Remarks by President Charles Michel at the press conference of the EU-ASEAN commemorative summit

 

This summit today was historic, bringing together the leaders of the EU and ASEAN for the first time. A special thanks to my co-chair, Prime Minister Hun Sen, Chair of ASEAN and President Marcos, as ASEAN Coordinator for relations with the European Union.

Today we welcome our EU-ASEAN Plan of Action until 2027. We also just concluded our EU-ASEAN Comprehensive Air Transport Agreement (CATA), the first ever region-to-region aviation agreement. We also signed our Partnership and Cooperation Agreements with Thailand and Malaysia. These Agreements will strengthen our political dialogue and boost our cooperation with the two countries.

Today the EU and ASEAN celebrated 45 years as partners. This month also marks the two-year anniversary of the EU and ASEAN becoming Strategic Partners.

The EU-ASEAN partnership is unique. It brings Europe and Asia closer together to increase the security and prosperity of our citizens. The EU is ASEAN's second largest foreign investor and third largest trading partner. Together, we represent over one billion people in 37 countries so our partnership is a major force with great potential to tackle global challenges like climate change, digital transition, and free and fair trade.

The Indo-Pacific is a region of growth and opportunity and as strategic partners we are strong advocates for multilateralism and the international rules-based order. We share the strong belief that global challenges can only be addressed by working together.

Today’s meeting is also an opportunity to boost our cooperation for greater prosperity.

One way to do that is through trade. Trade is a powerful engine for growth and for creating closer ties between our regions. Our trade agreements with Vietnam and Singapore are a good example. And we are working on trade agreements with other countries in the region.

We can also forge stronger ties for the good of our planet. Climate change is a threat to everyone's existence and we share the same objective. We owe it to the next generation to cooperate on this global challenge together.

We also discussed the importance of the digital transition. This will play a massive part in the success of our societies. So, we need to band together to develop safe, fair, and inclusive digital economies.

We also discussed the war against Ukraine and its dramatic consequences for the world, especially on energy and food security. This war blatantly violates the United Nations Charter. The attempt to change internationally recognised borders by force is not acceptable. We will never accept it.

We also discussed the crisis in Myanmar that negatively impacts stability in the region. We continue to support ASEAN’s efforts to address this crisis. We support the full implementation of the Five Point Consensus and the personal investment of Prime Minister Hun Sen.

Finally, we discussed our intensified security cooperation with several Asian and ASEAN partners, including maritime security. Maritime security is vital for the world and also for Europe due to the importance of trade routes and their protection. It is in our mutual interest to bolster our cooperation in this area.

This has been a memorable day. ASEAN can count on the EU to be a steadfast partner. Together, we will make this partnership even stronger. Thank you.

Indo-Pacific: The European Union and Thailand sign Partnership and Cooperation Agreement

 

Today, the European Union and Thailand signed the EU-Thailand Partnership and Cooperation Agreement (PCA) in Brussels.

This agreement will enhance the political dialogue on issues of global concern and will give more scope for mutually-beneficial cooperation in a wide number of policy areas, including the environment, energy, climate change, transport, science and technology, trade, employment and social affairs, human rights, education, agriculture, non-proliferation, counter-terrorism, the fight against corruption and organised crime, migration and culture. It will frame EU - Thai relations in the years to come.

High Representative/Vice-President Josep Borrell said: "Thailand is a longstanding partner for the EU in Asia. With the Agreement signed today we will be strengthening our dialogue and cooperation. The signing of the PCA shows the importance and the potential of our bilateral relations. The EU and Thailand are committed to working together in support of the rules-based international order as well as to advancing regional prosperity and stability.”

The signing ceremony marks the successful closure of long negotiations. The Agreement was initialled on 2 September 2022 by the chief negotiators of the European Union and Thailand.

The PCA will enter into force once it has been ratified by the EU Member States and Thailand. The Agreement foresees the provisional application upon completion of the necessary procedures by both parties.

The EU was represented by the High Representative of the European Union for Foreign Affairs and Security Policy/Vice-President of the European Commission Josep Borrell Fontelles, and its Member States by Czech Prime Minister Petr Fiala. Thailand was represented by Deputy Prime Minister and Minister of Foreign Affairs, Don Pramudwinai.

Background

Thailand is the sixth ASEAN partner to finalise negotiations for a PCA with the EU following Indonesia, Vietnam, the Philippines, Singapore and Malaysia.

The PCA with Thailand was first initialled in March 2013 but its signature was put hold in 2014 after the military take-over in the country. Following the Council Conclusions of 2019, the EU considered it appropriate to take steps towards broadening its engagement with Thailand by preparing for the timely signature of the PCA. The negotiations on the Agreement were resumed on 13 July 2021 and were concluded in September 2022. The Agreement was initialled in Brussels on 2 September 2002.

For the time being, EU – Thai cooperation is based on the 1980 EU – ASEAN Cooperation Agreement. The Agreement signed today will give EU – Thai relations a new legal foundation, which is more comprehensive, includes more sectors for cooperation and will respond better to current global challenges.

Indo-Pacific: The European Union and Malaysia sign Partnership and Cooperation Agreement

 

Today, the European Union and Malaysia signed the EU-Malaysia Partnership and Cooperation Agreement (PCA) in Brussels.

This agreement will enhance the political dialogue on issues of global concern and will give more scope for mutually beneficial cooperation in a wide number of policy areas, including the environment, energy, climate change, transport, trade, employment and social affairs, human rights, agriculture, non-proliferation, counter-terrorism, the fight against organised crime and migration.

High Representative/Vice-President Josep Borrell said: "The European Union and Malaysia are further strengthening their ties to work more closely together. The Partnership and Cooperation Agreement consolidates existing areas of cooperation and engagement and deepens and diversifies relations further in areas of mutual interest."

The signing ceremony marks the successful closure of negotiations that started in October 2010. The Agreement was initialled on 6 April 2016 by the chief negotiators of the European Union and Malaysia, at a ceremony held at the Ministry of Foreign Affairs of Malaysia in Putrajaya.

The PCA will enter into force once it has been ratified by the EU Member States and Malaysia.

The EU was represented by the High Representative of the European Union for Foreign Affairs and Security Policy/Vice-President of the European Commission Josep Borrell Fontelles, and its Member States by Czech Prime Minister Petr Fiala. Malaysia was represented by Foreign Minister of Malaysia Senator Dato’ Seri Diraja Dr Zambry Abd Kadir.

Background

In November 2004 the Council authorised the Commission to negotiate individual Framework Agreements on Partnership and Cooperation with Malaysia, the Philippines, Singapore, Thailand, Indonesia, and Brunei.

Negotiations for similar agreements were concluded with Indonesia, Vietnam, the Philippines, Singapore and Thailand. The PCA with Vietnam, the Philippines and Indonesia has already entered into force.

For the time being EU - Malaysia bilateral relations are based upon a European Commission–ASEAN Cooperation Agreement signed in 1980. The new Partnership and Cooperation Agreement will replace this current agreement and strongly reinforce relations.

Council presidency and European Parliament reach provisional agreement to improve information exchange in terrorism cases

 

The Council Presidency and European Parliament representatives reached a provisional agreement today on a regulation regarding digital information exchange in terrorism cases. The agreed text is subject to approval by the Council and the European Parliament before undergoing the formal adoption procedure.

This draft regulation is part of ongoing efforts to modernise and digitalise cross-border judicial cooperation.

"Terrorists know no borders, they build their networks, prepare and perpetrate their attacks across EU member states. To be able to stop them, our judicial authorities also need to have a cross- border view. The new digital system agreed today will allow to better cross-check information and make sure any links are detected, no matter where in the EU a terrorist crime was committed."

Currently, member states share information with Eurojust on cases related to terrorism via various channels. This information is then included in the European judicial counter-terrorism register, a technically outdated system that does not allow for proper cross-checking of information.

The proposal aims to remedy these shortcomings and allow Eurojust to play a stronger and more proactive role in supporting coordination and cooperation between national authorities investigating and prosecuting terrorist offences.

Under the proposed rules, member states will need to provide Eurojust with information on any criminal investigations regarding terrorist offences as soon as such cases are referred to the judicial authorities. The proposal:

  • creates a modern, digital case-management system which stores this information and allows it to be cross-checked
  • empowers Eurojust to better detect links between transnational investigations and prosecutions in the field of terrorism and to proactively inform member states about the links found
  • creates a secure digital communication channel between member states and Eurojust
  • simplifies cooperation with third countries by granting liaison prosecutors seconded to Eurojust access to the case-management system

Remarks by President Charles Michel at the opening ceremony of the EU-ASEAN commemorative summit

 

It's a pleasure to welcome you to the first ever EU-ASEAN Commemorative Summit. This is also the first ever EU-ASEAN Summit, here in Brussels, here in the European Council — the home and meeting point for our 27 EU Member States.

I am very pleased to see so many familiar faces from the recent East Asia Summit in Cambodia. I want to particularly recognise my co-chair, Prime Minister Hun Sen, Chair of ASEAN and President Marcos, as ASEAN Coordinator for relations with the European Union.

We are here to celebrate 45 years as partners and to set our shared priorities for the coming years. This month also marks the two-year anniversary of ASEAN and the EU becoming strategic partners. And looking back, we have clearly shown that this was the right decision.

The EU and ASEAN are the world's two most advanced regional integration organisations. We understand each other very well, we share the same values and the same spirit of cooperation, we both know the challenges of transforming the vision of a political community anchored in common interests and common rules into concrete reality for our citizens.

Today’s meeting is also an opportunity to bind our regions closer together. One way to do that is through trade. Trade is a powerful tool for promoting growth and closer ties between our regions. Our trade agreements with Vietnam and Singapore have already boosted our common trade and will continue to help drive our recovery and we are exploring trade agreements with other countries in your region. We also hope to develop an EU-ASEAN Free Trade Agreement.

Another concrete example of our cooperation is our Partnership and Cooperation Agreements with Thailand and Malaysia that we will sign later today.

Our two regions have faced major challenges in recent years. The COVID-19 pandemic has hit our societies and economies hard and caused enormous suffering. But this pandemic has also brought out the best in humanity. We were able to develop and produce vaccines in record time. The EU, together with our EU Member States, has mobilised over 800 million euros to support ASEAN and its Member States to fight the pandemic. And through COVAX, we provided more than 3 billion euros to help secure almost 2 billion doses of vaccines for low and lower middle-income countries, in the ASEAN region included.

We are living through turbulent geopolitical times: climate change, COVID-19, conflicts and security challenges and on top of this, Russia's war against Ukraine and its consequences for the world: the energy crisis and the food security crisis.

The European Union has stood by the people of Ukraine since day one because this war blatantly violates the United Nations Charter. The attempt to change internationally recognised borders by force is not acceptable. We stand for the values and principles enshrined in the United Nations Charter.

These are not just words. These are the compass for all countries who believe in peace and respect for human rights and for fundamental freedoms, and that includes respect for the territorial integrity of sovereign nations.

The EU and ASEAN have so much in common. That's why we are pleased to work together to deepen our cooperation. We can do this in 5 key areas:

First, to achieve greater prosperity. By working more closely together through multilateralism, we can build a more peaceful, fair, and prosperous world. It is in both our shared interest.

Second, we can work more closely together to protect our planet. This is a global existential challenge that needs everyone on board. We owe it to the future of our children.

Third, the digital transition is a challenge for all our societies. We can work together to develop peaceful, secure, open and inclusive digital economies.

The fourth area where we can deepen our cooperation is on infrastructure and connectivity by strengthening our links in the fields of science, technology, and innovation, including initiatives that bring our students and young people closer together.

And finally, we can deepen our cooperation in security and defence across many areas — like transnational crime, maritime security, women in conflict, and peacekeeping operations. In particular, we can work together to improve cyber security and fight cyber crime.

I strongly believe we can deepen our relationship in all these fields for the benefit of our people. And this deeper cooperation goes hand in hand with the EU's strategy for greater cooperation with the Indo-Pacific region. We want to contribute to the region’s stability, security, prosperity and sustainable development.

EU recovery plan: Provisional agreement reached on REPowerEU

 

The EU is accelerating the end of its dependence on Russian fossil fuel imports. Negotiators of the Council and the European Parliament have reached a provisional agreement on the REPowerEU proposal which aims to strengthen the strategic autonomy of the Union by diversifying energy supplies and boosting the independence and security of the Union’s energy supply. The agreed text is subject to approval by the Council and the European Parliament before undergoing the formal adoption procedure.

In practical terms, member states will be able to add a new REPowerEU chapter to their national recovery and resilience plans (RRPs) under NextGenerationEU, in order to finance key investments and reforms which will help achieve the REPowerEU objectives.

Among the key objectives of REPowerEU will be increasing the resilience, security and sustainability of the Union energy system through the needed decrease of dependence on fossil fuels and diversification of energy supplies at Union level, including by increasing the uptake of renewables, energy efficiency and energy storage capacity.

The REPowerEU chapters in member states’ recovery and resilience plans (RRPs) shall outline new reforms and investments, started from 1 February 2022 onwards, and/or the scaled-up part of reforms and investments included in the already adopted RRPs, with their corresponding milestones and targets.

The scope of the chapters is further clarified and will include, among others:

  • boosting energy efficiency in buildings and critical energy infrastructure
  • decarbonising industry
  • increasing production and uptake of sustainable biomethane, and renewable or fossil-free hydrogen
  • increasing the share and accelerating the deployment of renewable energy
  • improving energy infrastructure and facilities to meet immediate security of supply needs for gas, including liquefied natural gas (LNG), notably to enable diversification of supply in the interest of the Union as a whole
  • oil infrastructure and facilities necessary to meet immediate security of supply needs may be included in the REPowerEU chapter of a member state that has been subject to the exceptional temporary derogation due to its specific dependence on crude oil and geographical situation
  • addressing energy poverty
  • incentivising a reduction of energy demand
  • addressing internal and cross-border energy transmission and distribution bottlenecks
  • supporting electricity storage
  • accelerating the integration of renewable energy sources
  • supporting zero emission transport and its infrastructure, including railways

As regards the financing of the grants, the co-legislators agreed that the sources will be the Innovation Fund (60%) and frontloading ETS allowances (40%).

The allocation key will be a formula which takes into account cohesion policy, member states’ dependence on fossil fuels and the increase of investment prices, in line with the Council’s position.

Member states will have further incentives to request loan support including in the case of requests above 6.8% GNI where the relevant conditions apply. Member states will have the possibility of voluntary transfers from the Brexit Adjustment Reserve (BAR).

Member states which have unspent cohesion funds from the previous Multiannual Financial Framework (2014-2020) will have the possibility to use them to support SMEs and vulnerable households particularly affected by energy price increases.

The agreement is provisional as it still needs to be confirmed by member states in the Council, and by the European Parliament to be final.

Background

On 18 May 2022, the European Commission proposed the REPowerEU package which modifies the Recovery and Resilience Facility (RRF) regulation and other legislative acts. It provides for targeted amendments to finance investments and reforms with the objective of diversifying energy supplies and reducing dependence on fossil fuels. This will be achieved by adding in the RRPs dedicated chapters including new reforms and investments and ensuring synergies and complementarity between measures funded under the RFF and actions supported via other national or Union funds.

In concrete terms, the legislative proposal submitted in conjunction with the REPowerEU plan aims at making the RRF the strategic framework for REPowerEU initiatives, maximising complementarity, consistency and coherence of policies and actions taken to accelerate the reduction of dependence on fossil fuels and mitigate its socio-economic costs and impacts during the transition.

The Commission proposal introduced:

1) Amendments of the RRF regulation:

  • An increase in the RRF financial envelope with € 20 billion in grants from the sale of EU Emission Trading System allowances. The allocation key related to distribution of these new funds among the 27 member states remains the same as in the original RRF regulation (reflecting impact of COVID-19 crisis on the economies of the member states);
  • An obligation for the member states modifying their RRPs to also submit a dedicated REPowerEU chapter;
  • A targeted exemption from the obligation to apply the do-no-significant-harm (DNSH) principle for reforms and investments improving energy infrastructure to meet immediate security of supply needs for oil and gas;
  • An obligation to communicate to the Commission within 30 days after the entry into force of the regulation, whether member states intend to request loan support to enable the possibility to reallocate loans, including increasing the maximum amount in exceptional circumstances;
  • A new assessment criterion catering for the specific objectives of REPowerEU;
  • Reporting obligations regarding the REPowerEU chapter

2) Amendment of decision (EU) 2015/1814 prolonging the current intake rate of allowances to the Market Stability Reserve until 2030 and providing a possibility to release and auction a portion of allowances held therein and allocate the generated revenue towards the RRF.

3) Amendment of directive 2003/87/EC establishing modalities for the auctioning of allowances released from the Market Stability Reserve and transfer of the generated € 20 billion revenues to the Recovery and Resilience Facility.

4) Amendment of regulation (EU) 2021/1060 providing a possibility for member states to transfer up to 7.5% of their national allocation to the RRF, in addition to the existing 5% transfer possibility, to support reforms and investments included in the REPowerEU chapter.

5) Amendment of regulation (EU) 2021/2115 providing a possibility for member states to deliver part of the European Agricultural Fund for Rural Development (EAFRD) through the RRF, to support reforms and investments included in the REPowerEU chapter.

The Council agreed its position on the proposal on 4 October 2022. On 10 November, the European Parliament adopted a number of amendments to the legislative proposal, which constitute its position in the negotiations with the Council. Trilogue negotiations started on 16 November and ended in the provisional agreement reached today.

We need to find concrete solutions for citizens and their energy bills in case we experience again excessive price hikes like those in August 2022. At the same time emergency measures in the field of energy call for the broadest consensus possible and we need to make sure that they are acceptable to overwhelming majority of member states. After two days of negotiations, agriculture and fisheries ministers reached a political agreement on fishing opportunities for 2023, taking into account the best available scientific advice, while respecting the aims of the common fisheries policy (CFP), and the EU’s multiannual plans for various sea basins.

This agreement sets catch limits for over 200 commercial fish stocks in the Atlantic, North Sea, Mediterranean and Black Sea, as well as for some deep-sea stocks for 2023 and 2024. On shared fish stocks with the UK, ministers agreed to set provisional quotas for the first three months of 2023, seeing as bilateral EU-UK and EU-NO consultations on shared fish stocks are still on-going. These provisional catch limits include a temporary roll-over of the existing fishing opportunities for the first three months with a 25% ratio to the TAC levels of this year, to cover the first quarter of 2023. For some fisheries where fishing takes place mainly in the first part of the year, this seasonality has been taken into account. This will ensure continuity for fishermen and sustainable fishing in the relevant areas, pending an agreement between the EU and the UK. Market situation, particularly in light of the Russian war against Ukraine

Ministers took stock of the market situation in member states, more particularly in light of Russia’s war against Ukraine, which is putting unprecedented pressure and uncertainty on farmers and world markets. They reiterated the impact of the war on all sectors, with producers facing significant increases in energy and fuel prices, as well as many logistical challenges. Ministers further emphasized the critical situation concerning the affordability of fertilisers, and the impact this might have on overall prospects for harvest next year, with many farmers likely to reduce their use of fertilizer. Ministers exchanged views on the strategic plans included in the common agricultural policy (CAP), particularly in the context of Russia’s war in Ukraine and the challenges this is posing for the farming sector. Ministers stated their respective readiness to implement national plans comes January 2023, with the first year likely to be particularly challenging, especially in terms of setting up control systems and ensuring proper implementation.


In January we will start implementing the new common agriculture policy. Russian invasion to Ukraine had a disruptive effect on our farmers in the EU. Animal welfare

Ministers publicly discussed the evaluation of the current animal welfare legislation and stressed the need to revise the current legislation as soon as possible, to protect animal welfare and adopt a harmonized approach at EU level. Ministers discussed multiannual fishing quotas and their importance in ensuring predictability for fishermen, as well as for the sustainability of stocks. They were moreover informed by the presidency on the state of play of the regulation on geographical indications and quality schemes across the EU and exchanged views on the regulation for the sustainable use of pesticide. Βιογραφικό του Κυριάκου Μητσοτάκη Ο Κυριάκος Μητσοτάκης γεννήθηκε το 1968 στην Αθήνα. Αφού αποφοίτησε αριστούχος από το Κολλέγιο Αθηνών συνέχισε τις σπουδές του στην Αμερική. Σπούδασε κοινωνικές επιστήμες στο Harvard από όπου αποφοίτησε με την ανώτατη τιμητική διάκριση «summa cum laude» ενώ τιμήθηκε με τα έπαθλα «Hoopes» και «Tocqueville» για την εκπόνηση της διατριβής του με θέμα την αμερικανική εξωτερική πολιτική απέναντι στην Ελλάδα. Συνέχισε τις σπουδές του στο Stanford, στον τομέα των διεθνών οικονομικών σχέσεων και τις ολοκλήρωσε στο Harvard Business School στον τομέα της διοίκησης επιχειρήσεων. Πριν ασχοληθεί με την πολιτική, εργάστηκε επί μία δεκαετία στον ιδιωτικό τομέα στην Ελλάδα και το εξωτερικό. Διετέλεσε οικονομικός αναλυτής στην Chase Investment Bank και σύμβουλος στην κορυφαία εταιρία συμβούλων McKinsey and Company στο Λονδίνο. Μετά την επιστροφή του στην Ελλάδα, εργάστηκε ως ανώτατο στέλεχος επενδύσεων στην Alpha Ventures της Alpha Bank και στη συνέχεια μετακινήθηκε στον Όμιλο της Εθνικής Τράπεζας της Ελλάδας. Διατέλεσε για τρία χρόνια Διευθύνων Σύμβουλος της Εθνικής Επιχειρηματικών Συμμετοχών, την οποία και ανέδειξε σε κορυφαία εταιρεία στην Ελληνική και Βαλκανική αγορά του private equity και του venture capital. Η Εθνική Επιχειρηματικών Συμμετοχών χρηματοδότησε πολλές γρήγορα αναπτυσσόμενες επιχειρήσεις με ίδια κεφάλαια, δημιουργώντας εκατοντάδες θέσεις απασχόλησης. Για την επαγγελματική του δραστηριότητα έχει λάβει τιμητικές διακρίσεις, με σημαντικότερη την βράβευσή του το 2003 από το World Economic Forum ως “Global Leader for Tomorrow”. Στις εκλογές του 2004 και του 2007 εξελέγη πρώτος σε σταυρούς προτίμησης βουλευτής με τη Νέα Δημοκρατία στη μεγαλύτερη εκλογική περιφέρεια της χώρας, τη Β΄ Αθηνών, ενώ στις εκλογές του 2009 εξελέγη για τρίτη φορά. Στις εκλογές του Μαΐου 2012 εξελέγη για μία ακόμη φορά πρώτος στη Β’ Αθηνών, ενώ ήταν επικεφαλής του ψηφοδελτίου στις εκλογές του Ιουνίου 2012. Στη Βουλή των Ελλήνων έχει συμμετάσχει στην Επιτροπή Αναθεώρησης του Συντάγματος και στις Επιτροπές Οικονομικών, Παραγωγής και Εμπορίου, Ευρωπαϊκών Υποθέσεων και Εξωτερικών και Άμυνας ενώ διετέλεσε για δύο χρόνια Πρόεδρος της Επιτροπής Περιβάλλοντος. Στις εθνικές εκλογές της 25ης Ιανουαρίου 2015 εξελέγη για πέμπτη φορά βουλευτής της ΝΔ στη Β’ Αθηνών τετραπλασιάζοντας τους σταυρούς που έλαβε σε σχέση με τις εθνικές εκλογές του Μαΐου 2012. Στις 10 Ιανουαρίου 2016 εξελέγη πρόεδρος της Νέας Δημοκρατίας και αρχηγός της Αξιωματικής Αντιπολίτευσης. Στις 7 Ιουλίου 2019 εξελέγη Πρωθυπουργός της Ελλάδας. Μιλάει Αγγλικά, Γαλλικά και Γερμανικά και έχει εκδώσει το βιβλίο «Οι Συμπληγάδες της Εξωτερικής Πολιτικής». Έχει τρία παιδιά, τη Σοφία, τον Κωνσταντίνο και τη Δάφνη.

Επί χρόνια, κυκλοφορούσε την έντυπη έκδοσή της σε ένα ικανότατο τιράζ (5000 καλαίσθητων φύλλων εβδομαδιαίως) και εντυπωσίαζε με την ποιότητα της εμφάνισης και το ουσιώδες, μαχητικό και έντιμο περιεχόμενο της.
Η δύναμη της Πένας της Εφημερίδας, η Ειλικρίνεια, οι Ερευνές της που έφερναν πάντα ουσιαστικό αποτέλεσμα ενημέρωσης, την έφεραν πολύ γρήγορα πρώτη στην προτίμηση των αναγνωστών και γρήγορα εξελίχθηκε σε Εφημερίδα Γνώμης και όχι μόνον για την Περιφέρεια στην οποία κυκλοφορούσε.
