Briefing - Understanding the EU Strategy for the Sahel - 07-09-2020

The August 2020 coup in Mali has once again demonstrated the instability of the Sahel. The region is affected by climate change and rapid population growth. Rivalries over access to livelihoods exacerbate grievances against states. Struggling to provide basic services throughout their territory and security at their borders, governments are competing with armed groups that have emerged from the failed regimes of Central Africa, North Africa and the Middle East. The instability in this region has direct consequences for the security of the European Union's neighbours and for the EU itself. In 2011, to respond to the multiple factors of this instability, the EU adopted the Sahel security and development strategy: the first comprehensive approach aimed at ensuring various external policy programmes and instruments converge towards common objectives. Despite the revamping of the strategy in 2015 based on the lessons learnt, its implementation, which involves the coordination of multiple stakeholders, has been difficult. While it has contributed to notable progress towards integration and regionalisation, security challenges have impeded tangible achievements in preventing radicalisation and fostering inclusive development. The Sahel action plan, adopted in 2015 to provide an overall framework for the implementation of the strategy, comes to an end in 2020; its revision (or replacement) will need to take the EU's and Africa's new geopolitical interests on board. As the EU endeavours to reconnect with Africa in a regional and full-fledged partnership, the successes and failures of the EU Strategy for the Sahel could inspire the whole EU development and security policy on the continent. This paper discusses the analytical basis for facilitating green public investment under the Stability and Growth Pact fiscal rules. It concludes that additional public debt created by deficit-financed green public investment is likely to increase fiscal sustainability risks. However, such additional risks could be justified to avoid the economic damages (which would also have long run consequences for public finances) arising in the absence of sufficient green public investment. Tre trade off could be improved if green public investment were financed through EU debt.

The European Union and its Member States have been at the forefront of the fight against impunity for core international crimes, collectively providing political, technical and financial assistance to international, regional and domestic accountability efforts. Focusing on the current EU framework on accountability and six country situations (Rwanda, Colombia, Venezuela, Myanmar, Syria and Iraq), this study offers recommendations to guide future EU policy and the engagement of the European Parliament in the fight against impunity. The recommendations include enhancing the capacity, efficiency and coordination of EU institutions working on accountability, as well as encouraging comprehensive, impartial and inclusive approaches to country situations. EU action in bilateral and multilateral fora is also covered, with a view to enhancing the universal reach of accountability mechanisms and the protection of their integrity, encouraging cooperation and assistance, and to upholding the principle of complementarity.

Μελέτη - An EU legal framework to halt and reverse EU-driven global deforestation: European added value assessment - 08-09-2020

Deforestation caused by agricultural activity is continuing at an alarming rate, threatening irreplaceable tropical forests that, among other things, are crucial for fighting climate change. The EU bears its share of responsibility for this environmental loss, as it is one of the major importers of several forest-risk commodities. To date, action has been taken at different levels to stop commodity-driven deforestation. Nevertheless, the impact on forest loss has been low as deforestation continues and new hot spots occur. There has been a recent commitment at EU level to propose new measures to minimise the risk of deforestation and forest degradation associated with products placed on the EU market. This European added value assessment (EAVA) accompanies the European Parliament's own-initiative legislative report calling on the European Commission to take legislative action on the matter. The EAVA looks at why EU action is needed and analyses four potential demand-side regulatory policy options at EU level. A quantitative analysis reveals that to varying extents, all options have the potential to reduce EU-driven deforestation and associated carbon emissions, while having a relatively small impact on the EU economy

On 26 August 2020, Commissioner Phil Hogan tendered his resignation to the President of the European Commission following controversy over his participation in an Oireachtas (Irish Parliament) Golf Society dinner attended by more than 80 people, despite the applicable Irish public health guidelines adopted to contain the spread of Covid-19 limiting gatherings to a fraction of that number. In addition, questions were raised as to whether he had complied with applicable restrictions on movements after his arrival in Ireland. Although President Ursula von der Leyen had not formally requested his resignation, she accepted it and thanked Commissioner Hogan for 'his tireless and successful work' during the current mandate as Trade Commissioner and in his previous mandate as Agriculture and Rural Development Commissioner. Consequently, the procedure to replace him has started, with President von der Leyen requesting that the Irish government propose both a female and a male candidate. On 4 September, the Irish government proposed two candidates to replace Phil Hogan: Mairead McGuinness, current European Parliament First Vice-President, and Andrew McDowell, a recent European Investment Bank Vice-President. On 8 September, President von der Leyen announced she had chosen Mairead McGuinness, and that she would take over financial services, financial stability and the capital markets union from Valdis Dombrovskis. The latter would take the trade portfolio permanently (having already taken it temporarily in the meantime), while continuing in his role of Executive Vice-President. Parliament is now expected to organise hearings with both.

Briefing - Research for CULT Committee - The use of Artificial Intelligence (AI) in education - 15-05-2020

There are two different types of AI in wide use today. Recent developments have focused on data-driven machine learning, but in the last decades, most AI applications in education (AIEd) have been based on representational / knowledge-based AI. Data-driven AI uses a programming paradigm that is new to most computing professionals. It requires competences which are different from traditional programming and computational thinking. It opens up new ways to use computing and digital devices. But the development of state-of-the-art AI is now starting to exceed the computational capacity of the largest AI developers. The recent rapid developments in data-driven AI may not be sustainable. The impact of AI in education will depend on how learning and competence needs change, as AI will be widely used in the society and economy. AIEd should be used to help schools and educational institutions in transforming learning for the future. Many AIEd systems have been developed over the years, but few of these have shown clear scientific impact on learning. Evidence is lacking partly because the contexts of teaching and learning vary across classrooms, schools, educational systems, and countries. Local knowledge and capacity is critical for effective adoption and shaping of AIEd, and new scaling models are needed. Co-design of AIEd with teachers is a possible way to advance new scaling models. AI has a great potential in compensating learning difficulties and supporting teachers. The Union/ the EU needs a “clearing house” that helps teachers and policy-makers make sense of the fast developments in this area.
