President of Russia Vladimir Putin: Good afternoon, colleagues,

It is a pleasure to see everyone here. I believe our meeting is a very significant, maybe even a milestone event. I will explain later what I mean. I hope that together we will take an objective, impartial look at the results we are striving to achieve and, of course, determine further steps to strengthen and, most importantly, promote the country's scientific potential in order to fully comply with our ambitious goals and the need to achieve the breakthrough that Russia requires.

First of all, I would like to remind you that over six years ago we changed the format of the Council for Science and Education and moved away from unnecessary ceremonial and protocol events. I believe that the Council has become a key and, importantly, a working platform for a dialogue between representatives of the state, the universities and the academic community in general.

I believe that precisely such open and substantive interaction allowed us to prepare and adopt such a complex and fundamental document as the Strategy for Scientific and Technological Development, to identify promising ways for promoting university science and advanced research infrastructure and reorganising the academic sector.

I called today's meeting a milestone event, because we can sum up intermediate results and take a glimpse into the future. In recent years, we managed to create state-of-the-art laboratories, to implement a megagrant programme and to launch a support system for young talented researchers. In a word, we opened up new opportunities for our fellow citizens, young and very young researchers.

I am quite certain that, like all other researchers, they are interested in playing an important part in achieving complex and ambitious goals that we set for ourselves today to ensure our country’s technological leadership and its participation on an equal footing with other countries in the global scientific process.

The things I am saying now are, of course, not simply some empty and lofty words. This is a matter of our existence and even survival in the full sense of the word.

Knowledge, technologies, competencies and human resources are the foundation for implementing our national projects and achieving our strategic goals. We are talking about a brand new quality of life, opportunities for self-realisation; about the general competitiveness of our society, economy and country in the world of the future.

We need breakthrough discoveries and developments that will make it possible to manufacture world-class Russian products and create a strong technological and production base, upgrade the transport infrastructure, introduce new construction technologies, improve the current state of the environment and healthcare, which includes our independence in key segments of the pharmaceutical industry, and increase our food security, including on the strength of our own seed and livestock resources.

Our institutes, universities, higher education institutions must provide us with full scientific and intellectual assistance for implementing national projects and development programmes and training a professional workforce to address complex research, technological and production issues.

I ask the Government to ensure the direct cooperation and coordination of the efforts of the Ministry of Science and Higher Education’s and of other agencies and authorities in the regions. I ask that this mechanism be developed and introduced promptly.

I will expand on this issue a bit later. As I have said, science, technology and education must run through our every national project and programme. In its concentrated form, this work will be carried out within the framework of our special, separate national project Science.

I would like to remind you that over 300 billion rubles has been allocated for the implementation of this national project in the course of the next six years, resulting in a total of 635 billion rubles from all sources. It is crucial for us to decide how to manage these resources.

I have mentioned more than once that it is necessary to provide assistance to strong teams of researchers and engineers who engage in breakthrough and promising research. The grant support mechanism is based on this principle and has been used to launch major scientific projects in which leading international experts are taking part.

However, let us face it, for all their effectiveness, grants have not in the full sense become a catalyst for system-wide changes in the academic and university environment. Most of the funds allocated for science are still distributed as part of routine government procurement. In fact, what is being funded, in excessive amounts, are institutions or, more precisely, their administrative expenses. Please take note of that. This is important.

I will give you more numbers. What we need to finance is not administrative expenses, but living research conducted in the interests of the country, the economy and our citizens. However, what we have now is a situation where the state gives out money without articulating state needs, which are often very ambitious and are of a fundamental nature. In fact, the appropriate ministries have been removed from formulating these goals.

Laboratories identify areas of research themselves. At first glance, this is not a bad thing, because it always goes hand in hand with research creativity and creativity in general. However, we have come up with a system of grants precisely to finance such projects. Within this system of grants, the researchers themselves determine what they should focus on and how they should go about it. The state only helps financially and administratively. But unfortunately, there are many examples of research institutions doing the same kind of research for decades on end without much to show for it.

I think young and promising specialists either leave these ‘research’ teams soon or just break down mentally for lack of interest.

For your information, last year, 40 percent of the research subjects at academic institutions failed to produce a single research paper that could be entered into any citation base. That is, there are either no results whatsoever, or no one has any interest in them.

Or take another situation. Instead of ordering a specific technology or new equipment, the concerned agencies order analytical reports and forecasts. Of course, we need these as well. But instead of getting results from ongoing research projects we get yet another package of presentations and tables, which are available in open access magazines.

Yes, of course, we need this work as well. But why describe it as research? And is it worth the money we invest in it? Do you know how much we spend on this? 40 billion rubles.

By the way, back in 2014 I issued instructions to streamline state orders so that a large number of them would be assigned through tenders. This system is being applied to universities. But why is it not being used at research establishments? I do not understand this. Why has their efficiency been inspected yet no managerial decisions have been taken based on their results?

Please note that we have three categories of research establishments, from first to third. As far as I know, first-category research establishments receive the same kind of financing as third-category ones. What is this? Socialist egalitarianism? Why have we divided them into categories then?

One more thing: we agreed that the Russian Academy of Sciences would submit a programme for fundamental research in 2017 as part of its new functions.

Vladimir Fortov said the following on November 23, 2016. Mr Fortov, I will quote you: there is nothing shameful in quoting an academician, especially when he is such an outstanding person as Mr Fortov. You said: “The Russian Academy of Sciences shall draft and submit to the Government a draft fundamental research programme for 2018–2025 and beyond.” I know the Academy now has new management, but the concept of continuity has not been discarded. We pin our hopes on this. I would like to hear today how you are proceeding with this task. I hope Mr Sergeyev [President of the Russian Academy of Sciences] will tell us about it.

Let me repeat that the timeframe is compressing and the scale of tasks and challenges is very big, it is enormous. If we continue squandering money, inching forward or simply mulling yesterday's problems, we will be late. Moreover, we might be late forever and fail to jump on even the last carriage of the technological revolution train.

We need to focus all our efforts on the areas that correspond to the national goals and priorities of the Science and Technology Development Strategy, to use the mechanism of major research programmes with measurable goals and accountability for the results. This programmatic approach will make it possible to rule out duplication and set clear objectives for research institutes and universities, state and private companies, individual laboratories and scientists. And we must, of course, make full use of the potential of research and education centres, which are currently being formed, as a resource for the spatial, intellectual and technological development of Russia.

Colleagues, I would like to underscore that we will not scrimp on science. Certainly not. However, we need to ensure that the enormous funds yield returns for the state and society and, ultimately, for the development of science itself. What is proposed in this regard?

First, it is necessary to set uniform requirements for all ministries and agencies in terms of the procedure for submitting state assignments for R&D and selecting topics for research projects, and to work out uniform qualification standards for their leaders.

Second, it is necessary to build a transparent and objective expert review process for results at all stages of research and formulate clear evaluation criteria, using the experience of the Russian Fund for Basic Research and the Russian Scientific Fund.

I know that far from all colleagues agree that one of the key performance indicators for basic research should be the number of research papers in leading publications and the citation index. Frankly speaking, I see their point. I understand that there are various fields of activity, that some are cited, while others are deliberately not cited – all that is clear, all that is understandable. But then, it is necessary to work out, as I am asking you, some objective criteria for evaluating results, based on reputational responsibility and the assessment of the professional community. How about that? After all, we do need some methods for the evaluation of research results. This needs to be done.

Now let us turn to applied research. It should not result in reports and some number of innovations but in a practical contribution from the implementation of these innovations, such as gains in longevity, lower mortality rates for various illnesses, environmental rehabilitation of territories, higher transport speeds and reliability, energy efficiency and effective digital solutions in all spheres as well as gains in labour productivity, high-tech exports and Russia’s defence capability, of course.

Third, we have set the task of replacing at least a half of the instrument base at research organisations. We should understand clearly what equipment can really provide for breakthroughs and which goals and tasks we want to solve with it so that the purchased equipment is not left to gather dust or become obsolete even before it is used, which happens sometimes. It is critically important for Russian research infrastructure, including megascience facilities, to be the best in the world. This is the only way Russia can become an “intellectual magnet” for prominent scientists and researchers.

And this brings us to number four: I believe that we should make science much more open, including publishing the results of civilian research carried out with government funds, which, of course, will increase the researchers’ sense of responsibility, popularise Russian science and promote the export of our innovations and educational services. And, of course, the process of awarding academic degrees and titles as well as electing corresponding members and academicians of the Russian Academy of Sciences should become more transparent and open to the public.

I am confident that we will be able to effectively address the tasks at the national level, if scientists and science in general enjoy the unconditional trust and support of society, of all Russians and Russia in general. We must aspire to this and achieve it.

Let us proceed to discussing the proposed issues.

Vladimir Putin: This is what I would like to say in conclusion. Firstly, we gather twice a year, and today’s meeting deals with looking into how our research programme of both basic and applied research is growing, where we are heading, with working out a range of tools. You must be aware of the way it is being prepared, the list of instructions is ready. Naturally, much of what has been said here will be heeded. We will definitely analyse and present it in a respective list of instructions, primarily instructions for the Government and different agencies. I certainly want to thank you for today’s discussion.

I would like to say the following. I said in the beginning that an additional 300 plus billion is being allocated to the Science national project, which will amount to a total of over 600 billon. I suggest that our work be arranged somewhat differently in the future. I would like to see how this money is being spent and what the outcomes of the work are. Obviously, this is not an area where one can say exactly – produce a certain result by a set date. Of course not. But we can see how things are advancing in this sphere, where we are, where we are heading and what the prospects are. This is quite possible.

I would like both Mr Fursenko [Presidential Aide] and Mr Sergeyev [President of the Russian Academy of Sciences] to think it over. And we could discuss everything not in a single important, good gathering but rather in groups – certain issues on one day, other issues on another, and then sum up the results in a broader format. This is my suggestion.

I believe in this case our discussion will be more substantive and we will be able to see how effectively these fairly significant state resources are being spent to achieve the result we are striving for.

Joint news conference by Dmitry Medvedev and Chairman of the Board of the Eurasian Economic Commission Tigran Sargsyan following the meeting of the Eurasian Intergovernmental Council

Dmitry Medvedev: We have completed a regular meeting of the Eurasian Intergovernmental Council. Let me, once again, thank our Belarusian friends for their heartfelt welcome and well-organised event. This is a difficult job and we do it through discussion, so good conditions are needed.

Today we discussed strategic directions, specific matters regarding the development of the Eurasian Union. Let me point out again, that generally, fairly good economic indicators have been achieved and common markets are being shaped within the parameters and in the areas that are stipulated in the EAEU founding treaty. A case in point is the growth of internal and external trade. This creates conditions that encourage companies to invest in new projects. And this, on the whole, increases the practical output of integration.

In a time of tremors on international markets, trade wars that are being waged today in various countries, using various methods and on various markets, the value of our integration-based association, in this sense, increases, because we act according to common rules, trying to achieve common results, allowing our economies to develop and our businesses to make investments. All this is valuable in an era of instability in the world trade system.

Regarding the outcomes, we have taken decisions on certain industries, they are all known. There are difficult issues which require more work. They include establishing a common oil and gas market, and work on the design of the Union’s financial market. We have agreed that we will combine our efforts in this area.

The Eurasian Commission reported on the results of work to remove various restrictions and barriers in the Eurasian Union’s market in 2017–2018. We are overseeing this work. The countries always have reciprocal claims here which is hardly surprising. The only way to somehow sort out this backlog is to make certain compromises and consistently work to lift various restrictions and barriers that stand in the way of our common economic market’s progress.

We have begun work on forming the foundations of the Union’s digital economy. It is one of the major areas of our activities. Unlike other areas where countries can advance at different speeds, in my view it is impossible to move at different speeds on digital.

Either we all go digital or one country or another will be sidelined and will not be able to participate in transactions at the interstate level or at the business level. Either that or we will all have to go back to the past and give up the advantages of the digital agenda. This is why we must move in unison on the digital agenda.

We selected eight projects. Two dozen more, as I have already said, are under review. We hope more favourable conditions will be created to carry out those initiatives. We have agreed today to draft a concept for applying special regimes called “regulatory sandboxes.”

Also, joint forecasts for the development of the agricultural industry have been considered today, including an assessment of the demand for and production of particular produce, foodstuffs. We have agreed to encourage the production and use of electric vehicles. We have discussed a draft budget. Overall, all the decisions that were to be signed have been adopted. I expect this will create good conditions for celebrating the 25th anniversary of the Eurasian project and the fifth anniversary of signing the Union Treaty. A special programme was devised for celebrating the event. We have approved it today.

Let me thank our Belarusian colleagues again for organising the work and let me state that I think that on the whole we did a good job.

Tigran Sargsyan: Usually, at the prime minister level, we bring up issues that require the coordinated positions of our national governments and on which sharp discussions unfold. Today’s agenda is no exception. Agreements were reached today on a number of conceptual matters on the creation of common markets, which will enable us to push these matters forward at the board level. Mr Medvedev mentioned the items that were debated today. But the main thing is that we managed to reach agreements on how we will push these matters forward. We will prepare some of these items and we will inform the presidents at the Supreme Council. A meeting of the Supreme Council will take place in St Petersburg in early December, and all the matters that we agreed on today will be submitted to the presidents as well. All the matters that Mr Medvedev mentioned will be on free access, so you can take a detailed look at the decisions we adopted. We were very productive today, which will enable us to advance our integration project considerably.

Question: Mr Medvedev, did you discuss the incident in the Kerch Strait with your colleagues today? What do you think about this and how do you see the incident?

Dmitry Medvedev: We did not discuss any incidents today because the Eurasian Commission’s agenda is about entirely different matters. This is a bilateral issue. Clearly, this is not a topic for discussion in Minsk.

But I can give an opinion on this. My thoughts are fairly simple.

Some Ukrainian analysts warned as far back as a year ago that events might take a similar turn, considering how the election campaign was going in Ukraine. It is obvious that, given the current situation, incumbent President Poroshenko has no chance to win the election and, perhaps, has no chance to even make it to the second round. Therefore, in order to achieve a certain political outcome benefiting the incumbent president, that provocation was committed. The result is the introduction of martial law that enables the current authorities to do a little muscle-flexing and earn more popular support – this is one of the possible versions. Or, perhaps, the maximalist version was attempted – I mean cancelling the elections, something that Ukrainian analysts also warned of around a year ago.

It is worth mentioning the reaction of the Ukrainian establishment, Ukrainian political figures, including ex-presidents, who asked a question that, in my opinion, is obvious: why was martial law not declared in far more complicated situations that the Ukrainian state has found itself in, while this particular incident was used as the basis for imposing martial law? The answer is also quite clear. Because this is politics, election tactics or political tactics. That is precisely how it has been perceived inside Ukraine itself and how I perceive it. Evidently, this will further complicate the processes unfolding in Ukraine. This will create or might create serious problems for the Ukrainian economy and, certainly, it does nothing to improve relations between the Russian Federation and Ukraine.

All the other assessments were given by the Ministry of Foreign Affairs and other agencies that have already commented on this very unfortunate incident.

Dmitry Medvedev’s remarks at a meeting of the Eurasian Intergovernmental Council

Colleagues, Mr Rumas,

Speaking on behalf of Russia’s chairmanship in the Eurasian Intergovernmental Council, I would like to welcome all of you to this expanded format meeting and to thank our Belarusian partners for organising this meeting.

Russia is chairing the Eurasian Intergovernmental Council this year. Overall, we have a positive view on the pace of our economic integration. We are making progress in all spheres. The common market of the Eurasian Economic Union (EAEU) is developing, even if not without difficulties. In the first nine months of this year, trade within the EAEU grew by approximately 13.5–14 percent. As much as 90 percent of our deliveries were produced in the member states. Overall, the volume of our foreign trade has increased by 22 percent, mostly thanks to our exports, which exceeded the volume of imported goods.

All five member states have strengthened their positions in trade, both within the EAEU and in international markets. This does not mean that we can now sit on our hands. We discussed very complicated, delicate and legally complex issues at our restricted format meeting, and I believe that it was a good discussion. But we will continue doing this because a number of issues merit further discussion.

I would like to say a few words about the main areas of our common work.

First, we must strengthen the internal contour of our integration and promote the development of supranational regulatory bodies. I am referring to the roadmap on removing obstacles on the internal EAEU market. We discussed this issue today at a meeting with President of Belarus Alexander Lukashenko and also here, at our meeting. We must ensure the timely implementation of this roadmap. There are some problems. We are lagging behind on some issues, which is what we must focus on.

This year we have taken a big step towards creating a common financial market. I am referring to the agreement we have signed to streamline our financial legislation. It is important to create common markets for crude oil, petroleum products and gas, as well as competitive conditions for the work of our businesses in this sphere. The implementation of our tax plans and budgets, the protection of consumer rights and fair competition depend on the transparent movement of commodities across the EAEU.

We signed the Agreement on the Marking of Goods with Identification Means in Almaty in February this year. It will help us also apply this mechanism to other groups of commodities, fight grey schemes and improve the market situation.

The ratification process for this agreement is ongoing. All of us hope it will be completed this year and we will have a truly effective document.

Second, we have joined forces in the development of promising integration spheres, primarily the digital economy. We have created the legal and institutional frameworks and selected several projects. Two more are under discussion. All the member states are working seriously in the digital sphere and have submitted their projects. This is a prerequisite for our further development in this field. We will issue instructions to the commission to work jointly with the governments to draft a concept for applying special regimes.

We must also continue developing the import substitution sphere. We see increasing protectionism in many countries and markets, where international trade rules are being neglected increasingly more flagrantly. In this context, the EAEU must set a high standard for trade cooperation and integration.

We are also doing well in the sphere of international cooperation. This year we signed a free trade agreement with Iran and an agreement on trade and economic cooperation with China. All the necessary procedures concerning these agreements should be completed in the near future. I hope that this will create additional advantages for our economies. At the same time, we should continue talks with our other partners, both individual states such as Singapore, Serbia, Israel, Egypt and India and integration associations, including China’s well-known initiative and several other projects.

We have held successful summit meetings on this matter. I recently updated my colleagues on the meeting I attended, the APEC Leader’s Week. We are also strengthening cooperation between the EAEU and the CIS. This year we have established the status of EAEU observer countries, which offers more opportunities for cooperation.

Joint news conference by Dmitry Medvedev and Chairman of the Board of the Eurasian Economic Commission Tigran Sargsyan following the meeting of the Eurasian Intergovernmental Council

Dmitry Medvedev: We have completed a regular meeting of the Eurasian Intergovernmental Council. Let me, once again, thank our Belarusian friends for their heartfelt welcome and well-organised event. This is a difficult job and we do it through discussion, so good conditions are needed.

Today we discussed strategic directions, specific matters regarding the development of the Eurasian Union. Let me point out again, that generally, fairly good economic indicators have been achieved and common markets are being shaped within the parameters and in the areas that are stipulated in the EAEU founding treaty. A case in point is the growth of internal and external trade. This creates conditions that encourage companies to invest in new projects. And this, on the whole, increases the practical output of integration.

In a time of tremors on international markets, trade wars that are being waged today in various countries, using various methods and on various markets, the value of our integration-based association, in this sense, increases, because we act according to common rules, trying to achieve common results, allowing our economies to develop and our businesses to make investments. All this is valuable in an era of instability in the world trade system.

Regarding the outcomes, we have taken decisions on certain industries, they are all known. There are difficult issues which require more work. They include establishing a common oil and gas market, and work on the design of the Union’s financial market. We have agreed that we will combine our efforts in this area.

The Eurasian Commission reported on the results of work to remove various restrictions and barriers in the Eurasian Union’s market in 2017–2018. We are overseeing this work. The countries always have reciprocal claims here which is hardly surprising. The only way to somehow sort out this backlog is to make certain compromises and consistently work to lift various restrictions and barriers that stand in the way of our common economic market’s progress.

We have begun work on forming the foundations of the Union’s digital economy. It is one of the major areas of our activities. Unlike other areas where countries can advance at different speeds, in my view it is impossible to move at different speeds on digital.

Either we all go digital or one country or another will be sidelined and will not be able to participate in transactions at the interstate level or at the business level. Either that or we will all have to go back to the past and give up the advantages of the digital agenda. This is why we must move in unison on the digital agenda.

We selected eight projects. Two dozen more, as I have already said, are under review. We hope more favourable conditions will be created to carry out those initiatives. We have agreed today to draft a concept for applying special regimes called “regulatory sandboxes.”

Also, joint forecasts for the development of the agricultural industry have been considered today, including an assessment of the demand for and production of particular produce, foodstuffs. We have agreed to encourage the production and use of electric vehicles. We have discussed a draft budget. Overall, all the decisions that were to be signed have been adopted. I expect this will create good conditions for celebrating the 25th anniversary of the Eurasian project and the fifth anniversary of signing the Union Treaty. A special programme was devised for celebrating the event. We have approved it today.

Let me thank our Belarusian colleagues again for organising the work and let me state that I think that on the whole we did a good job.

Tigran Sargsyan: Usually, at the prime minister level, we bring up issues that require the coordinated positions of our national governments and on which sharp discussions unfold. Today’s agenda is no exception. Agreements were reached today on a number of conceptual matters on the creation of common markets, which will enable us to push these matters forward at the board level. Mr Medvedev mentioned the items that were debated today. But the main thing is that we managed to reach agreements on how we will push these matters forward. We will prepare some of these items and we will inform the presidents at the Supreme Council. A meeting of the Supreme Council will take place in St Petersburg in early December, and all the matters that we agreed on today will be submitted to the presidents as well. All the matters that Mr Medvedev mentioned will be on free access, so you can take a detailed look at the decisions we adopted. We were very productive today, which will enable us to advance our integration project considerably.

Question: Mr Medvedev, did you discuss the incident in the Kerch Strait with your colleagues today? What do you think about this and how do you see the incident?

Dmitry Medvedev: We did not discuss any incidents today because the Eurasian Commission’s agenda is about entirely different matters. This is a bilateral issue. Clearly, this is not a topic for discussion in Minsk.

But I can give an opinion on this. My thoughts are fairly simple.

Some Ukrainian analysts warned as far back as a year ago that events might take a similar turn, considering how the election campaign was going in Ukraine. It is obvious that, given the current situation, incumbent President Poroshenko has no chance to win the election and, perhaps, has no chance to even make it to the second round. Therefore, in order to achieve a certain political outcome benefiting the incumbent president, that provocation was committed. The result is the introduction of martial law that enables the current authorities to do a little muscle-flexing and earn more popular support – this is one of the possible versions. Or, perhaps, the maximalist version was attempted – I mean cancelling the elections, something that Ukrainian analysts also warned of around a year ago.

It is worth mentioning the reaction of the Ukrainian establishment, Ukrainian political figures, including ex-presidents, who asked a question that, in my opinion, is obvious: why was martial law not declared in far more complicated situations that the Ukrainian state has found itself in, while this particular incident was used as the basis for imposing martial law? The answer is also quite clear. Because this is politics, election tactics or political tactics. That is precisely how it has been perceived inside Ukraine itself and how I perceive it. Evidently, this will further complicate the processes unfolding in Ukraine. This will create or might create serious problems for the Ukrainian economy and, certainly, it does nothing to improve relations between the Russian Federation and Ukraine.

All the other assessments were given by the Ministry of Foreign Affairs and other agencies that have already commented on this very unfortunate incident.

Βιογραφικό του Κυριάκου Μητσοτάκη Ο Κυριάκος Μητσοτάκης γεννήθηκε το 1968 στην Αθήνα. Αφού αποφοίτησε αριστούχος από το Κολλέγιο Αθηνών συνέχισε τις σπουδές του στην Αμερική. Σπούδασε κοινωνικές επιστήμες στο Harvard από όπου αποφοίτησε με την ανώτατη τιμητική διάκριση «summa cum laude» ενώ τιμήθηκε με τα έπαθλα «Hoopes» και «Tocqueville» για την εκπόνηση της διατριβής του με θέμα την αμερικανική εξωτερική πολιτική απέναντι στην Ελλάδα. Συνέχισε τις σπουδές του στο Stanford, στον τομέα των διεθνών οικονομικών σχέσεων και τις ολοκλήρωσε στο Harvard Business School στον τομέα της διοίκησης επιχειρήσεων. Πριν ασχοληθεί με την πολιτική, εργάστηκε επί μία δεκαετία στον ιδιωτικό τομέα στην Ελλάδα και το εξωτερικό. Διετέλεσε οικονομικός αναλυτής στην Chase Investment Bank και σύμβουλος στην κορυφαία εταιρία συμβούλων McKinsey and Company στο Λονδίνο. Μετά την επιστροφή του στην Ελλάδα, εργάστηκε ως ανώτατο στέλεχος επενδύσεων στην Alpha Ventures της Alpha Bank και στη συνέχεια μετακινήθηκε στον Όμιλο της Εθνικής Τράπεζας της Ελλάδας. Διατέλεσε για τρία χρόνια Διευθύνων Σύμβουλος της Εθνικής Επιχειρηματικών Συμμετοχών, την οποία και ανέδειξε σε κορυφαία εταιρεία στην Ελληνική και Βαλκανική αγορά του private equity και του venture capital. Η Εθνική Επιχειρηματικών Συμμετοχών χρηματοδότησε πολλές γρήγορα αναπτυσσόμενες επιχειρήσεις με ίδια κεφάλαια, δημιουργώντας εκατοντάδες θέσεις απασχόλησης. Για την επαγγελματική του δραστηριότητα έχει λάβει τιμητικές διακρίσεις, με σημαντικότερη την βράβευσή του το 2003 από το World Economic Forum ως “Global Leader for Tomorrow”. Στις εκλογές του 2004 και του 2007 εξελέγη πρώτος σε σταυρούς προτίμησης βουλευτής με τη Νέα Δημοκρατία στη μεγαλύτερη εκλογική περιφέρεια της χώρας, τη Β΄ Αθηνών, ενώ στις εκλογές του 2009 εξελέγη για τρίτη φορά. Στις εκλογές του Μαΐου 2012 εξελέγη για μία ακόμη φορά πρώτος στη Β’ Αθηνών, ενώ ήταν επικεφαλής του ψηφοδελτίου στις εκλογές του Ιουνίου 2012. Στη Βουλή των Ελλήνων έχει συμμετάσχει στην Επιτροπή Αναθεώρησης του Συντάγματος και στις Επιτροπές Οικονομικών, Παραγωγής και Εμπορίου, Ευρωπαϊκών Υποθέσεων και Εξωτερικών και Άμυνας ενώ διετέλεσε για δύο χρόνια Πρόεδρος της Επιτροπής Περιβάλλοντος. Έως τις εκλογές του 2012 ήταν Τομεάρχης Περιβαλλοντικής Πολιτικής της Νέας Δημοκρατίας. Έχει επισκεφθεί πολλές περιβαλλοντικά ευαίσθητες περιοχές της χώρας, έχει συμμετάσχει σε δεκάδες συνέδρια για το περιβάλλον στην Ελλάδα και το εξωτερικό μεταξύ αυτών στις διεθνείς διασκέψεις του ΟΗΕ για την κλιματική αλλαγή στο Μπαλί, το Πόζναν, το Κανκούν και την Κοπεγχάγη. Διετέλεσε Υπουργός Διοικητικής Μεταρρύθμισης και Ηλεκτρονικής Διακυβέρνησης από τις 25 Ιουνίου 2013 μέχρι τις 27 Ιανουαρίου 2015. Στις εθνικές εκλογές της 25ης Ιανουαρίου 2015 εξελέγη για πέμπτη φορά βουλευτής της ΝΔ στη Β’ Αθηνών τετραπλασιάζοντας τους σταυρούς που έλαβε σε σχέση με τις εθνικές εκλογές του Μαΐου 2012. Στις 10 Ιανουαρίου 2016 εξελέγη πρόεδρος της Νέας Δημοκρατίας και αρχηγός της Αξιωματικής Αντιπολίτευσης. Στις 7 Ιουλίου 2019 εξελέγη Πρωθυπουργός της Ελλάδας. Μιλάει Αγγλικά, Γαλλικά και Γερμανικά και έχει εκδώσει το βιβλίο «Οι Συμπληγάδες της Εξωτερικής Πολιτικής». Έχει τρία παιδιά, τη Σοφία, τον Κωνσταντίνο και τη Δάφνη.

Tι ήταν η ΕΦΗΜΕΡΙΔΑ «ΠΟΛΙΤΙΚΗ»..για όσους δεν γνωρίζουν.

Η «ΠΟΛΙΤΙΚΗ» γεννήθηκε το 2000,ως συνέχεια του Περιοδικού «ΑΧΑΡΝΕΩΝ Έργα». Δημιουργήθηκε από Επαγγελματίες Εκδότες με δεκαετίες στον τομέα της Διαφήμισης, των Εκδόσεων και των Δημοσίων Σχέσεων και αρχικά ήταν μια Υπερτοπική Εφημερίδα με κύριο αντικείμενο το Αυτοδιοικητικό Ρεπορτάζ.

Επί χρόνια, κυκλοφορούσε την έντυπη έκδοσή της σε ένα ικανότατο τιράζ (5000 καλαίσθητων φύλλων εβδομαδιαίως) και εντυπωσίαζε με την ποιότητα της εμφάνισης και το ουσιώδες, μαχητικό και έντιμο περιεχόμενο της.
Η δύναμη της Πένας της Εφημερίδας, η Ειλικρίνεια, οι Ερευνές της που έφερναν πάντα ουσιαστικό αποτέλεσμα ενημέρωσης, την έφεραν πολύ γρήγορα πρώτη στην προτίμηση των αναγνωστών και γρήγορα εξελίχθηκε σε Εφημερίδα Γνώμης και όχι μόνον για την Περιφέρεια στην οποία κυκλοφορούσε.

=Επι είκοσι δύο (22) χρόνια, στήριζε τον Απόδημο Ελληνισμό, χωρίς καμία-ούτε την παραμικρή- διακοπή

. =Επί είκοσι δυο ολόκληρα χρόνια, προέβαλε με αίσθηση καθήκοντος κάθε ξεχωριστό, έντιμο και υπεύθυνο Πολιτικό τόσο της Τοπικής όσο και της Κεντρικής Πολιτικής Σκηνής. Στις σελίδες της, θα βρείτε ακόμα και σήμερα μόνο άξιες και χρήσιμες Πολιτικές Προσωπικότητες αλλά και ενημέρωση από κάθε Κόμμα της Ελληνικής Βουλής. Η «ΠΟΛΙΤΙΚΗ» ουδέποτε διαχώρησε τους αναγνώστες της ανάλογα με τα πολιτικά τους πιστεύω. Επραττε το καθήκον της, ενημερώνοντας όλους τους Ελληνες, ως όφειλε.

=Επί είκοσι δυο ολόκληρα χρόνια, έδινε βήμα στους αδέσμευτους, τους επιτυχημένους, τους γνώστες και θιασώτες της Αλήθειας. Στήριζε τον Θεσμό της Ελληνικής Οικογένειας, την Παιδεία, την Ελληνική Ιστορία, πρόβαλλε με όλες της τις δυνάμεις τους Αδελφούς μας απανταχού της Γης, ενημέρωνε για τα επιτεύγματα της Επιστήμης, της Επιχειρηματικότητας και πολλά άλλα που πολύ καλά γνωρίζουν οι Αναγνώστες της.

=Επί είκοσι δύο ολόκληρα χρόνια, ο απλός δημότης–πολίτης, φιλοξενήθηκε στις σελίδες της με μόνη προϋπόθεση την ειλικρινή και αντικειμενική γραφή και την ελεύθερη Γνώμη, η οποία ΟΥΔΕΠΟΤΕ λογοκρίθηκε.

Η ΕΦΗΜΕΡΙΔΑ «ΠΟΛΙΤΙΚΗ», στην διακοπείσα πλέον ηλεκτρονική έκδοσή της, ήταν ένα βήμα Ισονομίας και Ισοπολιτείας, έννοιες απόλυτα επιθυμητές, ιδιαιτέρως στις ημέρες μας. Υπήρξε ο δικτυακός τόπος της έκφρασης του πολίτη και της εποικοδομητικής κριτικής, μακριά από κάθε στήριξη αφού δεν ετύγχανε οικονομικής υποστήριξης από Δήμους, Κυβερνήσεις ή όποιους άλλους Δημόσιους ή Ιδιωτικούς Φορείς, δεν είχε ΠΟΤΕ χορηγούς, ή οποιασδήποτε μορφής υποστηρικτές. Απολάμβανε όμως του Διεθνούς σεβασμού αφού φιλοξενούσε ενημέρωση από αρκετά ξένα Κράτη-κάτι που συνεχίζεται και σήμερα- πράγμα που της περιποιεί βεβαίως, μέγιστη τιμή.

Η ΕΦΗΜΕΡΙΔΑ «ΠΟΛΙΤΙΚΗ» διέγραψε μια αξιοζήλευτη πορεία και απέκτησε ΜΕΓΙΣΤΗ αναγνωσιμότητα (που συνεχίζεται ως σήμερα). Η Εφημερίδα «ΠΟΛΙΤΙΚΗ» διεκδίκησε και κέρδισε την αποδοχή και τον σεβασμό που της ανήκε, με «εξετάσεις» εικοσιδύο ολόκληρων ετών, με συνεχείς αιματηρούς αγώνες κατά της τοπικής διαπλοκής, με αγώνα επιβίωσης σε πολύ δύσκολους καιρούς, με Εντιμότητα, αίσθηση Καθήκοντος και Ευθύνης.
