Croatia's accession to the Schengen area and to the eurozone from 1 January 2023; how the energy crisis and the decarbonisation process can shape EU industrial policy; the fifth anniversary of the European pillar of social rights; the EU global health strategy; hydrogen mobility infrastructure; the EU global gateway, energy prices and inflation; the EU’s role as a security provider, and the EU engagement in Central Asia are some of the topics discussed in the January Think Tank Review.

EU politics and institutions

Highlighting Croatia's accession to the Schengen area and to the eurozone from 1 January 2023, reports analyse these two landmark decisions for the European future of the country. Papers discuss the multifaceted nature of European identity and culture and why the EU should engage in having such discussions, given that the European identity, values and ‘soul’ remain valuable points of reference for the future development of Europe and for its citizens. As over the last several years, citizens in Europe have been randomly selected to participate in specific policy debates, analyses point out that selection-based participation needs to be more integrated into mainstream democratic politics

Reports analyse the digital markets act which sets new rules for a fair and competitive digital sector exploring how to implement the self-preferencing ban in the act. Papers look at how the energy crisis and the decarbonisation process can shape EU industrial policy pointing out that much will depend on how governments and citizens will react to the crisis and its consequences. Against the background of the war in Ukraine, reports discuss Euro area vulnerabilities and risks. They analyse the European pillar of social rights since its adoption five years ago; explore what artificial intelligence can do for workers and what skilled workers can do for the world; and discuss ways to make the EU global health strategy work. They also look at the how the development of the European Green Deal could contribute to the creation of EU climate diplomacy which is not yet complete; and comment on how nature restoration can be a driver for resilient food systems. On energy matters, studies explore cost-effective support mechanisms for hydrogen mobility infrastructure, as well as ways to secure alternative gas supplies and address critical infrastructure gaps in Europe.

The Russia-Ukraine war: an inflection point for sustainable energy transitions

The outbreak of Russia’s war against Ukraine triggered not only a paradigmatic change in the system of international relations, but also the question of what the consequences of the conflict on the EU’s role as a security provider will be, note several papers. They also make reasonable predictions about the implications of the war in Ukraine for the governance of EU foreign and security policy and the Union’s role in international security. The growing EU engagement in Central Asia challenging the Russian predominance in its traditional backyard, as well as the meaning of mega-regions, i.e. Eurasia, the Indo-Pacific, and the transatlantic alliance in a reshaped world order, are also discussed. On EU defence matters, reports analyse the implications of investing in both deterrence and arms control simultaneously, as both are typically separated yet two sides of the same coin; and promote the concept of an open strategic autonomy in European defence, leading to better European capabilities which will allow the EU to act on its own when needed. Papers ask how to save the WTO with more flexible trading rules and point to the importance of mutual recognition agreements for trade facilitation.
