Meeting on implementing the initiatives of Russia’s socioeconomic development through to 2030

Mikhail Mishustin: Good afternoon, colleagues.

Today, we are starting a series of meetings where we will discuss the implementation of the strategic initiatives for Russia’s socioeconomic development. We will review the first results achieved last year and our plans for this year.

The Government prepared these initiatives at the President’s instructions. They were endorsed last October. In all, there are 42 initiatives that are divided into six key sections: the social sphere, construction, environmental protection, digital transformation, technology breakthroughs, and a state for the people.

Before being adopted, these initiatives were subjected to the broadest discussion with representatives from the Federal Assembly, the regional authorities, experts at the Public Chamber, the Russian Popular Front and the business community in general. The Government thoroughly analysed them with the State Council to coordinate the necessary actions at the federal, regional and municipal levels.

Colleagues,

Implementing these initiatives is now a priority requiring our joint efforts. Each of them resolves specific goals to improve living standards and develop the socioeconomic sphere.

These Government initiatives are a powerful impetus for national development. They supplement existing mechanisms for reaching the national goals set forth by the President for the next decade. They make this work more productive and generally boost the ability of the Russian economy to take on external challenges.

We will carry out all of them in the form of federal projects. The allocation of serious funding from the federal budget and the National Wealth Fund will be required for implementation over the next three years. With this aim in view, we have created a procedure for managing these funds and have drafted methodological instructions for selecting projects. In addition, we plan to attract private investment.

We have defined clear-cut, understandable and expected results for each initiative with two planning horizons – up to 2024 and the next one, up to 2030. This will allow us to evaluate the efficiency of our efforts in every area.

To maintain control and achieve the planned goals, we have appointed personally responsible officials that are not below the deputy minister level.

The work to carry out these initiatives, which are part of the integral plan for reaching our national goals, is already underway. The ministries and departments concerned approved the necessary federal projects before the end of last year. This allowed the responsible parties to promptly receive the funds within the established limits. All data and parameters are being monitored to enhance the efficiency of the decisions and actions by the federal and local authorities. This creates an objective and comprehensive picture of the current situation.

I would like to emphasise the need for continuous communication with everyone involved, all interested people. It is particularly important to receive prompt feedback from our people to respond in a timely manner to their needs and requests as the President has said many times.

Colleagues,

Today we will review 14 initiatives in four areas: construction, digital transformation, sports, science and education.

First, I would like to listen to specific reports on what has already been done in these areas and discuss in detail our plans for the near term.

My deputies – Marat Khusnullin and Dmitry Chernyshenko – will report on this in more detail.

Let’s start with construction. This is a very important area. The speed and quality of work in construction directly affects the condition of the infrastructure and living standards. So, we need to simplify, as much as possible, the ability of people to build their own home. They should not find it difficult to procure a plot of land or connect to the utility networks. Mortgages should become more affordable. Finally, we need to help businesses reduce the time and funding necessary for building new facilities.

Marat Khusnullin: Mr Mishustin, colleagues, 2021 was a good year for housing and road construction which, among other things, stems from consistent implementation of the socioeconomic development initiatives.

In total, we have six such initiatives in the construction area including Cities of Great Opportunity and Revival of Small Residential Communities, National Spatial Data System, My Private Home, Mobile City, New Construction Rhythm, and Infrastructural Menu. These initiatives are tightly interrelated and complement each other. Their top priority is to create infrastructure for the people. I will briefly describe each one for you.

The country’s growth points, including urban metro areas and individual reference communities are to be identified as part of the Spatial Development Strategy. Our efforts in different development areas must be linked and synchronised. We included this bloc of issues in the Cities of Great Opportunities and Revival of Small Residential Communities initiative.

Last year, as part of this initiative, we revised the list of urban metro areas for further expansion of infrastructure using the infrastructure menu and ensured the adoption of regulations on implementing the mechanism for the integrated development of territories across all constituent entities.

Plans for this year include creating and operationalising the Institute of Spatial Planning, which will provide expertise when drafting urban planning documentation for large cities and urban metro areas. There are plans to approve and start implementing long-term metro area development plans. This year, we will put together a list of key communities scheduled for infrastructure development.

This initiative is designed to achieve the Improving the Quality of the Urban Environment by 50 Percent benchmark which is part of the national goal, “Comfortable and Safe Living Environment.” Work to achieve this indicator will unfold both in urban agglomerations and small towns alike by way of conducting a unified urban policy, implementing infrastructure projects and projects for the integrated development of urban areas.

We are using the National Spatial Data System initiative to create a tool for the country's spatial development. We have completed an experiment to create a single information resource in four pilot regions. Two information systems - GIS for the country’s electronic map and the Federal Spatial Data Portal - have been developed and put into operation. Drone centres have been created to carry out supervisory activities.

Much attention is being given to the digital transformation of the activities of the Federal Service for State Registration, Cadastre and Cartography (Rosreestr) and cutting the time involved in providing services. This year, we will ensure that all of Rosreestr’s popular services are provided through the public services portal. The time for cadastral title registration will be reduced to three days. We plan to see that the processing time for 90 percent of online applications for mortgage registration will have been processed in one day by 2024. The regulatory timeline for the provision of land plots will be reduced by 25 days. As planned, 100 percent of Rosreestr services will be available online by 2030. The time involved in the provision of electronic services will be reduced to one day and down to one minute for select services.

The activities under this initiative will help achieve the Comfortable and Safe Living Environment national goal, in particular, to improving the living conditions of at least 5 million families annually by 2030 and increasing the volume of housing construction to at least 120 million square metres per year.

We are developing individual home construction as part of the My Private Home initiative. This initiative is very important. More than half of all respondents, according to the pollster VCIOM, want to move to their own private house. In 2021, single family housing construction received a boost when a law was passed regulating such projects as part of low-rise residential developments. The escrow account mechanism was extended to such projects to allow for shared financing, similar to blocks of flats. The procedure to connect new private homes to the gas system has been significantly simplified. Preferential mortgage programmes have been extended to private homes, work is underway to create databases of available land plots, and procedures to provide such plots have been simplified, too.

This year, we plan to create a digital library of standard individual home projects, link the database of available properties with digital maps at the unified electronic cartographic framework of Rosreestr when they are ready, establish uniform requirements for the provision of government services for individual construction projects and make sure they are provided digitally. We will arrange mortgages for individual housing construction, including non-contracted construction.

The results of this initiative will have a direct impact on achieving the Comfortable and Safe Living Environment national goal, in particular on achieving important indicators by 2030 – improving living standards for at least 5 million families and building up to 120 million square metres of housing per year.

Last year was one of the most successful in launching individual housing construction. We will update the statistics in the next few days.

The Mobile City initiative aims to improve the quality of transport services for people living in big cities and extended urban areas. In 2021, recommendations were developed and approved for optimising transport systems in major conurbations; 477 new buses and trolleybuses were supplied to 14 cities with co-financing from the federal budget.

In 2022, by March 1, we will approve a unified programme for the development of public transport, at the President’s instruction. Plans for this year include the approval and updating of regional regulations, in particular, comprehensive programmes for the development of transport and the optimisation of parking space.

We are drafting project documentation to upgrade tram infrastructure. Thanks to budget loans, we plan to launch large construction projects, including the Teatralnaya metro station in Samara, the extension of the Avtozavodskaya metro line in Nizhny Novgorod, and the tram in Chelyabinsk. In total, thanks to the Infrastructural Menu for public transport, we approved infrastructure budget loans totalling over 160 billion roubles for projects in 20 regions.

By 2030, we plan to upgrade 100 percent of higher-capacity buses and 80 percent of trams in urban agglomerations. In eight metropolitan areas, we plan to launch commuter trains on Russian Railways’ track and modernise up to 80 percent of the tram infrastructure.

The implementation of the initiative is aimed at achieving the Comfortable and Safe Living Environment national goal and the indicator “Improving the Quality of the Urban Environment by 50 percent.”

We are focusing on the administrative, professional and digital transformation of the construction industry. This general goal was set as part of the New Construction Rhythm initiative. The main emphasis here is on reducing the duration of the investment and construction cycle by at least 30 percent by 2024 and by at least 50 percent by 2030. With a reduction in the investment and construction cycle, facilities will be completed sooner, which means people will receive new schools, hospitals, kindergartens and roads much sooner. In addition, housing will be built faster, the cost of construction will decrease, and thus will ease the financial burden on flat buyers.

In 2021, along with the State Duma and the Federation Council, large-scale work was carried out to improve the regulatory framework for the construction industry. In total, 27 key federal laws for the construction industry have been adopted – this includes about 150 significant amendments to the related legislation.

We have greatly simplified many procedures. The Government defined a universal list of 32 procedures for all capital construction projects instead of the previously existing 96 procedures. An exhaustive list of documents, information, materials, and authorisations necessary to implement capital construction projects was approved.

In 2020-2021, 6,800 mandatory requirements were changed to advisory status without compromising the quality of construction; 14 construction procedures are available on the Unified Portal of Public Services; the procedure for connecting facilities to all types of utility networks was unified, the procedure for transferring these networks was optimised; and the procedure for registration of rights and cadastral registration was simplified. To fully achieve this, we need to continue our systematic work at all levels of government, including private entities and municipalities.

This year we must create a single register of procedures for the construction industry based on the following principles: no regulation ̶̶̶ ̶ no procedure; no description of the subject or grounds for refusal ̶ no procedure; no deadline ̶ no procedure. We should exclude duplicate, redundant or obsolete procedures as well.

We plan to slash at least 200 items from the exhaustive list of construction documents. Finally, we must post all 32 procedures on the Unified Portal of Government Services.

The benchmark Reducing the Investment and Construction Cycle, as well as advanced training of at least 60,000 construction specialists by 2024 are designed to achieve the Comfortable and Safe Environment for Living national goal.

The infrastructure menu is the main tool for implementing initiatives and developing regional infrastructure. We have put together the entire set of infrastructure financing tools as part of this initiative.

What was accomplished in 2021? Infrastructure budget loans. The headquarters of the Commission for Regional Development distributed infrastructure budget loans in the amount of 500 billion roubles. The regions use these loans to carry out infrastructure projects, such as roads, public transport, housing and utilities as well as social facilities, among others.

In all, we approved 230 regional projects, which will additionally provide almost 80 million sq m of housing, help create new jobs, technology parks, tourism infrastructure and additional mass transportation.

A budget loan restructuring facility is in place to implement new investment projects in the regions. In total, almost 195 billion roubles worth of budget loans were restructured last year. This will create proper conditions for implementing 428 regional projects worth almost 2.5 trillion roubles.

Infrastructure bonds have been issued. Using this mechanism, we have approved projects worth of almost 15 billion roubles and ensured commissioning of an additional almost 2 million sq m of housing for 36,000 families.

Last year, the financing for the interest rate compensation mechanism in case of early execution of contracts amounted to 608 million roubles.

We performed well in road construction thanks to advanced financing from the reserve fund. More than 400 billion roubles have been allocated for road construction as part of this arrangement. This made it possible to start the construction of 491 road facilities and complete 416 road facilities ahead of schedule, and speed up the construction of the Moscow-Kazan motorway.

This year, we will continue to implement the infrastructure menu tools.

In addition, we plan to start implementing a mechanism for financing housing and utilities infrastructure using funds from the National Wealth Fund. In all, 150 billion roubles will be allocated for upgrading engineering infrastructure. The initiative is designed to achieve two national goal benchmarks: a comfortable and safe environment and improvement of living conditions for at least 5 million families per year and completion of at least 120 million sq m of housing, as well as improving the quality of the urban environment by 50 percent.

It is safe to say that the decisions taken by the President and the Government, and the implementation of initiatives and staff work with the regions have made a tangible contribution to our performance in 2021, and our main goal is to keep up the pace.

Mr Mishustin, I would like to thank you personally and your colleagues for the great efforts that have been made to get the initiatives implemented. Of course, this is a useful and necessary work, which once again allows us to coordinate and accurately monitor our plans to achieve national goals.

Mikhail Mishustin: Thank you, Mr Khusnullin.

Indeed, things have been achieved, and our people can see it. The work is proceeding at a good pace. Of course, we need to stay on course and to seek out comprehensive solutions to problems.

I want you to be particularly receptive to people’s requests.

Mr Chernyshenko, please update us on the current status on implementing digital transformation initiatives, as well as others for sports, science and education, and also about the outcomes of your efforts.

Dmitry Chernyshenko: Mr Mishustin, colleagues,

Allow me to report on six new federal projects that are based on the eight strategic initiatives approved by the President and endorsed by you in the field of sports, science and digital transformation. These initiatives are designed to expedite the implementation of our national goals.

Two federal projects on science are aimed at achieving technological sovereignty of the country. One of its indicators is Russia’s presence among the top ten countries in science. Our background work allows us to maintain this level for the time being, but the goals in our federal projects are more ambitious.

To raise engineering education to an entirely new level, we will create 30 advanced engineering schools. We will also develop entrepreneurship in universities in order to turn engineering developments into new high-tech solutions and use them to promote our national economy.

The Business Sprint initiative is aimed at radically changing the environment for sports. It uses the mechanisms of public-private partnership that will allow us to build in all cities public smart sports grounds within walking distance, as well as new bicycle, walking and skiing paths. This will help us reach sooner the goal set by the President – to increase the number of people who regularly do sports to 70 percent in 2030.

There is a whole section of digital transformation initiatives that address a package of tasks: train IT specialists (we are short of them, as you know); provide LTE coverage for residential areas with over 1,000 people and federal motor roads; organise prompt service for our people and companies; and digitise state services.

The overall sum of additional financing for the new initiatives will amount to 88.3 billion roubles up to 2024. The National Wealth Fund will pay 30.5 billion roubles just for the initiative to provide satellite internet access for individuals and companies. We will spend the funds that were already allocated in the federal budget for the Digital and Online Services initiative.Let us hear reports on two blocks of issues for each project. The first one is the implementation roadmap that shows which results people can expect and when. Let us review separately, as you said, what was accomplished in 2021 after the initiatives were adopted. Second, the current status in achieving the national goals, the acceleration effect: what changes can people will see, what tangible effects the initiatives will have for them.

I will start with the federal project of the Ministry of Science and Higher Education, Advanced Engineering Schools. Mr Mishustin, last Thursday, during your visit to the Voronezh Region, you went personally to aircraft manufacturing plant and the Sozvezdie Concern facility, where you heard that the industry is in need of engineers. You have also met talented engineers during other trips (as you recall, Penza Motors, or the Irkutsk Aviation Plant, or KAMAZ Engines in Naberezhnye Chelny), and the discussion focused on equipment manufacturing, of course, but it also emphasised the need for more engineering personnel and the demand today in practically all these areas. One example is genetics. Yesterday, the President’s instructions to create a mechanism for the prompt introduction of genetic technologies in industrial manufacturing were published. So, the Advanced Engineering Schools federal project is designed to eliminate the gap between the supply and demand for highly qualified personnel.

This began last August. We outlined the demands for advanced engineering schools. A pool of high-tech companies was formed as project partners including, among others, Rosatom, Russian Railways, Gazprom Neft and other companies with a high degree of competence. We created a group of experts to carry out a competitive selection process, which will be launched in April, in a couple of months.

As a result, we will create 30 new-generation engineering schools in partnership with high-tech companies. This partnership will transform the entire education process: students will learn from real cases and advanced schools will use real practitioners. At the same time, teachers will undergo advanced training in a long-term internship format in the technology business. We will also launch a counter process where we will involve working engineers in teaching at universities.

We expect to train at least 10,000 specialists within eight years, and early this year we launched a pilot project targeting the best students in Master’s degree programmes. In 2025, the first 1,500 graduates of Master’s programmes will start working at the companies which have practically trained them and by 2030 their number will increase to about 40,000. This will be a significant contribution to achieving national goals.

We are counting on the graduates of these schools to help ensure that our country moves from 10th place – first, our objective was to secure a place in the top ten – to 8th for research and development. They will also join tech companies that will lead to real growth in non-resource and non-energy exports. This is a benchmark for a national goal Decent and Effective Jobs and Successful Entrepreneurship, and it is very ambitious as we plan to increase such exports by 70 percent by 2030.

Responsibility for the next federal project also falls within the scope of the Ministry of Educations and Science – it is the University Technological Entrepreneurship Platform. We have a survey conducted by the Russia – Land of Opportunity presidential platform, which found that over 60 percent of students want to start a business of their own. An overwhelming majority of 83 percent believes that to become an entrepreneur, they need to have the right education and skills and, according to 73 percent of respondents, entrepreneurship has to be promoted in Russia through governmental programmes.

This federal project is a response to the public’s expectations and is in line with the trend of encouraging young Russians to start businesses. The main objective is to turn universities into places for launching new startups. We will give an opportunity to every person who wants it.

As soon as you approved this initiative, we got down to work on it. Since last August, we have had road shows, entrepreneurship training sessions and presentations of the models of advanced Russian startup studios in 19 cities. Most importantly, we have prepared for the start of the active phase of project implementation and already next month we will roll out a new ambitious grant programme for students to launch startups.

By the end of this year, at least 30,000 students will undergo entrepreneur training through an extensive programme, of which 1,000 students will receive actual grants to create startups. We will hold 150 acceleration programmes for students to pitch their projects to potential investors and secure the first ever investment in their business. We will open the first 15 university startup studios that will help students create these types of technological startups.

By 2030, we expect that more than a million students will go through training. We will open 150 collaborative workspaces for entrepreneurs [L1] and conduct 1,350 acceleration programmes, as well as expand the network of university studios to 50 and help students launch more than 30,000 startups.

This federal project will have a significant impact on the achievement of national goals in three areas at once.

First of all, these are opportunities for self-realisation and talent development, since the startup studios and projects being created will reveal the business talents of young people and support them in every possible way.

So, by 2024, we will implement over 8,800 youth startup projects, and the students involved will create jobs at these startups both for themselves and others. On average, one startup involves about five jobs, according to calculations.

In addition, university startups have the potential for rapid growth, so they are attractive for investment.

By 2024, we expect more than 9.9 billion roubles of investment in university startups, so the project will also have a positive impact on the performance of small and medium-sized businesses.

The next federal project in the digital transformation sector concerns human resource development in the IT industry. Its main objective is to develop digital skills among the younger generation, starting from the senior classes, and in the long run to bridge the gap between the requirements of employers and the skills of candidates. This will help maintain the balance of supply and demand in the labour market, because now this market is surely very overheated.

Universities participating in the Priority 2030 programme are already creating “digital departments” where students can master IT skills and become digital transformation leaders in various sectors of the economy.

Over 80,000 students will be enrolled in digital departments in 106 universities in 2022, and the figure will exceed 385,000 students by 2024. As a result, by 2030, 1,135,000 students will receive additional IT skills.

The second major component of the federal project is to teach schoolchildren in grades 8-10 modern programming languages. This is additional, optional education that will be conducted both in the classroom and online. Last year, we carried out a pilot project in 10 regions and classes have already begun for 10,500 schoolchildren in the Belgorod Region, Yakutia and Bashkortostan, to name a few.

The early results made it clear for us that there are no special difficulties with online courses. So now, we are willing to consider courses in person as well. We have already contacted the participating organisations and discussed options for such classes.

This year we will enroll at least 100,000 people in these classes. By 2024, the number of schoolchildren enrolled will exceed 240,000 and by 2030 we should be teaching over 1.2 million schoolchildren to code.

Naturally, such an increase in the number of qualified IT personnel will directly affect our efforts to hit our targets for the digital maturity of key economic branches and the social sphere and one of the targets of the Digital Transformation national goal.

The data show that now we are about one million specialists short. We are already implementing the federal project Personnel for the Digital Economy by increasing the number of state-financed openings for IT specialties at universities. We are also improving the quality of the educational programmes that we develop ourselves in the universities under out jurisdiction.

We also have a project Digital Professions under which people receive additional IT education with a 50 percent discount for studying programming and other IT specialties. We are using these new federal projects to improve our work with universities and schools. After completing their education, 240,000 schoolchildren will study IT specialties at universities, and over 385,000 graduates of digital departments will enter the IT market. They will be highly sought after.

We will track the employment of graduates of digital departments and a high employment rate will tell us that we developed a viable educational programme. We will also watch what percentage of schoolchildren with IT skills continue their education at university.

All these measures put together will allow us to overcome this shortage by 2030.

The next federal project is Internet Access through Satellite Development. The aim of the project is to provide equal opportunities to access digital services to all citizens of our country.

The federal project consists of four main parts. The first one is, of course, the formation of satellite groups. There is also a mechanism for issuing and extending permits for radio frequencies on condition the relevant infrastructure is developed in small residential areas and along federal roads. We are also approving mechanisms to reduce payment for frequencies by the operators that invest in building infrastructure in difficult-to-access areas at a loss. In addition, we are introducing standards for the construction and improvement of roads and residential buildings with internet access.

In 2021, we already reached agreement with the operators on two major issues.

First, they will start jointly using base stations, that is, they will unite them into a universal network, thereby allowing for roaming. Any subscriber, not only a subscriber of a registered provider will be able to connect to it. This is required to improve the quality of the coverage along federal roads and in areas with a very low population density. Under our plan, about 10,000 base stations will be included into a universal network by 2030.

Second, to extend permits for LTE frequencies, the operators in question must provide coverage of federal roads and residential areas with 1,000 people and up. To resolve this task, we plan to upgrade about 5,000 LTE base stations and build an additional 3,500 stations. In this way, all federal roads will be provided with LTE standard stable mobile communication no later than 2031.

New satellite groups will be launched before 2024. We will ensure equal opportunities to access modern telecom services for residents of the Far East and Arctic. With this aim in view, we will use the resources of the Gazprom Space Systems and the Russian Satellite Communications Company. We will provide subsidies to make prices affordable for expensive satellite internet.

The results of the federal project will substantially help achieve the main target of the Digital Transformation national goal, notably, internet access for households.

Digital and Online Services is the next federal project which is designed to increase the speed and convenience of government and commercial services. The project will be implemented by way of transition to a fully digital form of interaction in a convenient and secure environment.

The project combines three initiatives that you have approved, namely, Digital Citizen Profile, Online Public Services, and Electronic Paperwork. By 2030, 75 million applicants will be digitally identified under the project which is more than 51 percent of our population. We said it before, and I will say it again: biometrics will only be collected upon request and on an absolutely voluntary basis.

The digital profile of a citizen will offer over 150 types of information which will be available on the public services portal. One hundred new services will be digitised and available online and, to this end, 100 percent of the government agencies’ information systems will be integrated with the My Account page on the government services portal.

Much has been done since the initiatives were approved last year.

As part of the work to create digital profiles, the number of users of the government services portal has increased by 10 million to 93 million users.

The unified biometric system has obtained the status of a state information system.

Two digital twins were launched on a mass basis, namely, Covid certificates (more than 70 million certificates have been issued) and electronic vehicle registration certificates (the State Services.Auto app has been downloaded over 1 million times). Twenty types of information can be accessed on the public services portal for forwarding to other organisations (civil registration office, Interior Ministry and Pension Fund).

The SMEV 4.0 (interagency electronic interaction system) technology to obtain the necessary information for the provision of services from departmental databases was created in 2021 as part of Gosuslugi Online. The Interior Ministry’s showcase involving vehicles set a precedent. As many as 103 services have already been digitalised as part of the effort to digitalise popular socially significant services and 173 services will become available later this year.

With regard to electronic paperwork, two laws were adopted since the initiatives had been approved, which will transition us to a fully electronic paperwork for staff management and judicial proceedings. The State Key mobile app tool for electronically signing documents was created and used to sign over 100,000 contracts.

We switched to e-notifications from government agencies for individuals and businesses. There are two more precedents here, namely, transitioning to electronic notifications for enforcement proceedings and traffic police fines. These initiatives are designed to achieve the two Digital Transformation national goal benchmarks that you indicated.

Here’s the final federal project that I present to you ̶ the Business Sprint (I Choose Sport) project by the Ministry of Sport. It was supported by United Russia and is designed to create a proactive modern environment (an unprecedented approach) in order to create infrastructure in urban and rural communities that would make it possible to stay active every day.

The key result will be the creation by 2030 of about 1,500 smart sports grounds and sites within walking distance from blocks of flats. It is planned to double the length of bike paths and pedestrian trails in the country with an option to use them as ski runs in winter.

Simplified regulations have been introduced for businesses, cutting in half the time from the start of the project to the start of construction. That is, a concept for building smart sports grounds has been developed.

The financial support amounts to about 16 billion roubles. We will distribute the funds ̶ 9.1 billion roubles to 2024 ̶ at the next Government meeting. That means that the project is already underway.

The objective of this federal project is to create proper conditions for people ̶ at least 73 percent of the able-bodied population by 2030 ̶ to remain active. The target for 2024 is 50 percent, and 279 smart sports grounds and 115 km of new bike paths will have been built by 2024. At least 14 billion roubles in extra-budgetary investment will be raised to build sports facilities.

This will directly help achieve the Protecting the Population, Health and Well-Being national goal benchmarks.

Mikhail Mishustin: Thank you, Mr Chernyshenko. Last year, we saw major changes in the way science is managed. As directed by the President, public spending on science was consolidated, and it is now important to focus our efforts on breakthrough projects ̶ hydrogen energy, among other things. This area has a great potential given the strategic goal of reducing our carbon footprint.

Βιογραφικό του Κυριάκου Μητσοτάκη Ο Κυριάκος Μητσοτάκης γεννήθηκε το 1968 στην Αθήνα. Αφού αποφοίτησε αριστούχος από το Κολλέγιο Αθηνών συνέχισε τις σπουδές του στην Αμερική. Σπούδασε κοινωνικές επιστήμες στο Harvard από όπου αποφοίτησε με την ανώτατη τιμητική διάκριση «summa cum laude» ενώ τιμήθηκε με τα έπαθλα «Hoopes» και «Tocqueville» για την εκπόνηση της διατριβής του με θέμα την αμερικανική εξωτερική πολιτική απέναντι στην Ελλάδα. Συνέχισε τις σπουδές του στο Stanford, στον τομέα των διεθνών οικονομικών σχέσεων και τις ολοκλήρωσε στο Harvard Business School στον τομέα της διοίκησης επιχειρήσεων. Πριν ασχοληθεί με την πολιτική, εργάστηκε επί μία δεκαετία στον ιδιωτικό τομέα στην Ελλάδα και το εξωτερικό. Διετέλεσε οικονομικός αναλυτής στην Chase Investment Bank και σύμβουλος στην κορυφαία εταιρία συμβούλων McKinsey and Company στο Λονδίνο. Μετά την επιστροφή του στην Ελλάδα, εργάστηκε ως ανώτατο στέλεχος επενδύσεων στην Alpha Ventures της Alpha Bank και στη συνέχεια μετακινήθηκε στον Όμιλο της Εθνικής Τράπεζας της Ελλάδας. Στις εθνικές εκλογές της 25ης Ιανουαρίου 2015 εξελέγη για πέμπτη φορά βουλευτής της ΝΔ στη Β’ Αθηνών τετραπλασιάζοντας τους σταυρούς που έλαβε σε σχέση με τις εθνικές εκλογές του Μαΐου 2012. Επί χρόνια, κυκλοφορούσε την έντυπη έκδοσή της σε ένα ικανότατο τιράζ (5000 καλαίσθητων φύλλων εβδομαδιαίως) και εντυπωσίαζε με την ποιότητα της εμφάνισης και το ουσιώδες, μαχητικό και έντιμο περιεχόμενο της.
Η δύναμη της Πένας της Εφημερίδας, η Ειλικρίνεια, οι Ερευνές της που έφερναν πάντα ουσιαστικό αποτέλεσμα ενημέρωσης, την έφεραν πολύ γρήγορα πρώτη στην προτίμηση των αναγνωστών και γρήγορα εξελίχθηκε σε Εφημερίδα Γνώμης και όχι μόνον για την Περιφέρεια στην οποία κυκλοφορούσε.

Η «ΠΟΛΙΤΙΚΗ» ουδέποτε διαχώρησε τους αναγνώστες της ανάλογα με τα πολιτικά τους πιστεύω. Επραττε το καθήκον της, ενημερώνοντας όλους τους Ελληνες, ως όφειλε.

=Επί είκοσι τέσσαρα ολόκληρα χρόνια, ο απλός δημότης–πολίτης, φιλοξενείται στις σελίδες της με μόνη προϋπόθεση την ειλικρινή και αντικειμενική γραφή και την ελεύθερη Γνώμη, η οποία ΟΥΔΕΠΟΤΕ λογοκρίθηκε.

Η ΕΦΗΜΕΡΙΔΑ «ΠΟΛΙΤΙΚΗ», είναι ένα βήμα Ισονομίας και Ισοπολιτείας, έννοιες απόλυτα επιθυμητές, ιδιαιτέρως στις ημέρες μας. Η Εφημερίδα «ΠΟΛΙΤΙΚΗ» κέρδισε την αποδοχή και τον σεβασμό που της ανήκει, με «εξετάσεις» εικοσι τεσσάρων ολόκληρων ετών, με συνεχείς αιματηρούς αγώνες κατά της τοπικής διαπλοκής, με αγώνα επιβίωσης σε πολύ δύσκολους καιρούς, με Εντιμότητα, αίσθηση Καθήκοντος και Ευθύνης.
