Απο σήμερα η Εφημερίδα δεν φιλοξενεί πλέον διαφημίσεις της. Οταν το κονδύλι της δημιουργίας ΙΣΤΟΣΕΛΙΔΑΣ θα γίνει προσιτό, η Εφημερίδα θα συνεχίσει ως Ιστοσελίδα. New director-general appointed in the Council’s General Secretariat

 

On 25 November 2022, the Council appointed Agnieszka Bartol as the new Director-General for Communication and Information (COMM).

She will start in her new post on 1 May 2023.

Agnieszka Bartol, a Polish national, is currently director, Head of Cabinet of the Secretary-General of the Council. She has been working for the General Secretariat of the Council since 2003, covering a wide range of policy areas, including European Council matters. Prior to that, she also studied and worked at the College of Europe, Natolin before becoming a Polish civil servant in European affairs. Throughout her career, she has developed a deep and wide experience in different sectors of European matters and a thorough knowledge and understanding of the Council and European Council.

It offers factually accurate, impartial and timely information about their role and activities and about EU policies, aimed at a variety of audiences. Agnieszka Bartol replaces Reijo Kemppinen, who retired on 1 August 2022.

Council agrees on substance of new measures on joint purchases of gas and a solidarity mechanism

 

EU energy ministers today agreed on the content of the proposal for a Council regulation on further temporary emergency measures to contain high energy prices and improve security of supply. The new measures will improve solidarity in case of a real emergency and gas supply shortage, ensure a better coordination of joint gas purchases, limit volatility of gas and electricity prices, and set reliable gas price benchmarks.

The emergency measures will help us use the power and benefits of our common market and jointly secure enough gas supplies for next year. This sends the right signal to the market and fortifies our solidarity mechanisms in case of a genuine emergency."

Joint purchasing

The new rules will make it possible for member states and energy companies to purchase gas jointly on global markets. Pooling demand at EU level will ensure that EU countries have better leverage when it comes to buying gas on global markets and that member states don’t outbid each other in the process.

In practice, member states agreed that gas companies and companies consuming gas in EU and the Energy Community countries will submit their gas import needs. The EU will hire a service provider to calculate the aggregated demand and seek for offers on the global markets to meet the total demand. Member States will require domestic undertakings to use the service provider to aggregate demand for volumes of gas equivalent to 15% of their respective gas storage filling obligations for 2023 (around 13.5 billion cubic metres for the EU as a whole). Beyond the 15%, aggregation will be voluntary but based on the same mechanism.

In a second step, gas companies and companies consuming gas may choose to purchase gas through the platform, individually or in a consortium with others, from natural gas producers or suppliers that have matched the aggregated demand.

The regulation also includes provisions to increase transparency of intended and concluded tenders and gas supply purchases, with an obligation for companies to notify the Commission and member states in advance if they plan to purchase more than 5TWh/year (just over 500 million cubic meters).

Member states made it explicit that Russian gas will be excluded from joint purchasing.

They clarified the rules on the organisation of the joint purchasing, selection of the service provider and participation in joint purchasing. Notably, they clarified that the tasks of the service provider include a clause of proportionality to ensure equality of treatment between larger and small companies. They also specified how underutilised capacity in the infrastructure would be used more efficiently.

Member states also elaborated on the transparency measures to protect confidential commercial information.

New benchmark for gas prices

The regulation tasks the Agency for the Cooperation of Energy Regulators (ACER) to develop a new complementary price benchmark, that will provide for stable and predictable pricing for LNG transactions. The new benchmark will be available by 31 March 2023. The reason is that many gas contracts in Europe are indexed to the main European gas exchange, the Title Transfer Facility (TTF), which is a virtual gas-trading platform that is widely used for gas transactions in the EU. The TTF serves as the main benchmark to define the price of gas in wholesale contracts that in turn define prices on retail markets. The TTF does however no longer accurately reflect the price of LNG transactions in the EU.

The regulation will also introduce a price limit for transactions done within the same day on TTF. This intra-day volatility management mechanism will prevent excessive movements of prices during a trading day. This will prevent derivative prices from soaring and plummeting beyond the upper and lower limits of the intraday price spike corridor. European Securities and Markets Authority (ESMA) will be tasked to help implement circuit breakers for intra-day derivatives trading.

In this regard, member states made it clear that the intra-day volatility management mechanism will be set up for all energy-related commodity derivatives.

Market correction mechanism

The proposal for a regulation initially included a general framework for the introduction of a possible temporary 'market correction mechanism' to limit gas prices on TTF. The Commission subsequently presented a parallel proposal (also based on article 122 of the Treaty on the Functioning of the EU) with the specific details of a market correction mechanism, on 22 November 2022. The Council therefore removed the provisions regarding the market correction mechanism from this regulation in order to address the issue separately and in a coherent manner. The Council will now analyse the proposal for a market correction mechanism and seek a political agreement as soon as possible.

Further solidarity measures

The regulation introduces further solidarity measures in case of a genuine gas supply shortage, that complement existing rules. The new rules make it possible for member states to reduce the non-essential gas consumption of protected customers (such as outdoor heating or the heating of residential swimming pools in households), in order to supply gas to essential services and industries. Essential consumption by protected customers (such as indoor heating of households, schools and hospitals) will be safeguarded in all circumstances. Member states will be free to define what constitutes non-essential gas consumption.

The new rules also extend the measures that allow member states to request solidarity from other member states to cases where they are not able to secure the critical gas volumes needed for their electricity system. Member states clarified the exceptions to these rules, for instance essential volumes of gas supplies for solidarity-protected customers (households, certain social services), gas supplies for electricity needed to produce and transport gas, certain critical infrastructures and installations crucial for the functioning of military, national security and humanitarian aid services.

The regulation also extends solidarity measures to member states with LNG facilities.

The regulation sets out a number of default rules for sharing gas in case of a genuine emergency. The default rules will step in only if member states have not concluded bilateral agreements setting the modalities of solidarity, as required under the security of supply regulation. Only 6 out of possibly 40 solidarity agreements have been concluded until now.

Regarding the price of solidarity gas, member states agreed that those member states benefitting from solidarity would cover the market price of the gas, in addition to litigation or arbitration costs and other indirect costs, including the reimbursement of financial or other damages resulting from shedding customers, provided they don’t exceed 100% of the price of gas. If they do, member states may request the Commission to decide if higher compensation is deemed appropriate.

Background and next steps

The Regulation is to be formally adopted by the Council, together with an agreement on the proposal for a market correction mechanism at the next extraordinary energy Council.

The Commission presented this proposal on 18 October under article 122 designed for emergency situations. The proposal follows up on the European Council conclusions of 20 and 21 October.

EU to speed up permitting process for renewable energy projects

 

EU energy ministers today agreed on the content of a Council regulation laying down a temporary framework to accelerate the permit-granting process and the deployment of renewable energy projects. The regulation will introduce urgent and targeted measures that address specific technologies and types of projects, which have the highest potential for quick deployment and the least impact on the environment.

With these rules we will speed up permitting processes that are often too lengthy and cumbersome."

The new temporary will rules set maximum deadlines for granting permits for solar energy equipment, upgrading existing renewable power plants (repowering) and the deployment of heat pumps. In addition, they will introduce a presumption of overriding public interest for renewable energy projects.

Solar energy equipment

Member states agreed that the permit-granting process would not exceed three months. Under certain circumstances, solar energy projects on existing artificial structures will be derogated from the requirement to carry out a dedicated environmental impact assessment. The installation of solar energy equipment of capacity up to 50 kW, including for renewable people who produce solar energy for their own consumption, will benefit from a tacit agreement after one month from their application, provided there are no issues of grid safety, stability and reliability.

Repowering of renewable energy power plants

The Council agreed on a maximum deadline of six months for the permit-granting process for repowering projects including all relevant environmental assessments. Where repowering results in an increase of up to 15 % in the capacity of the power plant, grid connections will be permitted within three months.

Heat pumps

Member states agreed on a deadline of one month for the installation of heat pumps below 50MW and three months in case of ground source heat pumps. For certain categories of heat pumps, grid connections to the transmission or distribution grid shall be permitted following notification. Member states may exclude certain areas or structures for reasons related to the protection of cultural heritage, national defence interests or safety.

Overriding public interest

The Council agreed that the planning, construction and operation of plants and installations for the production of renewable energy is presumed to be in the overriding public interest. This will allow such projects to benefit from a simplified assessment for a number of environmental obligations included in specific EU directives. Member states added a possibility to restrict the application of these provisions to certain parts of their territory, types of technologies or projects.

The Council agreed that the time during which the plants, their grid connections and the related necessary grid infrastructure are being built or repowered should not be counted within these deadlines. It also clarified that member states would be allowed to further shorten the deadlines of the permit-granting process.

The Council agreed to give the possibility for member states to apply the faster permitting rules for ongoing permit requests.

The regulation will be valid for 18 months after which the Commission will review whether it is appropriate to extend it.

The Regulation is to be formally adopted by the Council, together with an agreement on the proposal for a market correction mechanism at the next extraordinary energy Council.

The Commission presented its proposal on 9 November under article 122 of the Treaty on the Functioning of the EU, designed for emergency situations. The proposal followed up on the European Council conclusions of 20 and 21 October 2022, which called for fast-tracking and simplifying permitting procedures in order to accelerate the rollout of renewables. It also built on REPowerEU presented by the Commission on 18 May 2022.

The proposal mirrors the provisions agreed in the Council’s general approach on the proposal to review the renewable energy directive currently being discussed between the Parliament and the Council. It aims to accelerate the permitting for renewables in the short term and in a temporary manner until the provisions of the renewable energy directive come into force.

Energy from renewable sources can reduce the EU's demand for fossil fuels and thanks to their low operational costs, more renewables in the EU's energy system can lower energy prices. However lengthy and complex administrative procedures are often an obstacle to the speed and scale of investment in renewables and related infrastructure.

EU energy ministers held an exchange of views on a proposal for a Council Regulation on a gas market correction mechanism following on a presentation by the Commission.

The proposal is a temporary emergency measure based on article 122 of the Treaty on the Functioning of the EU, introducing a market correction mechanism on the price of certain gas exchanges on the Title Transfer Facility (TTF), which can be triggered and deactivated when certain conditions on the market are met, and can be suspended if needed.

Ministers held a preliminary exchange of views, underlining that further detailed work was needed on the proposal. Many ministers supported the objectives of the proposal, while indicating that the conditions to activate the mechanism are too severe. Some would like to see the scope of the mechanism extended to other products or other trading hubs. A number of ministers expressed concerns about the concept of such a mechanism and the impacts it could have on security of supply, calling for more safeguards.

The presidency concluded that more work will be needed to agree on the parameters of the mechanism and assured it would do its utmost to progress towards a political agreement on the proposal as soon as possible.Commission proposal on a gas market correction mechanism

EU to speed up permitting process for renewable energy projects

 

EU energy ministers today agreed on the content of a Council regulation laying down a temporary framework to accelerate the permit-granting process and the deployment of renewable energy projects. The regulation will introduce urgent and targeted measures that address specific technologies and types of projects, which have the highest potential for quick deployment and the least impact on the environment.

More renewables in our grids will help us reduce our demand for fossil fuels and drive down energy bills. With these rules we will speed up permitting processes that are often too lengthy and cumbersome."

The new temporary will rules set maximum deadlines for granting permits for solar energy equipment, upgrading existing renewable power plants (repowering) and the deployment of heat pumps. In addition, they will introduce a presumption of overriding public interest for renewable energy projects.

Solar energy equipment

Member states agreed that the permit-granting process would not exceed three months. Under certain circumstances, solar energy projects on existing artificial structures will be derogated from the requirement to carry out a dedicated environmental impact assessment. The installation of solar energy equipment of capacity up to 50 kW, including for renewable people who produce solar energy for their own consumption, will benefit from a tacit agreement after one month from their application, provided there are no issues of grid safety, stability and reliability.

Repowering of renewable energy power plants

The Council agreed on a maximum deadline of six months for the permit-granting process for repowering projects including all relevant environmental assessments. Where repowering results in an increase of up to 15 % in the capacity of the power plant, grid connections will be permitted within three months.

Heat pumps

Member states agreed on a deadline of one month for the installation of heat pumps below 50MW and three months in case of ground source heat pumps. For certain categories of heat pumps, grid connections to the transmission or distribution grid shall be permitted following notification. Member states may exclude certain areas or structures for reasons related to the protection of cultural heritage, national defence interests or safety.

Overriding public interest

The Council agreed that the planning, construction and operation of plants and installations for the production of renewable energy is presumed to be in the overriding public interest. This will allow such projects to benefit from a simplified assessment for a number of environmental obligations included in specific EU directives. Member states added a possibility to restrict the application of these provisions to certain parts of their territory, types of technologies or projects.

The Council agreed that the time during which the plants, their grid connections and the related necessary grid infrastructure are being built or repowered should not be counted within these deadlines. It also clarified that member states would be allowed to further shorten the deadlines of the permit-granting process.

The Council agreed to give the possibility for member states to apply the faster permitting rules for ongoing permit requests.

The regulation will be valid for 18 months after which the Commission will review whether it is appropriate to extend it.

Background and next steps

The Regulation is to be formally adopted by the Council, together with an agreement on the proposal for a market correction mechanism at the next extraordinary energy Council.

The Commission presented its proposal on 9 November under article 122 of the Treaty on the Functioning of the EU, designed for emergency situations. The proposal followed up on the European Council conclusions of 20 and 21 October 2022, which called for fast-tracking and simplifying permitting procedures in order to accelerate the rollout of renewables. It also built on REPowerEU presented by the Commission on 18 May 2022.

The proposal mirrors the provisions agreed in the Council’s general approach on the proposal to review the renewable energy directive currently being discussed between the Parliament and the Council. It aims to accelerate the permitting for renewables in the short term and in a temporary manner until the provisions of the renewable energy directive come into force.

Energy from renewable sources can reduce the EU's demand for fossil fuels and thanks to their low operational costs, more renewables in the EU's energy system can lower energy prices. However lengthy and complex administrative procedures are often an obstacle to the speed and scale of investment in renewables and related infrastructure.

The ministers discussed emergency measures that will help secure missing supplies of gas to the European Union (EU) market and thus contribute towards stabilising energy prices. The fourth extraordinary meeting of energy ministers convened during the Czech Presidency by Minister of Industry and Trade Jozef Síkela has been held in Brussels. The ministers discussed emergency measures that will help secure missing supplies of gas to the European Union (EU) market and thus contribute towards stabilising energy prices. The ministers also decided to accelerate the deployment of renewable energy.


"We succeeded in negotiating a sensitive agreement on a regulation that will launch a mechanism for joint gas purchases and strengthen solidarity measures in the event of a gas crisis, and also agreed on the form of a regulation to create a framework to accelerate the deployment of renewable energy that will shorten the time needed to build new capacities," said Minister of Industry and Trade Jozef Síkela, adding: "I plan on formally approving these measures as a package together with the newly proposed mechanism for capping gas prices at the next extraordinary Energy Council meeting, which I will convene on 13 December."

The ministers agreed on temporary emergency rules to accelerate the construction of renewable-energy power plants. These rules should promote the fastest possible development of renewables and help reduce the EU’s dependency on fossil-fuel imports. The agreed measure will also include procedures and deadlines for issuing permits for solar, repowering and heat pump projects. Member States may adopt or retain permit procedures that are quicker than the deadlines proposed in the regulation, and may also apply the regulation to already submitted applications for permits where decisions have not yet been made.

Joint purchases of gas at EU level, mutual solidarity among states in the event of gas shortages, and better use of gas infrastructure, including LNG terminals, should help ensure sufficient gas for all Member States. The proposed regulation also includes mechanisms to prevent extreme market energy price volatility.

"The Czech Presidency is primarily about energy, as evidenced by the fourth extraordinary meeting of the Energy Council. What would at other times take months or years, Europe is now capable of resolving in a matter of weeks, something demonstrated again today," said Minister Síkela, adding that energy ministers will seek to secure sufficient energy for European Union citizens at affordable prices both for the coming weeks and in the future.

Βιογραφικό του Κυριάκου Μητσοτάκη Ο Κυριάκος Μητσοτάκης γεννήθηκε το 1968 στην Αθήνα. Αφού αποφοίτησε αριστούχος από το Κολλέγιο Αθηνών συνέχισε τις σπουδές του στην Αμερική. Σπούδασε κοινωνικές επιστήμες στο Harvard από όπου αποφοίτησε με την ανώτατη τιμητική διάκριση «summa cum laude» ενώ τιμήθηκε με τα έπαθλα «Hoopes» και «Tocqueville» για την εκπόνηση της διατριβής του με θέμα την αμερικανική εξωτερική πολιτική απέναντι στην Ελλάδα. Συνέχισε τις σπουδές του στο Stanford, στον τομέα των διεθνών οικονομικών σχέσεων και τις ολοκλήρωσε στο Harvard Business School στον τομέα της διοίκησης επιχειρήσεων. Πριν ασχοληθεί με την πολιτική, εργάστηκε επί μία δεκαετία στον ιδιωτικό τομέα στην Ελλάδα και το εξωτερικό. Διετέλεσε οικονομικός αναλυτής στην Chase Investment Bank και σύμβουλος στην κορυφαία εταιρία συμβούλων McKinsey and Company στο Λονδίνο. Μετά την επιστροφή του στην Ελλάδα, εργάστηκε ως ανώτατο στέλεχος επενδύσεων στην Alpha Ventures της Alpha Bank και στη συνέχεια μετακινήθηκε στον Όμιλο της Εθνικής Τράπεζας της Ελλάδας. Διατέλεσε για τρία χρόνια Διευθύνων Σύμβουλος της Εθνικής Επιχειρηματικών Συμμετοχών, την οποία και ανέδειξε σε κορυφαία εταιρεία στην Ελληνική και Βαλκανική αγορά του private equity και του venture capital. Η Εθνική Επιχειρηματικών Συμμετοχών χρηματοδότησε πολλές γρήγορα αναπτυσσόμενες επιχειρήσεις με ίδια κεφάλαια, δημιουργώντας εκατοντάδες θέσεις απασχόλησης. Για την επαγγελματική του δραστηριότητα έχει λάβει τιμητικές διακρίσεις, με σημαντικότερη την βράβευσή του το 2003 από το World Economic Forum ως “Global Leader for Tomorrow”. Στις εκλογές του 2004 και του 2007 εξελέγη πρώτος σε σταυρούς προτίμησης βουλευτής με τη Νέα Δημοκρατία στη μεγαλύτερη εκλογική περιφέρεια της χώρας, τη Β΄ Αθηνών, ενώ στις εκλογές του 2009 εξελέγη για τρίτη φορά. Στις εκλογές του Μαΐου 2012 εξελέγη για μία ακόμη φορά πρώτος στη Β’ Αθηνών, ενώ ήταν επικεφαλής του ψηφοδελτίου στις εκλογές του Ιουνίου 2012. Στη Βουλή των Ελλήνων έχει συμμετάσχει στην Επιτροπή Αναθεώρησης του Συντάγματος και στις Επιτροπές Οικονομικών, Παραγωγής και Εμπορίου, Ευρωπαϊκών Υποθέσεων και Εξωτερικών και Άμυνας ενώ διετέλεσε για δύο χρόνια Πρόεδρος της Επιτροπής Περιβάλλοντος. Στις εθνικές εκλογές της 25ης Ιανουαρίου 2015 εξελέγη για πέμπτη φορά βουλευτής της ΝΔ στη Β’ Αθηνών τετραπλασιάζοντας τους σταυρούς που έλαβε σε σχέση με τις εθνικές εκλογές του Μαΐου 2012. Στις 10 Ιανουαρίου 2016 εξελέγη πρόεδρος της Νέας Δημοκρατίας και αρχηγός της Αξιωματικής Αντιπολίτευσης. Στις 7 Ιουλίου 2019 εξελέγη Πρωθυπουργός της Ελλάδας. Μιλάει Αγγλικά, Γαλλικά και Γερμανικά και έχει εκδώσει το βιβλίο «Οι Συμπληγάδες της Εξωτερικής Πολιτικής». Έχει τρία παιδιά, τη Σοφία, τον Κωνσταντίνο και τη Δάφνη.
