Highlights - CULT rapporteur to present approach on 2022 budget - Committee on Culture and Education

On 21 June, Mr Franz, CULT's rapporteur for opinion on the 2022 EU budget, will present his approach to the 2022 budgetary procedure for the main programmes and budget lines of interest to the CULT committee.

Mr Franz intends to propose, inter alia, limited increases for the Erasmus+ programme and the European Solidarity Corps, in order to boost efforts to 'green' the programmes. Under Creative Europe, more support should be provided to support the post-pandemic recovery of the cultural and creative sectors, which have been severely affected.
The vote on CULT's budgetary amendments will take place on 13 July.

During a presentation on 22 June, the Director of the European Education and Culture Executive Agency (EACEA), Mr Roberto Carlini, will speak about the role and responsibilities of the Agency, and about its governance and management. The presentation will be followed by a Q&A session, focusing on the delegated programmes.

During its committee meeting on the 27 May, the CULT Committee held an exchange of views on an own-initiative report (INI) recommending ways towards recovery and deep transformation of the media and audio-visual sectors in Europe. During the exchange of views following the presentation of the draft report, questions were put forward to experts who prepared an accompanying research commissioned by Policy Department B at the European Parliament.

During its meeting on 27 May the Committee held an exchange of views on the own initiative report on The situation of artists and the cultural recovery in the EU (Rapporteur Monica Semedo, Renew) in the presence of invited experts from Culture Action Europe.

Highlights - AIDA Workshop on AI industry showcases - Special Committee on Artificial Intelligence in a Digital Age

On Friday 18 June, AIDA Committee will organise a workshop on "AI industry showcases". Five organisations are invited to present their products and services in the field of AI/ML and the way they are used in practice. The main objective of the workshop is to provide an opportunity for improving one's understanding of how AI is used and deployed in the society and in the industry today.

The five companies invited are the Bosch centre for AI (Manufacturing), OVHcloud (Internet Service), Once Fundation/Inserta (Social Sector), NPC SPACEMIND and Nurjana technologies (Space) and Bodyguard (Smartphone App provider). The workshop is open to all AIDA members and staff and will not be web-streamed.

The Committees on Industry, Research and Energy and on Transport and Tourism will hold a joint vote on the draft recommendation for second reading on the Council position at first reading with a view to adopt the EU's flagship programme for transport, energy and digital, the Connecting Europe Facility (CEF).

With a budget of 33.71 billion (in current prices) over the period 2021-2027, this instrument will fund key projects with the goal of improving transport connections and energy networks, as well as digital services and connectivity in Europe. It should also support jobs, economic growth and the deployment of new technologies.

On 21 June, 18:15 – 19:15, ECON Members will hold their second Economic Dialogue and exchange of views with Paschal Donohoe, President of the Eurogroup. The last dialogue took place on 25 January 2021.

The exchange of views will cover the ongoing work of the Eurogroup, notably short term policy measures intended to combat the economic, financial and social consequences of COVID-19, medium term policies to support a sustainable recovery and increase resilience of the euro area and longer term measures relating to the EMU governance framework, including completing the Banking Union.

In the context of the COVID-19 pandemic, the President of the European Parliament has established a number of measures to contain the spread of the virus and to safeguard Parliament's core activities.

The current precautionary measures do not affect work on legislative priorities. Core activities are maintained to ensure the smooth running of the institution's legislative, budgetary, and scrutiny functions.

The meetings allow for remote participation in a virtual environment.

Thus, the next joint ITRE-TRAN meeting will take place on Thursday 24 June from 16.30 to 16.45 (CEF vote).

On 21 June, IMCO will hear a presentation of the draft report by Mr Andreas Schwab (EPP) on the Digital Markets Act (DMA). In his draft report, the Rapporteur supports the Commission proposal and suggests strengthening some of its main elements. He proposes tightening the definition of gatekeeper so as to ensure that the DMA is targeted to those platforms that play an unquestionable role as gatekeepers due to their size and their impact on the internal market.

On 21 May, IMCO Members will consider the draft report by Ms Christel Schaldemose (S&D) on the Digital Services Act (DSA).

On 21 June, the Committee will vote on Mr Vlad Botoş’s (Renew) opinion to the JURI report on an intellectual property action plan to support the EU’s recovery and resilience.

The opinion calls on the Commission to formulate a strategy to tackle and minimise the infringements, hold-backs, counterfeiting and piracy that are still thriving and proved to be even more dangerous during the Covid-19 pandemic. 57 amendments were table to the report adding additional aspects, like the role of startups and EU innovators. The Rapporteur proposed 5 compromise amendments encompassing most of the submitted ideas. JURI will vote on its report in September.
