Highlights - AIDA vote in committee - Special Committee on Artificial Intelligence in a Digital Age

On 22 March (9:00-9:30 and 13:45-15:15) the AIDA Special Committee will vote on its report on artificial intelligence in a digital age (2020/2266(INI). Within the deadline in December last year, 1384 amendments were tabled, and the rapporteur and shadow rapporteurs held a large number of technical and shadows meetings to work on compromises.
Throughout the process, via numerous hearings and workshops organised during the committee mandate of 18 months, the members and staff gathered expertise and insights on various aspects of AI. This work fed into the committee's final report, which aims to establish an AI Roadmap up to 2030. AIDA rapporteur: Axel Voss (EPP/PPE, Germany).
At this meeting the AIDA Chair and Members of the AIDA committee will also conclude the work of the committee.

In the context of the COVID-19 pandemic, the President of the European Parliament has established a number of measures to contain the spread of the virus and to safeguard Parliament's core activities. The current precautionary measures do not affect work on legislative priorities.
Core activities are maintained to ensure the smooth running of the institution's legislative, budgetary, and scrutiny functions.Following these decisions, the next PECH committee meeting will be held in hybrid mode on Monday, 25 April 2022, 15:00 - 17:00 & 17:30 - 19:15 and will be webstreamed.

Highlights - Hearing on "State of Play in the implementation of the CFP and future perspectives" - Committee on Fisheries

The hearing, on Thursday 17 March from 9:00 to 12:00, was organised to inform the PECH own-initiative report on the implementation of the Common Fisheries Policy (CFP).
This policy develops within the frame of the so-called "CFP basic regulation" adopted in 2013, and which sets the foundations for some new policy directions, notably for the exploitation of stocks based on Maximum Sustainable Yield, the progressive end of discards, and the possibility for regionalised approaches.
In a first part, the hearing focused on the objectives and the tools used for the sustainable exploitation of marine biological resources and the conservation of fish stocks. The second part of the hearing was dedicated to issues related to the governance in fisheries management.

On 16 March 2022, the Policy Department for Structural and Cohesion Policies held a workshop entitled "Impacts of the EU-UK Trade and Cooperation Agreement on fisheries and aquaculture in the EU" during the PECH Committee meeting.
The PECH Committee has been actively involved in monitoring the implementation of the EU-UK Trade and Cooperation Agreement on provisions concerning fisheries and aquaculture. During this workshop, the impact of the EU-UK Trade and Cooperation Agreement was examined from three different perspectives: legal aspects, trade aspects and fishing opportunities aspects.

Highlights - Joint AGRI-ENVI meeting on ECA reports on issues related to the CAP - Committee on Agriculture and Rural Development

On Tuesday 22 March, AGRI and ENVI members will consider the European Court of Auditors (ECA) Special Reports on ‘Sustainable water use in agriculture: CAP funds more likely to promote greater rather than more efficient water’ and ‘EU funding for biodiversity and climate change in EU forests: positive but limited results’.
Both reports concern the Common Agricultural Policy (CAP). The first one underlines that agricultural policies are not sufficiently aligned with water policies while one fourth of all water extracted in the EU is used for agriculture. ECA therefore suggests linking CAP payments to sustainable water use. The second report recommends stronger actions to protect EU forests and maintain biodiversity, notably by strengthening the fight against illegal logging.

On 22 March, AGRI will adopt an opinion on GHGs emission reductions by Member States. AGRI will also consider draft opinions on the marketing of products associated with deforestation, and on restructuring the Union framework for the taxation of energy products and electricity.
The Committee will also discuss: the draft report on a long-term vision for the EU's rural areas and the related Commission's evaluation report on the impact of the CAP on territorial development of these areas; the rice market situation, and plant health import requirements with regard to Citrus Black Spot and False Codling Moth. Members will also be briefed about the mission to the Paris International Agricultural Show. A joint AGRI-ENVI meeting will also take place to follow up on two ECA Special Reports on, respectively, sustainable water use in agriculture, and EU funding for biodiversity and climate change in EU forests.

On 16-17 March, AGRI members discussed the disruption in EU-GB trade in seed potatoes; the long-term vision for rural areas; the impact of the CAP on biodiversity, soil and water; the economic implications and opportunities for organic production in the EU and the rice market situation.
Members have been also briefed about the mission to the Paris International Agricultural Show and the "awards recognising excellence in the organic food chain in the EU". The Committee also considered two draft reports on, respectively, a new EU Forest Strategy for 2030 and an amendment to Council Decision 2003/17/EC.

On Tuesday 22 March 2022, from 16:15 to 18:45, the ECON and LIBE Committees will hold a public hearing on "The New Anti-Money Laundering Package", which encompasses different legislative proposals presented by the Commission on 20 July 2021.
Six external experts are invited to this public hearing, including the President of the Financial Action Task Force, the Heads of the French and Latvian FIUs, and representatives from Refinitiv, the Council of Bars and Law Societies in Europe and Transparency International. They will highlight the outstanding elements of the package from their perspective, before engaging in a question and answer sessions with the Members.

ECON Committee organises a Public Hearing on Solvency II with representatives from the Next CMU High-Level Group, the Italian insurance supervisory authority IVASS, Finance Watch, and Insurance Europe.
The gender balanced panel will give their views and answer questions of ECON Members in relation to the amending Solvency II Directive proposed by the Commission in September last year. The Rapporteur on the file (Markus FERBER, DE-EPP) recently published a Working Document setting out the main issues in relation to the topic, including the long-term investment capabilities of insurers, the elements that need to be laid down in the Directive and those which can be delegated to the Commission, proportionality, and policy holder protection.

On Tuesday 22 March, the joint ECON and ENVI Committee will scrutinise the complementary Taxonomy Delegated Act in the presence of Commissioner McGuinness. On 4 June 2021, the Commission adopted the first Climate Delegated Act introducing the first set of technical screening criteria to define which activities contribute substantially to climate change adaptation and climate change mitigation under the Taxonomy Regulation.
The complementary Taxonomy Delegated Act, adopted on 9 March 2022, amends the first Climate Delegated Act to address nuclear and gas energy sectors. Thereby, it classifies certain fossil gas and nuclear energy activities as transitional activities contributing to climate change mitigation under Article 10(2) of the Taxonomy Regulation. The inclusion of certain gas and nuclear activities is limited in time and dependent upon specific conditions and transparency requirements. With this complementary Taxonomy Delegated Act, the Commissions aims at accelerating the shift from solid or liquid fossil fuels, including coal, towards a climate-neutral future.
The 4-month scrutiny period by the Parliament and Council has started and may be extended further by two months.

On 28 March 2022, from 16:45 to 18:45, the FISC Subcommittee will host a public hearing on the ‘exchange of information with jurisdictions appearing prominently in the Pandora papers (such as Crown Dependencies, British overseas territories and some US States)’
The purpose of this second hearing related to the 'Pandora Papers' is to focus on the specific issue of exchange of information with some jurisdictions which appeared prominently in the Pandora Papers. It will provide an opportunity for FISC Members to examine how well the exchange of information in tax matters works with the Crown dependencies, British overseas territories and some US States. The hearing follows up on a first hearing on the Pandora Papers in November 2021, which focussed on tax evasion and tax avoidance.

On 28 March 2022, from 13:45 to 16:15, the FISC Subcommittee will host a public hearing on ‘Case studies on Member States national tax policies - The Netherlands: implemented national tax reforms and the combat against aggressive tax schemes’.
The purpose of the hearing is to gather insights and opinions from experts on the corporate tax reforms implemented or envisaged in the Netherlands to address tax evasion and aggressive tax planning, as well as their interaction with other national tax systems, mainly in the EU but also with the main economic partners of the Netherlands outside the EU. FISC Members will have the opportunity to examine remaining challenges and lessons to be learned for the EU and other Member States on the combat against aggressive tax systems.

Members of the EMPL committee had an exchange of views on the impact of the ongoing war in Ukraine on the labour market and social protection in the EU. Discussion took place 17 March 2022, 9.15-10.15.
Russia's war on Ukraine is having a serious impact on the European Union's economy, labour market and social protection. The conflict has already pushed more than 1 million people (mostly women and children) to flee their country and ask shelter in neighbouring countries. The unprecedented economic sanctions imposed by the EU on the Russian Federation are likely to produce secondary effects on the EU's economies. The EMPL committee held an exchange of views with Nicolas Schmit (Commissioner for Jobs and Social Rights) to discuss these issues, from an employment and social affairs perspective, including the immediate assistance to refugees and their integration in the labour market.

On 17 March 2022 the EMPL Committee together with the Committee on Women's Rights and Gender Equality (FEMM) voted on the draft report on “Strengthening the application of the principle of equal pay for equal work or work of equal value between men and women through pay transparency and enforcement mechanisms”.
On 4 March 2021, the European Commission published its proposal for a Pay Transparency Directive. The EP co-rapporteurs welcomed the much-awaited initiative and further enhanced the proposal in the draft report by elaborating on provisions such as the right to information, pay reporting and obligations, gender-neutral job evaluation and classification systems, the role of workers' representatives and social partners, intersectionality, equality and monitoring bodies.
In their draft report, the co-rapporteurs proposed 147 amendments to the Commission proposal. A total of 1090 amendments were tabled and 168 compromise amendments prepared.

The European Parliament organises annually, together with the Parliament of the Member State holding the rotating Presidency of the Council of the European Union, a high-level meeting with the participation of Members of the European Parliament and of all EU national Parliaments. Such meetings address topical themes concerning the economic, budgetary and social policies of the Union. It is the largest annual meeting organised by the European Parliament with national Parliaments.
The European Parliament together with the French Parliament organised the European Parliamentary Week 2022 on 15 - 16 March 2022. The European Parliamentary Week brings together Parliamentarians from the European Union, candidate and observer countries to discuss economic, budgetary, employment and social matters. Again, this year the conference was dominated by the impact of the COVID-19 crisis on EU economies, EU recovery and next steps. The parliamentarians debated on the implementation of the national recovery and resilience plans as well as on the reform of the Stability and Growth Pact and the new own resources.
The European Parliamentary Week consists of the European Semester Conference and the Interparliamentary Conference on Stability, Economic Coordination and Governance in the European Union and is organised with the involvement of the BUDG, ECON and EMPL Committees. Several Prime Ministers and European Commissioners are among the high-level speakers.

On 24 March 2022, between 13.45 – 16.15 , the EMPL Committee together with the Committee on Women’s Rights and Gender Equality will hold a joint public hearing on A European Care Strategy - How to improve the lives of the carers and their dependants - Public Hearing. The hearing is looking into different care models in Europe which continue to develop and change, matching the realities and challenges of modern life.
The COVID-19 pandemic has highlighted that this sector is underfunded and understaffed. An ongoing debate is now required, prioritising work-life balance to ensure a good quality of family life, consideration of women as carers and ensuring the best possible quality of care for all those who require it. The question on solutions to ensure deinstitutionalisation of persons with and approaches to guarantee the smoother inclusion of persons with disabilities in the open labour market and in society will also be discussed.

On 17 March, the members of the Committee on Foreign Affairs jointly with the Subcommittee on Security and Defence held a debate with Oleksii Reznikov, Minister of Defence of Ukraine. Against the backdrop of Russia’s unprovoked war against Ukraine, members discussed with the Ukrainian Minister the military situation on the ground and the current needs of the Ukrainian Armed Forces.
They reaffirmed their unwavering support to Ukraine and asked about military implications of the occupation of nuclear plants by the Russians. Members also enquired the Minister about the alleged usage of banned phosphorus bombs and cluster ammunition by Russians as well as the apparent mobilisation of Chechen irregular troops and on the recruitment of Syrian mercenary fighters.

This study describes two main dimensions of 5G technology, i.e. privacy and security. This research paper focuses on the analysis of cybersecurity risks and threats, privacy challenges and 5G technology opportunities at EU level and worldwide, as well as the relationship between cybersecurity risks and privacy issues. The methodological framework for this assessment of the impact of 5G technology is built on three pillars: (i) a document-based analysis; (ii) a parallel analysis with stakeholder involvement; and (iii) a selection of relevant case studies. The complexity of the 5G ecosystem, where new use cases are constantly emerging, also led the authors to assess the prospects of using new 5G-enabled technologies, such as the internet-of-things, robotics and AI. Moreover, policy options are defined and put forward for consideration by the European Parliament's Committees on Legal Affairs, Internal Market and Consumer Protection, Civil Liberties, Justice and Home Affairs, and the Subcommittee on Security and Defence, as well as by other EU institutions and the Member States.

Russia's invasion of Ukraine on 24 February 2022 has caused vast displacement of people within the country as well as across the EU borders. While the annexation of Crimea had a negative impact on the country's education system, recent events have added additional strain. Outbound student mobility was already substantial in recent years, but it has accelerated even further since the Crimean conflict began . After doubling from some 25 000 to nearly 50 000 between 2007 and 2014, the number of Ukrainian students abroad has since skyrocketed by another 54 % to around 78 000 in 2019.

Up until the 2022 Russian invasion, Ukraine was exporting more than 40 % of its goods to the EU, making the EU the country's leading trading partner. The principal goods imported by the EU were raw materials, chemical products and machinery. With regard to the agri-food sector, Ukraine supplied almost half of the cereals and vegetable oils and a quarter of the poultry meat consumed in Europe. While the full impact of the Russian invasion on Ukraine's agri-food trade has still to be assessed, some possible scenarios have already emerged.

Briefing - Amending the European Long-Term Investment Funds (ELTIFs) Regulation - 17-03-2022

European long-term investment funds (ELTIFs) invest on a long-term basis in infrastructure projects, real estate and SMEs, among others. While the legislative framework – the ELTIF Regulation – for these funds was adopted six years ago, their market remains small. For this reason, the Commission has proposed amending the ELTIF Regulation to make it more appealing to investors. The key mulled changes involve differentiating between ELTIFs marketed to professional investors and those to which retail investors can have access; removing barriers to retail investor access to ELTIFs; and establishing an optional liquidity window mechanism for redemptions, for cases where investors need to exit early. The file is currently under review by the co-legislators. Within the European Parliament, it has been assigned to the Committee on Economic and Monetary Affairs. The draft report is expected soon. First edition. The 'EU Legislation in Progress' briefings are updated at key stages throughout the legislative procedure.

Επί χρόνια, κυκλοφορούσε την έντυπη έκδοσή της σε ένα ικανότατο τιράζ (5000 καλαίσθητων φύλλων εβδομαδιαίως) και εντυπωσίαζε με την ποιότητα της εμφάνισης και το ουσιώδες, μαχητικό και έντιμο περιεχόμενο της.
