Highlights - Study on Biometric Recognition and Behavioural Detection - Committee on Legal Affairs

This study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the JURI and PETI Committees, analyses the use of biometric techniques from an ethical and legal perspective. Biometric techniques raise a number of specific ethical issues, as an individual cannot easily change biometric features, and as these techniques tend to intrude into the human body and ultimately the human self.

Further issues are more generally associated with large-scale surveillance, algorithmic decision making, or profiling. The study analyses different types of biometric techniques and draws conclusions for EU legislation. The study pursues two main aims. Firstly, it addresses the issue of poverty and social exclusion from a theoretical perspective – assessing the relevant concepts – and an empirical perspective – discussing the limitations of different indicators and data with reference to EU countries.

Secondly, it focuses on national and EU-level policies dealing with poverty and social exclusion, in particular, on minimum income schemes, presenting 6 country case studies and evaluating the feasibility of an EU minimum income framework.

In the context of the COVID-19 pandemic, the President of the European Parliament has established a number of measures to contain the spread of the virus and to safeguard Parliament's core activities. The current precautionary measures do not affect work on legislative priorities.

Core activities are maintained to ensure the smooth running of the institution's legislative, budgetary, and scrutiny functions. The meetings allow for remote participation in a virtual environment.
