will always maintain the rapid pace at which our bilateral relations are progressing.

And thirdly, we hope that under the guidance of our two leaders our practical cooperation in all fields will advance toward new horizons and that our mutual trust will yield tangible benefits to the people of both nations in the interests of the development and prosperity of our countries.

Today is an excellent opportunity to hear your valuable opinion about the President’s forthcoming visit and celebrations of the 70th anniversary of establishing diplomatic relations.

Dmitry Medvedev answers Russian journalists’ questions

The Prime Minister answered Russian media representatives’ questions following a Eurasian Intergovernmental Council meeting.

Excerpts from the transcript:

Dmitry Medvedev answers Russian journalists’ questions

Question: Let me begin with a question about the agenda. The meeting participants discussed the mechanisms for distributing import duties between the countries of the Union beginning 1 January 2020. Which one did the Council decide on? What did you agree on regarding the EEC decision, about which Russia complained, and which requires Russia not to close its market to Belarusian dairy products if they have proper veterinary papers?

Dmitry Medvedev: First, the discussion was truly constructive. We met many times, and it was one of the most constructive discussions. I want to thank my colleagues - the prime ministers and the heads of government of the EAEU member states - for this. This is my first point.

Second, there are difficult and less difficult subjects. The questions you posed fall under the category of difficult subjects. Regarding distribution of customs duties, the solution is as follows. There’s no final solution of how to go about it, because we hear the arguments provided by our Belarusian partners. However, if we fail to reach an agreement by a certain deadline, we will fall back to the previous model. The Kyrgyz Republic is about to freeze its participation in this process. So, we agreed to work hard for the next two to three weeks. A solution must be found through consultations between the governments. My colleagues, deputy prime ministers, received these instructions.

Regarding the decision on the veto related to our appeal to the Eurasian Commission on milk, frankly, we agreed that we will strive to avoid sector-specific sanctions, blockages and decisions associated with the industry as a whole, including, let’s say, the dairy industry. However, we agreed that we would introduce a temporary restriction on all milk-related issues and companies that are now unable to sell their products on the Russian market. That is, nothing will change, and we will review every enterprise individually. That is, we will abandon sector-specific decisions, but they will be replaced by decisions at the company level. Nothing will change in this sense, but we will thoroughly analyse each company like this. I issued these instructions to Minister Patrushev and Head of Rosselkhoznadzor Sergei Dankvert.

Question: Mr Medvedev, Belarus wants to invoice us for damages caused by contaminated oil. What do you think about this? Could this impact in any way Moscow’s position in its discussions with Minsk regarding compensations for tax manoeuvres?

Dmitry Medvedev: Mr Rumas and I just touched on this matter. With regard to contaminated oil, of course, this issue needs to be sorted out. This is a bad incident which needs to be thoroughly investigated. The investigation is being conducted by law enforcement agencies and technical authorities. This investigation should lead to decisions to hold the guilty individuals and companies accountable under administrative or criminal law. We need to make sure that we follow through on all these undertakings. This is what I promised to our partners from Belarus.

At the same time, this contaminated oil has already been replaced by standard crude, and this oil is about to reach Belarus, the country’s pipelines and refineries. I hope that this incident will be closed, although I have to admit once again that it was a bad sign. We must do everything it takes to prevent this from happening again.

As for bundling this incident with various other decisions discussed by Russia and Belarus, this is absolutely out of the question.

Question: Mr Medvedev, I have a question on Ukraine. You received the leaders of Ukraine’s Opposition Platform – For Life, Mr Boiko and Mr Medvedchuk, ahead of the presidential election in Ukraine.

Dmitry Medvedev: I did.

Question: At the meeting, Gazprom CEO, Mr Miller, put forward a number of proposals on gas, including on the gas consortium and the price of gas. To what extent do these proposals apply to the current Ukrainian leadership, after a change of president?

Dmitry Medvedev: Our position remains unchanged. It is not a question of who won or lost. After all, it is up to the people of Ukraine to decide. The question is how we will work together in the future, if at all. Therefore, all the proposals that were made during the conversation with our colleagues from Ukraine naturally apply to the new government, if they want it, of course.

We had a very detailed conversation on all items on our agenda and discussed them in various aspects, including bilateral relations, sanctions, United Nations, relations with the United States, and, of course, the denuclearisation of the Korean Peninsula, which is the main subject. I can confirm that he is quite an interesting and substantive interlocutor.

Dmitry Medvedev comments on the outcome of Ukraine’s presidential election

22 April 2019 09:15

Dmitry Medvedev: Ukraine has voted, and the election results clearly show that voters are eager for new approaches to resolving Ukraine’s problems. It is obvious that the new president will have to consolidate the country with due account of the realities that took shape over the past years. I have no doubt that Ukraine’s new leader will stick to the rhetoric toward Russia he used during the campaign, repeating the same ideological tenets we know all too well, targeted at various social groups. I have no illusions

Government report on its performance in 2018

Mr Volodin, deputies of the State Duma, colleagues,

Today, I’m presenting a Government report on its performance in 2018. Of course, I will talk about our current work and plans for the future. However, before that, according to the Constitution, I will talk about the Government performance and what we have done jointly during the past year.

The report always provides an opportunity to say how the country is moving forward, what challenges it faces, what goals it sets for itself and what it does to achieve them.

The goals for 2018 are special in terms of the scale and depth of the changes we need to accomplish.

What do we have in order to get there? We have nine national development goals, which the President set in his May executive order.

We have 12 national projects with funding totaling almost 26 trillion roubles. This is an unprecedented figure.

Most importantly, 146.8 million people live in our country, for whom and with whom we are doing all this.

News conference following Russian-Turkish talks.

President of Russia Vladimir Putin: Mr President, my friend, ladies and gentlemen,

It has been our pleasure to welcome the President of the Republic of Turkey in Moscow. We maintain close regular contacts, and today we held another High-Level Cooperation Council meeting. During the meeting, we had limited attendance talks with the participation of the heads of the main ministries, departments and major companies of the two countries.

Mr Erdogan and I also met with representatives of the Russian and Turkish business communities.

During the talks, Mr Erdogan and I discussed in detail the full range of bilateral cooperation issues. Naturally, we paid special attention to trade and investment ties that have recently become much more dynamic and extensive.

In 2018, trade increased by 16 percent to reach almost $26 billion. Mutual investment was substantial, reaching $20 billion.

The Mixed Intergovernmental Commission is playing a big role in organising our economic cooperation. The Russian-Turkish Business Council is working actively. It helps develop direct contacts between entrepreneurs of the two countries, including those representing small and medium-size businesses.

RUSSIA:Government resolutions establishing large capacity gas turbine production

Government resolutions establishing large capacity gas turbine production in Russia

This decision will create a range of large capacity gas turbines for fuel and energy sector companies and make Russian gas turbines competitive in the domestic and global markets, and ensure Russia’s technological sovereignty in gas turbine technology.
Reference
Submitted by the Ministry of Industry and Trade.
The resolution approves the parameters for granting a subsidy from the federal budget to a Russian company to finance a portion of the costs of research, development, design and technological works to establish the production of large capacity gas turbines.
The parameters provide for subsidising R&D projects aimed at developing prototypes for a range of medium and large capacity gas turbines - 60–80 MW and 150–180 MW, respectively – as well as at developing technologies for servicing hot gas path components for large capacity heavy duty gas turbines manufactured by foreign companies operating in Russia.
The cost of a project to establish large capacity gas turbine production is at least 14 billion rubles, estimated using comparative market analysis based on the experience of designing gas and steam turbines, pre-production and equipment manufacturing costs.
In the federal budget for 2019–2021, 7 billion rubles have been allocated for these purposes, while at least 7 billion rubles is envisaged as extra-budgetary financing.
The estimated minimum output of medium and large capacity gas turbines should be at least 22 units by the end of 2032. The sales contracts for this equipment are expected to include long-term maintenance service.
This decision will create a large capacity gas turbine line for fuel and energy sector companies and make Russian gas turbines competitive in the domestic and global markets, and ensure Russia’s technological sovereignty in gas turbine technology.

RUSSIA news:Plenary session of the Russian Union of Industrialists and Entrepreneurs congress-More interesting news

Vladimir Putin spoke at a plenary session of the Russian Union of Industrialists and Entrepreneurs congress.
March 14, 2019

Moscow

At a plenary session of Congress of Russian Union of Industrialists and Entrepreneurs.

The Russian Union of Industrialists and Entrepreneurs congress is taking place during the Russian Business Week (March 11–15), which focuses on new proposals regarding the topical areas of interaction between businesses and the state.

After the plenary session, the President met with members of the Russian Union of Industrialists and Entrepreneurs’ Bureau.

* * *

President of Russia Vladimir Putin: Good afternoon, colleagues,

I am delighted to welcome all the participants and guests of the Russian Union of Industrialists and Entrepreneurs congress.

This congress is taking place at a time when we are starting to work on national projects and implement infrastructure development plans. Once again, I would like to stress what I have said many times and will say again today. Businesses are direct and essential participants of these projects. I hope that our partnership will be productive and that the goals that we set for ourselves will become targets for investing funds, human resources and the business enthusiasm and talent of Russian entrepreneurs. I have no doubt about it. With your competitiveness comes progress for the entire country, new jobs and a higher quality of life for Russian citizens.

Today I suggest that we particularly focus on the tasks that we need to address this year. We will discuss issues that concern you as well as your initiatives to eliminate barriers and create additional real stimuli for businesses. We can see that major Russian companies want to invest in national development programmes and to be closely involved in the national agenda. I want to point out that the participants of a working meeting chaired by Mr Shokhin [President of the Russian Union of Industrialists and Entrepreneurs] and Mr Siluanov [First Deputy Prime Minister and Finance Minister] discussed almost 1,000 such initiatives. Some 250 investment requests worth a total of 12.1 trillion rubles have been developed based on these initiatives.

This concerns investments in areas of social importance vital for the dynamic growth of the national economy and the country as a whole, including in industry, high technology, transport, communications, the environment and tourism. These are large-scale and long-term projects with broad horizons, which should produce a major synergic effect.
At a plenary session of Congress of Russian Union of Industrialists and Entrepreneurs.

Therefore, I consider it essential to ensure the stability of rules during their implementation and to develop practical measures for lowering investor risks. All these provisions must be incorporated in the law on encouraging and protecting investments. Also, I would like to point out that we need to take additional decisions on the system of special investment contracts so as to enhance the effectiveness of this tool for boosting the development of unique breakthrough technologies in Russia.

I know that our colleagues in the Government have not yet coordinated their position on the draft law on encouraging and protecting investments. Of course, it is a fundamentally new and complicated document in a number of ways, which calls for a thorough analysis of all the details. However, we must accelerate work on this document without sacrificing quality, and we must complete this work as soon as possible, taking into account the positions of businesses and business associations and the proposals that will certainly be put forth today.

Another major issue, about which I spoke in detail in my Address, if you remember, is the environment and the shared responsibility of the state, society and business for the environment and for our ecological well-being.

You know that this year we have launched the full-scale mandatory process of our enterprises’ transition to the best available technology and new environmental standards. This should reduce environmental damage, improve the environment in our largest industrial centres and encourage in-depth industrial modernisation.

I would like to point out again that we must be guided above all by the interests of the people. I am sure you are well aware that it is unacceptable to delay the departure from obsolete technologies or try to moderate environmental laws, including the draft law on emission quotas. If we permit this, we will be unable to formulate and implement new solutions; we will continue to mark time, lagging ever further behind other countries in the quality of life and, certainly, in economic efficiency.

Therefore, I suggest that today we focus on the persisting problems in this sphere. They do exist, and we know about this. We must discuss and take coordinated decisions on the regulatory and any other obstacles that are hindering the transition of our industry to the best available technologies and strict environmental standards.

And another area that I would like to mention separately. A secure residential construction financing system using so-called escrow accounts should go on stream from July 1. That is, the prospective property owners’ contributions will not go to the developer directly, as before, but will be channelled into a special account at the bank and transferred only in exchange for apartments. Construction companies will need to attract larger bank loans using project financing arrangements.
At a plenary session of Congress of Russian Union of Industrialists and Entrepreneurs.

We all understand that this is a new tool for the industry, and we must all work together so as not to reduce, but consistently increase the pace of housing construction. That is, based on the new financing plan. So a clear and transparent interaction between banks and companies, as well as incentives for banks to finance residential projects is of paramount importance. And of course, there should be clear sources for financing social and utilities infrastructure. I would ask representatives of the construction industry – we have already spoken many times about this, met with many colleagues at different levels, and I also held relevant meetings – but if there are questions, I am urging you to raise these and other relevant issues today as well.

Colleagues, exactly five years ago, at the RSPP congress, business associations and the Agency for Strategic Initiatives launched an important project – the National Investment Climate Ranking. This has provided an incentive for management teams in the regions to change their approaches, to provide support to business leaders who are ready to invest in creating jobs, expanding and updating their facilities.

It is important that work on improving the business environment continues. I know that on the sidelines of this congress, the leading business associations and the Agency for Strategic Initiatives signed an agreement on organising the work of a special information platform, which was also discussed in the Address, as you must have noted. With the help of this platform, I hope entrepreneurs will have an additional opportunity to report the facts about any illegal pressure, attempts to seize property, and so on. The heads of law enforcement agencies have already been instructed to provide you with the necessary assistance, to engage in this work and use the emerging mechanism to improve their activities.

I expect that thanks to this cooperation, a major step will be taken to improve the investment climate and increase the transparency of the business environment, so that the conditions for small, medium-sized and large businesses’ entrepreneurial initiatives are in line with the large-scale strategic goals our country faces.

Thank you.

Meeting with Gazprom CEO Alexei Miller

Chair of the Gazprom Management Board reported to the President on the company’s performance in 2018 and plans for 2019. The discussion also focused on connecting Russian regions to the gas supply network.
March 12, 2019
13:30
The Kremlin, Moscow
With Gazprom CEO Alexei Miller.

President of Russia Vladimir Putin: Mr Miller, let us begin with the results of the previous year. Do you have the final reports?

Gazprom Management Board Chairman Alexei Miller: We have completed management accounting. In 2018, Gazprom produced 497.6 billion cubic metres of gas. This is 5.7 percent or 26.6 billion cubic metres more than in 2017.

At the same time, gas consumption in the domestic market increased. We supplied 12.8 billion cubic metres more gas than in 2017, which represents an increase of 5.5 percent. The supply to households and utility companies increased by 4.3 percent, to electric energy facilities by 9.5 percent, to agricultural chemicals facilities by 13 percent, and metal production by 18.5 percent. The volume of gas exports to far abroad has also grown. We set yet another record for gas exports, reaching 201.8 billion cubic metres, which is 3.8 percent or 7.4 billion cubic metres more than in 2017.

In particular, it should be emphasised that our main partner and client, Germany, significantly increased its gas consumption. Germany’s Russian gas consumption grew by 9.5 percent year-on-year meaning we supplied 58.5 billion cubic metres in 2018. This is more than the capacity of Nord Stream alone.

Without doubt, it should be noted that the upward trend in demand for Russian gas continues; therefore, in the medium term we expect that the volume of gas supplies to the European market will grow even more.
At a meeting with Gazprom CEO Alexei Miller.

As of the end of 2018, the share of Russian pipeline gas in the European market stood at 36.7 percent.

Of course, one of Gazprom’s priorities is to ensure sufficient supplies for the autumn and winter period. By the beginning of that period, we had pumped 72.27 billion cubic metres of gas into underground storage facilities, which allowed us to safely withdraw 812.5 million cubic metres of gas every day, the largest volume ever. Overall, at the beginning of the reporting period, the company had increased the daily withdrawal of gas from underground storage facilities by 31 percent over the past eight years. We plan to withdraw 843.3 million cubic metres daily in the autumn and winter period of 2019–2020.

Last year we launched production at the Bovanenkovo field, our largest deposit in Yamal. Mr President, you know the specifications of this field very well. Its gas reserves amount to 4.9 trillion cubic meters. We plan to produce gas at the field until 2124. Production has reached the target of 115 billion cubic metres per year. In winter, we can produce 317 million cubic metres of gas a day at the field.

We have created new facilities to transport gas from the Yamal Peninsula. We have built the Ukhta-Torzhok 2 gas pipeline within the framework of the northern gas shipment corridor, which is becoming the leading facility for the delivery and distribution of gas to consumers in Russia and also for export.

Last year we completed two lines of the TurkStream underwater pipeline ahead of schedule. Construction was finished in November. One more major event was the launch of the LNG regasification terminal in Kaliningrad Region at the end of 2018.

Vladimir Putin: How is work rpogressing on the Power of Siberia project?
Meeting with Gazprom CEO Alexei Miller.

Alexei Miller: We are ahead of schedule. Gas deliveries to China from the Chayandinskoye field will begin on December 1. We will start exporting gas to China as soon as the field becomes operational. It will be a landmark event, for we will enter a huge gas market. Gas consumption in China increased by 17.5 percent last year. China is the fastest growing natural gas market in the world, offering huge opportunities to Russian gas producers.

This year, we will launch the Turkish Stream and its two branches will receive 31.5 billion cubic metres of gas. We plan to extend the Northern corridor of gas transportation facilities from Gryazovets to the Slavyanskaya compressor plant. This will allow for gas deliveries to Nord Stream 2 and to the consumers in Leningrad Region.

Vladimir Putin: Tell me about progress in connecting Russian regions to gas supplies.

Alexei Miller: Mr President, the gasification programme is being carried out in 66 Russian regions involving Gazprom as one party and local officials as the other party. As you know, Gazprom is responsible for gas delivery and the construction of facilities up to the boundaries of residential areas. The local officials are responsible for connecting their facilities to the gas network, constructing local networks and boiler houses and providing consumers with the necessary equipment.

By the end of 2018, more than 2,000 km of gas pipeline were built, which allowed 272 residential areas and 49,000 households to be connected to the gas distribution network. Some 210 boiler houses were built. As of January 1, 2019, the main gas network coverage indicator across the country was 68.6 percent (71.3 percent in cities and 59.4 percent in small towns). As you remember, when you instructed us to more actively implement the programme in rural areas, this indicator in rural areas was 25 percent lower. Without a doubt, there is a huge potential for increasing the rate of gasification. This, of course, primarily depends on local funding. Last year, Gazprom invested 36.7 billion rubles into the gasification programme. And, most importantly, we can increase the funding by 50 percent, even double it, but it is important to synchronise our efforts so that…

Vladimir Putin: The regions could take over.
Gazprom CEO Alexei Miller.

Alexei Miller: Yes, so they could take over. Of course, we can see that the pipelines built by Gazprom are not operating 100 percent. There is no doubt that if the facilities built by Gazprom were supported by respective efforts on behalf of the regions, the level of gasification in the rural areas would already be 65 percent. That is, if the regions could increase their funding of the gasification programme, we could connect many more areas to the gas distribution network.

Vladimir Putin: What is the expected growth of this indicator this year?

Alexei Miller: One percent.

When we started the gasification programme, the rate was around 1.5 percent. Obviously, the cost per project increases because the areas we are dealing with are more and more remote. But every year brings different results. Sometimes we get 0.6 or 0.7 percent per year. In 2019, we expect it to be 1 percent.

Without a doubt we could increase the rate but, in any case, we can see that, within ten years at the most, we can reach the level of gasification that will allow us to say that this matter is completely resolved in Russia. Of course, we could shorten this period because we understand that, in any case, the pipeline gas will not be delivered to all the areas. Some places receive propane-butane or LNG – something that we call localised gasification. In this context, of course, the role of LNG, for example, and localised gasification is becoming more significant at this stage of the gasification programme in the country.

Vladimir Putin: I have a request. Please prepare Gazprom’s proposals on how to increase the gasification rate in the country so that we could synchronise this work with both the Government and the local authorities.
