Council adopts regulation on gas storage

 

Press material Monday 27 June 2022   ● Council of the EU   27/06/2022 10:01 | Press release | Council adopts regulation on gas storage   The Council has definitively adopted a regulation aiming to ensure that gas storage capacities in the EU are filled before the winter season and can be shared between member states in a spirit of solidarity, despite disruptions in the gas market. This is an important step in strengthening the security of the EU’s energy supply in the context of the war in Ukraine. "Having concluded negotiations in less than two months, the EU now has a tool which requires all member states to have adequate gas storage for the winter period and which makes it easier for countries to share. I welcome this highly operational regulation which, in the current international context, allows us to reinforce Europe’s energy resilience and actual solidarity among member states." Agnès Pannier-Runacher, Minister for the Energy Transition The regulation provides that underground gas storage on member states’ territory must be filled to at least 80% of their capacity before the winter of 2022/2023 and to 90% before the following winter periods. Overall, the EU will attempt collectively to fill 85% of the total underground gas storage capacity in the EU in 2022. As gas storage capacities and national situations vary greatly, depending on their situation, member states will be able to partially meet the storage target by counting stocks of liquefied natural gas (LNG) or alternative fuels. To reflect the situation of member states with very large storage capacities compared to their domestic gas consumption, the filling obligation for underground stocks will be limited to a volume corresponding to 35% of the average annual gas consumption of member states over the last 5 years. Some member states do not have storage facilities on their territory, and so the regulation provides that they should store 15% of their annual domestic gas consumption in stocks located in other member states and thus have access to gas reserves stored in other member states. This mechanism will strengthen the security of their gas supply while also sharing the financial burden involved in filling the EU’s storage capacities. The regulation also provides for compulsory certification of all underground gas storage site operators by the authorities of the member states concerned. The aim of this certification is to avoid the potential risks of external influence on critical storage infrastructures, which could jeopardise the security of the EU’s energy supply and other essential security interests. A fast-track certification procedure is to apply for storage sites with capacities above 3.5 TWh which were filled at levels below the EU average in 2020 and 2021. Storage capacity filling obligations will come to an end on 31 December 2025, but stock operator certification obligations will continue to apply beyond that date. The regulation also provides for a derogation to be granted to Cyprus, Malta and Ireland as long as they are not directly interconnected with the gas system of other member states.

Press material Sunday 26 June 2022   ● European Council   26/06/2022 19:20 | Statements and remarks | Statement by President Michel at the G7 summit side event on Partnership for global infrastructure and investment   The EU fully supports the G7 Partnership on Global Infrastructure and Investment. The reason for this is simple. We have always been a leader in cooperating with developing countries. 46% of global development aid comes from the European Union. And every year, almost 70 billion euros go towards funding more peace, more prosperity, and more development. The G7 is committed to values, standards, transparency, principles, and so, too, is the EU. We focus on smart, clean and secure investments in sustainable infrastructure as well as in digital infrastructure, climate, energy and transport. We also invest in the power and potential of people, in their education and health as well as in cutting-edge research. The EU is a project of peace and prosperity. It is anchored in the rule of law and multilateralism. We rally our partners around high standards in human, social, and workers’ rights. Our G7 Partnership wants to drive forward infrastructure that is sustainable, inclusive, resilient and high quality, in emerging markets and in developing countries. One example of this is the EU's investment in vaccines and medicine production, in particular in African countries. Multilateral development banks (MDBs) will play a catalyst role in mobilising private capital along with our public support. The European Union is promoting its Global Gateway initiative, too. At our EU-Africa Summit, last February, we announced an Africa-Europe Investment Package of 150 billion euros. We are investing in many projects, in Africa and with Africa. The submarine EurAfrica Gateway Cable and the local pharmaceuticals cooperation are two good examples of this. In addition, in the Indo-Pacific region, we are very engaged in the field of sustainable connectivity in transport, energy and technology. In conclusion, we need values and standards. That is why we are fully on board. I am convinced that the G7, and the EU, are taking the right direction for a more stable and forward-looking partnership. Thank you.

Access all TTB online services at myTTB.gov June 24, 2022 Announcing New Appointments at TTB We are pleased to announce several personnel changes effective this month that will allow TTB to remain flexible to meet our mission needs, fulfill new mandates, and facilitate continued improvements to bureau operations. We established a new executive directorate, the Office of Policy and Planning (OPP) which will be led by Elisabeth (‘Lis’) Kann, as the Assistant Administrator, Office of Policy and Planning, where she will lead cross-bureau teams in addressing priority policy issues and mandates affecting the bureau.  In her new capacity, Lis will continue to serve as the bureau’s Chief Risk Officer while also managing TTB’s strategic planning and analytics programs.  Most recently, Lis served as the TTB’s Assistant Administrator for External Affairs/Chief of Staff and has been at TTB for over 11 years. In view of her successful stewardship of high-profile, cross-directorate initiatives to date, Lis’ placement in this new position situates the bureau well to handle the new and mission-critical challenges that lie ahead. Amy Graydon will serve as TTB’s new Assistant Administrator for External Affairs/Chief of Staff. Amy joins TTB from the Department of Transportation, where she was the senior executive Director of the Office of Policy, Strategic Planning, and Regulations at the Federal Motor Carrier Safety Administration.  In this capacity, she led the organization’s efforts to build a long-term strategic plan and coordinated extensively across the Department’s multiple operating components to drive transformational initiatives with broad-based public impact.  In her new role, Amy will focus on improving TTB’s stakeholder engagement, communications, and public affairs functions while also facilitating management of the bureau’s internal processes and workflows.  We are also pleased to announce that Christina McMahon has been selected as TTB’s Chief Counsel.  Christina comes to us from Treasury’s Office of General Counsel (Enforcement & Intelligence) where she supported the Department’s intelligence community as the Legal Counsel for the Office of Intelligence and Analysis (OIA) and was serving as Acting Chief Counsel at TTB.  Christina has prior experience working at TTB, serving as a Presidential Management Fellow in the Regulations and Rulings Division and then in the Office of the Chief Counsel as an attorney-advisor in the Tax and Trade Division.  Christina received both her law degree and B.A. from Tulane University in New Orleans. And finally, we’d like to welcome Cameron (‘Cam’) Brown, who recently joined TTB as the Acting Deputy Assistant Administrator for Headquarters Operations as a detailee.  Cam joins us from the Department of Homeland Security, where he most recently served as the Acting Principal Deputy Chief Counsel for the Cybersecurity and Infrastructure Security Agency (CISA), leading CISA's Office of the Chief Counsel (OCC).  His OCC portfolio has included responsibility for general law, rulemaking, regulatory enforcement, cybersecurity, infrastructure security, and operational legal work. Lis’ extensive and successful bureau experience leading complex initiatives coupled with Christina, Amy and Cam’s broad range of expertise will help us adapt to better proactively identify, prepare for, and respond to challenges as they arise. TTB's New Office of Policy and Planning TTB’s Regulatory Agenda Update Now Available TTB’s planned regulatory and deregulatory actions are now available as part of the Treasury Department’s regulatory update. Each spring and fall, the Regulatory Information Service Center compiles the semiannual Unified Agenda of Federal Regulatory and Deregulatory Actions, covering approximately 60 departments, agencies, and commissions.   The Unified Agenda provides uniform reporting of data on regulatory and deregulatory activities under development throughout the federal government. On Tuesday, Speaker Pelosi welcomed her constituent, Alexander Tseng, and their mother, Cecillia, to the United States Capitol. Tseng was congratulated on winning the CA-12 Congressional Art Competition, and their work will be displayed in the Capitol.

On Wednesday morning, the Speaker joined Tibetan leaders for the 8th World Parliamentarians’ Convention on Tibet to reaffirm the United States’ commitment to the Tibetan people. That afternoon, she joined the Congressional Hispanic Caucus, Dolores Huerta and farmworker advocates to discuss the Farm Workforce Modernization Act.

On Thursday, in Statuary Hall, Speaker Pelosi hosted the unveiling of a portrait of the late Congresswoman Patsy Takemoto Mink, the first woman of color elected to Congress and a driving force behind enacting Title IX fifty years ago. In the Capitol Visitor Center, she greeted the Georgetown University Center on Faith and Justice Summer Academy. Back in her office, she welcomed, first, Ambassador Bridget Brink of the United States to Ukraine, and later, Ambassador Rahm Emanuel of the United States to Japan. Speaker Pelosi then greeted Congressional district directors during their fly-in conference at the Library of Congress. In the evening, she greeted visitors at a film screening of “Hiding in Plain Sight: Youth Mental Illness.”
