G7 Finance Ministers and Central Bank Governors meeting communiqué, Niigata, Japan, 13 May 2023

 

We, the G7 Finance Ministers and Central Bank Governors, met in Niigata, joined by the Heads of the International Monetary Fund, World Bank Group, Organisation for Economic Cooperation and Development, and Financial Stability Board.

We were honored to be joined virtually by the Ukrainian Finance Minister Sergii Marchenko. We reaffirmed our strong commitment to our united response to Russia´s war of aggression against Ukraine, which is also an attack on the rule of law and the principles of the UN Charter, and to our unwavering support for Ukraine for as long as it takes.

In the face of multiple and complex global challenges, we renewed our commitment to upholding the free, fair and rules-based multilateral system and elevated our engagement with international partners to new heights through an extensive dialogue to advance international cooperation and deliver prosperity for all. We highly valued the productive dialogue with the Finance Ministers of Brazil, Comoros, India, Indonesia, the Republic of Korea, and Singapore. G7 members and Finance Ministers of these countries exchanged views on recent global economic developments and major challenges to foster robust and sustainable growth, and committed to jointly tackle a range of global economic challenges, fight poverty, and achieve strong, sustainable, balanced, and inclusive global growth.

Overview of the main topics and events at the Council of EU and European Council for the coming fortnight.

Education, Youth, Culture and Sport Council, 15-16 May 2023

Ministers for education, youth, culture and sport will meet in Brussels to discuss the social dimension of a sustainable Europe for youth, respect for human rights in international sporting events, the European Education Area, automatic mutual recognition of education and training qualifications, and the state of play of the European Media Freedom Act.

Economic and Financial Affairs Council, 16 May 2023

The Council will aim to agree its position on the ‘DAC8’ directive on administrative cooperation in the field of taxation. It will also adopt the regulation on markets in crypto-assets (MiCA) as well as the regulation on information accompanying transfers of funds and certain crypto-assets. Ministers will have a first discussion on the proposed review of the Bank Crisis Management and Deposit Insurance framework (CMDI).

Competitiveness Council, 22-23 May 2023

On 22 May, ministers responsible for the internal market and industry will aim to adopt regulation establishing a framework for setting ecodesign requirements for sustainable products. They will also discuss long term competitiveness and how to secure sustainable supply of critical raw materials.

On 23 May, ministers for research will adopt conclusions on scholarly publishing and hold a debate on knowledge security and responsible internationalization. Ministers responsible for space will adopt conclusions on ‘Fair and sustainable use of space’ and hold a debate on the opportunities of the so-called New Space.

The Eurogroup will discuss macroeconomic developments in the euro area and structural challenges for the corporate sector in the context of heightened geopolitical tensions. Ministers will also exchange views on the banking and capital markets unions and take stock of progress on the digital euro project.

Macroeconomic developments in the euro area

The Commission is expected to present its Spring Economic Forecast. On this basis, the Eurogroup will exchange views on the economic prospects and challenges for policy coordination going forward.
Corporate sector: structural challenges ahead in the context of heightened geopolitical tensions

On the basis of a Commission note, ministers are expected to engage in a discussion on the challenges facing the euro area corporate sector in the context of heightened geopolitical tensions.
Debrief from international meetings

The Eurogroup president Paschal Donohoe, the institutions and the chair of the International Monetary and Financial Committee (IMFC), Spain’s first vice-president and minister for economy and digitalisation Nadia Calviño, will debrief on recent international meetings, including the recent meetings of the G7 finance ministers and central bank governors.International Monetary and Financial Committee

In banking union format:
Reporting on banking union

Ministers of countries that are part of the banking union will hear the bi-annual report of the chairs of the Single Supervisory Mechanism (SSM) and of the Single Resolution Board, Andrea Enria and Dominique Laboureix. Following the chairs’ attendance at the previous Eurogroup meeting in April, this will provide further insights on the state of the banking sector in light of recent financial events. As customary, participants will also hear reports on the supervisory and resolution activities in the institutions’ remit.Banking union (background information)

In inclusive format:
Central bank digital currencies

The Eurogroup in inclusive format will exchange views on the international aspects of central bank digital currencies (CBDCs) and on the progress on the digital euro project. The discussion will be based on an issues note, presentations by the institutions and an update by the Swedish minister for finance, Elisabeth Svantesson, on the state of play of the e-krona project.

The discussion is part of a regular exchange in the Eurogroup on the digital euro project and stocktaking on the progress of international central bank digital currency projects.Digital finance (background information)
Capital markets union

The Eurogroup president will present his views on how to advance the capital markets union as a follow-up to the March 2023 Eurosummit and in line with discussions in the Eurogroup meeting in inclusive format of 28 April 2023.

Ministers are expected to discuss the way forward and give their views on an indicative plan for future work on this topic in the Eurogroup, without prejudice to the legislative discussions taking place in the Council.Capital markets union (background information)
