● Eurogroup | | 01/03/2024 14:32 | Press release | | | | We welcome the submission of the updated draft budgetary plan (DBP) for 2024 of Slovakia on 12 December 2023, as well as the Commission´s Opinion published on 16 January 2024. We note that the budget was passed into law on 21 December 2023, shortly after the submission of the updated DBP and ahead of the publication of the Commission Opinion. In this respect we recall that the Two Pack Code of Conduct requires Member States to submit their DBPs well in advance of the envisaged budget approval by the national Parliament, allowing the Commission to issue an opinion and the Eurogroup to have a discussion on this basis, before the budget adoption. In this case, Slovakia’s submission did not respect the Two-Pack Code of Conduct, due to the decision to have a budget in place before the year-end and to avoid operating under a provisional budget and the related uncertainty following elections over the autumn. We recall the importance of adhering to the Two Pack Code of Conduct requirements. |

● Council of the EU | | 27/02/2024 18:35 | Press release | | | | To support clean and modern shipping in the EU, the Council presidency and European Parliament’s negotiators reached provisional agreements on two pieces of legislation of the ‘maritime safety’ legislative package, namely those amending the 2009 directives on compliance with flag state requirements and on port state control. "Today’s agreements will substantially contribute to safer and cleaner maritime transport in Europe. Our marine environment will be better protected, and the highest standards of shipping will be adequately preserved with the use of modern tools and through an enhanced cooperation between competent authorities." Paul Van Tigchelt, Belgian deputy prime and minister of justice and the North Sea The revised directives achieve a careful balance between, on the one hand, the need to ensure a high quality of shipping and, on the other, the need to safeguard the competitiveness of the European shipping sector, while also maintaining reasonable costs for operators and member states' administrations. Directive on compliance with flag state requirementsThe directive regulates the enforcement of rules applicable to flag state at the EU level. The responsibility for monitoring the compliance of ships with IMO conventions lies with the state where the ship is registered and whose nationality the ship holds: the flag state. |

● Council of the EU | | 26/02/2024 13:04 | Press release | | | | Today the Council has decided to prolong the restrictive measures linked to internal repression in Belarus and regime’s support for Russia’s war against Ukraine for another year, until 28 February 2025. The decision was taken on the basis of the annual review of the restrictive measures and in view of the continuing repression and drastically deteriorating human rights situation in Belarus, and the ongoing involvement of the country in Russia’s illegal military aggression against Ukraine. Since August 2020, the EU has imposed several successive rounds of individual and sectoral sanctions, against those responsible for internal repression and human rights abuses in Belarus, and in the context of Belarus’ involvement in Russia’s war against Ukraine. With these measures, the EU is signalling to the political and economic actors responsible that their actions and support for the regime and to Russia come at a cost. |
