| ● Ευρωπαϊκό Συμβούλιο | | | 11/03/2022 04:54 | Δηλώσεις και παρατηρήσεις | | | | | 1. Πριν από δύο εβδομάδες, η Ρωσία ξανάφερε τον πόλεμο στην Ευρώπη. Η απρόκλητη και αδικαιολόγητη στρατιωτική επίθεση της Ρωσίας κατά της Ουκρανίας παραβιάζει κατάφωρα το διεθνές δίκαιο και τις αρχές του Χάρτη των Ηνωμένων Εθνών, υπονομεύει δε την ευρωπαϊκή και την παγκόσμια ασφάλεια και σταθερότητα. Προκαλεί ανείπωτα δεινά στον ουκρανικό λαό. Η Ρωσία και η συνεργός της, Λευκορωσία, φέρουν πλήρη ευθύνη για τον επιθετικό αυτό πόλεμο και οι υπεύθυνοι θα κληθούν να λογοδοτήσουν για τα εγκλήματά τους, μεταξύ άλλων για το γεγονός ότι πλήττουν αδιάκριτα αμάχους και μη στρατιωτικούς στόχους. Στο πλαίσιο αυτό, εκφράζουμε την ικανοποίησή μας για την απόφαση του εισαγγελέα του Διεθνούς Ποινικού Δικαστηρίου να κινήσει έρευνα. Ζητούμε να υπάρξει άμεση μέριμνα για την ασφάλεια και την προστασία των πυρηνικών εγκαταστάσεων της Ουκρανίας με τη βοήθεια του Διεθνούς Οργανισμού Ατομικής Ενέργειας. Απαιτούμε από τη Ρωσία να σταματήσει τις στρατιωτικές ενέργειες και να αποσύρει αμέσως και χωρίς όρους όλες τις δυνάμεις και τον στρατιωτικό εξοπλισμό από ολόκληρο το έδαφος της Ουκρανίας, καθώς και να σεβαστεί πλήρως την εδαφική ακεραιότητα, την κυριαρχία και την ανεξαρτησία της Ουκρανίας εντός των διεθνώς αναγνωρισμένων συνόρων της. 2. Επαινούμε τον λαό της Ουκρανίας για το θάρρος που επιδεικνύει υπερασπιζόμενος τη χώρα του και τις κοινές μας αξίες της ελευθερίας και της δημοκρατίας. Δεν θα τον εγκαταλείψουμε. Η ΕΕ και τα κράτη μέλη της θα συνεχίσουν να παρέχουν συντονισμένη πολιτική, οικονομική, υλική και ανθρωπιστική στήριξη. Δεσμευόμαστε να παράσχουμε στήριξη για την ανασυγκρότηση μιας δημοκρατικής Ουκρανίας μετά το τέλος των σφοδρών ρωσικών επιθέσεων. Είμαστε αποφασισμένοι να ασκήσουμε ακόμη μεγαλύτερη πίεση στη Ρωσία και τη Λευκορωσία. Έχουμε θεσπίσει σημαντικές κυρώσεις και παραμένουμε έτοιμοι να κινηθούμε γρήγορα με νέες κυρώσεις. 3. Αμέτρητοι άνθρωποι προσπαθούν να ξεφύγουν από τον πόλεμο στην Ουκρανία. Προσφέρουμε προσωρινή προστασία σε όλους τους πρόσφυγες πολέμου από την Ουκρανία. Επαινούμε τις ευρωπαϊκές χώρες, ιδίως στα σύνορα με την Ουκρανία, για την τεράστια αλληλεγγύη που επιδεικνύουν φιλοξενώντας Ουκρανούς πρόσφυγες πολέμου. Η ΕΕ και τα κράτη μέλη της θα συνεχίσουν να επιδεικνύουν αλληλεγγύη και να παρέχουν ανθρωπιστική, ιατρική και οικονομική στήριξη σε όλους τους πρόσφυγες και στις χώρες υποδοχής τους. Ζητούμε να διατεθούν χωρίς καθυστέρηση κονδύλια μέσω ταχείας έγκρισης της πρότασης για τη δράση συνοχής για τους πρόσφυγες στην Ευρώπη (CARE) και μέσω του ReactEU. Καλούμε τη Ρωσία να συμμορφωθεί πλήρως με τις υποχρεώσεις της βάσει του διεθνούς ανθρωπιστικού δικαίου. Πρέπει να εγγυηθεί την ασφαλή και απρόσκοπτη πρόσβαση της ανθρωπιστικής βοήθειας στα θύματα και τους εσωτερικά εκτοπισμένους στην Ουκρανία και να επιτρέψει την ασφαλή διέλευση των αμάχων που επιθυμούν να εγκαταλείψουν τη χώρα. 4. Το Ευρωπαϊκό Συμβούλιο αναγνώρισε τις ευρωπαϊκές φιλοδοξίες και την ευρωπαϊκή επιλογή της Ουκρανίας, όπως δηλώνεται στη συμφωνία σύνδεσης. Στις 28 Φεβρουαρίου 2022, ασκώντας το δικαίωμα της Ουκρανίας να επιλέξει η ίδια το πεπρωμένο της, ο Πρόεδρος της χώρας υπέβαλε την αίτηση προσχώρησης της Ουκρανίας στην Ευρωπαϊκή Ένωση. Το Συμβούλιο αντέδρασε με ταχύτητα και κάλεσε την Επιτροπή να γνωμοδοτήσει για την αίτηση αυτή σύμφωνα με τις σχετικές διατάξεις των Συνθηκών. Εν αναμονή αυτού και χωρίς καθυστέρηση, θα ενισχύσουμε περαιτέρω τους δεσμούς μας και θα εμβαθύνουμε την εταιρική μας σχέση ώστε να βοηθήσουμε την Ουκρανία να ακολουθήσει την ευρωπαϊκή της πορεία. Η Ουκρανία ανήκει στην ευρωπαϊκή μας οικογένεια. 5. Το Συμβούλιο κάλεσε την Επιτροπή να γνωμοδοτήσει σχετικά με τις αιτήσεις της Δημοκρατίας της Μολδαβίας και της Γεωργίας. |

Statement of the heads of state or government, meeting in Versailles, on the Russian military aggression against Ukraine, 10 March 2022
1. Two weeks ago Russia brought war back to Europe. Russia’s unprovoked and unjustified military aggression against Ukraine grossly violates international law and the principles of the UN Charter and undermines European and global security and stability. It is inflicting unspeakable suffering on the Ukrainian population. Russia, and its accomplice Belarus, bear full responsibility for this war of aggression and those responsible will be held to account for their crimes, including for indiscriminately targeting civilians and civilian objects. In this respect we welcome the decision of the prosecutor of the International Criminal Court to open an investigation. We call for the safety and security of Ukraine’s nuclear facilities to be ensured immediately with the assistance of the International Atomic Energy Agency. We demand that Russia ceases its military action and withdraws all forces and military equipment from the entire territory of Ukraine immediately and unconditionally, and fully respects Ukraine’s territorial integrity, sovereignty and independence within its internationally recognised borders.
2. We commend the people of Ukraine for their courage in defending their country and our shared values of freedom and democracy. We will not leave them alone. The EU and its Member States will continue to provide coordinated political, financial, material and humanitarian support. We are committed to provide support for the reconstruction of a democratic Ukraine once the Russian onslaught has ceased. We are determined to increase even further our pressure on Russia and Belarus. We have adopted significant sanctions and remain ready to move quickly with further sanctions.
3. Countless people are fleeing the war in Ukraine. We offer temporary protection to all war refugees from Ukraine. We commend European countries, notably at the borders with Ukraine, for showing immense solidarity in hosting Ukrainian war refugees. The EU and its Member States will continue to show solidarity and provide humanitarian, medical and financial support to all refugees and the countries hosting them. We call for funds to be made available without delay through a swift adoption of the proposal on Cohesion’s Action for Refugees in Europe (CARE) and through ReactEU. We call on Russia to fully abide by its obligations under international humanitarian law. It must ensure safe and unhindered humanitarian access to the victims and internally displaced persons in Ukraine, and allow safe passage for those civilians who want to leave.
4. The European Council acknowledged the European aspirations and the European choice of Ukraine, as stated in the Association Agreement. On 28 February 2022, exercising the right of Ukraine to choose its own destiny, the President of Ukraine submitted the application of Ukraine to become a member of the European Union. The Council has acted swiftly and invited the Commission to submit its opinion on this application in accordance with the relevant provisions of the Treaties. Pending this and without delay, we will further strengthen our bonds and deepen our partnership to support Ukraine in pursuing its European path. Ukraine belongs to our European family.
5. The Council has invited the Commission to submit its opinions on the applications of the Republic of Moldova and Georgia.

Euro area fiscal policy coordination for 2023
Ministers will discuss fiscal policy coordination for 2023, with a view to safeguarding the economic recovery in the euro area.
The Eurogroup will also take stock of the economic situation arising from Russia's military aggression against Ukraine and other key macroeconomic developments having influence on budgetary planning for 2023.
Greece – 13th enhanced surveillance report
The Eurogroup will discuss the thirteenth enhanced surveillance report on Greece. The enhanced surveillance framework for Greece was activated by the Commission on 11 July 2018, and entered into force in August 2018.
The quarterly enhanced surveillance reports enable close monitoring of the economic, fiscal and financial situation and the post-programme policy commitments, as agreed by the June 2018 Eurogroup.

Ministers will discuss the way forward to agree on a work plan for all outstanding elements of the Banking Union, ahead of the March Euro Summit.
