Statement by the Prime Minister on the fifth anniversary of the tragic bus crash involving the Humboldt Broncos

The Prime Minister, Justin Trudeau, today issued the following statement on the fifth anniversary of the tragic bus crash involving the Humboldt Broncos in Saskatchewan:
“Today marks the fifth anniversary of a tragic accident that shook Canadians from coast to coast to coast. On April 6, 2018, a bus carrying the Humboldt Broncos junior hockey team was involved in a collision with a transport truck, killing 16 team members and staff and injuring 13 others.
“In the face of great tragedy, we pulled together as Canadians – just like we always do. To remember the lives lost and honour the victims, we held moments of silence in arenas all across the country, we wore the colours of the Humboldt jersey – white, yellow, and green – and raised money for one of the most successful online fundraising campaigns in history to support the families of victims, the survivors, and the community in their time of need. In the weeks following the tragedy, about 150,000 people across the country registered to become organ donors, inspired by Humboldt Bronco Logan Boulet, whose donated organs helped six people.
“The Humboldt community is emblematic of what it means to be Canadian. They have shown enormous strength and resilience in the years since the tragedy, by creating scholarships and sponsorships for future generations and providing counselling services and support groups for those impacted. Today, as we remember the lives lost, we also look ahead with hope and optimism for the survivors, who now speak out about dealing with trauma, making our communities more accessible, and leading healthy lifestyles.
“We owe it to them to work to ensure a tragedy like this never happens again. That’s why, in response, we worked with provinces and territories to develop a national standard for entry-level training for truck drivers and improve safety features on buses and other vehicles, including electronic logging devices in motor coaches and heavy commercial trucks to reduce the risk of fatigue-related collisions. Seatbelts are now also required on all new motor coaches.
“On this day, we remember the lives that were cut short by this tragedy, honour the survivors, and stand with the families and the community of Humboldt, Saskatchewan. We continue to be inspired by their strength, their determination, and their compassion. They are forever Humboldt strong.”

The Prime Minister and the President discussed migration and the implementation of the Safe Third Country Agreement.
The two leaders spoke about the President’s recent visit to Canada, which helped drive significant progress on shared priorities. They both are looking forward to the first meeting of the Energy Transformation Task Force, which was launched during the President’s visit to accelerate our work together over the next year across the spectrum of the clean economy.
Prime Minister Trudeau updated President Biden on his phone call yesterday with the President of Ukraine, Volodymyr Zelenskyy. The Prime Minister and the President spoke about Russia’s illegal detention of Wall Street Journal reporter Evan Gershkovich and called for his immediate release.

In Ontario, from Honda Canada retooling its operations here in Alliston to build hybrid-electric CR-Vs to Volkswagen choosing to build its first overseas electric vehicle battery plant in St. Thomas, it’s clear that manufacturing workers are at the forefront of building the clean economy.
The Prime Minister, Justin Trudeau, was at Honda Canada in Alliston, Ontario today to highlight both new and expanded investment tax credits proposed in Budget 2023—A Made-in-Canada Plan: Strong Middle Class, Affordable Economy, Healthy Future to help produce, manufacture, or use clean energy and clean technology in Canada, while supporting good jobs for the middle class.
The following tax credits outlined in Budget 2023 will support job-creating investments in a thriving, made-in-Canada clean economy right across the country:
- Introducing a 15 per cent refundable Clean Electricity Investment Tax Credit for eligible investments in technologies required for the generation and storage of clean energy and its transmission between provinces and territories, which is available to taxable and certain tax-exempt entities;
- Introducing a refundable Clean Technology Manufacturing Tax Credit to cover 30 per cent of investments in new machinery and equipment used to manufacture or process clean technologies and extract, process, or recycle key critical minerals;
- Moving forward with the Clean Hydrogen Investment Tax Credit, first announced in the 2022 Fall Economic Statement, to support between 15 and 40 per cent of eligible project costs to produce clean hydrogen right here at home;
- Expanding the Carbon Capture, Utilization, and Storage Investment Tax Credit to additional types of equipment used to capture carbon dioxide emissions for storage or other uses in industrial processes, and provide tax credit access to geological storage projects in British Columbia; and
- Expanding eligibility for the refundable 30 per cent Clean Technology Investment Tax Credit to include geothermal energy systems, further supporting the growth of Canada’s clean technology sector.
These clean investment tax credits build on the work we have already done from coast to coast to coast to grow our clean economy and create and secure tens of thousands of good middle-class jobs. Since the beginning of 2022, Canada has attracted historic investments across our electric vehicle supply chain – from mining to manufacturing – and secured or created over 18,000 jobs in the process.
Budget 2023 lays out the federal government’s plan to build a stronger, more sustainable Canadian economy for everyone. It will continue to deliver real results, make life more affordable, and build a healthier, cleaner future for Canadians from coast to coast to coast.

- In the past year alone, Canada has secured historic investments in our growing clean economy and provided funding to support Canadian workers. These include:
- In March 2022, the Government of Canada announced a new federal investment of up to $131.6 million, matched by the Government of Ontario, to help Honda Canada retool its manufacturing operations in Alliston, Ontario to launch the next generation of hybrid-electric vehicles and secure well-paying, high-quality jobs across the Canadian supply chain.
- In May 2022, the Government of Canada announced a new federal investment of up to $529 million to support a multi-billion-dollar project from automaker Stellantis to modernize its assembly plants in Windsor and Brampton, Ontario, help the company increase its production of electric vehicles, and support thousands of jobs. The Government of Ontario also supported the project with an investment of up to $513 million.
- In October 2022, the Government of Canada announced a new proposed federal investment of up to $222 million through the Strategic Innovation Fund to help Rio Tinto Fer et Titane (RTFT) increase its production of critical minerals for products like electric vehicles and batteries, and to help feed clean technology supply chains at home and abroad.
- In November 2022, the Government of Canada announced an investment of up to $300 million, alongside a contribution of $161.5 million from the Government of Alberta, to support a $1.6 billion project by Air Products Canada Ltd. to advance clean fuels and clean energy in Canada and secure hundreds of middle-class jobs.
- If a particular project is eligible for more than one clean investment tax credit, businesses would only be able to claim one of the credits outlined above. The full extent of the tax credits rates will be provided only if the labour conditions are met, where applicable.
- Other investments in a clean economy proposed in Budget 2023 include:
- at least $20 billion, sourced from existing resources, to be invested by the Canada Infrastructure Bank to support the building of major clean electricity and clean growth infrastructure projects;
- $3 billion over 13 years to recapitalize funding for the Smart Renewables and Electrification Pathways Program to support critical regional electricity priorities and Indigenous-led projects; renew the Smart Grid program and further support grid innovation; and support science-based projects to leverage Canada’s offshore wind potential; and
- $500 million over 10 years to the Strategic Innovation Fund to attract and spur high-quality business investments to support the development and application of clean technologies in Canada.
- In March 2022, the Government of Canada released the 2030 Emissions Reduction Plan: Canada’s Next Steps for Clean Air and a Strong Economy, an ambitious and achievable roadmap that outlines a sector-by-sector approach for Canada to reach its climate target of cutting emissions by 40 per cent below 2005 levels by 2030, and to put us on track toward our goal of achieving net-zero emissions by 2050.

Today, Prime Minister Justin Trudeau spoke with the President of Ukraine, Volodymyr Zelenskyy.
The Prime Minister reaffirmed Canada’s unwavering support for Ukraine as it continues to resist Russia’s brutal and unjustifiable aggression.
The two leaders discussed Ukraine’s current needs, as well as Canada’s ongoing support and recent announcements, including military, financial, and humanitarian assistance. President Zelenskyy welcomed these announcements, and expressed gratitude for Canada’s continued contributions to Ukraine’s security and stability.
The Prime Minister expressed support for Ukraine’s ongoing diplomatic efforts. He conveyed Canada’s commitment to continue supporting Ukraine in its efforts toward a just peace and a free and democratic future.
Finally, the Prime Minister conveyed admiration for the resilience of the Ukrainian people as they continue to fight for democracy and freedom, and reaffirmed Canada’s commitment to supporting Ukraine for as long as it takes.

That is why the Government of Canada is renewing our federal fleets, while revitalizing our shipbuilding and marine industry to create good middle-class jobs across the country.
The Prime Minister, Justin Trudeau, today announced Chantier Davie of Lévis, Quebec, will become the third strategic partner under the National Shipbuilding Strategy (NSS). This agreement between the company and the federal government marks the start of negotiations for contracts to support Canada’s future shipbuilding needs and create good jobs. This will include the construction of six program icebreakers and one polar icebreaker for the Canadian Coast Guard. These ships will play an essential role in the growth of Canada’s economy, supporting year-round marine trade, and will serve as essential platforms for search and rescue and environmental response operations.
The agreement is consistent with the recently released Budget 2023—A Made-in-Canada Plan: Strong Middle Class, Affordable Economy, Healthy Future, which focuses on building a made-in-Canada clean economy in a free and stable democracy and supporting Canadian workers and manufacturers.

- In May 2019, the Government of Canada announced its intention to add a third Canadian shipyard as a strategic partner under the National Shipbuilding Strategy (NSS). A competitive process to select the new shipyard was launched later that year.
- Today’s agreement is the result of a complex, multi-step qualification process. It included a third-party assessment of the shipyard’s infrastructure and submission, the evaluation of its formal proposal, and a due diligence process to ensure the shipyard is financially capable of performing the work and making any necessary upgrades to its infrastructure.
- Founded in Quebec in 1825, Chantier Davie is the oldest shipyard in Canada and a global leader in the delivery of specialist, mission-critical vessels to government and commercial customers. They are the third Canadian shipyard to reach a strategic partnership agreement with the Government of Canada under the NSS, after Irving Shipbuilding Inc. in Nova Scotia and Seaspan Shipyards in British Columbia in 2012.
- Chantier Davie has already played a critical role in supporting Canada’s fleets, receiving over $2.2 billion in contracts since 2014 for various types of work on ships for the Canadian Coast Guard, the Royal Canadian Navy, and Transport Canada. This included acquiring and converting three medium interim icebreakers for the Canadian Coast Guard, refitting the CCGS Louis S. St‑Laurent, converting the MV Asterix to provide the Navy with an Interim Auxiliary Oiler Replenishment capability, and maintaining one of the Navy’s Halifax-class frigates. They are currently working on the design and construction of two ferries for Transport Canada.
- Since 2012, the Government of Canada has awarded more than $21 billion in shipbuilding-related contracts. Contracts awarded under the NSS are estimated to contribute nearly $2 billion to Canada’s GDP annually on average, supporting thousands of good middle-class jobs every year.
- The Government of Canada’s NSS is a long-term, multi-billion-dollar program focused on renewing the Canadian Coast Guard and Royal Canadian Navy fleets to ensure Canada’s marine agencies have the modern ships they need to fulfill their missions, while revitalizing Canada’s marine industry, creating good middle-class jobs, and maximizing economic benefits across the country.

“Founded on this day in 1949, NATO brought countries together to uphold the fundamental values of individual liberty, human rights, democracy, and the rule of law. For over 70 years, the Alliance has been the bedrock of transatlantic security, peace, and stability. With grocery prices going up, too many Canadians are struggling to make ends meet. In the face of global inflation and rising costs, the Government of Canada is providing much-needed relief to Canadians to ensure they can continue to put food on the table and pay the bills.
The Prime Minister, Justin Trudeau, today highlighted the new one-time Grocery Rebate proposed in Budget 2023—A Made-in-Canada Plan: Strong Middle Class, Affordable Economy, Healthy Future. This targeted inflation relief has been designed to help support the Canadians hardest hit by rising food prices.
The Grocery Rebate would help approximately 11 million low- and modest-income Canadians and families across the country. This would mean a one-time payment of up to an extra $467 for eligible couples with two children; up to an extra $234 for single Canadians without children; and an extra $225 for seniors, on average. The rebate is part of a suite of measures proposed in Budget 2023 to help make life more affordable for Canadians, including cracking down on predatory lending, more support for students, and lowering credit card transaction fees for small businesses.
Budget 2023 lays out the federal government’s plan to keep supporting Canadian families and build a stronger, more sustainable, and more secure economy for everyone.

- In addition to the new Grocery Rebate, Budget 2023 proposes more affordability measures including:
- Cracking down on predatory lending that takes advantage of some of the most vulnerable people in our communities, including low-income Canadians, newcomers, and seniors, often by extending very high interest rate loans;
- Cracking down on junk fees, including higher telecom roaming charges, event and concert fees, excessive baggage fees, and unjustified shipping and freight fees;
- Supporting hardworking small business owners by working with financial institutions to lower credit card transaction fees, while also protecting reward points for Canadian consumers offered by Canada’s large banks; and
- Making life more affordable for students with measures including increasing Canada Student Grants by 40 per cent and raising the interest-free Canada Student Loan limit from $210 to $300 per week of study.
- The Government of Canada is investing in the middle class, growing the economy, and making life more affordable for Canadians. We have also:
- Enhanced the Canada Workers Benefit for our lowest-paid essential workers, to provide up to $2,461 for families;
- Increased Old Age Security (OAS) benefits for seniors age 75 and older by 10 per cent as of July 2022, which is providing more than $800 in additional support to full pensioners;
- Supported about 3.5 million families annually through the tax-free Canada Child Benefit, with families this year receiving up to $7,437 per child under the age of six, and up to $6,275 per child aged six through 17;
- Delivered $10-a-day child care in half of Canada’s provinces and territories, and at least a 50 per cent fee reduction in every other jurisdiction – and strengthening the child care system in Quebec with more child care spaces;
- Doubled the Goods and Services Tax Credit (GSTC) for six months to help 11 million individuals and families with the rising cost of living – with couples with two children receiving up to an extra $467 and seniors receiving an extra $225 on average.
