Μελέτη - Research for CULT Committee - The European Union’s approach to multilingualism in its own communication policy - 26-10-2022

This study assesses the EU’s approach to multilingualism in its communications policy. An innovative mixed methods approach is used to investigate compliance with multilingualism obligations and the language regimes and practices of EU institutions, bodies and agencies, especially on EU websites. The fit with the linguistic skills of EU27 residents is also investigated. Policy recommendations are provided to enhance the transparency and accessibility of EU communication policy taking account of feasibility constraints.

The Committee on Culture and Education (CULT) held a public hearing on the “Implementation of the revised Audiovisual Media Services Directive (AVMSD) on 25 October. The hearing will contribute to CULT’s implementation report with the same title (Rapporteur: Petra Kammerevert, S&D Group) and will provide Members with information on the transposition of the Directive into national legislation.

Highlights - New European Agenda for Culture - Committee on Culture and Education

On 3 October, the CULT committee deliberated on a draft report on implementing the New European Agenda for Culture and the EU Strategy for International Cultural Relations. The rapporteur, Ms Salima Yenbou (RENEW), deems that good progress has been made in implementing the Agenda's objectives.
Nevertheless, more ambition and an increased commitment to following up on project results are needed. For this, the rapporteur believes that a fully-fledged strategy is needed, including more significant financial and human resources, as well as rethinking monitoring and evaluation methods, to ensure that positive project outcomes are not lost over time.

The opinion highlights some of the interlinks between the new proposal and the Audiovisual Media Services Directive (AVMSD) and emphasises the need to safeguard the freedom of expression and right to information.
Briefing - EU nature restoration regulation: Setting binding targets for healthy ecosystems - 26-10-2022

As announced in the EU biodiversity strategy for 2030, on 22 June 2022 the European Commission tabled a proposal for a nature restoration regulation. The proposed regulation would set multiple binding restoration targets and obligations across a broad range of ecosystems, from forests and agricultural land to urban areas, rivers and marine habitats, complementing other existing legal instruments. Altogether, these nature restoration measures should cover at least 20 % of the EU's land and sea areas by 2030, and all ecosystems in need of restoration by 2050. Member States would be required to develop nature restoration plans to reach these targets at national level; the Commission would assess these plans. While nature restoration enjoys strong public support, the proposal has raised concerns among stakeholders as regards the enforceability and achievability of the targets, the economic and social implications, the protection of property rights and the financial support for restoration. The text is now with the co-legislators. In Parliament, the file was referred to the Committee on the Environment, Public Health and Food Safety (ENVI), which appointed César Luena as rapporteur on 12 July 2022. The ENVI committee is expected to discuss the rapporteur's draft report in January 2023. First edition. Wage policy in the EU is a patchwork of different national traditions and legal frameworks. As a result, minimum wage levels diverge considerably, and leave many workers unprotected. While setting minimum wages is the competence of EU Member States, the EU has a supporting and complementary role. In October 2020, the European Commission proposed a directive seeking to improve the adequacy and increase the coverage of minimum wages, while also strengthening collective bargaining as the main instrument to ensure fair wages and working conditions. It is the first time that the Commission has initiated legislative action on minimum wage protection, leaving Member States to define the specific minimum wage levels. Interinstitutional negotiations concluded on 6 June 2022 with a provisional agreement. It was approved by the European Parliament in plenary by a large majority on 14 September 2022 and the Council formally adopted it on 4 October 2022. Member States have 2 years – until 15 November 2024 – to ensure national measures comply with the new rules. Second edition.
