Συμπεράσματα του Ευρωπαϊκού Συμβουλίου σχετικά με τη στρατιωτική επίθεση της Ρωσίας κατά της Ουκρανίας, 24 Μαρτίου 2022

 

Το Ευρωπαϊκό Συμβούλιο πραγματοποίησε ανταλλαγή απόψεων με τον πρόεδρο των Ηνωμένων Πολιτειών αναφορικά με τη διατλαντική συνεργασία στο πλαίσιο της στρατιωτικής επίθεσης της Ρωσίας κατά της Ουκρανίας.

Ι. ΣΤΡΑΤΙΩΤΙΚΗ ΕΠΙΘΕΣΗ ΤΗΣ ΡΩΣΙΑΣ ΚΑΤΑ ΤΗΣ ΟΥΚΡΑΝΙΑΣ

Ο επιθετικός πόλεμος της Ρωσίας κατά της Ουκρανίας παραβιάζει κατάφωρα το διεθνές δίκαιο και προκαλεί μαζικές απώλειες ζωών και τραυματισμούς αμάχων. Η Ρωσία εξαπολύει επιθέσεις κατά του άμαχου πληθυσμού και βάλλει κατά μη στρατιωτικών στόχων, συμπεριλαμβανομένων νοσοκομείων, ιατρικών εγκαταστάσεων, σχολείων και καταφυγίων. Αυτά τα εγκλήματα πολέμου πρέπει να σταματήσουν αμέσως. Οι υπεύθυνοι, καθώς και οι συνεργοί τους, θα κληθούν να λογοδοτήσουν σύμφωνα με το διεθνές δίκαιο. Η πολιορκία της Μαριούπολης και άλλων ουκρανικών πόλεων και η άρνηση των ρωσικών στρατιωτικών δυνάμεων να παράσχουν πρόσβαση στην ανθρωπιστική βοήθεια είναι απαράδεκτες. Οι ρωσικές δυνάμεις πρέπει να προβλέψουν αμέσως ασφαλείς διαδρόμους προς άλλα μέρη της Ουκρανίας, καθώς και την παράδοση ανθρωπιστικής βοήθειας στη Μαριούπολη και άλλες πολιορκούμενες πόλεις.

Το Ευρωπαϊκό Συμβούλιο καλεί μετ’ επιτάσεως τη Ρωσία να εγγυηθεί επειγόντως την ασφαλή διέλευση αμάχων που έχουν εγκλωβιστεί σε όλες τις υπόλοιπες εμπόλεμες ζώνες σε προορισμό της επιλογής τους, να απελευθερώσει αμέσως όλους τους ομήρους, να παράσχει αδιάλειπτη πρόσβαση στην ανθρωπιστική βοήθεια και να δημιουργήσει ανθρωπιστικούς διαδρόμους. Επίσης, καλεί μετ’ επιτάσεως τη Ρωσία να σεβαστεί πλήρως τις υποχρεώσεις της βάσει του διεθνούς δικαίου, συμπεριλαμβανομένου του διεθνούς ανθρωπιστικού δικαίου, και να συμμορφωθεί με την πρόσφατη διαταγή του Διεθνούς Δικαστηρίου.

Το Ευρωπαϊκό Συμβούλιο απαιτεί από τη Ρωσία να σταματήσει αμέσως τη στρατιωτική επίθεσή της στο έδαφος της Ουκρανίας, να αποσύρει αμέσως και άνευ όρων όλες τις δυνάμεις και τον στρατιωτικό εξοπλισμό από ολόκληρο το έδαφος της Ουκρανίας και να σεβαστεί πλήρως την εδαφική ακεραιότητα, την κυριαρχία και την ανεξαρτησία της Ουκρανίας εντός των διεθνώς αναγνωρισμένων συνόρων της.

Η Ευρωπαϊκή Ένωση στέκεται στο πλευρό της Ουκρανίας και του λαού της, και το Ευρωπαϊκό Συμβούλιο επιβεβαιώνει εκ νέου τη διακήρυξη των Βερσαλλιών, αναγνωρίζοντας τις ευρωπαϊκές φιλοδοξίες και την ευρωπαϊκή επιλογή της Ουκρανίας, όπως δηλώνεται στη συμφωνία σύνδεσης. Το Ευρωπαϊκό Συμβούλιο καλεί εκ νέου την Επιτροπή να υποβάλει τη γνώμη της σύμφωνα με τις σχετικές διατάξεις των Συνθηκών. Η Ευρωπαϊκή Ένωση θα συνεχίσει να παρέχει συντονισμένη πολιτική, οικονομική, υλική και ανθρωπιστική στήριξη. Η Ευρωπαϊκή Ένωση έχει θεσπίσει μέχρι στιγμής σημαντικές κυρώσεις που έχουν τεράστιες επιπτώσεις στη Ρωσία και τη Λευκορωσία, και παραμένει έτοιμη να καλύψει τυχόν νομικά κενά και να θέσει στο στόχαστρο πραγματικές και πιθανές προσπάθειες παράκαμψης, καθώς και να κινηθεί γρήγορα με πρόσθετες συντονισμένες και αυστηρές κυρώσεις κατά της Ρωσίας και της Λευκορωσίας, προκειμένου να αποτρέψει αποτελεσματικά τις δυνατότητες της Ρωσίας να συνεχίσει την επίθεση. Το Ευρωπαϊκό Συμβούλιο καλεί όλες τις χώρες να ευθυγραμμιστούν με τις εν λόγω κυρώσεις. Πρέπει να τεθεί τέρμα σε κάθε απόπειρα παράκαμψης των κυρώσεων ή παροχής βοήθειας προς τη Ρωσία με άλλα μέσα.

Η στρατιωτική επίθεση της Ρωσίας κατά της Ουκρανίας έχει αναγκάσει εκατομμύρια ανθρώπους να εγκαταλείψουν τις εστίες τους. Πολλοί από αυτούς έχουν βρει καταφύγιο και ασφάλεια στην Ευρωπαϊκή Ένωση, με τη διευκόλυνση του μηχανισμού προσωρινής προστασίας. Θα πρέπει να δοθεί ιδιαίτερη προσοχή στις ανάγκες των πλέον ευάλωτων, καθώς και σε μέτρα αποτροπής και εντοπισμού της εμπορίας ανθρώπων. Το Ευρωπαϊκό Συμβούλιο αποτίει φόρο τιμής σε όλους τους πολίτες, τις οργανώσεις και τις κυβερνήσεις σε ολόκληρη την Ευρώπη που έχουν επιδείξει αλληλεγγύη προς όσους προσπαθούν να ξεφύγουν από αυτόν τον αποτρόπαιο πόλεμο.

Η κρίση αυτή αποτελεί σημαντική πρόκληση για τις υποδομές και τις δημόσιες υπηρεσίες των κρατών υποδοχής, ιδίως στα σύνορα με την Ουκρανία. Το Ευρωπαϊκό Συμβούλιο αναγνωρίζει όλες τις προσπάθειες που έχουν ήδη καταβληθεί για την υποδοχή των προσφύγων που προσπαθούν να ξεφύγουν από τον πόλεμο στην Ουκρανία και καλεί όλα τα κράτη μέλη να εντείνουν τις προσπάθειές τους σε διαρκές πνεύμα ενότητας και αλληλεγγύης, καλεί δε την Επιτροπή να αναλάβει τις απαραίτητες πρωτοβουλίες για να διευκολύνει τις προσπάθειες αυτές. Ζητεί επίσης να ολοκληρωθούν επειγόντως οι εργασίες που αφορούν τις πρόσφατες προτάσεις της Επιτροπής για τη στήριξη των κρατών μελών, ώστε να διασφαλιστεί η ταχεία κινητοποίηση της χρηματοδότησης της ΕΕ για τους πρόσφυγες και για όσους τους υποδέχονται, καλεί δε την Επιτροπή να εκπονήσει πρόσθετες προτάσεις προκειμένου να ενισχυθεί η στήριξη της ΕΕ εν προκειμένω. Καλεί τα κράτη μέλη, με την υποστήριξη της Επιτροπής, να αναπτύξουν σχέδια έκτακτης ανάγκης με στόχο να αντιμετωπιστούν επίσης οι μεσοπρόθεσμες και μακροπρόθεσμες ανάγκες.

Η Ευρωπαϊκή Ένωση έχει δεσμευτεί να διασφαλίζει συνεχείς και αδιάλειπτες ροές ηλεκτρικής ενέργειας και αερίου προς την Ουκρανία. Ο πρόσφατος συγχρονισμός των ουκρανικών και μολδαβικών ηλεκτρικών δικτύων με τα δίκτυα της ΕΕ συνιστά αξιοσημείωτο επίτευγμα, το οποίο δείχνει ότι το μέλλον μας είναι αλληλένδετο. Πρέπει να διασφαλιστεί η προστασία των ουκρανικών πυρηνικών εγκαταστάσεων, μεταξύ άλλων με την υποστήριξη του Διεθνούς Οργανισμού Ατομικής Ενέργειας.

Έχοντας κατά νου την καταστροφή και τις τεράστιες απώλειες που έχει προκαλέσει στην Ουκρανία η στρατιωτική επίθεση της Ρωσίας, η Ευρωπαϊκή Ένωση δεσμεύεται να παράσχει στήριξη στην ουκρανική κυβέρνηση για τις άμεσες ανάγκες της και, μόλις σταματήσει η ρωσική επέλαση, για την ανασυγκρότηση μιας δημοκρατικής Ουκρανίας. Προς τούτο, το Ευρωπαϊκό Συμβούλιο συμφωνεί να αναπτυχθεί Καταπιστευματικό Ταμείο Αλληλεγγύης για την Ουκρανία και καλεί τους διεθνείς εταίρους του να συμμετάσχουν, ζητεί δε να αρχίσουν οι προετοιμασίες χωρίς καθυστέρηση. Καλεί την Επιτροπή να συνεχίσει να παρέχει τεχνική βοήθεια προκειμένου να βοηθήσει την Ουκρανία να υλοποιήσει τις απαραίτητες μεταρρυθμίσεις.

Το Ευρωπαϊκό Συμβούλιο ζητεί να διοργανωθεί, εν ευθέτω χρόνω, διεθνής διάσκεψη για την άντληση χρηματοδότησης στο πλαίσιο του Καταπιστευματικού Ταμείου Αλληλεγγύης για την Ουκρανία.

Επίσης, το Ευρωπαϊκό Συμβούλιο επιβεβαιώνει εκ νέου τη δέσμευσή του να σταθεί στο πλευρό της Δημοκρατίας της Μολδαβίας και του λαού της.

European Council conclusions on the Russian military aggression against Ukraine, 24 March 2022

 

The European Council held an exchange of views with the President of the United States on transatlantic cooperation in the context of the Russian military aggression against Ukraine.

I. RUSSIAN MILITARY AGGRESSION AGAINST UKRAINE

1. Russia’s war of aggression against Ukraine grossly violates international law and is causing massive loss of life and injury to civilians. Russia is directing attacks against the civilian population and is targeting civilian objects, including hospitals, medical facilities, schools and shelters. These war crimes must stop immediately. Those responsible, and their accomplices, will be held to account in accordance with international law. The siege of Mariupol and other Ukrainian cities, and the denial of humanitarian access by Russian military forces are unacceptable. Russian forces must immediately provide for safe pathways to other parts of Ukraine, as well as humanitarian aid to be delivered to Mariupol and other besieged cities.

2. The European Council urges Russia to urgently guarantee safe passage to civilians entrapped in all other war zones to a destination of their choice, to immediately release all hostages, to provide uninterrupted humanitarian access and to establish humanitarian corridors. It also urges Russia to fully respect its obligations under international law, including international humanitarian law, and abide by the recent order by the International Court of Justice.

3. The European Council demands that Russia immediately stop its military aggression in the territory of Ukraine, immediately and unconditionally withdraw all forces and military equipment from the entire territory of Ukraine, and fully respect Ukraine’s territorial integrity, sovereignty and independence within its internationally recognised borders.

4. The European Union stands by Ukraine and its people and the European Council reaffirms the Versailles Declaration, acknowledging the European aspirations and the European choice of Ukraine, as stated in the Association Agreement. The European Council reiterates its invitation to the Commission to submit its opinion in accordance with the relevant provisions of the Treaties. The European Union will continue to provide coordinated political, financial, material and humanitarian support. The European Union has so far adopted significant sanctions that are having a massive impact on Russia and Belarus, and remains ready to close loopholes and target actual and possible circumvention as well as to move quickly with further coordinated robust sanctions on Russia and Belarus to effectively thwart Russian abilities to continue the aggression. The European Council calls on all countries to align with those sanctions. Any attempts to circumvent sanctions or to aid Russia by other means must be stopped.

5. The Russian military aggression against Ukraine has forced millions of people to flee their homes. Many of them have found shelter and safety in the European Union, facilitated by the temporary protection mechanism. Particular attention should be paid to the needs of the most vulnerable and measures to prevent and detect human trafficking. The European Council pays tribute to all the citizens, organisations and governments across Europe who have shown solidarity with those fleeing this atrocious war.

6. This crisis represents a significant challenge for the infrastructure and public services of hosting States, notably at the borders with Ukraine. The European Council recognises all the efforts already made to welcome refugees fleeing the war in Ukraine, and calls on all Member States to intensify their efforts in a continued spirit of unity and solidarity, and invites the Commission to take any necessary initiatives to facilitate such efforts. It also calls for work to be urgently completed on the recent Commission proposals to support Member States so as to ensure that EU funding for refugees and their hosts can be mobilised rapidly and invites the Commission to work on additional proposals to reinforce EU support in this regard. It calls on the Member States, with the support of the Commission, to develop contingency plans to address medium- and long-term needs as well.

7. The European Union is committed to ensuring continuous and uninterrupted electricity and gas flows to Ukraine. The recent synchronisation of Ukrainian and Moldovan electricity grids with the EU’s grids is a remarkable achievement. It shows that our futures are now interconnected. The safety of Ukrainian nuclear facilities must be ensured, including with the support of the International Atomic Energy Agency.

8. Bearing in mind the destruction and enormous losses brought upon Ukraine by Russia’s military aggression, the European Union is committed to provide support to the Ukrainian Government for its immediate needs and, once the Russian onslaught has ceased, for the reconstruction of a democratic Ukraine. To that end, the European Council agrees to develop a Ukraine Solidarity Trust Fund and invites its international partners to participate, and calls for preparations to start without delay. It calls on the Commission to continue to provide technical assistance in order to help Ukraine implement necessary reforms.

9. The European Council calls for an international conference to be organised in due time to raise funding under the Ukraine Solidarity Trust Fund.

10. The European Council also reaffirms its commitment to stand by the Republic of Moldova and its people.

Digital Markets Act (DMA): agreement between the Council and the European Parliament

 

The Council and the Parliament today reached a provisional political agreement on the Digital Markets Act (DMA), which aims to make the digital sector fairer and more competitive. Final technical work will make it possible to finalise the text in the coming days.

"The European Union has had to impose record fines over the past 10 years for certain harmful business practices by very large digital players. The DMA will directly ban these practices and create a fairer and more competitive economic space for new players and European businesses. These rules are key to stimulating and unlocking digital markets, enhancing consumer choice, enabling better value sharing in the digital economy and boosting innovation. The European Union is the first to take such decisive action in this regard and I hope that others will join us soon."

The DMA defines clear rules for large online platforms. It aims to ensure that no large online platform that acts as a ‘gatekeeper’ for a large number of users abuses its position to the detriment of companies wishing to access such users.

Joint readout by the European Council and the United States

 

Today, the European Council was joined by President Joseph R. Biden, Jr. of the United States.

The leaders discussed the coordinated and united response of the European Union and the United States to Russia's unprovoked and unjustified military aggression in Ukraine.

They reviewed their ongoing efforts to impose economic costs on Russia and Belarus, as well as their readiness to adopt additional measures and to stop any attempts to circumvent sanctions.

Leaders discussed the urgent needs caused by Russia’s aggression, committed to continuing providing humanitarian assistance, including to neighboring countries hosting refugees, and underscored the need for Russia to guarantee humanitarian access to those affected by or fleeing the violence.

Leaders welcomed the opening of international investigations, including by the Prosecutor of the International Criminal Court, and ongoing efforts to gather evidence of atrocities.

In addition, leaders discussed EU-U.S. cooperation to reduce dependence on Russian fossil fuels, accelerate the transition to clean energy, as well as the need to respond to evolving food security needs worldwide.

The leaders also concurred on the importance of strengthening democratic resilience in Ukraine, Moldova, and the wider Eastern partnership region.

Finally, leaders underscored the importance of enhancing transatlantic security and defence, including through robust NATO-EU cooperation as described in the EU’s Strategic Compass.
