Improvements to the Tax-Exempt Compliance Unit Could Reduce Mistakes and Unproductive Examination Referrals
Why did we do this audit?
The mission of the IRS's Tax-Exempt and Government Entities Division’s Tax-Exempt Compliance Unit (TECU) is to increase compliance contacts with its taxpayers. The unit helps a variety of taxpayers (e.g., charities and private foundations) increase their voluntary compliance mainly through compliance checks, which determine if they have filed their tax returns and met their reporting and payment requirements. What did we find?
A few years ago, TECU examiners started conducting additional research of taxpayers' accounts during a compliance check. Because of this, it's taking longer to work and close cases. Examiners spent almost 3x more hours closing each case than they did before the additional research requirement, and the number of taxpayers reached through a compliance check decreased by more than half.
