Secretary General in Tokyo: No NATO partner is closer or more capable than Japan NATO Secretary General Jens Stoltenberg met with Japanese Prime Minister Fumio Kishida in Tokyo on 31 January 2023 for talks on shared security challenges and NATO’s deepening partnership with Japan. “No NATO partner is closer or more capable than Japan,” said the Secretary General. READ MORE NATO Deputy Secretary General and Chairperson-in-Office of the OSCE discuss cooperation in challenging times On 31 January, NATO Deputy Secretary General Mircea Geoană met with Minister of Foreign Affairs of North Macedonia Bujar Osmani in his capacity as 2023 Chairperson-in-Office of the Organization for Security and Co-operation in Europe (OSCE). Together they discussed NATO-OSCE partnership, the situation in the Western Balkans, as well as the war in Ukraine. READ MORE NATO Flight Training Europe receives three new training campuses Three training campuses - in Greece, Hungary and North Macedonia - have been added to the NATO Flight Training Europe (NFTE) High Visibility Project. The 120 Flying Training Wing in Kalamata, the Kecskemét Air Base and the Pilot Training Centre near Skopje have joined facilities in Czechia and Italy on the list of official training campuses for Allied military pilots. Statement by the North Atlantic Council on the New START Treaty The NATO Invitees associate themselves with this Statement. NATO Allies agree the New START Treaty contributes to international stability by constraining Russian and U.S. strategic nuclear forces.  Therefore, we note with concern that Russia has failed to comply with legally-binding obligations under the New START Treaty.   Russia’s refusal to convene a session of the Bilateral Consultative Commission (BCC) within the treaty-established timeframe, and to facilitate U.S. inspection activities on its territory since August 2022 prevents the United States from exercising important rights under the Treaty, and undermines the United States’ ability to adequately verify Russian compliance with the Treaty’s central limits. The United States is in compliance with the New START Treaty.   NATO Allies continue to view effective arms control as an essential contribution to our security objectives. The New START Treaty remains in the national security interest of all states, including NATO Allies. NATO Allies welcomed the February 2021 agreement between the United States and the Russian Federation to extend the New START Treaty for five years. However, Russia’s noncompliance undermines the viability of the New START Treaty.   We call on Russia to fulfil its obligations under the Treaty by facilitating New START inspections on Russian territory, and by returning to participation in the Treaty’s implementation body, the BCC. Déclaration du Conseil de l’Atlantique Nord relative au nouveau traité START Les pays invités à rejoindre l’Alliance s’associent à cette déclaration. Les Alliés reconnaissent que le nouveau traité START contribue à la stabilité internationale en limitant les forces nucléaires stratégiques de la Russie et des États-Unis. C’est donc avec préoccupation que nous notons que la Russie manque aux obligations juridiquement contraignantes que lui impose le nouveau traité START.   Le refus de la Russie de convoquer une réunion de la Commission consultative bilatérale dans le délai prévu par le traité et de faciliter les activités d’inspection des États-Unis sur son territoire depuis août 2022 empêche les États-Unis d’exercer des droits importants découlant du traité et compromet leur capacité à vérifier de manière adéquate que la Russie respecte les plafonds prévus par le traité. Les États-Unis respectent le nouveau traité START.   Les pays de l’OTAN continuent de considérer qu’une maîtrise des armements efficace constitue une contribution essentielle aux objectifs de sécurité de l’Alliance. Le nouveau traité START demeure au service des intérêts de tous les États en matière de sécurité, y compris des Alliés. Ces derniers se sont félicités de l’accord intervenu en février 2021 entre les États-Unis et la Fédération de Russie visant à prolonger le traité de cinq ans. Toutefois, le non‑respect du nouveau traité START par la Russie met en péril la viabilité de ce dernier.   Nous appelons la Russie à s'acquitter des obligations qui sont les siennes en vertu du traité en facilitant les inspections prévues sur son territoire et en reprenant sa participation à la Commission consultative bilatérale, organe de mise en application du traité.

NATO Deputy Secretary General meets the Prime Minister of Moldova
