Discussions at the 21 January video-conference meeting of EU leaders largely focused on a coordinated response to the coronavirus pandemic, including the evolving public health situation with the spread of new virus variants coming from the UK and South Africa, vaccination strategies and international solidarity. While agreeing to further restrictive measures to limit non-essential travel, keeping borders open to ensure the functioning of the EU's single market was emphasised as essential. At the meeting, EU leaders also raised the issue of the detention of Alexei Navalny, condemning it and calling on the Russian authorities to release him.

On 1 February 2018, the European Commission published a proposal for a recast of the Directive on the quality of water intended for human consumption (the Drinking Water Directive). The proposal responded to the European Citizens' Initiative, Right2Water, and built on a fitness check which concluded that the 20-year old directive is fit for purpose, but needs updating. The main elements of the proposal consist of updating the water quality standards, introducing a risk-based approach to the monitoring of water, improving information provided to consumers, harmonising the standards for products in contact with drinking water, and improving access to water. In the European Parliament, the Committee on Environment, Public Health and Food Safety (ENVI) adopted its report in September 2018. The Parliament concluded its first reading in plenary in March 2019. A new rapporteur was appointed at the beginning of the new parliamentary term, and agreement was reached on the text in trilogue negotiations on 18 December 2019. The Parliament voted to adopt the text at second reading on 15 December 2020. The directive was published in the Official Journal on 23 December 2020, and the Member States have until 12 January 2023 to transpose it into national legislation. Fifth edition. The 'EU Legislation in Progress' briefings are updated at key stages throughout the legislative procedure.

This year, 27 January, International Holocaust Remembrance Day, marks the 76th anniversary of the liberation of the Auschwitz-Birkenau concentration and extermination camp. One focus of this annual day of commemoration is the responsibility borne by those who remain indifferent in the face of intolerance and discrimination. This places the Holocaust in the context of human rights, broadening Holocaust education to issues of tolerance, respect for human dignity, and democracy. Holocaust education, which traditionally centres on the human and historical dimension, is also a vehicle for reflection on ethical and legal issues, and promotes critical thinking and open-mindedness. In contrast with ethical aspects and critical thinking, the legal dimension adds a new perspective to school education that can put additional pressure on the teachers responsible for Holocaust education, extending beyond their usual subject areas. Moreover, many European countries host immigrant populations whose collective history does not include this particular experience. Pupils and students meanwhile use social media, a potential source of conspiracy theories, Holocaust denial, antisemitism and xenophobia. In this context, teachers need to be ready to deal with this subject in a difficult social environment. They also need adequate resources and tools to address inconvenient truths of the period. International institutions, and the European Union and its bodies, encourage dialogue and research on these issues, recognising the importance of Holocaust education and its human rights aspects for democracy and tolerant societies. The European Union provides funds, expert bodies and agencies to address the history, education, pedagogy and rights aspects of Holocaust education in all its dimensions of discrimination, persecution and extermination of Jewish, Roma and Sinti populations, as well as other minorities.

Il presente studio fa parte di un progetto più ampio il cui scopo è quello di analizzare, nella prospettiva del diritto comparato, i principi di eguaglianza e di non discriminazione. Queste pagine esaminano come tali principi si siano affermati nell’ordinamento giuridico dell’Unione europea. Ci si soffermerà in particolare sul riconoscimento di tali principi, sia nelle fonti di diritto primario (i trattati istitutivi) sia in quelle di diritto secondario (regolamenti e direttive), nonché attraverso la lettura e l’interpretazione evolutiva che di essi ha dato la giurisprudenza della Corte di Giustizia. Si evidenzierà inoltre come da un approccio sociale e prevalentemente giuslavoristico, tali principi abbiano assunto nel tempo un ruolo e una portata sempre più ampia, finendo per estendersi, quale parametro di legittimità, all’attività svolta dall’Unione in tutti i settori di competenza dell’Unione ed assurgere a diritti fondamentali, che trovano oggi esplicito accoglimento e consacrazione nel testo della Carta dei diritti fondamentali dell’Unione europea. Da ultimo si cercherà di mettere in luce quali sono i limiti e le eccezioni alla tutela di tali diritti, evidenziando gli ulteriori diritti ritenuti altrettanto meritevoli di tutela suscettibili di entrare in gioco richiedendo di essere adeguatamente (contro)bilanciati, come pure verrà evidenziato il rischio di eventuali distorsioni applicative idonee a generare forme di discriminazione “a rovescio”.

Ce document s’intègre dans une série d’études qui, avec une perspective de droit comparé, visent à faire une présentation des principes d’égalité et de non-discrimination dans différents États. Après avoir expliqué la normative et la jurisprudence d’application, le contenu, les limites et la possible évolution de ces principes sont examinés. La présente étude a pour objet le cas de la France. Le principe d’égalité n’est pas un principe juridique comme les autres. Il est à la fois un principe d’égalité politique et d’égalité civile. Cela explique l'invocation très fréquente du principe d'égalité devant le Conseil constitutionnel français. La principale question juridique est celle de l’articulation entre le principe d’égalité et le principe de non-discrimination. La catégorie des discriminations mérite d’être questionnée de manière à montrer notamment les spécificités françaises.

In line with the European Green Deal, a key element to foster sustainable growth and finance the green transition will be to channel funding in economic activities that contribute to environmental, social and governance-related objectives. Directive 2014/95/EU on the disclosure of non-financial and diversity information (NFRD) has set the EU on a clear course towards greater business transparency and accountability on social and environmental issues. It helps to measure, monitor and manage companies' performance and their impact on society. However, as this briefing shows, the NFRD suffers from several deficiencies such as lack of comparability, reliability and relevance of non-financiel information provided. The Commission therefore intends to review the NFRD in the first quarter of 2021.

On 31 October 2019, the European Commission adopted a legislative package aimed at ensuring the continuation of the current common agricultural policy (CAP) until the legislation on the post 2020 CAP is in force. The package includes a proposal for a CAP transitional regulation setting out a number of adjustments to current CAP regulations, concerning their applicability beyond 2020 with new financial allocations. This proposal introduces transitional provisions and amendments that are necessary to ensure the continuity of the CAP through a transitional period between policy cycles and to smooth the passage to the new policy framework envisaged by the post 2020 CAP proposals. It concerns all the basic acts which regulate how the CAP now works. Third edition. The 'EU Legislation in Progress' briefings are updated at key stages throughout the legislative procedure.

This study, the fifth in an annual series, provides an overview of the economic and budgetary situation in the EU and beyond, and summarises the main economic indicators in the EU and euro area and their two-year trends. It also explains the annual EU budget, provides an overview of its headings for 2021, and sets out the wider budgetary framework – the post-2020 multiannual financial framework (MFF) and the Next Generation EU recovery instrument. This year's special 'economic focus' puts the spotlight on EU social and employment policies in the context of the coronavirus outbreak.

The arrival of the Covid-19 vaccines marks a turning point in the fight against the coronavirus pandemic. For European Commission President Ursula von der Leyen, vaccination is about self protection and solidarity. For many people, it is also about trust. Some are hesitant to get vaccinated, while others are against vaccination on principle. According to estimates, coverage of at least 60 % to 75 % is needed to establish population immunity through vaccination. Polls show that sizeable numbers of people in the EU are hesitant − or even opposed − to vaccination in general. As regards Covid-19 vaccination, surveys suggest that Europeans are among the most sceptical in the world. According to the World Health Organization, vaccine hesitancy is complex and context-specific, varying across time, place and vaccine. Science has identified several behavioural factors underpinning vaccine uptake. Vaccine scepticism can also be linked to trust in government and is associated with certain political mindsets. Many commentators agree that Covid-19 vaccine communication is a collective endeavour that should ideally involve institutional actors, healthcare professionals, scientists, journalists and people with standing in communities. There is a need to engage with the wider public, in particular with groups that have a low level of trust in scientists and are less favourable to vaccines. It is considered key to move towards an open dialogue that respects people's emotions, and to understand the individual values behind doubters' fears. Reaching diverse populations is deemed instrumental, as is involving political and community leaders in communication strategies. The December 2020 European Council conclusions stressed the importance of providing clear factual information on Covid-19 vaccines and countering disinformation. The European Commission is set to roll out a two-phase vaccine communication campaign complementing the Member States' efforts. The European Parliament has insisted on the need to counter the spread of unreliable, misleading and unscientific information on vaccination, and Members have repeatedly called for more transparency on the EU advance purchase agreements with vaccine developers.

Enlargement of the European Communities (EC) to the south represented one of the most profound changes in European politics of the 1980s. It dramatically altered political, economic and social structures not only in the EC and the then Member States, but also in the three accession countries: Greece, Portugal and Spain. This year marks the 40th anniversary of Greece's accession to the European Communities (now Union). Greece became the tenth EC Member State in 1981, following its transformation from an authoritarian to a democratic system of government. Importantly, Greece’s EC accession was connected with the consolidation of the country’s emerging democratic system, starting with the transitional government under Prime Minister Konstantinos Karamanlis from July 1974 on. Although in the mid-1970s it was not formally involved in deciding on EC membership, the European Parliament saw itself politically obliged to discuss the major guidelines of EC accession and to assert the need for democratic conditions in Greece. Against this background, this Briefing looks at the democratisation process in Greece and the country's EC accession from the perspective of the European Parliament. First, it demonstrates that the Parliament demanded the fulfilment of fundamental democratic criteria before accepting any rapprochement between Greece and the Community. Resting on the basic understanding of democracy, the core demand was the holding of free and fair parliamentary elections. Second, it shows that, following the establishment of democratic structures, the European Parliament quickly developed relations with Greece, for example with the Greek Parliament in the form of a joint parliamentary committee. These relations served to support the accession process by discussing and preparing the baselines of EC enlargement.

As of 1 January 2021, the new multiannual financial framework (MFF) that details the structure of EU finances up to 2027 started to apply, following publication of the MFF Regulation in the Official Journal. In the wake of the coronavirus pandemic, the lengthy negotiations in the Council and European Council gained momentum when they became intertwined with the debate on the Next Generation EU recovery instrument. The European Parliament, which gave its consent on 16 December 2020, managed to obtain various changes it had strongly advocated, such as additional resources for flagship programmes and increased flexibility.

Towns and cities are home to nearly three quarters of the EU's population, and most EU policies concern them, be it directly or indirectly. While the 2014-2020 cohesion policy framework introduced a number of new instruments intended to enhance the urban dimension of cohesion funding, a shared vision of urban development has gradually taken shape at intergovernmental level, accompanied by increasing calls to give city authorities and stakeholders a greater say in policymaking. To help guide these discussions, the European Commission launched a public consultation following its July 2014 communication on the urban dimension of EU policies. Its findings indicated broad support among city stakeholders for an Urban Agenda for the EU. The European Parliament also prepared an own-initiative report on the issue, as part of a process that would ultimately lead to the signing of the Pact of Amsterdam on 30 May 2016, a clear political commitment to deliver an Urban Agenda. With the pact providing for urban partnerships focusing on key urban themes such as air quality, urban poverty and housing, all 14 partnerships have now drawn up action plans, allowing the partners involved to contribute to the design of future, or revision of current, EU legislation. Many of these plans are now at the implementation stage, and the partnerships' work is beginning to have an impact on EU policymaking, with the European Parliament and the Commission taking the recommendations on board. Challenges remain, however, with stakeholders highlighting issues such as limited resources, a lack of effective governance mechanisms or low participation of smaller cities. In this context, both the new cohesion framework post-2020, which includes a European urban initiative to support the Urban Agenda, and the New Leipzig Charter, which outlines the next steps for the Urban Agenda, have the potential to improve the delivery and impact of the Urban Agenda. The process of strengthening the Urban Agenda, however, will ultimately depend not only on the partnerships' ability to deliver actions but above all on the extent to which they are taken up by the Commission, a process requiring full commitment from all partners involved. This is a further update of an earlier briefing originally published in 2016 and last updated in 2019.
