Faced with a persistent terrorist threat, the European Union (EU) is playing an increasingly ambitious role in counter-terrorism. Primary responsibility for combating crime and ensuring security lies with the Member States, but the EU provides cooperation, coordination and (to some extent) harmonisation tools, as well as financial support, to address this borderless phenomenon. Moreover, awareness of the connection between development and stability, as well as between internal and external security, has come to shape EU action beyond Union borders. EU spending on counter-terrorism has increased over the years, to allow for better cooperation between national law enforcement authorities and enhanced support by the EU bodies in charge of security and justice, such as Europol, eu-LISA and Eurojust. The many new rules and instruments that have been adopted in recent years focus, among things, on harmonising definitions of terrorist offences and sanctions, sharing information and data, protecting borders, countering terrorist financing and regulating firearms. However, implementing and evaluating the various measures is a challenging task. The European Parliament has played an active role, not only in shaping legislation, but also in evaluating existing tools and gaps through the work accomplished by its Special Committee on Terrorism (TERR) in 2018. In line with the Parliament's recommendations, as well as the priorities set by the European Commission and its counter-terrorism agenda presented in December 2020, EU counter-terrorism action has recently focused on doing more to anticipate threats, counter radicalisation, and reduce vulnerabilities by making critical infrastructures more resilient and improving the protection of public spaces. The EU will also continue to address the online dimension of various forms of extremism, in line with the laws on dissemination of terrorist content online and on the provision of digital services in the EU that have recently entered

Transatlantic ties have seen a considerable boost since Joe Biden became the 46th US President in 2021, with the US re-embracing multilateralism to varying degrees as a means to tackle multiple crises such as climate change, global food insecurity, strategic competition with China, and Russia's war of aggression against Ukraine. However, challenges in the transatlantic relationship have remained, as the EU and the US have chosen different means to achieve their climate change targets, to address supply chain vulnerabilities and to ensure their global competitive edge, with both legislating in line with the constraints of their political economies. Issues linked to these challenges and the coordination of the EU and the US approaches to China and their response to China's potential delivery of lethal weapons to Russia, if there were evidence of this, were on the agenda of recent EU-US meetings. Commission Vice-President Valdis Dombrovskis met US Treasury Secretary Janet Yellen on 2 March, and Commission President Ursula von der Leyen and President Biden then met on 10 March 2023.

The European Parliamentary Research Service (EPRS) is hosting an event entitled 'Strengthening Europe's open strategic autonomy: The need for a 'bold Europe'. The event will unpick the premise that European prosperity has for too long been based on Russian energy, trade with China and US security/defence guarantees -dependencies that are hampering strategic autonomy. The speakers will explore how the EU can reduce these critical dependencies and strengthen its strategic autonomy while remaining open to the world, accelerating the green and digital transition, and regaining competitiveness and economic opportunity, and internal resilience. They will also examine how Europe can strengthen its security and defence while promoting democracy within and outside the EU.

The purpose of climate labelling is to assist consumers in choosing among alternative product options the ones that will cause the lowest amount of global warming.
An effective climate labelling is therefore one that: (1) reflects the actual global warming impacts of the products with reasonable accuracy and robustness; (2) is based on data and calculation procedures that are widely accepted as credible, transparent, and fair; (3) allows comparisons across a relevant range of products and purchase situations; (4) is actually used by the producers, due to its low costs (or mandatory nature); (5) actually influences consumers' purchasing decisions, due to its ease of use (and availability).The aim of this workshop is to discuss how simplified, harmonised, horizontal framework for climate labelling of products on the EU market could be designed and implemented. This includes, for example, standards, product categories, data collection and databases, as well as label format and information content. Furthermore, the discussion will include ways to overcome barriers for effective climate labelling of products on the EU market, including technical and regulatory barriers, costs for producers, as well as social and psychological barriers at consumer level. The workshop will inform the ongoing STOA study on this topic.

As the European Commission prepares to launch a much awaited revised EU pharmaceutical strategy, two recent studies by the European Parliament's Panel for the Future of Science and Technology (STOA) advance possible options to tackle current weaknesses in drug development and ensure access to high-quality medicines, including the creation of large-scale European biomedical infrastructure, and a series of targeted strategies to improve EU health research coordination and reprioritise areas of unmet therapeutic need.

Briefing - Understanding EU counter-terrorism policy - 10-03-2023

Faced with a persistent terrorist threat, the European Union (EU) is playing an increasingly ambitious role in counter-terrorism. Primary responsibility for combating crime and ensuring security lies with the Member States, but the EU provides cooperation, coordination and (to some extent) harmonisation tools, as well as financial support, to address this borderless phenomenon. Moreover, awareness of the connection between development and stability, as well as between internal and external security, has come to shape EU action beyond Union borders. EU spending on counter-terrorism has increased over the years, to allow for better cooperation between national law enforcement authorities and enhanced support by the EU bodies in charge of security and justice, such as Europol, eu-LISA and Eurojust. The many new rules and instruments that have been adopted in recent years focus, among things, on harmonising definitions of terrorist offences and sanctions, sharing information and data, protecting borders, countering terrorist financing and regulating firearms. However, implementing and evaluating the various measures is a challenging task. The European Parliament has played an active role, not only in shaping legislation, but also in evaluating existing tools and gaps through the work accomplished by its Special Committee on Terrorism (TERR) in 2018. In line with the Parliament's recommendations, as well as the priorities set by the European Commission and its counter-terrorism agenda presented in December 2020, EU counter-terrorism action has recently focused on doing more to anticipate threats, counter radicalisation, and reduce vulnerabilities by making critical infrastructures more resilient and improving the protection of public spaces. Workshops - Making climate-friendly choices: Towards a horizontal framework for a European climate label - 20-03-2023 - Scientific foresight

The purpose of climate labelling is to assist consumers in choosing among alternative product options the ones that will cause the lowest amount of global warming.
An effective climate labelling is therefore one that: (1) reflects the actual global warming impacts of the products with reasonable accuracy and robustness; (2) is based on data and calculation procedures that are widely accepted as credible, transparent, and fair; (3) allows comparisons across a relevant range of products and purchase situations; (4) is actually used by the producers, due to its low costs (or mandatory nature); (5) actually influences consumers' purchasing decisions, due to its ease of use (and availability).The aim of this workshop is to discuss how simplified, harmonised, horizontal framework for climate labelling of products on the EU market could be designed and implemented. This includes, for example, standards, product categories, data collection and databases, as well as label format and information content. Furthermore, the discussion will include ways to overcome barriers for effective climate labelling of products on the EU market, including technical and regulatory barriers, costs for producers, as well as social and psychological barriers at consumer level. The workshop will inform the ongoing STOA study on this topic.
