The coronavirus (Covid-19) pandemic remains a major threat to public health in the European Union (EU). Testing is considered an essential aspect of the response to the pandemic. There are different types of coronavirus tests, each having its own merits and limitations. The timing of tests is also critical. Among the tests that detect current infection, (rapid) antigen tests have recently come to the fore. In view of a resurgence of coronavirus cases, the European Commission adopted on 28 October 2020 a recommendation for a common EU testing approach for Covid-19. It addresses key points linked to testing capacities and resources, as well as rapid antigen tests. This was followed on 18 November by a recommendation on the use of rapid antigen tests for the diagnosis of Covid-19, which provides guidance on how to select rapid antigen tests, when they are appropriate and who should perform them. It also calls for validation and mutual recognition of tests and their results. EU and international public health bodies, including the European Centre for Disease Prevention and Control and the World Health Organization, have given testing recommendations and outlined strategies and objectives. Several Member States have started to use rapid antigen tests in practice. Testing policies range from testing only people who both have symptoms and also meet specific criteria, to testing anyone with symptoms, to open public testing, including asymptomatic people. In a September 2020 resolution, the European Parliament called for the adoption and implementation of a common testing strategy under which test results would be recognised in all Member States. Since the outbreak of the pandemic, coronavirus testing has rapidly evolved and will continue to play an important role. New methods are emerging, including 'out of the box' options.

The main objective of the territorial agenda is to strengthen territorial cohesion, an EU principle that seeks to ensure the balanced development of the EU and reduce its regional disparities. Agreed in May 2011 and the culmination of a process begun many years earlier with the European Spatial Development Perspective, the Territorial Agenda 2020 has recently been renewed with a view to establishing a continued role for this initiative within the EU's new cohesion policy framework beyond 2020. Aimed at ensuring the Europe 2020 strategy was implemented in line with the principle of territorial cohesion, the Territorial Agenda 2020 strived to promote the integration of the territorial dimension across many different policies. To deliver on this ambition, it established an action-oriented political framework based around six territorial priorities and a series of implementation mechanisms to make EU territorial cohesion a reality. However, with the territorial agenda a low political priority in past years, implementation remained weak, while the process itself was beset by challenges, such as fragile intergovernmental cooperation and a low level of awareness. This situation was compounded by the complex and abstract nature of the territorial agenda, making it difficult to communicate its aims and objectives. Set up in 2018 during the Austrian Presidency, an intergovernmental taskforce led the work on the renewal of the territorial agenda, the aim being to conclude the process under the German Presidency, leading to the adoption of the Territorial Agenda 2030 in December 2020. Spanned by two overarching priorities, a 'just Europe' and a 'green Europe', the renewed territorial agenda establishes a clear link with the European Commission's current priorities and its strategy for sustainable growth, the European Green Deal. While this structure has the potential to help embed the territorial agenda more firmly within the EU's policy-making system, increasing its relevance and improving its visibility, the advent of this important addition to the EU's territorial toolbox risks being overshadowed by the ongoing discussions on the MFF in the months ahead. This is an updated edition of a Briefing from March 2020.

Members of the European Court of Auditors (ECA) are appointed by the Council, after consultation with the European Parliament. The ECA consists of 27 members, one national from each of the 27 European Union Member States. Candidates for membership are proposed by their respective Member States, and appointed for a renewable term of six years. Members are required to perform their duties in complete independence and in the general interest of the EU. This Briefing takes appointments since 2009 (the beginning of the seventh parliamentary term) as its starting-point. At the end of that legislature, Parliament adopted an important resolution detailing the principles and selection criteria for the nomination of members of the ECA, such as the requirement that members do not serve more than two terms of office. Even though the opinions delivered by the European Parliament are not legally binding, they have become a powerful tool in the appointment procedure. With the adoption of a resolution in 2014, Parliament further shaped the selection criteria it will apply when examining a candidate. The publicity surrounding these hearings and the questionnaire answered by the candidates make it difficult for the Council to over-ride any negative opinion delivered by Parliament. The analysis illustrates the extent to which Parliament's democratic scrutiny of the ECA influences the process of appointment: even though the Council has three times appointed a candidate despite an unfavourable opinion by Parliament, in two other cases, nominees withdrew their candidacy after Parliament delivered a negative opinion, and in another, the government of the Member State concerned withdrew the nomination and proposed a new candidate.

The EU has unveiled an ambitious plan to regulate online platforms, and the European Commission is proposing to introduce ex ante regulation to ensure that markets characterised by large platforms acting as digital gatekeepers remain fair and competitive for innovators, businesses, and new market entrants. The introduction of an ex ante regulatory framework that could limit online platforms' commercial freedom and give wide-ranging enforcement powers to regulators would be a far-reaching step. Against this background, this briefing explains the rationale for regulating digital gatekeepers in the EU and provides an overview of the key policy questions currently under discussion. Recent reports and studies have shown how a few large platforms have the ability to apply a range of practices that raise significant competition issues. The limitation of competition law – essentially applied ex-post after the anti-competitive practices have been implemented – has sparked a debate on whether EU competition rules are still fit for purpose and whether such platforms should not instead be regulated ex ante so as to provide upfront clarity about what behaviour towards users and competitors is acceptable. In this respect, the policy discussion focuses on a number of issues, in particular, how to identify online gatekeepers that should be subject to ex ante regulation, what conduct should be outlawed for those gatekeepers, what obligations should be placed on them (such as data portability and interoperability), and how such innovative regulations should be enforced. Finally, the briefing highlights the initial views of a number of stakeholders.

On 4 March 2020, the European Commission adopted a legislative proposal for a European climate law, setting the objective for the EU to become climate-neutral by 2050 and establishing a framework for achieving that objective. The Commission would be empowered to set out an emissions trajectory for the period between 2030 and 2050. The proposed regulation would also require EU institutions and Member States to build on their climate change measures. The Commission would have to carry out five-yearly assessments – aligned with the review cycle of the Paris Agreement – of progress made towards the objectives and of the consistency of national and EU measures with the objectives. It would be required to take corrective action and could issue recommendations to Member States whose measures were inconsistent with the emissions trajectory. Moreover, the Commission would have to ensure broad public participation. On 17 September 2020, following an impact assessment presented in the 2030 climate target plan, the Commission amended the proposal to introduce the updated 2030 climate target of a net reduction of at least 55 % of the EU’s greenhouse gas (GHG) emissions compared to 1990 levels. In the European Parliament, the proposal has been referred to the Committee on Environment, Public Health and Food Safety. The Parliament adopted its position on 6 October 2020, calling for a 60 % emissions reduction by 2030. Second edition. Methane, a short-lived greenhouse gas, has a global warming potential much higher than that of carbon dioxide, and is directly linked to air pollution through the formation of ozone. Methane emissions are derived from both natural sources and human activity. Energy, agriculture, waste and wastewater treatment are the biggest sources of anthropogenic methane emissions. Globally, methane emissions increased by 24 % between 1990 and 2018. In the EU-27, methane emissions fell by 0.2 % between 2009 and 2018 and accounted for just over 10 % of total GHG emissions in 2018. The EU has been tackling methane through legislation, policies and strategies aimed at reducing emissions in Europe and internationally since 1996. The EU's methane emissions dropped by a third between 1990 and 2018. As a precursor to ozone, methane is a key factor in air quality and human health. On 14 October 2020, the European Commission presented an EU strategy to reduce methane emissions. The document focuses on cross-sectoral actions within the EU, and builds on actions in the energy, agricultural, waste and wastewater sectors within the EU and internationally. Stakeholders from the industry sector and environmental non-governmental organisations have given feedback on the strategic document and have welcomed the strategy while also highlighting aspects that could be strengthened. In 2019, the European Parliament asked the Commission to address methane emissions reductions through a strategic plan by the end of the first half of its 2019-2024 term. In October 2020, when the strategy was presented, MEPs from the Committees on Industry, Research and Energy welcomed the document and also posed questions in respect of its scope. Parliament's response is currently being prepared by the Committee on the Environment, Public Health and Food Safety.

The EU's current greenhouse gas emissions reduction target for 2030, of 40 % compared with 1990 levels, was agreed by the European Council in 2014, along with targets for renewable energy and energy efficiency. Since 2017, the European Parliament has been urging the European Commission to develop a zero-emission long-term 2050 vision for the European Union. Following Parliament's reiteration of this demand and a similar call from the European Council, in November 2018 the Commission adopted a strategic long-term vision, aiming for climate neutrality by 2050. Commission President Ursula von der Leyen has committed to this goal with the European Green Deal, proposing to set the EU 2050 climate-neutrality target in legislation by means of a European climate law. As part of the climate-neutrality commitment, the Commission is proposing to review and revise the 2030 greenhouse gas emissions target, to ensure a realistic and feasible trajectory towards 2050. On 17 September 2020, on the basis of a public consultation and an in-depth impact assessment, the Commission adopted a communication on the climate target plan. The climate target plan proposes to increase the 2030 target from a 40 % emissions reduction to a 55 % net emissions reduction, compared with 1990 levels. The communication outlines sectoral targets and approaches, as well as the regulatory revisions and new initiatives needed in the climate and energy policy framework. In the 2021 Commission work programme, the numerous revisions required are presented under the package 'Fit for 55'. The 2030 target, embedded in the future climate law, will be subject to interinstitutional negotiations, with Parliament having adopted its position of a higher 60 % emissions reduction target at its October 2020 plenary session. The European Council discussed the climate target plan at its October 2020 meeting, and will revisit it in December with a view to agreeing the 2030 target.

The study presented in the event aims at identifying and analysing the unfair commercial and trading practices in passenger air transport that not only are detrimental to consumers, but which can also distort competition in the Single Market. Moreover, the discussion during the event also covered competition and consumer protection aspects that arise in the context of the COVID-19 pandemic. These proceedings of the study presentation were prepared by the Policy Department for Economic, Scientific and Quality of Life Policies at the request the committee on Economic and Monetary Affairs (ECON).

On 10 and 11 December, EU leaders will meet for their 13th meeting of 2020, bringing to a close a year of exceptionally intensive activity for the European Council. EU Heads of State or Government will address a packed agenda, covering most of 2020's key issues: the coronavirus pandemic, climate change – notably the new EU greenhouse gas emissions reduction targets for 2030 – and the fight against terrorism, as well as various external relations issues, such as relations with the US and with Turkey. Two crucial issues, which are not on the formal agenda but could dominate discussions, are rule-of-law conditionality for the 2021-27 Multiannual Financial Framework (MFF) and the EU-UK negotiations. EU leaders are also expected to appoint a new member of the European Central Bank's executive board. The Euro Summit on 11 December will focus on the revision of the European Stability Mechanism (ESM) treaty and on progress towards a banking union.
