New European agenda for tourism

 

The Council has adopted conclusions setting out a European Agenda for Tourism 2030, which includes a multi-annual EU work plan to help member states, public authorities, the Commission and stakeholders make the tourism sector greener and more sustainable, resilient and digitalised.

"Since the age of Marco Polo, travelling and discovering new destinations has been crucial for human interaction and broadening our horizons. To ensure the competitiveness of this sector, which plays an integral part in our economies, we have presented a set of actions which will facilitate the transition to green and digital in tourism."

The EU is a top destination for both international visitors and its residents. However, the COVID-19 pandemic had a particularly devastating effect on the tourism ecosystem and has led to significant losses of income and jobs across Europe: around 11 million jobs in the EU tourism sector were affected by the pandemic in 2020.

Though the sector started to show signs of recovery, Russia’s military aggression against Ukraine has negatively impacted the provision and affordability of travel and hospitality services, for both European businesses and citizens. Increasing energy prices, high inflation and fuel costs also make travel more expensive.

For this reason, the European Agenda for Tourism 2030 emphasises the need to protect the tourism sector and, at the same time, develop a forward-looking vision to take advantage of the willingness of many Europeans to change their travel and tourism habits so as to become more sustainable and responsible.

EU defence industry: Council reaches general approach on boosting common procurement

 

The Council today agreed on a general approach on the proposed regulation establishing the European Defence Industry Reinforcement through common procurement act (EDIRPA). A general approach means that the Council has a political agreement on the basis of which it can now begin negotiations with the European Parliament.

"A strong and competitive defence industry is the backbone of any nation's defence capacity. The European Defence Industry Reinforcement through common Procurement Act (EDIRPA) is one of the tools that can help companies better anticipate production capacity in order to secure essential supplies for the armed forces. The ongoing Russian aggression against Ukraine proves that only a well-armed and well-equipped army can survive in the current dynamic security environment. I am glad that the member states have reached an agreement on this."

In its general approach, the Council confirmed the Commission proposal to commit €500 million from the EU budget for the period from the entry into force of the regulation to 2024, in order to incentivise actions addressing the most urgent and critical defence product needs. These actions must be carried out by a consortium of at least three member states.

The Council’s general approach ensures that EU funds will only finance those actions of common procurement in which the cost of components originating in the EU and its associated countries is at least 70%. The general approach also sets a number of clear conditions for contractors, sub-contractors and defence products to be eligible, all with a view to strengthening the competitiveness of the European Defence Technological and Industrial Base.

In order for EDIRPA to be able to address short-term pressing needs in a flexible manner, the Council position takes into account a spread of existing defence industry cooperation within the transatlantic context and with other like-minded democratic countries respectively.

European Peace Facility: Council adopts assistance measures in support of the armed forces of five countries

 

The Council today adopted five assistance measures under the European Peace Facility (EPF) in support of Bosnia and HerzegovinaGeorgiaLebanonMauritania and in support to the deployment of the Rwanda Defence Force in Mozambique.

"The European Peace Facility continues to show its flexibility and effectiveness in responding to our partners’ needs. Today, we have adopted five new assistance measures to support Bosnia and Herzegovina, Georgia, Lebanon, Mauritania and the Rwandan deployment to Mozambique."

These new assistance measures increase the EU's ongoing support to partner countries in Africa, the Eastern Partnership, and the Western Balkans, and expands the European Peace Facility's geographical outreach to the Southern Neighbourhood.

Bosnia and Herzegovina

The Council adopted an assistance measure worth €10 million to the benefit of the Armed Forces of Bosnia and Herzegovina (AFBiH). This decision is part of the EU’s work to further strengthen its security engagement with its Western Balkan partners.

The EPF assistance measure will strengthen the capacities of the AFBiH by enhancing and upgrading the equipment of its tactical support brigade. Through the provision of appropriate equipment, the assistance measure will also help them to contribute to EU military CSDP missions and operations. It will further allow the swift and sustainable deployment of the NATO designated battalion, whether as part of an EU CSDP mission or operation or under formats such as the United Nations, NATO, the OSCE, and ultimately contribute to the protection of the civilian population.

The assistance measure will finance field equipment, key tools for military engineering and CBRN (Chemical, Biological, Radiological and Nuclear) materiel.

The assistance was requested by the Minister for Foreign Affairs of Bosnia and Herzegovina in June 2022.

Georgia

The Council adopted an assistance measure worth €20 million for the benefit of the Georgian Defence Forces.

The assistance measure will strengthen the capacities of the Georgian Defence Forces’ military medical, logistics, engineering and cyber-defence services, by providing relevant non-lethal equipment, supplies and services including equipment-related training.

This assistance measure will complement the €12.75 million assistance measure adopted in December 2021 which strengthens the capacities of the Georgian Defence Forces.

The latest assistance measure is further proof of the EU's commitment to strengthen the capacities of the Georgia with the aim of enhancing its national security, stability and resilience.

Lebanon

The Council adopted an assistance measure worth €6 million to the benefit of the Lebanese Armed Forces (LAF).

The assistance measure will enhance the capabilities and the resilience of the Lebanese Armed Forces (LAF) to ensure the national security and stability of Lebanon through the enhancement of their military medical capacities, and the provision of equipment for the LAF’s operational personnel.

To achieve this objective, the assistance measure will finance healthcare equipment to support military medical services, and individual equipment.

The assistance was requested by the Minister of Foreign Affairs of Lebanon in October 2022.

Mauritania

The Council adopted an assistance measure worth €12 million to the benefit of the armed forces of the Islamic Republic of Mauritania.

The assistance measure will enhance the capabilities of the armed forces of the Islamic Republic of Mauritania (FARIM) to better respond to the security threats Mauritania and the region are facing. More specifically, the assistance measure has two key objectives: improving the military capacities of two pre-identified battalions of the FARIM, and improving the in situ medical capacities of the FARIM on the border with Mali, Western Sahara and with Algeria. The support consists in the provision of light boats, individual protective equipment and medical equipment.

Support to the deployment of the Rwanda Defence Force in Mozambique

The Council adopted an assistance measure worth €20 million to support the continued deployment of Rwanda Defence Force in Cabo Delgado province. This deployment started in July 2021 at the request of Mozambican authorities, in response to the ongoing fight against terrorism.

The assistance measure adopted today adds to the ongoing assistance of EUR 89 million for the Mozambican Armed Forces in conjunction with the EU Training Mission (EUTM) Mozambique and EUR 15 million for the Southern African Development Community (SADC) Mission in Mozambique (SAMIM).

The assistance measure will enable the acquisition of collective and personal equipment, and cover costs related to the strategic airlift needed to sustain the Rwandan deployment in Cabo Delgado.

Council and European Parliament agree to improve protection for consumers applying for credit

 

The Council and the European Parliament reached a provisional agreement on consumer credit directive. The revised legislation repeals and replaces the current 2008 directive on consumer credit agreements.

"Consumers can easily apply for credit online but might not always be well-informed on the consequences of this application. They need to be able to know what they sign up for and how much they eventually have to repay. This agreement will ensure that citizens have sufficient and clear information about their credit agreements."

The revision of the consumer credit directive modernises and enhances protection at European level for consumers applying for credit. It promotes responsible and transparent practices by all players involved in consumer credit, for example by ensuring that credit information is presented in a clear and understandable way, and is adapted to digital devices.

The ministers held a meeting at the Competitiveness Council (Internal Market and Industry section) in Brussels, where they agreed on a general approach to a draft regulation on the chips act, a draft regulation on the protection of geographical indications of craft and industrial products, and a draft regulation on corporate due diligence in the field of sustainability. This was the last Council under the Czech Presidency to address the issue of increasing competitiveness and strengthening the market in the European Union.


"Today we have successfully concluded the topic of competitiveness, the internal market, research and innovation and industry. During our Presidency, we focused in particular on strengthening the resilience of the internal market in the context of the Russian aggression in Ukraine. We have managed to strengthen the EU economy, thanks to which we are now better prepared for crises than ever before," said Minister of Industry and Trade Jozef Síkela.

EU ministers have reached agreement on a general approach to the chips act. This will substantially increase the resilience of EU industry by ensuring a stable supply of chips to businesses. "Over the past year, the supply of chips has been disrupted in Europe, threatening the automotive, energy, and healthcare sectors, as well as strategic sectors such as defence, security and space technology," said Minister Síkela, adding: "The European Union wants to be one of the industry leaders in the chip market in the future." The ambition is to more than double its current share of the global production of state-of-the-art and sustainable semiconductors to 20% of the market by 2030. The aim is not only to reduce dependency but also to seize economic opportunities, as the global semiconductor market is expected to double by the end of the decade.

The chips act, which is one of the priorities of the Czech Presidency, pursues the objectives of the New Industrial Strategy and the Digital Compass 2030, aims to address the shortage of semiconductors for the EU industry and to ensure the future technological sovereignty of the EU. The aim is to reduce the vulnerability of Member States caused by the disruption of one of the most important supply chains. The chips act targets investment in R&D, support for pilot lines, promotion and facilitation of the construction of production capacities, including design centres in the EU, and the establishment of a coordination mechanism between Member States and the European Commission to monitor semiconductors.

Another key point was the regulation on the protection of geographical indications for craft and industrial products. The regulation is intended to improve the protection of craft and industrial products protected by geographical indications at EU level, which will bring many benefits and contribute to the recovery of the European economy. "The proposal aims to encourage innovation and investment in craft production. We want to help craft producers, especially SMEs, to promote their products and protect their traditional know-how," said Minister Síkela.

The ministers also agreed on a draft directive on corporate sustainability due diligence. The directive, which is the responsibility of the Ministry of Justice, will be an important tool for setting common standards on issues of human rights violations and social and environmental obligations by companies. The Directive sets out a horizontal framework that will encourage businesses operating in the internal market to contribute to achieving the transition to a climate-neutral and green economy in line with the Green Deal and the UN Sustainable Development Goals. The Directive will also guarantee uniform and transparent rules for businesses across the internal market, thus avoiding fragmentation.

Last but not least, ministers discussed the 2022 report of the Single Market Enforcement Taskforce (SMET). Ministers praised the contribution of the SMET in removing obstacles to doing business in the internal market, in particular in areas such as the posting of workers or the deployment and construction of renewable energy sources.

Ministers adopted a negotiating position ('general approach') on the corporate sustainability due diligence directive. This regulation will enhance the protection of the environment and human rights in the EU and beyond.

The due diligence directive lays down rules on obligations for large companies regarding actual and potential adverse impacts on human rights and the environment, with respect to their own operations, those of their subsidiaries, and those carried out by their business partners in the companies’ chain of activities. Geographical indication protection for craft and industrial products

Ministers unanimously adopted a Council position ('general approach') on the regulation on geographical indication (GI) protection for craft and industrial products.

Geographical indications establish intellectual property rights for specific products whose qualities are essentially linked to the area of production, such as Bohemian glass, Limoges porcelain or Solingen cutlery.

During their interventions, ministers welcomed the presidency's compromise text for the general approach, emphasising how this regulation will help prosperity in Europe's regions, safeguard cultural heritage and benefit SMEs. European Agenda for Tourism 2030

The Council adopted conclusions setting out a European agenda for Tourism 2030.

The EU is a top destination for both international visitors and its residents. However, the COVID-19 pandemic had a particularly devastating effect on the tourism ecosystem and has led to significant losses of income and jobs across Europe. This, together with the Russia’s military aggression against Ukraine and rising energy prices, has negatively impacted the European tourism sector.

Under any other business, ministers were informed by the European Commission on the Single Market Enforcement Taskforce report, as well as on the 2022 report on the SME Envoy Network.

Member states were informed by the Austrian delegation about IPCEI improvements, as well as by the Swedish delegation on the programme for their upcoming presidency.

Over an informal lunch, ministers discussed how to address the EU’s dependencies via diversification of supply chains. The discussion focussed on possible new bilateral or multilateral partnerships in the field of critical raw materials or hydrogen.

The Council also adopted without discussion the items included in the list of legislative and non-legislative ‘A’ items.

Chips Act: Council adopts position

Reducing dependencies

Chips are essential for a wide range of technological and digital products, such as cars, household appliances and electronics. Due to geostrategic issues and supply chain disruptions, European industry is currently facing challenges in the supply of semiconductors. The Chips Act aims to reduce the EU’s vulnerabilities and dependencies on foreign actors. This will improve the EU’s security of supply, resilience and technological sovereignty in the field of chips.
Financial architecture

The Chips Act will mobilise €43 billion in public and private investments, focusing on three pillars:the Chips for Europe Initiative, supporting technological capacity building and related research and innovation
a new framework to ensure security of supply and resilience by attracting increased investment
a mechanism to monitor the semiconductor supply chain and coordinate actions in crisis situations

The Commission’s Chips Act proposal provides that, of the total amount, €3.3 billion will be dedicated to pillar 1, the Chips for Europe Initiative. The Council clarifies that the €1.65 billion included from Horizon Europe should be committed to research and innovation, and the funding from the Digital Europe programme should finance capacity-building activities.

To respect the existing interinstitutional agreement on the Multiannual Financial Framework, the Council's mandate does not include reallocation of decommitted funds from Horizon Europe, as was proposed by the Commission. As this means a reduction of €400 million in the overall funding coming from the Digital Europe programme, the Council's position adopted today is accompanied by a statement asking the Commission, together with the member states and the European Parliament, to look for alternative solutions to maintain the overall budget of €3.3 billion.
European Chips Infrastructure Consortium

The regulation proposes the option of a new legal instrument: a European Chips Infrastructure Consortium (ECIC). The ECIC would be a legal entity that could implement actions and other tasks funded under the Chips for Europe Initiative.

The Council clarifies the voluntary nature of establishing an ECIC and specifies its openness to different legal forms of cooperation and other participants. It also clarifies rules for the selection of proposals for funding that will not be based on a specific legal form of cooperation.

Other proposed changes to the Commission proposal include clarifications related to:the definition of a 'first-of-a-kind' semiconductor manufacturing facility
the formulation of the general and operational objectives and the content of the Chips for Europe Initiative
the establishment of a European network of competence centres in semiconductors, integration technologies and system design
the requirements to be met by Integrated Production Facilities and Open EU Foundries, in particular as regards positive spill-over effects on the EU's semiconductor value chain
the design of mandatory information requests during a crisis stage
the scope and implementation of the emergency toolbox
the enforcement of information and notification obligations and of compliance with priority rated orders through fines and penalties
Next steps

The general approach agreed today formalises the Council's negotiating position. Απολαμβάνει όμως Διεθνούς σεβασμού αφού φιλοξενεί ενημέρωση από αρκετά ξένα Κράτη πράγμα που της περιποιεί βεβαίως, μέγιστη τιμή.
