Briefing - Strengthening EU chip capabilities: How will the chips act reinforce Europe's semiconductor sector by 2030? - 07-07-2022

The proposed European chips act, presented by the European Commission in February 2022, aims to mobilise €43 billion in 'policy-driven investment' for the EU's semiconductor sector by 2030. The Commission expects long-term private investment to exceed this. The plan serves to enable immediate EU coordination against supply disruptions, strengthen and scale up production and innovation throughout the EU semiconductor value chain, and further enhance the Union's technological leadership, practical applications and digital sovereignty in this crucial field. The global semiconductor value chain is characterised by chokepoints and critical dependencies, including on more advanced chips from Taiwan and South Korea, US intellectual property in chip design automation, Japanese wafers and Chinese chip assembly. Europe has strong capacities in research and equipment manufacturing, in addition to some production capacity of (less advanced) chips with larger transistors, often destined for the automotive sector, as well as (chemical) inputs. The future effectiveness of the EU chips act could benefit from further emphasis on certain key challenges to strengthen and safeguard Europe's position in the global chip value chain. Internally, reinforcing European chemical input and back-end manufacturing could be advanced by protecting European chemical suppliers against Chinese subsidies and by reshoring back-end facilities to Europe. Bilaterally, attracting and engaging in foreign semiconductor investment could see the use of relevant forums, partnerships and agreements, as well as relevant fast-track permits. Globally, enhancing foreign dependencies on the EU would require further reinforcement of existing European centres of excellence including in innovative research and equipment manufacturing. The Maritime Spatial Planning Directive 2014/89/EU aims at achieving effective management of marine activities. On Tuesday, 12 July 2022, the FEMM Committee jointly with the LIBE and EMPL Committees will hold an Inter-parliamentary committee meeting on the rights of Ukrainian women fleeing the war. The meeting will take place from 14:30 - 18:00.
The three committees will discuss with national parliaments the challenges faced by people fleeing Ukraine, mainly women and children, and the EU's policy responses.
The ICM will consist of two panels:
Panel I under the title "Situation of Ukrainian women refugees with regard to reception conditions, protection measures and safety risks" jointly organised by FEMM and LIBE committees
Panel II under the title "Ukrainian women fleeing the war: Access to social protection and the labour market, housing, childcare facilities and education" jointly organised by FEMM and EMPL committees.

On Tuesday, 17 July 2022, the FEMM Committee will vote on the budgetary amendments and consideration of FEMM opinion.
Following the release of the Commission Statement of Estimates (7 June), FEMM opinion rapporteur, Monika Vana, presented her six draft budgetary amendments. MEP Vana also noted the impact of the COVID crisis and the Russian war on Ukraine on the budget, lessening the scope for flexibility, especially in heading 6 "Neighbourhood and the World". Given this situation, the rapporteur highlighted the Commission's intent to issue an amending letter at the end of September. Ms Vana pointed out this is after the procedure for amendments will have closed (1 September), putting the democratic accountability of the budgetary procedure at stake. Ms Vana also highlighted that the process to implement a new pilot methodology to track contributions to gender equality is ahead of schedule.
Both the rapporteur and the MEPs agree that EIGE should be allocated more budget. EIGE has been experiencing staffing problems for several years but the situation became very concerning as of 2020.

On Tuesday, 12 July 2022, the FEMM Committee will report back to committee on the trilogue negotiations.
Parliament decided by 403 votes in favour, 166 against and 58 abstentions to enter into negotiations with EU governments on a Commission proposal for a Pay Transparency Directive. The mandate of the parliament aim to oblige companies to report on gender pay gap; to prohibit pay secrecy in work contracts, to develop gender action plan when pay gap is higher than 2.5%. Finally, EU companies with at least 50 employees should be fully transparent regarding pay, and MEPs want them to tackle any potential gender pay gap.
The Co-Rapporteurs should report soon to the Parliament as the 1st trilogue took place on 30 June 2022, last day of the French presidency.

At its meeting of 11 - 12 July 2022, IMCO will vote on its draft report on the Consumer Credits Directive by Rapporteur Ms. Konecna (THE LEFT). A total number of 950 amendments have been tabled by Members (808 in IMCO, plus 142 amendments included in the opinion of the ECON committee).
The new directive on Consumer Credits is expected to foster the deepening of the internal market for credit services to citizens by clarifying the legal framework to be put in place by Member States. The directive will set the basis for defining how the advertising of these lending products to individual consumers may be done, which is the appropriate level of pre-contractual information that has to be provided to potential borrowers, or how the lenders are expected to perform creditworthiness assessments before granting credits to individual consumers.

Highlights - New European Bauhaus initiative: more sustainable, inclusive, beautiful daily lives - Committee on Culture and Education

On Tuesday 12 July, the ITRE and CULT committees will vote on the joint own-initiative report on the New European Bauhaus (NEB). The draft report, under the co-rapporteurship of Christian Ehler (ITRE) and Marcos Ros Sempere (CULT), has generated a broad interest in the Parliament, including nearly 500 amendments tabled and some 60 compromise amendments. The REGI and EMPL committees have also been involved throughout the process.
The NEB is a new Union project launched by the Commission in September 2020. It has the ambitious goal of being the 'soul' of the European Green Deal by finding tangible, sustainable, beautiful and inclusive solutions to improve our daily lives.

In the context of Russia's war of aggression against Ukraine, external relations will remain at the top of the Presidency's agenda. The Minister and MEPs will discuss current geopolitical challenges and ways to overcome them at this crucial time in the European foreign policy.
While much of EU's efforts during this Presidency will continue to be placed on defending Ukraine's sovereignty and territorial integrity, the future EU-UK relations will still be high on the agenda as well as enlargement, the Eastern and Southern neighbourhood, transatlantic relations, as well as the Sahel and the Indo-Pacific.
