Μελέτη - EU welfare systems and the challenges of poverty and inequality - 10-10-2022

This study examines how contemporary welfare state policies address the issues of inequality and poverty both between and within EU Member States. It combines quantitative and qualitative analysis to show the strong links between inequality and poverty, not only in statistical terms, but also in terms of wealth distribution, intergenerational mobility and labour market dynamics. Welfare states are discussed in a multidimensional way, covering traditional welfare state policies on social protection, labour markets and health as well as policies on education and on culture. These last two are also public policies that have the potential to mitigate social risk and marginalisation – a key aim of welfare state policies. The study points to the links between welfare state policies and economic strategies, and investigates the direct and indirect impact of EU policies. It shows convergence in some areas, such as decreasing poverty levels and more pre-distributive policies across Member States, but it also shows persisting inequalities and a great deal of path-dependency – the continuing impact of historical traditions and institutions. The study concludes with four scenarios for the future of EU welfare states, casting light on the wide range of possible policy options both at national and at EU level.

On 10 October, ENVI and ITRE members will consider the joint draft report on the proposal for a regulation to reduce Methane emissions in the energy sector.

Methane is the second biggest contributor to climate change after CO2.It is responsible for about a third of current climate warming. Methane is also a precursor of tropospheric ozone, a potent air pollutant that causes serious health problems. The proposal follows the EU Strategy to reduce methane emissions of 2020 and the EP resolution on the strategy of 21 October 2021. It introduces high standards of monitoring, reporting and verification of methane emissions, immediate reduction of emissions through mandatory leak detection and repair and a clear ban on venting and routine flaring. The draft report generally takes on board the Commission proposal and introduces a few adjustments to facilitate the detection, measurement and monitoring of methane emissions, clarifying definitions, improving the way competent authorities gather the necessary data and increasing transparency and the role of the International Observatory of Methane Emissions.



Briefing - Corporate sustainability due diligence - 10-10-2022

The impact assessment (IA) accompanying the proposal on corporate sustainability due diligence received two negative opinions from the Commission's Regulatory Scrutiny Board. Additional evidence was provided in a follow-up document to the Board's second opinion, explaining how the IA's preferred options were revised in the proposal, but no change was made to the IA itself. The IA cannot therefore be read without this follow-up document. It also makes the analysis quite difficult to follow, as evidence is split between several documents that are not consistent. Overall, this IA is well substantiated with economic literature and analysis reports, including two supporting studies from 2020. The IA is transparent on the methods, assumptions and limitations of the analysis. The IA refers to stakeholders' views fairly consistently, but it seems that only a limited number of stakeholders from third and especially developing countries were consulted. The problem identified in the IA covers two dimensions of sustainable corporate governance, and the objectives defined are directly linked to the problem. In the IA, policy options are identified across three areas: corporate due diligence, directors' duties and their remuneration. The IA focuses on the assessment of the economic impact. Costs are estimated for companies and public authorities, while expected benefits are described in a qualitative way. Other types of impacts (social, environmental, and on human rights) that are particularly relevant in this initiative, are analysed less extensively. The Commission made efforts to take account of comments from the RSB, but some weaknesses remain. To respond to proportionality concerns from the Board, the IA's preferred options were revised. However, different alternatives could have been compared for the revision of the IA's preferred options. As revised in the proposal, the options focus on the due diligence duty, leaving out part of the directors' duties and of the rules on d

On Thursday, 13 October 2022, the FEMM Committee will organise a public hearing on “Sexual violence and rape as abuses of power”.

According to the information provided by the Director and Co-Founder of Human Rights Without Frontiers, Mr Willy Fautré, stories of violent abuses of power by those in powerful positions are often heard in developing countries. The hearing will listen to the testimony of women who were victims of such violent abuses.

On 12 October, the Commissioner for Neighbourhood and Enlargement, Olivér Várhelyi will present the 2022 enlargement package to the Members of the Foreign Affairs Committee.
