Secretary General Jens Stoltenberg chaired a meeting of the NATO-Ukraine Commission on 8 June 2023, bringing together Allied ambassadors with Ukrainian Foreign Minister Dmytro Kuleba. Participating virtually, Minister Kuleba briefed Allies on the destruction of the Nova Kakhova dam in southern Ukraine, outlining the devastation it has caused.

North Atlantic Council Statement on Russia’s withdrawal from the Treaty on Conventional Armed Forces in Europe

NATO Allies condemn Russia’s decision to withdraw from the landmark Treaty on Conventional Armed Forces in Europe (CFE), a cornerstone of Europe’s security architecture. The CFE Treaty establishes legally binding and verifiable limits on key categories of conventional military equipment of the States Parties.

Russia has for many years not complied with its CFE obligations, in particular by ceasing its implementation of the CFE Treaty without a legal basis in 2007. Russia’s war of aggression against Ukraine, and Belarus’ complicity, is contrary to the objectives of the CFE Treaty.

Russia’s decision to withdraw from the CFE Treaty is the latest in a series of actions that systematically undermines Euro-Atlantic security. Russia’s decision further demonstrates Moscow’s continued disregard for arms control, including reciprocity, transparency, compliance and verification. We have repeatedly called on Russia to comply with the Treaty. Russia has not engaged constructively, and has not taken steps towards full compliance. Allies urge Russia to implement its commitments and obligations, and to use the remaining time before its withdrawal to reconsider its decision.

We remain united in our commitment to effective conventional arms control as a key element of Euro-Atlantic security, taking into account the prevailing security environment and the security of all Allies. This complements the Alliance’s deterrence and defence posture. We reiterate our full commitment to reducing military risk, preventing misperceptions and conflicts, building trust and confidence, promoting transparency and verification, and, thereby, contributing to peace and security. Allies will continue to consult on the implications of Russia’s withdrawal from the CFE Treaty and its impact on the security of the Alliance.

Déclaration du Conseil de l’Atlantique Nord sur le retrait de la Russie du Traité sur les forces armées conventionnelles en Europe

Les pays de l’OTAN condamnent la décision prise par la Russie de se retirer du Traité sur les forces armées conventionnelles en Europe (FCE), document historique au cœur de l’architecture de sécurité européenne. Le traité FCE établit des limites juridiquement contraignantes et vérifiables pour des catégories clés d’équipements militaires conventionnels appartenant aux États parties.

Depuis de nombreuses années, la Russie bafoue les obligations qui lui incombent en vertu du traité FCE, comme en témoigne en particulier la décision qu’elle a prise en 2007, sans base juridique, de ne plus appliquer ce traité. La guerre d’agression menée par la Russie contre l’Ukraine, avec la complicité du Bélarus, est contraire aux objectifs du traité FCE.

Le retrait de la Russie du traité FCE est le dernier épisode en date d’une série d’actions portant systématiquement atteinte à la sécurité euro-atlantique. Cette décision est une nouvelle preuve du mépris persistant de Moscou pour la maîtrise des armements, y compris les principes de réciprocité, de transparence, de respect des engagements et de vérification. Nous avons à plusieurs reprises appelé la Russie à respecter le traité. La Russie n’a pas engagé de dialogue constructif et n’a pris aucune mesure pour revenir à un respect total du traité. Les Alliés demandent instamment à la Russie de respecter ses engagements et ses obligations et de mettre à profit le temps qu’il reste avant son retrait effectif pour reconsidérer sa décision.

Conscients de l'environnement de sécurité du moment et soucieux de la sécurité de tous les Alliés, nous restons unis dans notre attachement à un régime efficace de maîtrise des armements conventionnels, élément clé de la sécurité euro-atlantique. Ce régime complète la posture de dissuasion et de défense de l'Alliance. Nous réaffirmons notre pleine détermination à réduire les risques militaires, à prévenir les malentendus et les conflits, à renforcer la confiance, à promouvoir la transparence et la vérification, et à contribuer ainsi à la paix et à la sécurité. Les Alliés continueront à se consulter sur les incidences du retrait de la Russie du traité FCE et sur ses conséquences pour la sécurité de l’Alliance.

On Wednesday 14 June 2023, at 14:30 CEST, the NATO Secretary General will brief the press ahead of the Meeting of NATO Ministers of Defence, which will take place on 15-16 June 2023 at the NATO Headquarters in Brussels.

Media representatives without annual accreditation, who have registered for the Meeting of NATO Ministers of Defence and who received confirmation of their successful accreditation, can also cover the pre-ministerial press conference.

NATO Secretary General attends B-9 Summit in Slovakia

On Tuesday, 06 June 2023, the NATO Secretary General, Mr. Jens Stoltenberg will travel to Slovakia to participate in the B9 Summit, hosted by the President of Slovakia, Ms. Zuzana Čaputová, the President of Romania, Klaus Werner Iohannis, and the President of Poland, Andrzej Duda.

The Secretary General will separately hold bilateral talks with the President of Slovakia, Ms  Zuzana Čaputová, and the Prime Minister of Slovakia, Mr. Ľudovít Ódor.

Following the Summit meeting, Secretary General will hold a joint press conference with Prime Minister Ódor.

NATO’s 2022 Strategic Concept reaffirmed its commitment to NATO’s founding principles and to its core mission of collective defence and security in a Euro-Atlantic zone definitively ‘not at peace’. It also reiterated its long-held view that cyberspace, the global domain of interconnected information technologies and data, is ‘contested at all times’ by a range of state and non-state actors. Set against the backdrop of widespread competition in cyberspace between military and intelligence agencies, firms, criminals, hackers, hacktivists and assorted adventurers, this assertion is hard to deny.

NATO Secretary General joins B9 leaders to prepare for NATO’s Vilnius Summit

NATO Secretary General Jens Stoltenberg attended the Bucharest Nine (B9) Summit of Heads of State meeting in Bratislava on Tuesday (6 June 2023), to prepare the Vilnius Summit in July.

The B9 format brings together Bulgaria, Czechia, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, and Slovakia, and was established in the aftermath of Russia’s first invasion of Ukraine in 2014.

Meeting with Slovakian Prime Minister Ľudovít Ódor following the B9 Summit, Mr Stoltenberg thanked him for Slovakia’s contributions to NATO, including its commitment to invest 2% of GDP in defence this year.
