Among the tools in play are macro-economic policy (spending and taxation measures), monetary policy and sector-specific support or incentives. They are also reflecting on how best to counter the impact of the crisis, depending on the type of economy concerned (notably advanced industrialised or emerging market economies). This note offers links to recent commentaries and reports from international think tanks on coronavirus and related issues. Πηγή : © Ευρωπαϊκή Ένωση, 2020 - EK Briefing - Three critical issues in EU-UK relations - 08-06-2020 08-06-2020 Briefing - Three critical issues in EU-UK relations - 08-06-2020 08-06-2020 12:00 AM CEST Following the withdrawal of the United Kingdom (UK) from the European Union (EU) on 1 February 2020, the EU and the UK launched negotiations on a new partnership agreement, to come into effect at the end of the transition period, scheduled for 31 December 2020. The negotiations are intended to address nearly all the domains covered in the Political Declaration negotiated by both parties alongside the Withdrawal Agreement, including trade and economics, fisheries, thematic cooperation, and internal and external security. As far as negotiations on the future economic relationship are concerned, while the parties agree in principle on an exceptional zero-tariff and zero-quota comprehensive and balanced free trade agreement (FTA) aiming for as 'frictionless' trade as possible, they still disagree on major aspects of the economic partnership, especially fisheries and level playing-field (LPF) commitments. The EU wants the future agreement in the fisheries domain to retain the status quo as far as possible, including reciprocal access to waters in return for access to markets and quota-shares that are based on historical fishing patterns. The EU also insists that an effective LPF would ensure fair competition. After the third round of talks, which took place in May 2020, the UK's chief negotiator, David Frost, said that the EU proposal on fisheries was ‘simply not realistic’, and it was unacceptable that the LPF binds the UK to EU law or standards; if need be, the UK would aim for a less ambitious FTA. The EU's chief negotiator, Michel Barnier, said that negotiating an FTA providing for tariffs would be far more time-consuming, and the EU would still demand the same LPF commitments because 'open and fair competition is not a "nice-to-have", it is a "must-have" '. Following the fourth round of negotiations, from 2 to 5 June, the positions therefore still seemed irreconcilable. However, the long stand-off in the earlier negotiations on UK withdrawal had seemed equally irreconcilable before the final agreement was reached and then ratified. One area in which the two sides did manage to agree in those negotiations is the financial settlement included in the Withdrawal Agreement. While that settlement is now being implemented, it had initially been seen as one of the more difficult areas of the withdrawal negotiations. The fiscal policy instruments deployed include the adaptation of State aid rules to the exceptional circumstances to allow Member States to support their economies by means of direct or indirect intervention. From a competition law point of view, measures that constitute State aid are in principle illegal, unless issued under an exemption, such as the De minimis Regulation or the General Block Exemption Regulation, subject to notification and European Commission approval. The State aid rules do, however, already allow for aid to compensate for damage caused by natural disasters and exceptional events, such as a pandemic. State aid can also be used to remedy serious disturbances to the economy. The temporary framework adopted by the Commission in March 2020 sets out temporary State aid measures that the Commission will consider compatible with the State aid rules, allowing Member States full flexibility in supporting their coronavirus-stricken economies. The temporary framework is in place to address Member States' various needs more effectively. The framework initially focused on measures to ensure liquidity. Since early April, it has been widened to include measures to support the economy and coronavirus-related medical investment, research and production, as well as measures to ease the social and tax liabilities of companies and the self-employed and measures to subsidise workers' wages. The Emperor is the symbol of the state and does not hold political functions, only performing ceremonial duties. Nevertheless, he can have a relevant diplomatic role. With Emperor Naruhito's enthronement in 2019, following his father's abdication, Japan has entered the Reiwa (beautiful harmony) age. The 2001 administrative reform strengthened the Prime Minister's leadership in the cabinet. The Chief Cabinet Secretary also plays a relevant role. Abe Shinzō, leader of the Liberal-Democratic Party, is Japan's longest-serving prime minister, having been at the head of the executive since December 2012. The Supreme Court is at the top of the judiciary system. It is not a constitutional court, despite handling appeals arising from actual disputes. The appointment of its Justices is reviewed by the people at the first general election of the Lower House following their appointment. Japan is a unitary state divided into 47 prefectures. A Metropolitan Government administers the capital, Tokyo. Japan's 1947 Constitution recognises 'local self-government.' Local governments carry out many of the national policies and programmes. They have limited autonomy, also because of their dependence on financial resources from the central government. Japan has a bicameral system − the Diet. Although the two chambers share legislative powers, the Lower House (House of Representatives) prevails in the legislative process and is empowered to adopt the final decision on the budget and on the approval of international treaties. Changes in the regional geopolitical environment and in the country's demographic structure have prompted debates on issues such as the revision of the 'pacifist' Article 9 of the Constitution and the seat distribution among electoral constituencies. Innovations in the public sector mainly focus on processes, products, organisation and communication. Citizens and businesses alike benefit from a professional and modern public administration in terms of better governance, faster service delivery, co-creation and co-design of politics. There is no overall European Union law that targets public sector innovation per se. The European Commission, however, provides guidelines on public sector innovation. Many of these guidelines aim to tackle challenges deriving from digital transformation, increased mobility and cross-border interoperability. In 2013, an expert group appointed by the Commission encouraged the EU and its Member States to overcome innovation barriers in the public sector by, for instance, improving the management and ownership of innovation processes, empowering innovation actors, and providing standards for innovation. In this context, the EU has been implementing its innovation union policy, promoting best practices and co-financing the establishment and activities of the Observatory of Public Sector Innovation (OPSI) of the Organisation for Economic Co-operation and Development (OECD). While today many of the expert group's recommendations have been implemented – such as innovation labs and networks, policy labs, innovation scoreboards or toolboxes – some, however, remain unaccomplished. The European Parliament has demonstrated a positive stance towards innovation in the public sector on several occasions, including encouraging the Commission to speed up the realisation of the digital single market. More recently, Parliament adopted resolutions on the Commission's EU e government action plan and on the proposed new digital Europe programme. Trade also impacts global biodiversity, for instance through the 'virtual' water, land, and deforestation contained in EU imports. Economic theory shows that trade with countries that fail to protect a renewable resource can be detrimental for all. Protecting global biodiversity calls for a variety of instruments, at the EU border as well as in the provisions of preferential agreements. The EU already includes biodiversity-related non-trade provisions in trade agreements, but these provisions are not legally binding and hardly effective. This is partly explained by the complexity of the issues posed by biodiversity: since there is no simple synthetic indicator, policy instruments are difficult to enforce. However, an effort to specify measurable and verifiable commitments is needed; more binding mechanisms, along with transparent and automatic sanctions in case of non-compliance should be considered. NSF announces 2020 Computing Innovation Fellows Program

New program to assist almost 60 Ph.D. computing graduates uncertain of job prospects in the era of COVID-19

The COVID-19 pandemic is disrupting all aspects of daily life and work, including what would normally be the new faculty recruiting season at institutes that perform research in computer and information science and engineering. In response, the National Science Foundation has funded the Computing Innovation Fellows (CIFellows) Program for 2020, a short-term effort to ensure that recent and upcoming U.S. Ph.D.s can remain productive in the research community until permanent research positions become available.

Supported through a $17 million award from NSF's Directorate for Computer and Information Science and Engineering (CISE), the Computing Research Association (CRA) and Computing Community Consortium (CCC) will run the CIFellows Program, offering nearly 60 postdoctoral opportunities over the next two years in computer and information science and engineering and other closely related fields.

"In the wake of the COVID-19 pandemic, we have seen unprecedented disruption to all parts of our society and economy, including our nation's academic institutions," said Margaret Martonosi, NSF's assistant director for CISE. "As we strive to help respond and care for our community, we are proud to support the 2020 CIFellows Program, which seeks to maintain talented, early career computer science researchers and educators in research pathways so that they can shape the future of the field for years to come."

A CRA survey completed on April 1, 2020, counted about 100 faculty positions being pulled from the market due to hiring freezes, and universities continue to forecast major financial losses for the upcoming academic year. These freezes come at a time when institutes would normally be recruiting new graduates. Without such opportunities, early career researchers, many of whom received federal support for their training, would likely be forced into other fields, depriving the U.S. of resources needed to drive the future economy.

The country needs a bridge to keep these highly trained researchers in the academic pipeline to preserve future computing innovation and to meet the training needs of future computing professionals. The fellows will use their time for research, enhancing their training and teaching, thereby contributing to both the current research environment and the future computing workforce.

A decade ago, CRA and CCC provided such a bridge following the Great Recession with the first NSF-funded CIFellows program, which kept 127 early career scholars in research and teaching with career-enhancing programs. CIFellows takes inspiration from that earlier project but adapts to the current uncertain situation by incorporating greater flexibility. Each fellow will have the option of doing a postdoc at their current institution or another. CIFellows can come from any research area supported by CISE.

CRA and CCC will design an application and selection process based on the style used in most technical conferences in which a program committee will assess applicants along multiple dimensions of merit and diversity and adhere to strict conflicts of interest rules to mitigate bias. Major emphases will be placed on intellectual merit and broader impacts in applicant materials.

Αντιβιοτικά αποκλειστικά και μόνο με ιατρική συνταγή

Αδιανόητη η πολυανθεκτικότητα στα αντιβιοτικά εν μέσω πανδημίας COVID-19
Χαιρετίζουμε την εφαρμογή του άρθρου 18 του Ν4675/20 όπου απαγορεύεται η προμήθεια αντιβιοτικών ουσιών χωρίς ηλεκτρονική ή χειρόγραφη (κατ’εξαίρεση) ιατρική συνταγή. Κάθε παράβαση του νόμου ισοδυναμεί με επιβολή κυρώσεων σύμφωνα με τις κείμενες διατάξεις.

Εφιστούμε την προσοχή στους ιατρούς για πιστή εφαρμογή του νόμου χωρίς καμία εξαίρεση και στους πολίτες για την πλήρη συμμόρφωσή τους λόγω των επιταγών δημόσιας υγείας, ειδικά εν μέσω πανδημίας κορωνοίού.

Επισημαίνουμε ότι απαγορεύεται η λήψη όλων των μορφών αντιβίωσης, ακόμη και σε μορφή κρέμας ή οφθαλμικού διαλύματος χωρίς την συνταγή ιατρού.

Τονίζουμε στους πολίτες ότι εκ των υστέρων συνταγογράφηση αντιβιοτικών ουσιών που έχουν προμηθευθεί από το φαρμακείο δεν είναι εφικτή, καθώς η συνταγογραφική συμπεριφορά του ιατρού είναι ελεγχόμενη, κωδικοποιημένη ανάλογα με τη νόσο και υπόκειται σε δυσθεώρητα πρόστιμα σε περίπτωση παράβασης των κείμενων διατάξεων.

Φαρμακευτικά σκευάσματα (με αντιβιοτικό) που δεν αποζημιώνονται από το ταμείο, θα χορηγούνται με χειρόγραφη συνταγή που θα εκτελείται στο φαρμακείο και θα φυλάσσεται για 2 χρόνια.

Όπως είναι ήδη γνωστό η χώρα κατέχει πρωτεία όσον αφορά την αλόγιστη χρήση αντιβιοτικών, μεγάλη συχνότητα πολυανθεκτικών λοιμώξεων στα Νοσοκομεία και στις ΜΕΘ και αυξημένη θνητότητα. Καταγράφονται ήδη θάνατοι COVID-19 που κατέληξαν λόγω επιλοίμωξης από πολυανθεκτικά μικρόβια κατά τη νοσηλεία τους σε ΜΕΘ.

Κάθε προσπάθεια αναστολής ή μη εφαρμογής του νόμου, είναι εις βάρος της δημόσιας υγείας και του γενικού δείκτη θνησιμότητας της χώρας.

Μένουμε ασφαλείς, τηρώντας πιστά τις οδηγίες του θεράποντος ιατρού μας.

Η πρόταση της Αιγύπτου εδώ και καιρό ήταν πως πρέπει να υπάρξουν κοινές περιπολίες και αρμάδα πολεμικών πλοίων όχι μόνο από την Ελλάδα και την Κύπρο αλλά κι από άλλες δυνάμεις που διαθέτουν ναυτική ισχύ, όπως η Γαλλία και όλα τα πλοία να περιπολούν στη Μεσόγειο.
