The Prime Minister, Justin Trudeau, today announced the appointment of the Honourable James W. Gormley, a judge of the Supreme Court of Prince Edward Island, as the new Chief Justice of the Court of Appeal of Prince Edward Island.
Chief Justice Gormley replaces the Honourable David H. Jenkins, who elected to retire from his full-time position effective October 31, 2021, but continues to work as a supernumerary judge.

“Tonight, we join Israelis, Jewish communities, and many others in Canada and around the world to celebrate the 74th anniversary of the establishment of the State of Israel.
“Canada is proud to have been one of the first countries to formally recognize Israel in 1948. Since establishing diplomatic ties in 1949, our two countries have shared more than 70 years as friends, allies, and close partners, including in several international organizations. “While Canada enjoys a strong and free press, we know that this is not the case everywhere – many journalists face censorship, intimidation, violence, imprisonment, and false arrests. This year alone, many journalists were killed and hundreds imprisoned in the line of duty around the world. This serves as reminder that we must continue to advocate for journalists and for a strong and free press.

For decades, Canada’s auto sector has been creating good, middle-class jobs and driving economic growth. Today, as we continue to recover from the pandemic and accelerate our work to build a clean future, the auto sector plays a key role in supporting workers and helping us achieve net-zero emissions by 2050. By making smart investments, the Government of Canada is delivering clean air, good jobs, and a strong economy for generations of Canadians.
The Prime Minister, Justin Trudeau, was joined today by the Premier of Ontario, Doug Ford, to announce a new federal investment in project funding for automaker Stellantis that will secure thousands of jobs and modernize assembly plants for the clean tech economy. This multi-billion dollar project from Stellantis will support plants in Windsor and Brampton, Ontario, implementing flexible vehicle platforms at both plants and increasing its production of electric vehicles (EV). The Government of Canada is investing up to $529 million into this project. The Province of Ontario is also supporting the project with an investment of up to $513 million.
Following another major manufacturing deal by Stellantis in March, this new investment is yet another strong vote of confidence in Canada’s automotive sector and future as a global clean tech leader. This project includes EV production at its assembly plants and new research and development investments at its Automotive Research and Development Centre (ARDC) in Windsor.
Today’s announcement demonstrates Canada’s continued strength in automotive production and is another step toward building a strong, healthy future for Canadians. This follows the release of the Government of Canada’s 2030 Emissions Reduction Plan and Budget 2022, which propose measures to create thousands of new, good-paying jobs and grow the economy, all while fighting climate change.

Today, Prime Minister Justin Trudeau met with the Mayor of Markham, Frank Scarpitti, to discuss shared priorities.
The Prime Minister and Mayor spoke of the valuable partnership between the federal government and cities such as Markham, an economic hub that is playing an important role in Canada’s recovery from the COVID-19 pandemic. In particular, they discussed the city’s strong technology sector and its urban innovation district, Markham Innovation Exchange. They also discussed the measures proposed in Budget 2022 to support innovation, such as the launch of a Canada Growth Fund to attract investment and the creation of the Canadian Innovation and Investment Agency to help industries and businesses innovate, grow, create jobs, and be competitive. They spoke of the importance of the Yonge north subway extension in supporting economic growth and job creation in Markham and the Greater Toronto Area as we recover from the pandemic and into the future.
The two leaders discussed the war in Ukraine and emphasized their mutual support for the people of Ukraine in the face of Russia’s ongoing aggression.
Prime Minister Trudeau and Mayor Scarpitti discussed the importance of making housing more affordable for residents of Markham and all Canadians. They spoke of the measures included in Budget 2022 to build more houses, help people save for their first home, and curb speculation and unfair practices that drive up housing prices. The two leaders agreed to continued collaboration on housing, particularly around the federal government’s Rapid Housing Initiative.
The Prime Minister and Mayor agreed on the importance of continuing to take meaningful action to address these issues and working in partnership to achieve results for the people of Markham and Ontario, and for all Canadians.

The Government of Canada’s top priority remains protecting the health and safety of all Canadians. Since the beginning of the pandemic, we worked hard to secure life-saving personal protective equipment, invest in our health care system, and ensure everyone could get vaccinated. The Prime Minister, Justin Trudeau, today announced that COVID-19 vaccine developer Moderna will build a state-of-the-art manufacturing facility in Quebec to deliver made-in-Canada vaccines. When completed, this new facility will be able to produce up to 100 million mRNA vaccine doses annually. It will also create hundreds of good jobs.
Construction is set to start this year and the facility is expected to be operational in 2024 at the earliest, subject to planning and regulatory approvals. In addition to COVID-19 vaccines, the facility is expected to be able to produce vaccines for other respiratory diseases, such as influenza – pending their ongoing development by Moderna and approval by Health Canada.
Strengthening our biomanufacturing and life sciences sector across the country will help re-establish Canada’s domestic vaccine manufacturing capability, bring Canadian innovation to the front lines of tomorrow’s health solutions, and ensure we are better prepared for future health crises – all while growing the economy and creating good jobs.

This new centre will be capable of large-quantity, end-to-end production of vaccines ‒ approximately 24 million doses annually, depending on the vaccine candidate.
- In addition, Budget 2021 provided a total of $2.2 billion over seven years toward growing a vibrant domestic life sciences sector and securing pandemic preparedness. This funding will help build Canada’s talent pipeline and research systems, as well as foster the growth of Canadian life sciences firms.

As we recover from the pandemic and build a better future for everyone, we must address the existing challenges in our health care system that were laid bare by the pandemic, including for seniors and people living in rural and remote communities. By working with the provinces and territories and investing in our publicly funded health care system that Canadians are so proud of, we will provide Canadians with the quality health care they deserve, no matter where they live.
The Prime Minister, Justin Trudeau, and New Brunswick’s Minister of Social Development, Bruce Fitch, today announced the signing of a bilateral agreement to improve care for residents of the province’s long-term care homes through the Safe Long-Term Care Fund (SLTCF).
The COVID-19 pandemic was devastating for Canada’s seniors, particularly those living in long-term care homes. Through this agreement, the federal government will provide more than $22 million to support New Brunswick’s long-term care homes and assisted retirement facilities throughout the province. This funding will help them retain and hire staff, implement infection prevention and control measures, and renovate or upgrade heating, ventilation, and air conditioning systems.
The Prime Minister also highlighted some of the key measures proposed in the federal government’s Budget 2022: A Plan to Grow Our Economy and Make Life More Affordable and other recently announced investments to support health care workers and improve access to quality health care for Canadians, in particular seniors and people in rural and remote communities.
These measures include:
- Reducing surgery and procedure backlogs by proposing to provide provinces and territories with an additional $2 billion through a one-time Canada Health Transfer (CHT) top-up to ensure nurses and hospital staff have the resources necessary to repair the damage caused to our health care system by the pandemic.
- Bringing more health care workers to the communities that need them most by increasing Canada Student Loans forgiveness by 50 per cent for doctors and nurses working in underserved rural or remote communities and expanding the list of eligible professionals under the program.
- Helping improve quality of life for Canada’s aging population by investing in innovations in brain health and aging through the Centre for Aging and Brain Health Innovation; and ramping up efforts to learn more about dementia and brain health, improve treatment and outcomes for persons living with dementia, and evaluate and address mental health impacts on caregivers and models of care by supporting the Canadian Institutes of Health Research.
- Supporting the mental health and well-being of Canadians by providing $140 million over two years for the Wellness Together Canada portal so it can continue to provide Canadians with tools and services to support their mental health and well-being.
- Researching the long-term impacts of COVID-19 on Canadians and our health care system by providing $20 million over five years to support additional research efforts.
Building on historic investments in our health care system throughout the pandemic, Budget 2022 proposes new measures to ensure our system can continue to deliver the care Canadians deserve, no matter who they are or where they live. The Government of Canada will continue to work with provinces and territories to support Canadians as they age, invest in our health care workers and make our health care system more accessible, particularly in rural and remote communities. This is a key part of our plan to make life more affordable, create jobs and prosperity today, grow the middle class, and build a stronger economic future for everyone.

- New Brunswick has developed an action plan on the implementation of today’s bilateral agreement, which shows how federal investments are being used to improve infection prevention and control in long-term care homes.
- The federal government is committed to working with provinces and territories in 2022-23 to renew bilateral agreements on home and community care and mental health and addiction services to deliver the $11 billion, 10-year investment outlined in Budget 2017.

Prime Minister Trudeau and Prime Minister Draghi discussed Russia’s illegal and unjustifiable invasion of Ukraine and expressed concern for its global effects, notably on energy and food security. Prime Ministers Trudeau and Draghi underlined that this year marks the 75th anniversary of bilateral relations between Canada and Italy, and the historic and vibrant relations between the Canadian and Italian people. The two leaders tasked their officials to identify concrete initiatives to further deepen bilateral cooperation in response to a range of shared priorities and objectives, and they committed to meet in person soon.
