EDITORIAL  EU clash over Poland and Hungary veto Covid19 recovery budget  While the Continent is engaged in a tug-of-war with the second wave of the pandemic, European policy has been shaken by an historic event: the veto exercised by Hungary and Poland.On November 16th, the two countries stood against the conditionality mechanism proposed by European Institutions, that is to bind the provision of the structural funds for 2021-27 to comply with the rule of law. Budapest and Warsaw, by years champs of the most Eurosceptic side of the Union, thus broke the method of unanimity on a vital issue. The European Parliament already stated its unavailability to negotiate the terms of the rule of law with the two countries. Thus, the European Union is entering a terra incognita driven by a crisis arisen around non-negotiable principles, such as those of civil liberties and personal rights. ENERGY  The new energy strategy for EU With the launch of the Green Deal last December, the European Commission initiated the transition to a new type of economy and society. A radical transformation that brings with it an upheaval in the way Europe has produced, consumed and lived until today. The goal to achieve climate neutrality by 2050 is now well known and has found consensus at institutional and public opinion levels. Therefore, since the beginning of the year, the Commission has set out to identify strategies and tools to this end, which assumes, however, a multi-level, cross-sectoral intervention involving European economies and societies as a whole. MIGRATION How does the Hungarian-polish veto impacts migrants? Hungary and Poland vetoed the decision on adoption the new EU budget devoted for post-Covid19 recovery, on November 16. This was another veto has shaken the EU-27 bloc. EMPLOYMENT AND SOCIAL AFFAIRS  Poland and Hungary against the EU over “rule of law”: deadlock on the budget Something has clouded the skies in the European Union, questioning its credibility that is now tied with the approval of Multiannual Financial Framework 2021-2027 and Next Generation EU.  Without the votes of Hungary and Poland, budgetary decisions cannot be reached in the EU. And the issue is crucial also for the final outcome of Germany’s presidency of the EU: despite the “phone diplomacy” of the last days between Berlin, Budapest and Warsaw, no compromise solution appears to be on the horizon, setting up the possibility of a major clash at the upcoming European Council summit on December 10-11.
