Το ΕΚ ζητά τη θέσπιση μιας νέας ευρωπαϊκής φαρμακευτικής πολιτικής για τη διασφάλιση της πρόσβασης σε ασφαλή και οικονομικά φάρμακα και την πρόληψη των ελλείψεων στην ευρωπαϊκή αγορά.

The Subcommittee on Security and Defence will hold a debate with Commissioner Thierry Breton on the priorities of the Commission's work programme to reinforce the development of the objectives of the Strategic Compass, on 29 November. The committee will also discuss with Charles Fries, EEAS Deputy Secretary-General for CSDP and crisis response, the state of play of the Strategic Compass in light of the FAC Defence Ministers' meetings, on 30 November.

Οι ευρωβουλευτές συζήτησαν την επικαιροποίηση της φαρμακευτικής στρατηγικής της Ένωσης και την εισαγωγή ενός ευρωπαϊκού διαβατηρίου κοινωνικής ασφάλισης. Ρώτησαν, επίσης, γιατί έξι χώρες της ΕΕ δεν έχουν ακόμη επικυρώσει μια διεθνή συνθήκη για την πρόληψη της βίας κατά των γυναικών.

During the next ordinary meeting, Members of the Committee on Foreign Affairs will discuss the situation in Ethiopia (jointly with DEVE) and Tanzania as well as the situation between Armenia and Azerbaijan, one year after the ceasefire between the two countries. Parliamentarians will also debate the latest state of play of negotiations on the Association Agreement between the EU and the Principality of Andorra, the Principality of Monaco and the Republic of San Marino.

Highlights - 30 Nov-3 Dec 2021: INTA Delegation to the 12th WTO Ministerial Conference - Committee on International Trade

A delegation of Members of the INTA committee, led by INTA Chair Bernd Lange, will travel to Geneva to attend the 12th Ministerial Conference of the World Trade Organisation from 30 November to 3 December.
The visit will be an important occasion to provide parliamentary scrutiny of the negotiations and ensure that Parliament's views, as expressed in its recent resolution, are being taken into account during the talks. Members will also participate in a number of bilateral meetings with the EU's global trade partners.

Elke König, the Chair of the Single Resolution Board, will appear before ECON for the third time in 2021, on 1st December, 09:00-10:00.
While there have not been significant resolution cases in this calendar year, important issues for discussion include the raising of sufficient eligible liabilities by banks against the possibility of resolution (MREL), contributions to the Single Resolution Fund, and resolvability. ECON Members may also wish to raise questions on the Commission's review of the crisis management and deposit insurance framework.

Commissioner Mairead McGuinness, the Commissioner responsible for financial services, financial stability and Capital Markets Union, is appearing in ECON for a full structured dialogue for the second time in 2021, on 1st December, 13:45-14:45.
Since her last appearance, in January, the Commission has made new proposals in the area of Sustainable Finance, Anti-Money Laundering, Insurance Regulation, and most recently on the Capital Markets Union. The Commissioner will be open to questions from Members on these subjects and on others within her responsibility, including completion of the Banking Union, the review of crisis management and deposit insurance legislation, payments and digital finance. On the latter, the Parliament and Council concluded an agreement on the proposal for a pilot project on distributed ledger technology on 24 November.

Panel 1 - Exchanges on the new AML package (including the risks of crypto assets);
Panel 2 - Towards a better enforcement of AML rules.
ECON and LIBE Members will exchange with speakers from the European Commission, the Court of Auditors, Europol, as well as a representative of a think tank. ECON and LIBE Committees have requested to co-lead the AML legislative package.

Briefing - Femicide, its causes and recent trends: What do we know? - 22-11-2021

Femicide is a violation of the basic human rights to life, liberty and personal security, as well as an obstacle to social and economic development. The term indicates the act of intentionally killing a female person, either woman or girl, because of her gender, and it is the end-result of combined risk factors existing at the level of the individual, interpersonal relations, community and society. This crime displays three prominent characteristics: women are disproportionately killed by men; victims have previously experienced non-lethal violence; the rate at which women are killed tends to remain steady over time. Estimates indicate that 87 000 women were intentionally killed in 2017, but the exact number is unknown and suspected to be higher. The COVID-19 pandemic has worsened the situation and reduced access to services. Femicide’s classification differs according to context, but most significantly includes: killing by an intimate partner or family member; honour, dowry and witch-hunting deaths; femicide-suicide; pre- and post-natal excess female mortality; infanticide; and deliberate neglect, rooted in a preference for sons over daughters. Collecting accurate data is a strategic goal and necessary to facilitate the design of effective policies.

Growing awareness of femicide has not universally translated into effective policy and programming. Though legislation relating to gender-based violence and/or femicide exists in many countries, both persist. A combined social, cultural, political and economic approach situates femicide prevention and responses at various levels, including changes in individual behaviour. Using the term ‘femicide’ more frequently at international forums is crucial not only to focus attention on the gendered nature of violence but also to act as a call for action. Situational studies reveal that political will to end femicide differs from country to country. Femicide together with the patriarchal norms and misogyny that precipitate it are not just extra-EU problems. Rather, they are of global concern, demanding a global response; in non-EU countries this response is often dependent on donor funding. We now know more than ever what works to reverse patterns of violence. These patterns can be broken by developing the capacity of women’s organisations and strengthening global feminist movements that work with national and local activist networks. Additionally, engaging men and boys in this process of transformation is vital if we are to address violence against women and girls and ultimately end femicide.
