| The rules governing the provision of digital services in the EU have remained largely unchanged since the adoption of the e-Commerce Directive in 2000, while digital technologies and business models continue to evolve rapidly and new societal challenges are emerging, such as the spread of counterfeit goods, hate speech and disinformation online. Against this backdrop, the European Commission tabled a new legislative proposal on a digital services act in December 2020. The proposal aims at amending the e-Commerce Directive and sets out a horizontal framework for content moderation of the EU online space. Interinstitutional negotiations between the Commission, the European Parliament and the Council seeking to reach an agreement on a compromise text started in January 2022. Controversial issues currently being discussed by the co legislators include the scope of the new regulation, the enforcement mechanisms proposed, and to what extent targeted advertising and techniques to influence users' behaviour such as 'dark patterns' should be curbed. In its meeting on 20 April, the International Trade Committee will exchange views on the implementation by Bangladesh of the labour rights roadmap aimed at improving the observance of Bangladesh of labour rights such as freedom of association, right to collective bargaining, among others. INTA will also discuss the amendments to the draft own-initiative report on the future of the EU investment policy prepared by the rapporteur, Anna Cavazzini (Greens). The draft report focuses on the compatibility of international investment agreements with EU priorities, the modernisation of the Energy Charter Treaty (ECT), multilateral efforts to reform investor-state dispute settlement, and EU investment policy beyond investor-state adjudication. Finally, the Commission will present its report on the implementation and application of the Trade and Cooperation Agreement between the European Union and the United Kingdom of Great Britain and Northern Ireland 1 January - 31 December 2021. That item will be organised jointly with AFET, and with involvement of other committees. |

Since the beginning of the migratory crisis in 2015, growing numbers of unaccompanied children have been seeking protection in Europe. With increased migratory pressure in Greece along the EU's external border with Turkey at the beginning of 2020, and following the Greek government's official request for support, the European Commission launched a relocation scheme to speed up relocation of unaccompanied minors from the Greek islands to other EU Member States. Human rights organisations had denounced the precarious and difficult conditions in which unaccompanied minors had been living in the Greek hotspots, calling for structural solutions in the form of more solidarity and responsibility sharing among EU Member States, and a coordinated, child rights-based approach to addressing the many gaps in the protection afforded to unaccompanied children arriving in Europe. However, recent legislative changes in Greece, such as the establishment of the Special Secretariat for the Protection of Unaccompanied Minors (SSPUAM) and a new relocation scheme, have served to improve the situation of unaccompanied minors in the country drastically. Measures include the creation of an effective and sustainable child protection system, better reception conditions, and changes to the accommodation system for unaccompanied minors. At the end of 2020, a new law put an end to the practice of detaining unaccompanied children on the sole grounds that they were homeless. This was followed in January 2021 by the introduction of an emergency response mechanism that offers children support and a safety net.
