Highlights - New EMPL studies - Committee on Employment and Social Affairs

The following three EMPL studies have just been published: 1. Youth in Europe - Effects of COVID-19 on their economic and social situation: the full study analyses the effects of COVID-19 on youth unemployment, inactivity, work-based learning and mental health. The analysis is based on quantitative indicators and qualitative information from surveys and policy documents.
2. Ageing policies - access to services in different Member States: The study focuses on active ageing policies and access to services for the ageing population in the EU-27 in five areas: economic activity, social participation, health and well-being, long-term care, and supportive environments including housing, transportation, and securing financial independence.
3. The social and employment situation of Roma communities in Slovakia: This paper first presents key indicators on employment and poverty for Roma communities in Slovakia and reviews existing social and employment policies. Second, it discusses the situation of Roma children in education. Third, the paper presents achievements and lessons learned from the use of EU funds for marginalised communities and, finally, it reviews the work of other organisations in assessing the situation of Roma people in Slovakia.

Highlights - EMPL Committee vote on Minimum Wages on 11 November 2021 - Committee on Employment and Social Affairs

On 11 November, the EMPL Committee will vote on the draft report on the Commission proposal for a Directive on adequate minimum wages, and on the mandate to enter interinsitutional negotiations. As outlined in Principle 6 of the Pillar of social Rights, every worker should earn a wage allowing for a decent living wherever they work.
The proposal establishes a framework to improve the adequacy of minimum wages and to increase workers' access to minimum wage protection, while taking into account and fully respecting the specificities of national systems, national competencies, social partners' autonomy and contractual freedom. The Directive also seeks to promote access to minimum wage protection provided by collective agreements and to increase the collective bargaining coverage in Member States, while building and strengthening the social partners' capacity to engage in collective bargaining on wage setting at sector or cross-industry level. The Co-rapporteurs have tabled compromises on the Articles and recitals, covering most of the text and amendments tabled in EMPL.

On 15 November, the EMPL and FEMM Committees will hold a joint committee meeting to consider the amendments tabled to the draft report on ‘Strengthening the application of the principle of equal pay for equal work or work of equal value between men and women through pay transparency and enforcement mechanisms’. In their draft report, the Rapporteurs propose 148 amendments to the Commission proposal, published on 4 March.
It aims to ensure that women and men in the EU get equal pay for equal work by establishing pay transparency standards to empower workers to claim their right to equal pay.

Highlights - Tackling non-tariff and non-tax barriers in the Single Market - Committee on the Internal Market and Consumer Protection

On 27 October, the IMCO committee considered the compromise amendments to Mr Kosma Złotowski’s (ECR) draft own initiative report on Tackling non-tariff and non-tax barriers in the Single Market.
Based on the amendments tabled by the Members to the draft report, the Rapporteur proposed a number of compromise amendments, aiming at tackling the issues, such as better and more unified transposition of EU law, monitoring of national rules, stronger enforcement of existing rules and measures, further digitalisation of public services, and proposing possible solutions that could help eliminate a number of still existing barriers hampering the potential of European businesses operating cross-border.

On 8 November IMCO will consider the compromise amendments to the draft opinion on the proposal for a Regulation concerning batteries and waste batteries. The Rapporteur, Mr Antonius Manders (EPP), aims to make use of the leverage of the internal market to ensure a level playing field between economic operators established in and outside the EU.
The amendments broadly support the aim of introducing and applying incisive environmental and social requirements to batteries, extending the scope of the proposal to batteries for light means of transport, focus on standardisation, and enhance the transparency of information for the benefit of consumers. IMCO will vote on the file on 9 December 2021.

On 8 November, IMCO will organise a public hearing on “Whistle-blower’s testimony on the negative impact of big tech companies’ products on users”. The former Facebook product manager Ms Frances Haugen will be invited to testify before IMCO Members and Members of other Committees involved in the current legislative work on digital files, namely ITRE, JURI, LIBE, INGE, AIDA and ECON.
Online safety, risk mitigation and transparency of algorithms will be among the key issues discussed in relation to the Digital Services Act.

On 27 October, the IMCO committee considered the compromise amendments to Mr Brando Benifei’s (S&D) draft implementation report on the Toy Safety Directive.
Building on his draft report and on the amendments tabled by the Members, the compromise amendments will focus on issues, such as the presence of chemicals, the new technologies embedded in toys, the placing on the market through online platforms, the enhancement of market surveillance, with the view to find an agreement on the report. The vote in IMCO is planned for 1 December 2021.

On 27 October 2021, IMCO Members voted on the adoption of the draft opinion of Mr Ivan Štefanec (EPP) on INTA’s legislative report on the Commission’s proposal for an International Procurement Instrument (IPI).
In total, 145 amendments were tabled by IMCO members, many of which support and further develop the Rapporteur's draft opinion, including his proposal to move from the price adjustment measures to IPI measures and highlight the importance of avoiding fragmentation of the internal market. In their amendments, Members also raise concerns on the harmonization of prices, the necessity to maintain an open approach with third countries, the need to exclude less developed countries from the scope and to fulfil certain public policy objectives, the rapidity of the decision-making process and the relevance to consider digital technologies in the public procurement sector.
Highlights - Single Market For Digital Services (DSA) and amending Directive 2000/31/EC - Committee on the Internal Market and Consumer Protection

On 27 October, IMCO considered the compromise amendments to the Digital Services Act (DSA), presented by the Rapporteur Ms Christel Schaldemose (S&D).
The Digital Services Act aims to create a safer digital space in which the rights of all users of digital services are protected. The Rapporteur tabled several sets of compromises on the basis of the 2297 amendments tabled in IMCO and on the amendments from those of the seven opinion giving committees that have already adopted their position. The compromise amendments highlight the need to ensure stronger consumer protection, to preserve the country of origin principle as enshrined in the E-commerce Directive, the need for effective remedies for recipients of services whose was removed and the importance of guaranteeing transparency of algorithms and of prohibiting dark patterns. The discussions on the DSA reflect also the recent whistle-blower testimonies on the impact of platforms products and policies on users.
Highlights - Contestable and fair markets in the digital sector (Digital Markets Act) - Committee on the Internal Market and Consumer Protection

On 27 October 2021, IMCO members considered the compromise amendments tabled to the legislative proposal on contestable and fair markets in the digital sector (the “Digital Markets Act”).
The Rapporteur, Mr Andreas Schwab (EPP), presented a set of compromise amendments compiling the 1.199 amendments both tabled by IMCO members as well as those tabled by the four opinion giving committees that have already adopted their position. The compromise amendments to an extent reinforce the Rapporteur's proposals included in the draft report, in particular the aim to ensure that the scope should be fair and balanced, while at the same time focused on restoring contestability and competition in the digital market. The compromise amendments cover also the issues of governance, scope, gatekeepers designation, obligations and prohibitions, enforcement and the role of national competent authorities.

Highlights - Consideration of AIDA draft report - Special Committee on Artificial Intelligence in a Digital Age

On Tuesday 9 November, AIDA Rapporteur Axel Voss (EPP, Germany) will present his draft report on "Artificial Intelligence in a Digital Age" to AIDA Committee Members. The AIDA Committee started its work in September 2020. In its mandate, the Committee was tasked to explore the impact of AI on the EU economy and its different sectors, to analyse the AI approach of third countries, and to chart the road ahead.
Since last year, AIDA has organised several hearings on topics ranging from AI's impact on the health sector to AI in transport. The insights gathered at these events have fed into the draft report. The AIDA final report is the main output of the committee, and the final version is due next spring.

Highlights - Study: The future of humanitarian aid in a new context full of challenges - Committee on Development

Study published in October 2021 by the European Parliament's Policy Department for External Relations. In light of the current highly challenging background of humanitarian intervention for the European Union and international humanitarian donors, the European Commission has adopted a Communication on the EU’s humanitarian action: new challenges, same principles. It provides guidelines on how the EU may face this challenge in collaboration with Member States and donor partners.
The Communication focuses on two main areas:
addressing needs, reducing the funding gap, and
supporting an enabling environment for humanitarian aid.Through an analysis of the Communication's seven objectives, the authors address key actions and provide final recommendations. Furthermore, authors evaluate which key actions are the most promising, critical or challenging, which have already been partially implemented and which should be prioritised.
Implementation of the key actions is generally well developed, albeit many are found to share certain critical issues.
These refer specifically to the need for:
increased transparency and accountability;
enhancing EU coordination with donor partners; and
significantly strengthening the EU's leadership role.
Moreover, the implementation of key actions must take greater account of dialogue and coordination both in the decision-making phase as well as in the implementation of humanitarian aid on the ground.

The new definition of price stability is a step in the right direction, even though the ECB could have gone further toward the Fed's average inflation targeting. This definition can become most helpful as the central bank navigates new uncertainties. Yet, the review does not deal with some daunting challenges that are already visible. This contribution is a preliminary analysis of the effect of the ECB's new strategy, notably the revised inflation target, on inflation expectations. We show that the announcement of the new strategy, although necessary for several reasons, had a minor effect on inflation expectations. This reveals that the reform was either already partially anticipated by the market or too timid. Therefore, we present alternative outcomes of the strategy review. Owner-occupied housing costs represent an important expenditure for households and should be included in the Harmonised Index of Consumer Prices. Conceptual and practical challenges must be resolved before this can be implemented. Estimates suggest that these costs would have a small impact on monetary policy. We discuss the full inclusion of the owner-occupied housing costs (OOHCs) in the EU's harmonised index of consumer prices (HICP). We briefly review the main methods used for including these costs into consumer price indices, and in particular the reasons why the EU authorities prefer to adopt the net acquisitions approach rather than the rent equivalence approach, as other major countries did. We also argue that in the current scenario an acceleration of the EU's roadmap towards a full inclusion of OOHCs in the HICP would be desirable. The Harmonised Index of Consumer Prices (HICP), which constitutes the sole official measure of inflation in the euro area, leaves out an important part of household expenditure, namely the cost of owner-occupied housing (OOH). Most other developed economies include estimates of OOH in their consumer price index. The existing, even if imperfect, indicator available today from Eurostat should be included immediately in the HICP. The ECB has approved a plan to include a measure of the cost of owner-occupied housing in the HICP. This paper reviews the various methodologies that are used to incorporate this element into consumer price indices. At the end of August 2021, the United States and coalition forces completed their withdrawal from Afghanistan, and the Taliban took control of the country after 20 years of conflict. The crisis in Afghanistan has prompted a global response based on humanitarian support on the ground, evacuations and resettlement of those in need of international protection, and support for neighbouring countries hosting refugees. Afghanistan has long been a priority for the EU, even before the most recent developments regarding migration and forced displacement. Afghan nationals have been among the largest groups of asylum-seekers and refugees hosted on European territory since 2014. Both the EU institutions and the EU Member States have been following the recent situation in Afghanistan closely. The EU's response has prioritised completing the evacuation of EU citizens, local staff and Afghan citizens. More specifically, the EU institutions have called for extended cooperation on the evacuations from Afghanistan and the setting up of legal pathways for Afghans at risk, while examining the future engagement with Afghanistan and regional partners. At the same time, the European Commission has presented a new 'Afghan support package' and held two high-level EU forums focusing on Afghans at risk and stressing the need for increased resettlement pledges from EU Member States. In a September 2021 resolution, the European Parliament called for a coordinated response to protect those most vulnerable, reiterating its call to the Commission for a legislative proposal on humanitarian visas, and to Member States to share responsibility for offering protection.

On 18 May 2021, the Polish Minister of Education and Science, Mr P. Czarnek, commented on Radio Wroclaw on the need for changing Polish school curricula. In this context, he also called the EU an “entity that is no longer based on the rule of law”. In reaction to these utterances, CULT decided to repudiate this misrepresentation of the EU in a letter sent on 17 June 2021, in which the Committee also recalled the need to abstain from any instrumentalization of history for political purposes.
In his response dated 21 July 2021 (Annex 2), the Minister fell short of providing the amplifications CULT had asked for, and rather provided an extensive outline of the Polish view on the Second World War and the hardships faced by the Polish people in particular, which the CULT Committee had never disputed nor belittled in any way.
CULT therefore decided to send a reply (Annex 3), in which the Committee reiterated the points made in the letter from 17 June and its longstanding overall position when it comes to dealing with history, which requires the highest possible standards.
Given that the Minister's response has been published on the Ministry's website, yet not CULT's original letter, the Committee decided to make the entire correspondence with the Minister publicly available for the sake of transparency and in order to allow citizens to form an independent opinion.

During the second edition of the Gender Equality Week organised by the European Parliament, the CULT Committee held an exchange of views with the European Commission on 25 October 2021.
The CULT Committee took this opportunity to reflect on its programmes Erasmus+, the European Solidarity Corps and Creative Europe as it considers that it is vital to overcome gender gaps in its policy area, to promote an environment that is free from gender-based violence and stereotypes and thereby to provide equal opportunities to thrive and to lead. Consequently, the Committee would like to assess how these programmes have contributed and can further contribute towards:
· Closing the gaps in STEAM and ICT studies and careers;
· Promoting female talents to support women's professional artistic careers;
· Encouraging more balanced gender participation in the media sector;
· Increasing the proportion of women in leadership positions and coaching, to promote equal conditions for all athletes, and to enhance media coverage on women in sport.

On 26 October at 14:30, the European Parliament’s Committee on Culture and Education welcomed Ms Jourová, the Vice-President of the European Commission for Values and Transparency, for an exchange of views on the state of media freedom in the European Union.
Recent reports show that media freedom has been deteriorating in many Member States over the past decade, and recent events have demonstrated how heavily media is exposed to political influence. This exchange of views was an opportunity to debate on one of the essential pillars of democracy and aimed to shed some light on the current challenges as regards media plurality and on the planned actions aiming to safeguard media freedom and pluralism in the European Union.

In the context of the COVID-19 pandemic, the President of the European Parliament has established a number of measures to contain the spread of the virus and to safeguard Parliament's core activities. The current precautionary measures do not affect work on legislative priorities.
Core activities are maintained to ensure the smooth running of the institution's legislative, budgetary, and scrutiny functions. The meetings allow for remote participation in a virtual environment.

This contribution is a preliminary analysis of the effect of the ECB's new strategy, notably the revised inflation target, on inflation expectations. We show that the announcement of the new strategy, although necessary for several reasons, had a minor effect on inflation expectations. This reveals that the reform was either already partially anticipated by the market or too timid. Therefore, we present alternative outcomes of the strategy review. During the November I plenary session, Parliament is due to vote on an implementation report concerning the Regulation on the statute and funding of European political parties and foundations. Parliament has to report on the application of the Regulation, and propose modifications where appropriate, by 31 December 2021, and every five years thereafter. The Commission is also required to present a parallel implementation report and a legislative proposal to amend the current regulation, if appropriate, and is expected to do so in November 2021.

Tax transparency has become an important tool in the fight against tax avoidance and tax evasion. Country-by-country reporting (CBCR) aims at requiring multinational enterprises (MNEs) to provide sufficient data to be able to distinguish what part of their activity is related to a specific country. The European Commission's proposed directive on CBCR was first tabled in 2016. Interinstitutional negotiations led to a provisional agreement in June 2021. The European Parliament is expected to vote on it at second reading during the November I part-session.
