Key topics expected to be discussed during the upcoming Belgian EU Council presidency; the European Parliament initiative for the EU treaties revision; assessing the stability of the eurozone; the electricity market reform; the state of affairs regarding BRICS and SCO; a more geopolitical Europe; and US-China on a collision course are some of the issues dealt with in the April Think Tank Review.

Ahead of the Belgian EU Council presidency starting in January 2024, papers anticipate some topics that could be placed high on the EU agenda such as energy supply, if the war in Ukraine continues; economic governance, linked to the implementation of ‘Next Generation EU’; governance of the Euro area, and further progress on the green deal. As the European Parliament has used its powers to trigger a revision of the EU treaties, papers explain that the heads of government need the assistance of a reflection group to prepare for a new Convention. Think tanks consider that the handling of the 2020 Covid19 crisis provides valuable insights about how the EU functions and its governance; it is in many ways a textbook example of what the EU can do and how it does it.

Reports look at how EU fiscal rules may be reformed based on a number of guiding principles such as the sustainability of public finances across member states, and the role of fiscal rules in Europe’s public investment challenges in the coming years. Assessing the stability of the eurozone, studies address the two fundamental questions of whether the eurozone lived up to its expectations and what some of the basic scenarios are for the euro in the foreseeable future. Reports analyse the possible scope and the technical and legal difficulties in implementing a permanent Next Generation EU without ever losing sight of the democratic requirement; they also compare the EU and USA economy in terms of labour-market impacts. Exploring the impact from the Russian gas squeeze on the EU’s greenhouse gas reduction efforts, papers suggest that the energy crisis did not result in a rise in emissions in 2022. Given that the electricity market reform is a central political issue in 2023, briefs comment on EU efforts to mitigate consumers' record energy costs, as electricity market design is one of the EU’s main instruments for an efficient transition to a climate-neutral energy system, reliant on clean electricity.

The current state of affairs of BRICS (Brazil, Russia, India, China, South Africa) and SCO (Shanghai Cooperation Organization: China, Russia, India, Pakistan, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan) is discussed as papers note that both have become a new pole of power in the world. On defence issues, papers analyse the prospects for meaningful arms control negotiations and their role in preserving strategic stability, as well as the viability of future European naval presence in the Indo-Pacific. The concept of a more geopolitical Europe is discussed, and as in recent years, a growing chorus of EU and national leaders have stressed the need for Europe to step up its geopolitical profile.

While the world drives forward on a 'no new coal' concept, briefs comment on China taking a detour to the opposite direction. The prospect of US and China being on a collision course and the importance of their bilateral relationship for the future of the international order are discussed along with the ongoing US-China competition and the situation in the Indo-Pacific, including the intensified US-China confrontation over Taiwan. Think tanks also look at the transition towards a more sustainable world economy pointing out that research, development, and innovations are powerful tools to align the needs of a growing world population with the necessities of keeping global development within the planetary boundaries.
