This report addresses the nature, scope and possible effects of digital automation. It reviews relevant literature and situates modern debates on technological change in historical context. It also offers some policy options that, if implemented, would help to harness technology for positive economic and social ends. The report recognises that technological change can affect not just the volume of work but also its quality. It identifies threats to job quality and an unequal distribution of the risks and benefits associated with digital automation. In response, it recommends a number of policy options – ones that aim to go beyond the provision of skills and training and which seek a human-centred approach to digital transformations of work based on industrial democracy and social partnership. Overall, the report pushes for a new Digital Social Contract and a future of work that works for all

National parliaments organise their security in a variety of ways. Whereas in some cases the principles of separation of powers or of parliamentary autonomy prevent police forces from entering parliamentary premises − meaning that these legislative chambers rely on in-house security services – in others the security of parliaments is ensured exclusively by the police or other state forces with responsibilities in the area of security, defence or civil protection. Other national parliaments exhibit a mixed model, whereby parliamentary security departments are supplemented by national police or military units. This briefing provides an overview of the structures responsible for maintaining security and order in and around the parliaments of 11 EU Member States, namely Belgium, Germany, Spain, Estonia, France, Italy, Poland, Portugal, Romania, Slovenia and Finland, and also 3 non-EU countries − Canada, the United Kingdom (UK) and the United States (US). It focuses on the competences and tasks assigned to the services responsible for the security of each national parliament and highlights modes of cooperation with other external state forces. Furthermore, the briefing indicates, for each parliament, the ultimate authority in charge of the services responsible for maintaining order and security on and off the premises.

This EPRS publication seeks to provide an analytical overview of the Trade and Cooperation Agreement (TCA) between the European Union (EU) and the United Kingdom (UK), which was agreed between the two parties on 24 December and signed by them on 30 December 2020, and has been provisionally applied since 1 January 2021. The European Parliament is currently considering the Agreement with a view to voting on giving its consent to conclusion by the Council on behalf of the Union. The paper analyses many of the areas covered in the agreement, including the institutional framework and arrangements for dispute settlement, trade in goods, services and investment, digital trade, energy, the level playing field, transport, social security coordination and visas for short-term visits, fisheries, law enforcement and judicial coordination in criminal matters, and participation in Union programmes. It looks at the main provisions of the Agreement in each area, setting them in context, and also gives an overview of the two parties' published negotiating positions in the respective areas.

The deadly insurrection at the US Capitol on 6 January 2021 was a significant cautionary example of the offline effects of online disinformation and conspiracy theories. The historic democratic crisis this has sparked − adding to a number of other historic crises the US is currently battling − provides valuable lessons not only for the United States, but also for Europe and the democratic world. The US presidential election and its aftermath saw domestic disinformation emerging as a more visible immediate threat than disinformation by third countries. While political violence has been the most tangible physical effect of manipulative information, corrosive conspiracy theories have moved from the fringes to the heart of political debate, normalising extremist rhetoric. At the same time, recent developments have confirmed that the lines between domestic and foreign attempts to undermine democracy are increasingly blurred. While the perceived weaknesses in democratic systems are − unsurprisingly − celebrated as a victory for authoritarian state actors, links between foreign interference and domestic terrorism are under growing scrutiny. The question of how to depolarise US society − one of a long list of challenges facing the Biden Administration − is tied to the polarised media environment. The crackdown by major social media platforms on Donald Trump and his supporters has prompted far-right groups to abandon the established information ecosystem to join right-wing social media. This could further accelerate the ongoing fragmentation of the US infosphere, cementing the trend towards separate realities. Ahead of the proposed Democracy Summit − a key objective of the Biden Administration − tempering the 'sword of democracy' has risen to the top of the agenda on both sides of the Atlantic. Against this backdrop, and in line with the EU-US Agenda for Global Change, EU initiatives to counter disinformation − including the recent democracy action plan and the Digital Services Act − may provide a basis for EU-US cooperation on boosting democracy at home and abroad.

In September 2020, Belgium initiated a notification in the EU Rapid Alert System for Food and Feed (RASFF) concerning residues of an unauthorised substance called ethylene oxide (EO) in various lots of sesame seeds from India. This triggered a chain of enforced testing and controls, leading to withdrawals and recalls of significant amounts of products in many EU Member States, including products such as hummus, bread, and sauces containing sesame. Both conventional and organic products are concerned. A possible explanation according to scientists could be that ethylene oxide has been used for fumigating sesame seeds, to eradicate contamination with salmonella.

The European Union is party to the Aarhus Convention on access to information, public participation in decision-making and access to justice in environmental matters. The Aarhus Regulation applies the Convention's provisions to EU institutions and bodies. In 2017, the Aarhus Convention Compliance Committee, reviewing implementation by the parties, found that the EU fails to comply with its obligations under Article 9, paragraphs 3 and 4 of the convention concerning access to justice by members of the public. To address this non-compliance issue, on 14 October 2020 the European Commission put forward a legislative proposal to amend the Aarhus Regulation, triggering mixed reactions from stakeholders. The legislative process is ongoing. In Parliament, the file is being examined by the Committee on the Environment, Public Health and Food Safety. The Council reached a general approach on the file on 17 December 2020. First edition. The 'EU Legislation in Progress' briefings are updated at key stages throughout the legislative procedure.

On 28 May 2020, the European Commission adopted a proposal for a regulation on a new health programme (EU4Health) for 2021 to 2027. Announced as part of the Next Generation EU (NGEU) recovery instrument, according to the Commission, the EU4Health programme is intended to boost the EU's preparedness for major cross-border health threats and improve health systems' resilience. EU4Health would be a stand-alone, dedicated funding programme with an originally proposed budget of €10.4 billion (in current prices). However, during the negotiations on the 2021-2027 multiannual financial framework (MFF) and NGEU, the budget for EU4Health was revised downwards, with the July 2020 European Council conclusions allocating the programme €1.7 billion. On 14 December2020, Parliament and Council reached a provisional agreement on the programme, including a budget of €5.1 billion. Stakeholders had broadly welcomed the proposal, but generally regretted the European Council's reduction of the financial envelope allocated to it. The co-legislators' December agreement on an increased budget was thus positively received. The first-reading vote in Parliament's plenary on the text is expected in plenary in March. Second edition. Consumer expenditure accounted for 52.6 % of European Union gross domestic product (GDP) in 2019. Meanwhile, in the same year, one in five consumers said they had had at least one reason to complain about a purchase the previous year – a number largely unchanged for a decade. Increasingly, consumers do their shopping online. One in six people bought at least one item online in 2019. Yet while online shopping is now ubiquitous, European rules have lagged behind. On 13 November 2020, the European Commission published a new consumer agenda – its strategy for consumer policy for the 2020-2025 period. The strategy aims to address five long-term priorities: the green transition, digital transformation, redress and the enforcement of consumer rights, the specific needs of certain consumer groups, and international cooperation. In addition, it proposes measures to address immediate challenges that have emerged during the pandemic. Over the next five-year period, the Commission plans to empower consumers for the green transition: giving them information on the sustainability of products; establishing a right to repair; and laying down rules regarding green claims. It plans to tackle problematic practices on online marketplaces, fix the gaps in rules on product safety, especially for products sold online, and improve enforcement of existing rules. At the same time, it plans to improve protection of vulnerable groups, especially people who do not have access to the internet, and children. It plans to revise the rules for retail banking and improve financial advice services in Member States. Although the European Parliament has not adopted a resolution on the consumer agenda per se, it has adopted several legislative and non-legislative resolutions on topics covered by the agenda, including the sustainable single market, product safety, the future digital services act and artificial intelligence. Various stakeholders have expressed their views on the new consumer agenda, both during the public consultation before it was published, and following its publication.

Briefing - European critical infrastructure: Revision of Directive 2008/114/EC - 03-02-2021

Council Directive 2008/114/EC is part of the EU framework for critical infrastructure protection. While embracing an all-hazards approach, its scope is limited to the sectors energy and transport. This is widely considered a shortcoming. Calls for broadening its scope and for refocussing the directive on resilience rather than just protection, and interconnectivity of critical infrastructures resulted in a new legislative proposal the Commission presented in December 2020.

Μελέτη - Research for AGRI Committee - The challenge of land abandonment after 2020 and options for mitigating measures - 21-12-2020

This study examines the phenomenon of land abandonment, its consequences and mitigation options. Using quantitative data, it provides an overview of the possible future evolution of land abandonment in the EU by 2030, its historical evolution and current state of play. Based on desk research and case studies, this research project carries out an analysis of the drivers and effects of the phenomenon, considers mitigating actions to be implemented through EU policies, notably the CAP and outlines different scenarios about land use changes, using as variables climate change, the globalisation of markets and a major health crisis.

In July 2020, the European Commission adopted a legislative package on capital markets recovery as part of its overall strategy to tackle the economic impacts of the coronavirus pandemic. The package includes targeted amendments to the Prospectus Regulation and the Markets in Financial Instruments Directive II (MiFID II), aimed at reducing the administrative burdens faced by experienced investors in their business-to-business relationships and at increasing the competitiveness of the EU’s commodity derivatives markets. The European Parliament is expected to vote during the February plenary session on the provisional agreements on the two proposals resulting from interinstitutional negotiations.

Briefing - Democratic institutions and prosperity: The benefits of an open society - 04-02-2021

The ongoing structural transformation and the rapid spread of the technologies of the fourth industrial revolution are challenging current democratic institutions and their established forms of governance and regulation. At the same time, these changes offer vast opportunities to enhance, strengthen and expand the existing democratic framework to reflect a more complex and interdependent world. This process has already begun in many democratic societies but further progress is needed. Examining these issues involves looking at the impact of ongoing complex and simultaneous changes on the theoretical framework underpinning beneficial democratic regulation. More specifically, combining economic, legal and political perspectives, it is necessary to explore how some adaptations to existing democratic institutions could further improve the functioning of democracies while also delivering additional economic benefits to citizens and society as whole. The introduction of a series of promising new tools could offer a potential way to support democratic decision-makers in regulating complexity and tackling ongoing and future challenges. The first of these tools is to use strategic foresight to anticipate and control future events; the second is collective intelligence, following the idea that citizens are collectively capable of providing better solutions to regulatory problems than are public administrations; the third and fourth are concerned with design-thinking and algorithmic regulation respectively. Design-based approaches are credited with opening up innovative options for policy-makers, while algorithms hold the promise of enabling decision-making to handle complex issues while remaining participatory.

The dramatic consequences of climate change and environmental degradation have brought the need for a more sustainable economy to the top of the agenda. Transforming the EU economy to make it more sustainable requires large investments, especially for enabling a green and low-carbon transition. Given that the public sector alone cannot cover this financial need, solutions have been sought to bring the private sector on board. Green finance involves collecting funds for addressing climate and environmental issues (green financing), on the one hand, and improving the management of financial risk related to climate and the environment (greening finance), on the other. Sustainable finance is an evolution of green finance, as it takes into consideration environmental, social and governance (ESG) issues and risks, with the aim of increasing long-term investments in sustainable economic activities and projects. The European Union is a global leader in the above domain. In its 2018 action plan on financing sustainable growth, the European Commission set out the EU strategy to connect finance with sustainability. The first deliverables have been three key regulations seeking to create a classification system to determine whether an economic activity is environmentally sustainable (the 'taxonomy'); to make disclosures relating to sustainable investments and sustainability risks clearer; and to establish low-carbon benchmarks. The Taxonomy Regulation is particularly important for driving the consistent development of future legislation, as advocated, in particular, by the European Parliament. The Commission will release a renewed sustainable finance strategy in 2021, and a legislative proposal on the green bond standard. The interest in green and sustainable finance is rising very fast among investors worldwide, and several voluntary private initiatives have tried to create some market standards. Policymakers have also been very active in launching numerous regulatory and non-regulatory initiatives at global or local level. To avoid market fragmentation, there is a demand for greater harmonisation among the different measures. There is also a need to increase the standardisation and disclosure of non-financial information published by companies and used to evaluate the risks. Doing so will help to increase data availability, to make data more comparable, and to bring more transparency and clarity to investors. Given that climate change and environmental degradation are global challenges, international cooperation is in the common interest; the European Union is actively promoting this through the International Platform on Sustainable Finance.

The Directive on administrative cooperation (DAC) in the field of taxation provides the basis for information exchange on direct taxation within the EU. This European Implementation Assessment evaluates the implementation of the initial directive and the first three amendments (DAC1-4). Building mainly on interviews with tax administrations and a survey among stakeholders, this publication provides additional evidence on the directive’s effectiveness and external coherence, looking at its interaction with other EU legislation and with tax information frameworks at international level. Despite broad agreement among the institutions and stakeholders on the usefulness of DAC, there is a need for further work in the area of tax information exchange. This study therefore contains a list of detailed recommendations for further improvement to the directive’s effectiveness and coherence, offering a basis for discussions.

The European Commission is the executive body of the European Union. Under the Treaties, its tasks are to 'promote the general interest of the Union', without prejudice to individual Member States, to 'ensure the application of the Treaties' and adopted measures, and to 'execute the budget'. It also holds a virtual monopoly on the right of legislative initiative, alone proposing nearly all EU legislation to the European Parliament and the Council of the EU. The College of Commissioners is currently composed of 27 individuals: the President, Ursula von der Leyen, three Executive Vice-Presidents, five Vice-Presidents and eighteen Commissioners. The Executive Vice-Presidents both manage a specific portfolio and coordinate one of the core parts of the Commission's political agenda. The five Vice-Presidents each coordinate a single specific policy priority. The other Commissioners manage the specific portfolios, under the coordination of the Vice-Presidents. This Briefing sets out the responsibilities, composition and work of the Commission and its leadership, both in the current Commission and in the past. It also gives details of the staff of the Commission’s departments, their main places of employment, gender distribution and national background, as well as providing a breakdown of the EU’s administrative budget and budgetary management responsibilities.

As the latest wave of the coronavirus pandemic intensifies and some highly infectious new mutations of the virus spread, a growing number of countries have increased restrictions on travel and some lockdowns have been intensified. Whilst a series of vaccines are progressively gaining official approval, and their roll-out has started, pharmaceutical companies struggle with production capacity issues, the effectiveness of the vaccines on mutations is still uncertain, and a broader debate is opening up on the global fairness of vaccine distribution beyond the ‘first’ world. This note offers links to recent commentaries, studies and reports from international think tanks on the coronavirus and related issues. More studies on the topics can be found in a previous edition in this series, published in December 2020.

Last year marked the 25th anniversary of the fourth United Nations World Conference on Women in Beijing, regarded as a turning point for the global agenda on gender equality. The Beijing Declaration and Platform for Action (BPfA) adopted at the conference is considered the international 'Bill of Rights' for women, defining women's rights as human rights and setting goals across a range of issues affecting women and girls. Under the BPfA, the EU and its Member States committed to achieving concrete targets in twelve critical areas. The 25-year review was disrupted by the coronavirus pandemic, which is now also having substantive impacts on gender equality per se. The European Commission and Council are expected to report on Europe’s progress on the BPfA and future challenges, during the European Parliament’s plenary session in February 2021.

On 10 September 2020, the European Commission presented a proposal, which aims at ensuring the continuation of voluntary practices conducted by providers of ‘number-independent interpersonal communications services’ for the detection, reporting and removal of child sexual abuse material online after the European Electronic Communications Code has entered into force at the end of December 2020. This EPRS targeted substitute impact assessment finds that while the EU has the competence to adopt the Proposed Regulation per Article 5 of the TEU, the impact of such practices on human and fundamental rights has not been adequately addressed. It should provide a clear legal basis for these practices, along with effective remedies for users. Some technologies covered by the Proposed Regulation have a disproportionate impact, and thus require additional safeguards unavailable in the proposal in its current form.

Given the central role that online platforms (OPs) play in the digital economy, questions arise about their responsibility in relation to illegal/harmful content or products hosted in the frame of their operation. Against this background, this study reviews the main legal/regulatory challenges associated with OP operations and analyses the incentives for OPs, their users and third parties to detect and remove illegal/harmful and dangerous material, content and/or products. To create a functional classification which can be used for regulatory purposes, it discusses the notion of OPs and attempts to categorise them under multiple criteria. The study then maps and critically assesses the whole range of OP liabilities, taking hard and soft law, self-regulation and national legislation into consideration, whenever relevant. Finally, the study puts forward policy options for an efficient EU liability regime: (i) maintaining the status quo; (ii) awareness-raising and media literacy; (iii)promoting self-regulation; (iv) establishing co-regulation mechanisms and tools; (v) adoptingstatutory legislation; (vi) modifying OPs' secondaryliability by employing two different models – (a) byclarifying the conditions for liability exemptionsprovided by the e-Commerce Directive or (b) byestablishing a harmonised regime of liability.
