● Eurogroup   18/10/2023 19:57 | Statements and remarks | Statement by the Eurogroup on the decision of the ECB’s Governing Council to launch the next phase of the digital euro project   The Eurogroup has been regularly engaging in a dialogue with the European Central Bank (ECB) and the European Commission regarding the digital euro. We issued a statement in January 2023 summarising the key political dimensions of a digital euro arising from our discussions, thereby supporting the work carried out by the Eurosystem and the Commission, in full respect of the institutional roles and mandates of all actors involved. We continued our regular exchanges on the political dimension of a digital euro throughout this year.

● Eurogroup   16/10/2023 20:30 | MEETING | Main results - Eurogroup, 16 October 2023   Ministers exchanged views with US Secretary of the Treasury Janet Yellen on the global outlook and economic and financial policies. They discussed the future of European capital and financial markets, with a focus on solutions for unlocking funding. The Eurogroup also took stock of the progress on the digital euro project and discussed the implementation of the euro area recommendations for 2023.

● European Council   15/10/2023 19:06 | Press release | Statement of the Members of the European Council on the situation in the Middle East   Today, the members of the European Council have adopted a statement that sets the EU’s common position on the unfolding situation in the Middle East. The European Union condemns in the strongest possible terms Hamas and its brutal and indiscriminate terrorist attacks across Israel and deeply deplores the loss of lives. There is no justification for terror. We strongly emphasize Israel’s right to defend itself in line with humanitarian and international law in the face of such violent and indiscriminate attacks. We reiterate the importance to ensure the protection of all civilians at all times in line with International Humanitarian Law. We call on Hamas to immediately release all hostages without any precondition. We reiterate the importance of the provision of urgent humanitarian aid and stand ready to continue supporting those civilians most in need in Gaza in coordination with partners, ensuring that such assistance is not abused by terrorist organisations. It is crucial to prevent regional escalation. We remain committed to a lasting and sustainable peace based on the two-state solution through reinvigorated efforts in the Middle East Peace Process. We underline the need to engage broadly with the legitimate Palestinian authorities as well as regional and international partners who could have a positive role to play in preventing further escalation.

● Eurogroup   12/10/2023 19:46 | Press release | G7 Finance Ministers and Central Bank Governors’ Statement   We, the G7 Finance Ministers and Central Bank Governors, met in Marrakech, joined by the Heads of the International Monetary Fund (IMF), World Bank Group (WBG), Organization for Economic Cooperation and Development (OECD), and Financial Stability Board (FSB). We were honored to be joined by the Ukrainian Finance Minister Sergii Marchenko. We express our deepest condolences to the victims and their families affected by the earthquakes in Morocco and Afghanistan as well as the floods in Libya. We are committed to providing necessary assistance. We hope that the successful World Bank/IMF Annual Meetings in Marrakech will accelerate Morocco’s strong recovery from the disaster. We unequivocally condemn the recent terror attacks by Hamas on the State of Israel and express our solidarity with the Israeli people.

Digital euro

The Eurogroup took stock of the advancement of the digital euro project, based on an update from the European Commission ahead of the publication of its legislative proposal and a presentation by the European Central Bank (ECB) on the high-level product description of the digital euro, including aspects related to the compensation model for the digital euro.



Issues that ministers discussed today were the importance of developing a compelling and clear narrative regarding what would be the added value of this development and the difference that it would make to the lives of the citizens of Europe and to the commercial activity of businesses within the European Union. Work programme

The President of the Eurogroup, Paschal Donohoe, will present the Eurogroup work programme for the period until March 2024. Ministers will be invited to give their views and endorse the programme.

Post-programme surveillance

Ministers will discuss post-programme surveillance for Greece, Cyprus, Ireland, Portugal and Spain. The institutions will be invited to present the main points of the latest reports of these five member states. The International Monetary Fund (IMF) will also take part in the discussion.
Article IV review of euro area policies

The IMF will present the main messages of its ‘article IV mission’ to the euro area. Its concluding statement will be published shortly thereafter.

The article IV review of the euro area is a regular exercise in which the IMF reviews economic developments, consults with euro area policymakers and provides targeted policy advice. The discussions in the Eurogroup are a valuable opportunity to exchange views on current developments and emerging challenges.
In inclusive format:
Capital markets

The IMF, the ECB, and the Commission will present their views on the performance of European capital markets. Ministers will give initial reactions. This will set the scene for further policy discussions on the future of the capital markets union, following the approach agreed in the Eurogroup in inclusive format in May, and without prejudice to the legislative discussions in the Council.Capital markets union (background information)

Macroeconomic developments in the euro area

The Commission presented its Spring Economic Forecast to the Eurogroup. On this basis, the Eurogroup exchanged views on the economic prospects and challenges for policy coordination going forward.



Overall, the picture is still one of economic resilience within the euro area. However, also one where our growth is continuing to hold up at a level that is better than we would have expected. At the same time, inflation is still too high and it needs to come down. We were honored to be joined virtually by the Ukrainian Finance Minister Sergii Marchenko. We reaffirmed our strong commitment to our united response to Russia´s war of aggression against Ukraine, which is also an attack on the rule of law and the principles of the UN Charter, and to our unwavering support for Ukraine for as long as it takes. ● Eurogroup   09/05/2023 12:45 | Press release | President of the Eurogroup, Paschal Donohoe, travels to Japan to participate in the G7 Finance Ministers and Central Bank Governors meeting in Niigata on 11-13 May 2023   President of the Eurogroup and Minister for Public Expenditure, NDP Delivery and Reform, Paschal Donohoe, T.D., is in Japan where he will participate in the G7 meeting of Finance Ministers and Central Bank Governors. The G7 meeting, which takes place on 11-13 May, will be chaired by the Japanese Presidency of the G7. During the meeting, Minister Donohoe, as President of the Eurogroup, will take part in discussions which will focus on providing continued support to Ukraine’s economic resilience and reconstruction; global economic stability, growth and recovery; accelerating climate action and an orderly and just transition to net zero; and the key challenges for the international financial sector. In dialogue with partner countries, the agenda will focus on tackling immediate challenges facing developing countries and strengthening international cooperation for sustainable and inclusive growth. The agenda for the second day includes a joint meeting of G7 Finance and Health Ministers, an update on progress on international taxation and work on development finance and economic security.

Macroeconomic and financial developments

The Eurogroup took stock of macroeconomic and financial stability developments. The Commission and the European Central Bank (ECB) updated ministers on the macroeconomic and financial situation. The chair of the ECB Supervisory Board, Andrea Enria, and the chair of the Single Resolution Board, Dominique Laboureix, provided their assessment of recent banking sector developments. This allowed for a broad exchange of views and offered preliminary insights for policy makers into recent developments in the international banking sector. The chair of the European Parliament's committee on economic and monetary affairs, Irene Tinagli, participated in the discussion.



The speed with which recent events in the financial sector have unfolded is a key theme that emerged from our discussion today. When we met a number of weeks ago, the Commission and the ECB had already debriefed us on issues that were taking place within America and some of the consequences of this for our wider financial system. Closer to the euro area, the developments that took place with regard to the merger of Credit Suisse with UBS were also a key area of focus. Acknowledging the speed of these recent developments, all ministers and all those who contributed this morning also acknowledged the fact that our banking system remains resilient and stable. Strong rules and strong supervision are the first line of defence. The work that has happened over many years with regard to the regulation and the resilience of our banking system proved so valuable over the last number of months.Paschal Donohoe, President of the Eurogroup
Eurogroup statement on the future of the banking union

Ministers followed up on the Eurogroup statement on the banking union of June 2022. In this context, the Commission presented the main objectives of its legislative package on the crisis management and deposit insurance framework that was presented on 18 April 2023. Ministers had a high-level political discussion. The legislative process will take place in the Council.


We looked at further steps regarding how we can make our system even more resilient. Two key priorities: looking at how we can continue to deliver against our commitment that the European Stability Mechanism can provide the liquidity backstop to the Single Resolution Fund; and looking at how we can deepen our resilience, reviewing the framework for crisis management and deposit insurance schemes targeting in particular small and medium-sized banks within the European Union. We will do all of this work because we know we need to continually upgrade our framework for managing banking difficulties. This is why I very much welcome the huge work that the Commission has done since our agreement in June to bring forward the proposal. I believe that moving forward on those areas, deepening and strengthening our capital markets is vital to not only how we can manage risks, but equally vital regarding how we can deepen our ability to invest in a better future for our citizens. Now is the time to proceed. Now is the time to move on with the really important legislative negotiations that will be starting immediately within the Council.
