Briefing - Understanding the EU response to organised crime - 31-08-2020

31-08-2020 01:57 PM CEST

The EU has made substantial progress in terms of protecting its citizens since the early 1990s, often in response to dramatic incidents, such as mafia or other organised crime group murders, big money-laundering scandals, a steep increase in migrant smuggling and trafficking in human beings following the 2015 migration crisis, or – more recently – a sharp rise in cybercrime, fraud and counterfeiting during the coronavirus pandemic. Criminal organisations continue to pose big risks to the internal security of the EU. A rising number of organised crime groups are active in its territory, often with cross-border reach. Organised crime is furthermore an increasingly dynamic and complex phenomenon, with new criminal markets and modi operandi emerging under the influence of globalisation and – in particular – new technologies. While the impact of serious and organised crime on the EU economy is considerable, there are also significant political and social costs, as well as negative effects on the wellbeing of EU citizens. As organised crime has become more interconnected, international and digital, Member States – which remain responsible for operational activities in the area of police and judicial cooperation – increasingly rely on cross-border and EU-level cooperation to support their law enforcement authorities on the ground. Recognising the severity of the problem and the need for coordinated action, the EU has initiated several measures to encourage closer cooperation between Member States and adopted common legal, judicial and investigative frameworks to address organised crime. Parliament has made fighting organised crime a political priority and has helped shape the relevant EU legislation. Future EU action will focus on implementing existing rules, improving operational cooperation – even beyond the EU’s boundaries – and information-sharing, as well as addressing some of the main criminal activities of organised crime groups. Furthermore, the EU aims to make sure that crime does not pay.

Briefing - The EU pig meat sector - 01-09-2020

01-09-2020 02:42 PM CEST

The 150 million pigs reared across the EU represent the largest livestock category before that of bovines, and the EU pig meat sector alone accounts for nearly half of total EU meat production. Germany, Spain and France contribute more than half of the total amount of pig meat produced in the EU. The sector is highly diverse, with huge differences in rearing methods and farm sizes across the Member States: from backyard farming to industrial installations with thousands of animals. Within the common agricultural policy (CAP), the pig meat sector is covered by the common organisation of markets regulating trade and providing support in the event of a sectoral crisis. Farmers can also receive rural development funding under the second pillar of the CAP, for example, to make necessary investments on their farms. A large number of EU legislative acts apply to this sector, covering various aspects of pig farming: environmental protection, food safety and public health, organic production, animal health and welfare. However, evidence shows a lack of compliance with EU regulations on the welfare of pigs and the persistence of harmful routine practices. Another challenge is the air, soil and water pollution caused by intensive pig farming, which takes a heavy toll on the environment. The EU is currently the world's top exporter of pig meat products and its exports have been boosted by the fall in production in Asia, where African swine fever is decimating millions of animals. Increased demand for EU pork pushed prices to a peak in early 2020. In the coming years, the pig production sector may be impacted by the evolution of the policy environment: negotiations on a new CAP are ongoing and the recently published Green Deal initiative and Farm to Fork strategy, both of which promote greener and more sustainable agriculture and food systems, mention the future revision of legislation relevant to the pig sector, including on animal welfare.

Μελέτη - Benefits and drawbacks of an “expenditure rule”, as well as of a "golden rule", in the EU fiscal framework - 01-09-2020

01-09-2020 12:00 AM CEST

Focusing the EU fiscal framework on an expenditure rule could help to increase transparency, compliance and ownership. In various other respects, like estimation errors or counter-cyclicality of prescribed fiscal policy, an expenditure rule is similar to a structural balance rule. If the EU decides to go beyond the current focus on fiscal aggregates, a two-rule system aimed at safeguarding specific expenditures could be placed at the centre of the EU fiscal framework. The key challenge is to define and measure the protected expenditures.

Εν συντομία - EU-China geographical indications agreement - 02-09-2020

02-09-2020 12:00 AM CEST

On 6 November 2019, the EU and China concluded negotiations on a standalone agreement on cooperation on, and protection of, geographical indications (GIs), i.e. distinctive signs attached to (mainly) agricultural products that have a given quality, reputation or other characteristics that are attributable to their specific geographic origin. GIs are a type of intellectual property right (IPR) protected at multilateral level under the Agreement on Trade-related Aspects of Intellectual Property Rights (TRIPS), and in the EU under a sui generis GI protection regime. The reciprocal EU-China agreement seeks to protect 100 EU GIs in China and 100 Chinese GIs in the EU against imitation and usurpation. On 20 July 2020, the Council endorsed its signature, and the European Parliament has now to give its consent for the agreement's conclusion. Once in force, the agreement could help boost EU exports of high-quality foodstuffs, wines and spirits to the EU's third-largest destination for agrifood exports, and foster rural development. It would also expand global recognition of the EU's sui generis GI protection regime, a key EU trade policy objective.

Briefing - How the COVID-19 crisis has affected security and defence-related aspects for the EU - 27-07-2020

02-09-2020 12:00 AM CEST

This briefing examines the impact that the COVID-19 crisis has had on security and defence-related aspects for the European Union (EU) between December 2019 and June 2020. Based on this analysis, it identifies key problems or questions that require more attention from policymakers in the coming months and years. Four areas are singled out for analysis, as follows. Section (i), on the security environment and implications for strategy, discusses how COVID-19 tends to feed violent conflict and empowers non-state actors, but also highlights new opportunities to make cease-fires stick. It makes the case for examining in what areas and through what steps Europe can strengthen its self-reliance, unity and strategic leadership capability amidst the growing risk of great power competition. Section (ii), on Common Security and Defence Policy (CSDP) and defence-related mechanisms, capabilities and resources, identifies the growing risk to Europe’s defence budget, capabilities and ambitions and suggests a number of ways in which Member States can manage these risks through fiscal measures, greater prioritisation and collaboration. Section (iii) highlights the multi-faceted positive contributions that the armed forces have made to support civilian authorities at home, but suggests substantial untapped potential to do more in future emergencies. It makes the case for analysing the long-term implications of COVID-19 on readiness and generating forces for overseas operations. Section (iv), on the different ways CSDP operations and missions have been affected by COVID-19 and the ways in which they have adapted to support host countries, makes the case for tackling pre-existing problems with staffing of missions and the resilience of missions to infectious diseases. It also recommends reviewing the rationale and scope for what might be termed ‘health diplomacy’.

Μελέτη - EU development cooperation and ethical certification schemes: impact, transparency and traceability - 15-07-2020

03-09-2020 12:00 AM CEST

‘Transparency’, ‘Traceability’, ‘Sustainable standards’, ‘good agricultural practices’ and ‘zero-deforestation’ are all fine terms which [alongside many others] have emerged in connection with the cocoa sector’s certification process. But does the reality of this process justify using such terms? Our initial conclusions in this study, based on an analysis of existing research over recent years, revealed that a considerable number of investigations had been commissioned by the certification schemes themselves. Key findings presented by the various studies all conveyed a positive tone. However, on closer inspection we felt that smallholders covered by the programmes were ‘following party lines’ rather than speaking freely. This suspicion was well-founded. Having built up trust in the villages during several years of field-work, we eventually gained access to exclusive data held by the cooperatives and certification programmes. We have used this evidence in order to draw a comparison between the virtual world portrayed by certification schemes’ narrative and the real world being faced by cocoa producers. Certification schemes claim that they give a sense of trust within the value chain, particularly in regard to produce traceability. They also claim to assist farmers, by way of training, various inputs (fertilisers etc.) and credit schemes. In reality, these ‘advantages’ are not visible at farm level. Budgets prepared by cooperatives to justify the use of premiums reflect structural flaws in certification and access to information. Serious questions arise surrounding deforestation, child labour and the payment of premiums. Social investment is minimal and consumers’ perception diverges from the reality. In conclusion, we make a number of key proposals and suggestions based on stakeholders’ complaints and recommendations.
